Butcheries adjoining Dadu Majra school to go

Open-air butcheries, adjoining Government Senior Secondary School, Dadu Majra, will be removed.

It may be mentioned that a large number of butchers had encroached upon government land, next to the school, and set-up open-air chicken butcheries. After slaughtering the birds, they were also dumping the refuse in the school grounds. The Principal of the school had complained to the Municipal Corporation of Chandigarh (MCC) to remove these encroachments, but in vain.

However, luckily for students and the staff of the school, the UT Administrator, Lieut-Gen J.F.R. Jacob ( retd), stopped here today morning for a surprise visit . He was appalled to see the condition of the school grounds and asked the Commissioner, MCC, to get these illegal meat shops removed.

He was also surprised at the low attendance of teachers and students in the school. The Principal of the School, Ms Prem Lata, informed the Administrator that while seven teachers were on leave, seven others had gone to attend a seminar. Explaining the low strength of students, she said second-term examinations were beginning from tomorrow and most of the students had stayed back to prepare for the examinations.

The Administrator also went to different classrooms and inspected notebooks of students.

The Principal informed the Administrator that last year 44 percent students of Class X had passed and in Class XII class, 88 per cent students had passed. The Administrator told the Principal that 44 per cent result was unacceptable.

Ms Prem Lata informed the Administrator that remedial classes were being held in the mornings, but most of the students, belonging to adjoining slums, were not attending these. The Administrator asked her to take suitable measures to improve the result.

The Principal also informed the Administrator that the school was running in three shifts, morning, evening and night.

The Administrator said the mid-day meal, supplied to students thrice a week, should be given everyday. Teachers expressed satisfaction over quality and quantity of the meals. General Jacob also asked the Principal to improve the sports facility in the school.

Later, General Jacob visited the Government Dispensary of Dadu Majra where Dr Anjali informed him that over 100 patients visited the dispensary everyday. On the Immunisation Day, more than 150 patients had visited the dispensary, she said.

She said the number of tuberculosis patients in this area was increasing. and recently an eight-month-old child and a one-year-old child were diagnosed for TB.

General Jacob also visited the fire station in Sector 11, where there was only one driver and three firemen on duty.

Mr Joginder Singh, Head Fireman, informed the Administrator that for the two vehicles in the station, only one driver was available.

The Administrator expressed unhappiness that in almost all fire stations, there was a shortage of drivers and one or two vehicles were off the road due to battery problems.

He found the response time of firemen in a fire drill was slow and said that he would ask the Commissioner, MCC, to organise training for firemen to improve the response time. Practice drills should be carried out everyday, he said.

GMSSS annual day function

The rich heritage of Indian culture was showcased during a cultural show organised by students of Government Model Senior Secondary School, Sector 46, to mark their annual prize distribution function, here today.

The programme started with a ‘Shiv Vandana’ followed by a devotional song ‘Puja Karne Aye Pujari’ and a shabad ‘Tum Darya Dana Bina’. Exploring the cultural heritage of different states, the students presented a Naga folk dance, a gidha and a bhangra and a Rajasthani folk dance.

In the morning session, Mr Brahmjit Kalia, a former District Education Officer, presided over the function and gave away prizes to outstanding students in academic and co-curricular activities. He also honoured teachers who had excelled in various fields.

In the evening session, chief guest Mr D. S. Mangat, DPI (S) Chandigarh Administration, gave away prizes to students for their performance during the session. Mr Mangat motivated the students to become respectable and responsible citizens of the country.

Earlier, Mr R. S. Goraya, Principal of the school, highlighted the achievements of the school and thanked guests for participating in the function. Mr Jatinder Bhatia, president of the PTA, highlighted the role of the PTA in supporting the management in the academic and other cocurricular activities.

NSS pre-R Day parade camp

The role of NSS volunteers in eliminating the social evils was highlighted by Mr L M Mehta, Secretary, Government of India, Ministry of Youth Affairs and Sports, who visited the pre- Republic Day Parade camp at Government College of Education, Sector 20 here today.

Wishing all campers a great success, Mr Mehta advised them to uplift the moral and social aspects of their personality. He also congratulated the volunteers for successful conduct of the mass rally on November 30 on the eve of World AIDS Day.

Mr Gopal Ji, Assistant Programme Adviser, Government of India, Ministry of Youth affairs and Sports, while welcoming the Secretary, presented a brief report about the camp activities that took place during the past six days. About 160 volunteers from six states, including Bihar, Rajasthan, Punjab, Himachal Pradesh, Jammu and Kashmir and Chandigarh (UT) are participating in the camp.

An academic session was also organised in which resource person Dr N M Sharma , Project Director, State AIDS Control Society, UT Chandigarh, delivered a lecture on AIDS awareness.

Chandigarh, December 2
An inter-house competition of St. Stephen's School, Sector 45, started with a dazzling cultural show put up by the students of Saturn House in the school auditorium, here today.

The show started with the tiny tots presenting a dance item ‘Fun on the beach’, mesmerising the audience as they moved and swayed to a melodious tune holding colourful ribbons. After the tiny tots it was the turn of the senior students who aimed a blow at corruption through a Hindi play called ‘Bhola Ram Ki Atma.’

The junior students once again brought out the best of their innocent world through a play called ‘The Pied Piper of Hamlyn’ while the senior students presented scintillating dance items ‘Rangeen Sama’ and ‘Rejoicing in the rain’.

One of the most interesting item was ‘Deck of cards’ as a soldier, caught with a deck of cards instead of a Bible while attending a Sunday mass in a church, points out the similarities of the numbers and symbols of the cards to the sequences of the Holy Bible. The show concluded with ‘pride of Punjab’, the award winning bhangra team of the school presenting a bhangra item.

