Master of hoax calls wanted to fix business rivals New Delhi, April 10 A mobile phone along with a SIM card, one Maruti Esteem car and some documents were seized from the accused, Anil Kumar Singh alias Sunny (28), son of a former Bihar police official. During interrogation, it turned out that he had been involved in more than 10 cases of rape, kidnapping, auto theft and violations of the Arms Act. His associate Sanjay Gupta, who was involved in car thefts, was also arrested by the police. In the last one week, the accused had created considerable panic in the city by making hoax calls to the All India Institute of Medical Sciences (AIIMS), Tihar Jail and a Metro railway station.. He had caused a bomb scare in Rajdhani Express, the Delhi Police Headquarters and made an extortion call to the police control room, demanding Rs 5 crore. In all these cases, he used the names of his business adversaries in order to “expose” the latter. When the police reached the ‘callers’ in these cases, all of them denied having made any such calls. Since the calls had disturbed public
tranquillity, the police constituted teams to crack the case. During preliminary investigations, the cops found the mobile number used by the accused to make the calls. The police also found that the caller had made some anonymous calls to some persons who were allegedly involved in flesh trade in the Malviya Nagar area. Later, the police reached one Prince Communications from where Anil had bought the mobile phone and a cash card and found out his residential address. But that address turned out to be fake. Finally, the police, after matching the list of phone numbers he had called along with some documents seized from his possession, apprehended Anil. During interrogation, Anil told the police that he came to Delhi in 1992 and started living with his uncle Rana Pratap in Garhi, who was involved in flesh trade. As his uncle’s trade was flourishing, Anil also started a similar business. He even placed advertisements in leading newspapers to attract customers; he operated from five-star hotels and stole some luxury cars to reinforce the impression that he was very well-off. Around this time, he had some problems over the girls involved in the racket with the main operators — Prakash, Deepak, Srivastava, Kumar and Rana. Following the bad blood, he decided to make hoax calls to the police to implicate the latter.. His father, Raja Pratap Singh, and his uncle, Rana Pratap, too have been booked on rape charges. In 2001, Anil had made a hoax call, using his uncle’s SIM card, and threatened to eliminate a VVIP and blow up the Red Fort. |
MCDgate: Opposition seeks probe into New Delhi, April 10 Mr Gupta has written a letter to the Lt-Governor of Delhi, Mr Vijay Kapoor, demanding an inquiry into the scandal involving the Congress-ruled corporation. He alleged that the corporation had to purchase 1.5 lakh desks (small and big) for schools for which tenders were invited in 2002-2003; the tenders were opened in December last year. But nothing was purchased then. According to Mr Gupta, the lowest rate was Rs 458 for small desks and Rs 558 for big desks while the highest bid was Rs 612 and Rs 718, respectively. But the order was not placed in December. Instead, for some strange reason, it was placed recently with the highest bidder, M/s Laggar Industries of Jalandhar. Now, the desk samples provided by the manufacturer have been sent to a laboratory in Faridabad to check the quality of the product. The difference between the rates of the lowest and the highest bidders is Rs 2.34 crore. Logically, before placing such an order with the highest bidder, the issue should have been discussed in the Standing Committee, but this was not done, ostensibly due to paucity of time, as the financial year was coming to end. The proposal was placed directly before the commissioner who gave his nod. Mr Gupta has alleged that there was something fishy in the deal, which needs to be probed by an independent inquiry. He charged that the MCD had been rocked by one scandal after another involving crores of rupees. The money could have been used in providing and upgrading the civic facilities in the beleaguered city. The officials, however, denied that there was anything illegal in placing an order with the highest bidder and without discussions in the Standing Committee. It is claimed that there were provisions in the constitution of the corporation to take care of such exigencies. |

