‘Physically challenged sportsmen deserve
better deal’
Our Correspondents

SAS Nagar, December 13
The Punjab Government has failed to recognise the contribution of physically challenged sportspersons and protect their interests.

This was stated by Mr Manvir Singh Mangat, who had won two bronze medals at the Asian Games for physically challenged held at Busan (Fespic Games, 2002), while talking to mediapersons here today.

The medals were awarded to him for discus throw and shot put and he had covered a distance of 35.10 metres and 10.10 metres, respectively, in both events.

He said members of the National Para Olympic Committee had met the Prime Minister on November 21 and the latter had told them that the winners of the gold, silver and bronze medals would be given cash awards of Rs 5 lakh, Rs 3 lakh and Rs 2 lakh, respectively. But so far he had not received the amount.

Mr Mangat said he was interested in sports and that was why he had spent money from his pocket to take part in the games. In 1992 he participated in Para Olympics and won the sixth and the seventh positions and in the 1966 Para Olympics he was again able to get the seventh position.

He said the Para Olympics were held at the same venue as that of Olympics, the same flag was hoisted both the times, the behaviour of the organisers was also the same but once the Indian participants came to their country after the events they were categorised as physically challenged persons.

Mr Ajit Salani, chairman of the Physically Handicapped Association, Punjab, said the Punjab Government had failed to patronise physically challenged sportspersons who had excelled at various levels. He demanded that the government should adopt physically challenged sportspersons who had earned a name at the national and international levels and give them the required facilities.

Recalling his earlier days, Mr Mangat said it was in the year 1979 when at the age of 13, he met with an accident and lost his left arm. He said it was a Russian book, titled ‘Story of a real man’ provided by his uncle Gurcharan Singh, which motivated him to compete in sports. He read this book a number of times and said basically a person in this story had lost both of his legs and was still able to become a pilot due to his strong will power. So he has set his aim to don international colour for India.

Manvir was grateful to his previous coach J.Singh Sarao for coaching him and later Jagjit Singh for helping in improving his performance. He said though before going to Busan he had a distance of 45 metres plus in discus throw but in Busan he could throw discus at 35.10 metre while shot at 10.10 metres.

Manvir said the Punjab Government was yet to announce any kind of award for him. He was optimistic since the Chief Minister, Punjab, Capt Amarinder Singh was himself a keen sport lover.

He said in every Olympics, Commonwealth Games, or Asian Games, the physically challenged sportspersons get privileges enjoyed by other sportspersons, so why masses and media do not give them similar importance.

Manvir had aimed for a medal in the 2004 Athens Olympics in paraolympic category and was working hard for it.

Auction of octroi contracts postponed
Tribune News Service

SAS Nagar, December 13
Even as today’s bandh call given by the Mohali Industries Association and Mohali Vyapar Mandal to oppose privatisation of octroi collection in the township failed to elicit any response from a majority of the traders and shopkeepers, auctions to grant contracts to private firms for octroi collection scheduled for December 16 have been postponed indefinitely.

This decision was taken at a joint meeting of the representatives of the MIA and MVM with the Kharar MLA, Mr Bir Devinder Singh, held in the evening. According to information available, the MLA talked to the Punjab Chief Minister on the issue and decided to defer the auctions scheduled for December 16.

“Soon after having received the memorandum from the representatives, the matter was taken up at the highest level with the Chief Minister and he passed immediate instructions to the Department of Local Self Government not to hold the auction of octroi collection contracts. Now the entire matter will be reviewed threadbare in view of the apprehensions expressed by the traders and industrialists community.” said Mr Bir Devinder Singh.

The President of the Mohali Industries Association, Mr B.S. Baidwan, welcomed the decision stating that he was thankful to the MLA and the representatives of the MVM for taking up the issue unitedly.

The bandh had been called by the two associations to mark their opposition to the proposed privatisation of collection of octroi by the Municipal Council in the township. The bandh was supposed to start at 9 in the morning and last till 2 in the afternoon but for most of the markets it was business as usual in the morning hours. A few shops were, however, closed but a widespread response to the bandh was missing.

Many shopkeepers, when asked if they were not opposing the privatisation of octroi, stated that they were not even aware that there was a call for a bandh today to highlight their opposition. For the banks and educational institutions it was just another day of business as these institutions were not included in the bandh call.

The move to privatise collection of octroi in the township was mooted as an agenda item six months back in the Municipal Council’s monthly meeting but after keeping the decision on the matter pending for months, it was finally passed on November 28.
