494 armed forces personnel selected for awards
New Delhi, January 25
Subedar Suresh Chand Yadav of the National Security Guards (NSG), who was killed fighting terrorists during the attack on Akshardham Temple in Gandhinagar has been posthumously awarded the Ashok Chakra, the highest peacetime gallantry award, on the eve of Republic Day while three persons have been named for the Kirti Chakra, 21 for the Shaurya Chakra and 11 for the Yuddh Seva Medal.

President’s Medal for 551 policemen
New Delhi, January 25
Altogether 551 police personnel have been selected for the President’s Medal, including 75 for distinguished service and 65 for gallantry.

Padma Bhushan for cardiologist, journalist
New Delhi, January 25
The name of Punjab-born cardiologist Purshottam Lal is among the list of the Padma Bhushan awardees of this year with noted journalists Prabhu Chawla and T. V. R Shenoy sharing the honour with him.

Special courts for undertrials

The Chief Justice of India, Mr V.N. Khare, today extended the special courts facility for the undertrials who have been behind bars for the past seven years. Earlier this facility was only for the undertrials who have been in jail for the past three years.

A total of 494 armed forces personnel have been awarded gallantry and distinguished service awards by the President as part of the Republic Day honours.

President’s Medal for 551 policemen

New Delhi, January 25
Altogether 551 police personnel have been selected for the President’s Medal, including 75 for distinguished service and 65 for gallantry.

Among the recipients of the President’s Police Medal for Distinguished Service are eight personnel from the Intelligence Bureau, six each from Andhra Pradesh and Madhya Pradesh, five from Uttar Pradesh, Central Reserve Police Force and Central Bureau of Investigation, four each from Delhi and Rajasthan.

Others honoured for distinguished service are three personnel each from Maharashtra and Central Industrial Security Force, two each from Chhattisgarh, Jammu and Kashmir, Orissa, Punjab, Tamil Nadu, West Bengal and the Indo-Tibetan Border Police and one each from Assam, Haryana, Jharkhand, Meghalaya, Nagaland, Cabinet Secretariat (SPG), Special Service Bureau, National Security Guards and Railways.

Recipients of the President’s Police Medal for Gallantry are 27 from Jammu and Kashmir, 14 from the CRPF, eight from Andhra Pradesh and the BSF, three from Uttar Pradesh and the ITBP and one from Assam, Bihar, the CBI and the CISF.

Padma Bhushan for cardiologist, journalist

New Delhi, January 25
The name of Punjab-born cardiologist Purshottam Lal is among the list of the Padma Bhushan awardees of this year with noted journalists Prabhu Chawla and T. V. R Shenoy sharing the honour with him.

Dr Lal, who set up Metro Cardiology Research Centre and Hospital at Noida, had studied cardiology in the USA an on his return to India he set up a chain of metro hospitals. TNS

Shinde inducts 53 new ministers

Mumbai, January 25
Maharashtra Chief Minister Sushil Kumar Shinde today expanded his Ministry to a jumbo-size of 68 by inducting 23 Cabinet Ministers and 30 Ministers of State one week after he was sworn-in with a 15-member team.

The swearing-in coincided with high hopes of giving a face-lift to the three-year-old Democratic Front (DF) coalition government before the next Assembly elections.

Mr Shinde, who won the vote of confidence at a special session of the state legislature on January 22 and air dashed to New Delhi for consultations with the Congress high command, today completed the exercise of ministry formation dropping four ministers of the previous Vilasrao Deshmukh government and bringing in as many as 14 new faces.

Three Congress ministers of the Cabinet rank and an NCP Minister of State have been axed. Parliamentary Affairs Minister Rohidas Patil, who lost the race for chief ministership to Mr Shinde, former Transport Minister Shivajirao Moghe, a close associate of Vilasrao Deshmukh and former Education Minister Ramkrishna More, known as a opponent of NCP chief Sharad Pawar, are prominent Congress ministers to be dropped. From the NCP side, Minister of State for Forests A T Pawar has been dispensed with.

Six new faces figure as Cabinet Ministers. Former Chief Minister Shivajirao Patil-Nilangekar hailing from Nilanga near Latur, the home constituency of Vilasrao Deshmukh, makes a comeback in the Council of Ministers after almost two decades. A former MPCC chief Govindrao Adik, an MLC, who played a key role in ousting Mr Deshmukh, finds a Cabinet berth. Vasant Purkhe, Congress MLA from Ralegaon in Yavatmal and Amrish Patel, a staunch opponent of Rohidas Patil, from Shirpur in Dhule district are the new Congress faces in the Cabinet.

Babasaheb Dhabekar, who was a Minister of State in the previous Shiv Sena-BJP government and Minister of State for Industries in the Vilasrao Deshmukh ministry and Jaidutt Khsirsagar have been elevated to the Cabinet level. NCP strongman from Jalgaon Sureshdada Jain, who was Housing Minister in the Sena-BJP government, has also been inducted as Cabinet Minister.