infested with the deadly anopheles Faridabad, April 10 According to Dr Tarun Kashyap of Tarun Medical Centre, he is suddenly swamped with cases of suspected malaria; the patients are running high fever and showing all other symptoms. Most of the patients belonged to congested colonies and slum areas. A malaria victim normally has fever accompanied with shivering. All such persons are asked to undergo a blood test. Malaria cases have also surfaced at the Bhadshah Khan Civil Hospital, in government dispensaries and at private clinics. Dr Lal Singh, a physician based in Sector 16 who has a clinic at Ballabgarh, there is a perceptible rise in the number of patients showing malarial symptoms. He said reports from rural areas also indicate a similar trend as the menace of mosquitoes has worsened in the last three weeks. The general lack of hygiene and accumulation of dirty water, especially in the open drains, have been responsible for the growth of malarial parasites. He warned that if preventive measures were not taken, the outbreak could assume serious proportion even before the advent of the monsoon. The owner of a general store located in Sector 14 market said that sale of mosquito repellents has gone up manifold in the past one month. His family had started using mosquito nets along with ointments. Dr Vinod Kaul, head of the Vibles Path Laboratories, located in Sector 14 here, said that cases of malarial fever were likely to go up sharply in the coming days. His laboratory has conducted several blood tests in the recent past. Demanding that DDT must be sprayed to check the outbreak, Mr K. L. Gera, a social activist, charged the health department with inaction. He said the health department had a tendency to intervene only when the problem assumes dangerous proportions. He alleged that the municipal corporation had failed to ensure even limited cleanliness in the residential areas. Reports tickling in from the villages also indicate a similar problem. DWELLERS’ PLOY Noida, April 10 Noida officers received information at about 11 am that some people had started putting up jhuggis on plots measuring 35x35 metres. They were trying to occupy three acres of land in Gojha village after installing the Ambedkar statue. A squad of the Noida administration, under Revenue Officer Vishal Srivastava, rushed to the spot along with Mr A. K. Goel and Mr Satish Chandra, Senior Project Engineers, and dispersed the crowd. Some mischievous elements pelted stones on the police but the cops were able control the situation. It may be recalled that jhuggis had removed by the authority in Sector 44, which were reportedly later set afire by the mafia on April 3. Employee robbed of Rs 4 lakh: He was intercepted by three youths who asked him to open the tool box of his scooter. On noticing the bag inside, the assailants pushed the victim away and sped with the money and the scooter (No DL-7SH-4204). The victim was also injured when he tried to resist them. He also alleged that the accused had fired from their country-made weapon. The police is looking into the matter. The victim is working for one Prem Prakash Gupta, who owns a factory in the Jhilmil industrial area.

CHARITY New Delhi, April 10 After getting an affidavit in this regard, a Bench comprising Chief Justice B. C. Patel and Justice B. D. Ahmed directed the Centre and the Delhi Government to submit the report of the committee within eight weeks and fixed the next date of hearing on July 30. Government counsel Sanjay Jain said that the nine-member committee will go into the records of all private hospitals in the Capital, which have been allotted lands free of cost or at concessional rates to ascertain the free treatment of poor patients by these hospitals. A public interest litigation (PIL) filed by the Social Jurist, a group of lawyers, had alleged that all private hospitals and nursing homes, which were allotted lands free or at concessional rates, are not providing any treatment to poor patients in a breach of the land-lease condition. The PIL claimed that nursing homes have been allotted land worth millions at prime locations on the condition that they would provide treatment free of cost to 25 per cent of the poor indoor patients and 40 per cent of the outdoor patients. |

Water harvesting paying dividends in South Delhi New Delhi, April 10 According to officials, Delhi has ample space to reutilise or recharge its normal rainfall of about 6.11 mm. The areas where water level was more than 8 m below ground level and was found to decline further were identified as most suitable for taking artificial recharge. The most common water problem in rural and urban supplies in Delhi is bacteriological contamination. In the 269 samples taken by the CGWA and the Central Pollution Control Board (CPCB), 58 per cent samples were found bacteriological. The thickness of unsaturated zone varies in different areas. It varies from 35 m to 40 m in Tughlakabad, Okhla, Khanpur, Pushp Vihar, Sainik Farms, Saket and other surrounding villages of South district and about 25 m in Greater Kailash I, II, Chittaranjan Park, Green Park and surrounding villages. In areas like Vasant Kunj, Vasant Vihar and Samalkha, the thickness ranges from 30 m to 40 m. Considering the constant depletion of ground water level, the CGWA made constant efforts in promotion of rainwater harvesting. A number of pilot projects were also introduced on an experimental basis in areas like JNU, IIT, Shram Shakti Bhawan, Kushak Nala, Lodhi Garden, Maharani