Selections, promotions of docs on meeting agenda
Tribune News Service

Chandigarh, December 6
With the issue of selections and promotions of doctors at the PGI being deferred during the last governing body meeting, all eyes are set on the next meeting of the apex body, which is scheduled to be held on December 12.

“With majority of the agenda items enlisted for the last governing body meeting not being taken up, the December 12 meeting is likely to take up all the deferred issues,” said a senior PGI official. He said the meeting this time would be held in Delhi.

It was due to the controversy over the issue of selections and promotions of doctors that the Union Health Minister, Mr Shatrughan Sinha, had stated that he had decided to take up the issue at the next meeting so that each case could be discussed in detail, before taking a final decision on it.

Some of the doctors who had appeared for interviews had even shot letters to the minister alleging favourtism and ignoring of seniority by the selection committee. The issue of selections and promotions of doctors at the PGI has always been a sensitive issue, with some people moving court to get justice.

Despite, doctors appearing for interviews in June this year, the decision of the PGI Selection Committee has not been ratified. It is only after the approval from the governing body that the selections will be made official.

Plan to develop areas adjacent to slums
Ruchika M. Khanna

Tribune News Service

Panchkula, December 6
The Haryana Urban Development Authority and the State Town and Country Planning Department have now come up with a proposal to develop areas adjacent to the two biggest slum colonies here.

It has been decided to develop this land as a residential and commercial area by extending the road separating Sectors 16 and 17 here so as to separate Rajiv Colony and Indira Colony from Sector 17. The road will also provide an alterative linkages to Chandigarh. It will meet Madhya Marg at railway station light point via Hallo Majra village.

According to sources, the road has already been approved by the state government and the Chandigarh Administration. The road separating Sectors 16 and 17 will be extended and run along the seasonal rivulet passing from behind Sectors 17 and 18 here. A culvert will be constructed on this rivulet and connect to Hallo Majra.

The proposal to develop eight acres of land in Sector 17 here as residential plots has now been forwarded to the Commissioner, Town and Country Planning, for final approval. It is proposed to develop 200 residential plots (from 14 marla to six marla) and 20 commercial sites. The number of nursing home sites on this land has also been reduced to 18.

Earlier, HUDA had a plan of setting up a medical complex here, but for the proximity of this site to Rajiv Colony and Indira Colony, the project failed to take off. It was proposed to develop at least 20 clinics and 21 nursing home sites on this land. The complex here was proposed to be developed on the pattern of Medicity in Gurgaon.

A sum of Rs 89 lakh had recently been sanctioned for carrying on development work on this land. The development is likely to begin by the end of this year. These sites, after being approved by the state government, will be ready for auction by June 2003.

Officials maintain that development on several acres of prime land here has been put on hold due to the presence of jhuggis there. Not only is HUDA losing revenue to be earned through auction of encroached land, but also the areas surrounding these colonies fails to attract properly buyers.

A perfect example in this regard is the fall in prices of commercial and residential property in Sector 17 and in Industrial Area, Phase I, because of its proximity to Rajiv Colony. A total of 56 acres of land here (and partly in Chandigarh) is under these slum colonies and more than 10,000 jhuggis with about 50,000 residents stand here.

Since this land is further away from commercial complex of Sector 17 and nearer to the labour colonies, doubts are being raised over the viability of the project. Also, though HUDA had earlier tried to auction off / allot this land to nursing homes, hospitals, clinics a number of times, before 1988, but without much success.
