Undue haste costs PGI dear

Undue haste shown by the PGI authorities in trying to avoid lapse of grant money meant for construction of a trauma centre has not just resulted in a loss of Rs 95 lakh by way of interest but a sum of Rs 5.33 crore given to Central Public Works Department (CPWD), has also not been refunded.

“By Making a payment of Rs 5.33 crore hastily and in an ill conceived manner on the last day of the financial year, the PGI authorities not only blocked these funds but there was a loss of Rs 95.94 lakh by way of interest ,” read the audit objection in the latest report. It said that the public had also been deprived of the intended benefits.

Even after a lapse of two years, the money which was given to CPWD for undertaking construction of trauma centre has not been refunded. In order to prevent the lapse of money, the PGI in a haste transferred Rs 5.33 crore to CPWD in March 30, 2001, but later decided to undertake the work on its own.

It was on December 5, 2001 that the PGI decided to withdraw the work from the CPWD authorities without any valid reasons and asked for refund of Rs 5.33 lakh. The PGI is now undertaking the construction of the Trauma Centre on its own.

Quoting Para 53.9 of the CPWD manual volume II, enunciates that during the close of the financial year, there is generally a tendency to utilise the unspent budget provision. “It is against the interest of the state that money should be spent hastily simply to avoid lapse of budget grant. They remarked that a rush of expenditure is therefore regarded as breach of financial regularity and should be avoided.

During checking of records it had come to light that the payment to CPWD was done in a haste to show that the budget grant for the year 2000-2001 for the construction of the Trauma Centre had been utilised.

The audit report said that even the Superintending Engineer, PGI, had admitted that at the time of making the payment of Rs 5.33 crores to CPWD, neither the relevant plans nor the space requirements for the Trauma Centre , were ready. He also said as such it would not have been possible to start the work so the decision to deposit the money with CPWD was taken so as to avoid the lapse of money, received as grant.

Need to improve sports standard in schools

Sports activity at the school level is the stepping stone to groom oneself in sports at a later stage of one’s sports career. At school level, up to the age of 19, a sportsperson indulges in active sports activity and this is the age when his talent and skills get honed irrespective of the sport discipline.

In Chandigarh, we have lakhs of children studying in various schools. Providing sports facilities at their doorsteps is the need of the hour. At present, in schools, we have inter-school tournaments, then selection trials, coaching camps, sports wings, sending UT teams for the National School games etc. But if it is done in a planned manner, we can get maximum output.

Chandigarh Tribune talked to officials connected with education and sport to ascertain their views on bringing about changes so as to uplift the sports standards in schools and to host school tournaments in an orderly manner.

Mr J.P.S. Sidhu, Joint Director Sports, UT, said an action plan for school sports was prepared last year and it was approved by the Finance secretary, UT Administration. He said the plan envisaged that PTIs DPEs should take school players to nearby sports centres during the evening sessions. The inter-school tournaments should be conducted on league basis with less than 10 participating teams.

Ms Sarita Manuja, Principal of DAV Public School, Sector 8, said it would be better if the UT Education Department conducted all sport activities in three phases, for under 14, under 17 and under 19 sections. She said another vital change that could be made was to select probables for various teams in one go, so that the repeat exercise did not become a necessity. She felt that sometime the trials were held in order to allow backdoor entry to favoured sportspersons.

Mr D.S. Mangat, DPI (Schools), UT, however denied having come across any action plan for school sports as told by the UT Sports Department. He said the UT Education Department was, however, doing its utmost to promote sports activity in schools. On the question of holding separate age group games in one go, he said it was not possible as the number of participants was generally very large. He said, let any school come forward willingly to host these games and the department would provide it the sanctioned diet money per student.

In under 10 section final, it will be a clash between Samin Bharghav and Jaivardhan Gupta.

SDM (South) office to be shifted

The office of the Sub-Divisional Magistrate (South) will be shifted to the Sports Complex, Sector 42, on April 9. At present, the office is located in the DC office, Sector 17.

This is part of the Chandigarh Administration’s move to have offices of the SDMs in their respective areas of operations.

The SDM (South) was to be shifted to the sports centre in Sector 42, almost an year .The idea of shifting the SDMs has been a long-standing demand of city residents.

Residents of southern areas can have their new vehicles registered at the new office. According to sources, Tata Infotech, the company which makes the computerised driving licences and vehicle registration has agreed to have branches in the SDM (South) and SDM (East) offices, respectively.

Now the Administration will be tying up with the Bharat Sanchar Nigam Limited (BSNL) for connectivity.