Bagh, Vasant Kunj and Dwarka. As per the survey, it was found that rainwater was going waste in the watershed of about 10 sq km in JNU and IIT. After the water-harvesting project was undertaken, the water level rose in JNU. In Central Park, Vasant Vihar, the colony having different blocks with utility services including shopping complex, parks etc, the rainfall runoff generated 9,400 cubic metre of water. The assessment study is still in progress. In Vasant Kunj, 13,528 cubic metres of water got recharged. During water harvesting in Pushp Vihar, 4 m of water level was raised in 2002. In Andrews Ganj project, 2 m of water level raised in 2001. Unlike Vasant Kunj, the ground water level in Sangam Vihar (Hamdard Public School) raised up to 4.5 m last year. At many places monitoring has not been conducted. In Vayusenabad, the water level increased up to 3.65 m during last monsoon and rise in water in Shram Shakti Bhawan was 1.10 m. In areas like the AIIMS, Green Park, Hauz Khas and Malviya Nagar, tubewells were dug. Apart from these projects, the CGWA has prepared 180 detailed proposals. It also provides technical guidance about site specific recharge structures at 260 sites for institutions, state and central government organisations, industries, hospitals and individuals. Many non-government organisations have also started contributing in the field of recharging water. The CGWA is also conduction awareness and training programmes in different parts of the city including Najafgarh and Dwarka. |

FOCUS ON ROHTAK Rohtak, April 10 The district administration, however, is faced with the problem of making arrangements for covered storage capacity for the wheat during the current season. The Deputy Commissioner said that uninterrupted supply of power and water would be provided at the wheat purchase centres in the district. The administration has set up nine purchase centres at Rohtak, Kalanaur, Madina, Kiloi, Meham, Sanghi, Sampla, Lakhanmajra and Kahanaur. The procurement agencies will purchase wheat at the minimum support price of Rs 620 per quintal. The farmers would be paid an extra amount of Rs 10 per quintal as ‘special drought relief’, Mr Yadav said. However, due to the difference in the sales tax structure between Haryana and Delhi, most of the farmers of Rohtak, Jhajjar and Sonepat districts sell their agriculture produce in the national Capital, said Mr Narain Parsad Goyal, president, Foodgrain Dealers Association, Rohtak. Following the introduction of VAT system in Haryana, the sarson is taxed at the rate of 4 per cent in the state, whereas there is no tax on it in Delhi, he said. While sarson was being sold at a rate between Rs 1,700 to Rs 1,725 per quintal in Rohtak and its adjoining markets of Haryana, it was fetching between Rs 1,800 to 1,825 in Delhi. Therefore, while a peak day like Monday saw the arrival of nearly 5,000 bags of sarson in the Rohtak market, between 25,000 to 30,000 bags per day arrived at the Delhi market, Mr Goyal said. Mr Goyal said that with the introduction of VAT in Haryana from April 1, the foodgrain commission agents (Arhtiya) would become ‘jobless’. Summing up the mood of the grain dealers here, he said, “only those farmers will sell their produce in Rohtak and its surrounding markets who have no source to carry their produce to Delhi.” It is not the question of sarson alone. The wheat producers too will prefer to sell in the markets of the national Capital as compared to Rohtak because of various taxes applicable in Haryana. While no tax is imposed on wheat in Delhi, the market committees in Haryana charge 4 per cent fees on it. Thus, the disparities in the sales tax structure in Delhi and Haryana, forces the farmer to sell his produce in the neighbouring national Capital, Mr Goyal said. |

IN PARLIAMENT New Delhi, April 10 The army trucks are meant to carry troops and stocks during operations. During peacetime, a few of these trucks, with some modifications without hampering their operational preparedness, are used to transport schoolchildren, Defence Minister George Fernandes said in a written reply. These vehicles are being driven by qualified drivers and have attendants, who take due care while driving, he said. However, due to an accident involving one of the modified trucks in Delhi on February 20, 2003, the use of modified trucks to carry schoolchildren in Delhi has been stopped, the minister said. Contracts for mechanised cleaning and upkeep of platforms and other passenger usage areas at various railway stations in Delhi including, New Delhi Railway Station, have been given to different parties for a period of three years, Minister of State for Railways Bandaru Dattatraya said. In Delhi, about 50 per cent faults were being rectified by the MTNL on filing complaints, Minister of State for Communications and Information Technology Sumitra Mahajan said. Delay in rectification of faults in some cases is due to multiple underground cable faults, theft of underground cables exposed during developmental works, subscribers’ premises found closed, faults in conduit/subscribers own wiring among other problems, she said. |

