Haryana Urban Development Authority had organised the 17 the annual Spring Fest at Panchkula on March 8-9, 2003.The residents of this satellite township to Chandigarh took on to the festivities to welcome the spring season and showcased their talent in gardening and landscaping with aplomb . Their efforts in gardening, as shown in these photographs, was to prove that the Panchkula Springfest was not a poor country cousin of Chandigarh’s Rose Festival.