Ms Shobha Koser, noted kathak dancer of the city, was the chief guest.

Computer Literacy Day observed

A state-level function to mark World Computer Literacy Day was organised at Hansraj Public School here today. A number of panches, sarpanches, gram sachivs, patwaris and students of government schools participated in the function.

The Principal Secretary to Chief Minister, Mr M.K. Miglani, was the chief guest. He said computer literacy was of utmost importance and the state had made remarkable achievement in the field of Information Technology.

Mr Dharam Vir, Financial Commissioner, Information Technology, stressed upon the use of Information Technology and Computers in day- to- day life to keep an individual updated. The Commissioner, Ambala Division, Mr Maha Singh, said that literacy in computer education was must so that we could achieve goals in all fields of life.

Ms Satwanti Ahlawat, Deputy Commissioner, informed about the progress made by Panchkula district in implementing HARIS (computerised land records) at tehsil and sub- tehsil level, Nai Disha, a programme providing information about 26 departments, online treasury, web enabled electoral rolls etc. She said that computerisation of driving licence and registration of vehicles would be started soon.

On this occasion, an effective online presentation about land records, jamabandi etc was made by State Information Officer, Mr Ghanshyam Bansal.

Painting contest results

The local wing of the Rotary Club today announced the prize winners of the Nitish Lehri on-the-spot painting competition held at Shivalik Public School on November 13.

According to a press released issued by Dr B.S. Khandpur, president, a well-known painter and artist of Chandigarh, Ajay Sohi, had compiled the results. The following are the winners:

Group A (Class I to III): Gagandeep Singh (DAV Public School, SAS Nagar) 1; Gifty Sharma and Amandeep Singh (Gem Public School, SAS Nagar) 2, and 3.

Group B (Classes IV to VIII): Ramandeep Kaur (Sant Isher Singh Model Senior Secondary School, SAS Nagar) 1; Gurpreet Kaur (Gem Public School, SAS Nagar) 2; and Harjot Singh (Gian Jyoti Public School) 3.

Funds sought

Swami Ram Tirtha Public High School here celebrated its annual day and prize distribution function yesterday.

Mr Khushal Behl, Education Minister, Punjab, was the chief guest on the occasion.

Mr Hans Raj Sharma, president of the school management and former Finance Minister of Punjab, said the school was unaided and needed more funds for development and upgrading up to the plus two level.

The principal, Mr Ram Das Verma, highlighted the performance of the school in the preceding year. Students presented, among other items, an “action song”, a devotional song and dances. Mr Behl praised the cultural programme presented by the students and gave away the prizes.

Land acquisition: HC issues notice

A Division Bench of the Punjab and Haryana High Court headed by Mr Justice J.S. Khehar has issued a notice of motion for March 10, 2003, on a petition filed by two local persons for quashing notifications regarding the acquisition of land in several villages, including Kajheri.

Mr Gurcharanjit Singh Sandhu and another petitioner had said in the petition that the dispute was on “whether the respondents could acquire land and houses at places adjoining the phirni or the extended abadi”. They also said that, the UT Administration, on May 4, 2000, had issued a notification regarding the acquisition of land in various villages of the UT, including Kajheri. The purpose stated was the development of the third phase of Chandigarh. They said the respondents, without considering the objections filed by the petitioners, had issued another notification on May 3, 2001. It was said that, since the consolidation in the 1950s, the lal dora and the phirnis had remained frozen and the government had been considering the matter.

HIGH COURT
Guidelines sought

In a petition filed before the Punjab and Haryana High Court, the Association of Registration Plates Manufacturers of India on Monday sought directions to the Union of India and other respondents to frame guidelines regarding high security number plates.

The Association added that the conditions in the tender notices were also incorrect. The petition will be taken up by a Division Bench of the High Court, headed by Chief Justice Mr B.K. Roy, on Tuesday.

Director told to be present

Taking a serious view of the alleged failure of the state authorities to submit an affidavit in a case filed by a retired Panchayat Secretary, Mr Justice Viney Mittal of the Punjab and Haryana High Court on Monday directed Punjab’s Director of Panchayat and Rural Development to be present in the Court, along with the relevant record.

Issuing the directions on a petition filed by Mr Nirmal Singh of Hoshiarpur district seeking the release of gratuity, provident fund and other retiral benefits, Mr Justice Mittal ruled: “Vide order dated October 23, this Court had directed the state to file an affidavit of a responsible officer stating the latest position with regard to the petitioner’s claim.... The order has not been complied with till date. It appears that the respondents are adopting a totally indifferent attitude towards the claim of the petitioner and have even shown complete disregard to the Court orders. I direct the Director of Panchayat and Rural Development to be present in the Court....” The case will now come up for further hearing on December 11.

Justice done

After deciding that a retired commandant was entitled to getting the interest on a delayed payment, a Division Bench of the Punjab and Haryana High Court also ordered that the petitioner would also get Rs 25,000 as costs.

In a verdict on a petition filed by Mr P.S. Kohli, a person who was earlier in the Combined Home Guard and Civil Defence Central Training Institute in SAS Nagar, the Bench headed by Mr Justice Swatanter Kumar said the amount would, initially, be paid by the state, and recovered thereafter from the erring officials. The Judge ordered that the payment would be made within a month.

6-month jail term

A resident of Khuda Ali Sher, Gurmeet Singh, who had cheated the then Director of Social Welfare, Mr Prithi Chand, in 1993 was today sentenced to six months’ imprisonment in a case of cheating by a local court.

In a complaint lodged against the accused by the UT Administration, it was alleged that Gurmeet Singh had taken a grant under, the old-age pension scheme by providing wrong information.