of journalist deplored, immediate Rohtak, April 10 The mediapersons alleged that the move was initiated at the behest of the state government as the affected scribe had an altercation with a local MLA recently over a news report. They alleged Mr Naresh Bharadwaj, the bureau chief of a Hindi daily was implicated in a false case under the Harijan Act as he had refused to bow before the pressure of the MLA. Terming the move as an assault on the freedom of media, the journalists alleged that the scribe was booked following a false complaint lodged by the son of the MLA without any investigation. They said the report was lodged on Monday evening and the journalist was arrested by the police on Tuesday morning from his office, which clearly indicated that the move was politically motivated. The journalists described it as an alarming trend in the region, whereby the government used such tactics for curbing the democratic rights of the press. They passed a resolution criticising the ‘hurried and unjustified’ arrest of the reporter and wore black badges to protest against the incident. Later, they submitted a memorandum to the Deputy Commissioner to be forwarded it to the Governor, seeking the immediate withdrawal of the ‘false’ case registered against the scribe and action against the government officials involved in hatching the conspiracy. Meanwhile, the Lok Janshakti Party and the Bharatiya Janata Party have condemned the ‘unjustified’ arrest of the journalist and sought strict action against the ‘erring’ officials in this regard. In separate statements here today, Mr Pradeep Jain, state secretary and spokesman of the BJP and Capt. Shamsher Singh Malik, state president, Lok Janshakti Party demanded immediate release of the reporter and a check on such ‘undemocratic’ means of curbing the freedom of press. demanded into building collapse Rohtak, April 10 The Congress leader claimed that the construction of the building had been started even before its house plan was approved by the Municipal Council. He alleged that the Municipal Council had also failed to take any action against the unauthorised construction for the last two years. He warned that if voted to power, the party would take strict action against those government officials who had been trying to protect certain leaders of INLD and BJP involved in the unauthorised construction. The Congress leader also extended support to the agitating traders against the implementation of Value Added Tax (VAT) system in the region. He said the HPCC chief, Mr Bhajan Lal, had termed the VAT system as ‘anti-trader’. He said 16 states under the Congress government did not approve this ‘anti-people’ law, while the Haryana Government got it approved in the assembly in a hurried manner. |

According to a report, both the husband and wife were sent to the PGI Hospital where Kavita succumbed to her injuries and the condition of her husband is stated to be critical. It is stated that Kavita was studying in BA Part I class in the Kanya Gurukul at Khanpur Kalan village. On the fateful day, she returned home from the ‘gurkul’ after the examination. As she was preparing a cup of tea, her clothes caught fire. She ran towards his husband who was sleeping on a cot in the house. Her husband tried to save her but his clothes caught fire. The neighbours came to their rescue and they were sent to the PGI Rohtak for treatment. The police are still inquiring the case. |
NCR BRIEFS Bhiwani, April 10 Survey of BPL families The district administration started a survey to identify families living below poverty line from today. The survey would be conducted till April 22 and names of eligible persons will be included and of ineligible persons erased from the list. The Deputy Commissioner, Mr Harpal Singh, said survey would be conducted in villages and thereafter in cities. Nearly three lakh families would be included in the survey. Trader foils robbery bid Jhajjar: The courage shown by a local trader not only saved him from robbers but also forced the latter to take to their heels. According to information, a trader, Gulshan Miglani, went to Chhara village along with his assistant for recovery of dues yesterday evening. When they were returning around 8.30 pm in their Maruti van and reached outside the villages, two persons in a car signalled them to stop. When they halted, the duo brandished country-made pistols and asked them to hand over all the cash. Finding themselves in the clutches of the robbers, they decided to put up a brave front rather than succumb to the threats. A scuffle broke out and after a few minutes, they managed to snatch the pistols from the robbers. On finding the situation getting out of their control, the robbers fled the scene. Mr Gulshan Miglani later handed over the pistols to the district police. PGIMS OPDs Rohtak:
To avoid inconvenience to the public and patients coming from faraway places, Pt B. D. Sharma Post Graduate Institute of Medical Sciences authorities have decided to keep the OPDs and other related services open whenever an unscheduled holiday is declared by the government. A spokesman of the PGIMS said today that the OPDs and other services like investigative work, X-rays labs, physiotherapy wings would remain open on the said holidays. Besides, he said, whenever the number of holidays/gazetted holidays exceeded two consecutive days, the third day would remain as a working day and the above services would run as usual. In the next few days, the investigative departments and OPDs would not function on Ramnavami (April 11) and Ambedkar Jayanti (April 14) but the above services would run as usual on Saturday (April 12). Although April 15 is a scheduled holiday, the OPDs and other services would run as usual, he added. MC passes budget, finally The Municipal Council here has estimated an income of Rs 12.90 crore as against the proposed expenditure of Rs 11.58 crore in the budget for the year 2003-04 approved unanimously today. The MC could not pass the budget before March 31 as the earlier meeting had to be adjourned because of lack of quorum. According to information, the MC recovered an amount of Rs 187.75 lakh as against the actual demand of Rs 204.65 lakh in the form of house tax. |

Jhajjar pays homage to soldier Jhajjar: A 21-year-old son of Ladpur village here sacrificed his life while fighting the enemy across the border in Batalik sector in Jammu and Kashmir. The body of Ashok Kumar was consigned to flames in his native village today amid an emotional scene. The state Revenue Minister, Mr Dhir Pal, DC Mr Mohinder Kumar paid floral tributes while the contingents of the Haryana Police and the Indian Army saluted the departed soul. Ashok Kumar, son of Balwan Singh, also a retired armyman, was recruited in 14 Mahar Regiment in September 2001. The Army jawan who accompanied the body said that Ashok Kumar along with five other jawans was patrolling on the Dilbag post, just 400 meter away from the Line of Control in the Batalic sector, when two bullets of the enemy across the border pierced his body on April 8. He succumbed to the injuries the next day. The family sources said that he was married recently and left behind his 19-year-old wife, a brother and his parents. The Deputy Commissioner gave an ex gratia amount of Rs 11,000 to the family of the deceased and assured them of all help at this hour of grief. Murderous attack on two Loni youths Loni (Ghaziabad), April 10 Jatinder, son of Bhule Ram, resident of Jawali village, has lodged an FIR that when his brothers, Ravinder and Varinder, were returning home at 11 pm yesterday after irrigating their family farm, they were accosted by two youths on a motorcycle near the house. As they reached the door of their house, one of the youths said, “Yes, there he is, Naresh, shoot him.” And after firing a shot, they injured him seriously and fled. According to report, two of the fleeing criminals, Ravi, son of Bikhari, and Jeetu, son of Hukam Singh, were from Gokulpuri, Delhi. The other two could not be identified. Delhi On March 22, a body was found on Pushta Road. It was identified as of Reena alias Renu, resident of Khajuri Khas. The post-mortem and viscera analysis revealed that the body had a peculiar smell. During preliminary investigation, it was found out that she was working for a beauty parlour and had an affair with one person Naseem Ahmed (18), resident of Khajuri Khas who was later arrested. During interrogation, Naseem revealed that after she had been engaged to someone, she asked him to stop meeting her. Feeling jilted, Naseem decided to eliminate Renu with the help of two friends, Rais and Siraj. One killed while crossing road Sonepat, April 10 According to another report, traffic on G T Road near Kundli village remained disrupted for about 4 hours when a tyre of Tata Sumo burst all of a sudden and the vehicle overturned there about 25 km from here last night. None was hurt in the accident. A number of vehicles up to five km were lined up on the road causing inconvenience to the public. As soon as the officials of the highway police patrolling party got the information about the mishap, they rushed to the site and managed to normalise the traffic by removing the vehicle from the road. The third accident occurred on G T Road near Bari village about 15 km from here last evening in which a Tata Sumo and a truck were involved. Four robbers held New Delhi: The West district police have arrested four robbers involved in robbery, snatching, bag-lifting in New Delhi, West and North-West districts. The police also claimed to have foiled a robbery they were planning to commit in a Janak Puri bank. The accused Akilesh (21), resident of Mangol Puri, Manglu alias Manga (22), resident of Shahdara, Ravi (19), resident of Sultanpuri and Eelam Singh (42), resident of Rohini were nabbed from outside the bank. |