Congress may deny ticket to some MLAs

Even as the Congress Scrutiny Committee on Himachal Pradesh has given its recommendations to the party high-command for all seats in the state, the central Congress leadership is thinking of reviewing cases of at least five party MLAs “due to anti-incumbency factor against them at the local level.’’

The state leaders, who yesterday finalised their recommendations in the presence of CWC member R.K. Dhawan, have suggested the high command to retain most of the MLAs. Congress sources said the cases of at least five MLAs would be examined at the party’s screening meeting scheduled for January 27. The seats included Chopal, Kasauli, Paonta Doon, Ghumarwin and Arki.

The party’s internal survey had suggested changing of nine MLAs. The sources said the scrutiny committee had submitted a panel of two names on most of the seats except those of the sitting MLAs.

They said the Congress might not have a formal seat adjustment with Sukh Ram’s Himachal Vikas Congress (HVC) and might have a ``soft alliance’’ with the party.

Under such an arrangement, the Congress would put up its candidates on all seats but would have “friendly contests’’ with the HVC on the strongholds of the regional party. Sources said the Congress did not have ``winning candidates’’ on some of these seats and would agree for a “symbolic fight’’ if Mr Sukh Ram agreed not to field candidates on the seats where the Congress had lost because of the HVC in the last election.

With the party keen to make corruption an issue in the Himachal Pradesh poll, there are some leaders who feel that joining hands with Mr Sukh Ram would weaken the party’s position on the issue. The sources said Punjab Chief Minister Capt Amarinder Singh had been told to get details of the property of Himachal Pradesh Chief Minister Prem Kumar Dhumal in his state.

Talks offer by NSCN (I-M)

In an apparent move to prevent tension in Manipur and Assam over the Naga issue, the NSCN(I-M) today said it “fully recognises the legitimate rights and aspirations” of all neighbouring people and offered to hold talks with them to resolve the differences.

“Let us end tensions that have sometimes existed among us and live as good neighbours, who respect each other’s rights and aspirations.

“We are convinced that there should be no differences among us that cannot be resolved through dialogue and understanding,” the major Naga insurgent group said in a statement a day after their top leaders, Mr Isak Chisi Swu and Mr Thuingaleng Muivah, left the country after three days of peace talks with the Centre.

Security meet to focus on China

Security experts from 23 countries, including the USA, Russia and China, are gathering here to attend the three-day 5th Asian Security Conference beginning on January 27, which among other things, will focus on the China factor in today’s world.

The conference, which is part of the track-two diplomacy, will have an in-depth debate on matters relating to economic reforms in China, its military modernisation, its interaction with different countries besides non-military challenges to Asian security.

The conference will be inaugurated by External Affairs Minister Yashwant Sinha while Defence Minister George Fernandes will be delivering the concluding address, IDSA Director K. Santhanam told reporters.

According to Mr Santhanam, China has been chosen as the theme of the conference as it has emerged as a “world-preferred destination” not only for various industries but also for the growing industry of electronic business outsourcing.

The meet will be held in camera. Security matters affecting Asian nations, the role of non-Asian powers, and the Chinese experiences in its economic, social, political and security reforms will be discussed at the conference.

Special courts for undertrials

The Chief Justice of India, Mr V.N. Khare, today extended the special courts facility for the undertrials who have been behind bars for the past seven years. Earlier this facility was only for the undertrials who have been in jail for the past three years.

The Chief Justice gave the direction keeping in mind the overcrowding in jails.

Speaking at a Lok Adalat function at Tihar Jail here, he said people often talked of human rights, but nobody raised the issue of rights of prisoners violated inside the jail premises. Tihar Jail has a capacity to house only 3,700 prisoners while at present there are 12,500 prisoners in the jail. To speed up the court proceedings, special courts were being set up in the jails. He said about 1 lakh prisoners would be released through special courts all over the country.

All possible efforts would be made to help the prisoners. There is no need to take the prisoners to courts. Courts will be set up inside the jails for granting remand of the suspects, he directed.

Two Deputy CMs in Rajasthan

Congress President Sonia Gandhi lastnight approved the appointment of Kamla Beniwal and Banwari Lal Bairwa as Deputy Chief Ministers of Rajasthan.

Mrs Gandhi also cleared the name of Ram Singh Bishnoi as a new entrant into the Ashok Gehlot Cabinet, a Congress press release here said.

The Congress President also set up a 14-member Coordination Committee for the state which is headed by party General Secretary Ambika Soni who is in charge of the state.

The other members of the committee include Mr Gehlot, PCC chief Girija Vyas, former chief ministers Shiv Charan Mathur and J.N. Pahadia and senior leaders Natwar Singh, R.N. Mirdha and Shish Ram Ola.

Rajasthan fails to utilise funds

Taking serious note of the acute shortage of drinking water in Rajasthan, the Union Development Ministry, headed by Mr Shanta Kumar, has pulled up the Gehlot government in the state for its failure to optimally utilise the Central funds allocated for drinking water projects.

The ministry has also threatened to stop the Central aid for drinking water related projects, if the Rajasthan Government failed to optimally utilise all Central funds sanctioned to it in the past four years.
