NEWS ANALYSIS Jammu, November 21 Will Mr Nissar Ali Sabzwari, who had floated the Jammu Kashmir Shujait Alliance (JKSA), for restoring peace to the state succeed? This question has assumed significance in the light of the gradual isolation of all those militants, including the Divisional and District Commanders, who either had surrendered or bid farewell to arms. The name of the chief of the JKSA is Mr Nissar Hussain Dar, son of Mr Sonaullah Dar, hailing from Nowgam village of Sumbal area in Baramulla district. Before the announcement of the formation of the JKSA, Mr Hussain was one among the many militants though he was respected within the separatist camp and among his followers. He was one among the first few hundred youths who had crossed over to Pakistan occupied Kashmir in 1990. He remained there for about three years and then travelled to Iran to study Fiqa Zafriya (Shia religion). From Iran he travelled back to India on valid travel documents and returned to Kashmir in 1999. During the past over three years he remained engaged in regrouping his followers and as such had no major role to play in kicking up subversive violence. He has remained in touch with Rizvi, chief of Hizbul Momin in Iran. It is in this connection that Mr Hussain has claimed the support of a couple of Iran-based organisations also. Basically, the JKSA may ultimately turn into a Shia-dominated organisation. The JKSA chief claimed that over 287 militants, including 21 district commanders of different rebel outfits, were members, but he named only a few. At the press conference he was accompanied by 20 fellow travellers thereby keeping to his chest the list of the members. Another claim is that activists of Hizbul Mujahideen, Al Umar Mujahideen, Mawan Foundation, Insae Markaz, Imamia Student Organisation, Secular Youth Jammu, Itehad-ul-Musalmeen, Hizbollah, Hussaini Mission, Pasban-e-Islam, Jaish-e-Mohammad and others are its constituent members. Except for Hizbul Mujahideen, Al Jehad, Al Umar, Jash-e-Mohammad and Hizbul Momeen, the rest of the outfits are as good as non-entitities. Those who are sceptical about the strength of the JKSA, explain that since Jash-e-Mohammad is totally dominated by foreign mercenaries, the claim that some activists have joined the JKSA seems untenable and that too when Mr Hussain has himself said the constituents of the 20-party conglomerate were indigenous. He has stated that activists of the conglomerate have kept aside their guns, but not surrendered as the JKSA will give a chance to the new government to initiate dialogue with all sections of people, including the conglomerate. Inside reports said the conglomerate had the blessings of a few government agencies, some of them having invited mediamen to the press conference which was addressed by the chief of the JKSA in Jammu yesterday. One of the purposes of the conglomerate was to isolate the All-Party Hurriyat Conference. This was confirmed by non-other than the JKSA chief who told newsmen that after the number of constituents crossed 24, he would see to it that the 24-party conglomerate, the APHC was sidelined leaving no other choice for the government but to open a dialogue with the JKSA. Another aim of the JKSA is to cut to size two influential Shia leaders in the Hurriyat Conference, Molvi Abbas Ansari and Aga Syed Hassan. The JKSA had laid six conditions for holding dialogue with the government. They are initiating unconditional talks with militant organisations operating in Jammu and Kashmir, relief package for families of militants killed in operations, a decent deal for the surrendered militants, job assurance to all youth, package for the tourism industry hit by militancy and end to excesses by police, Army and paramilitary forces. It may be mentioned here that the PDP-Congress coalition government has already initiated steps in this direction and that is the reason that the JKSA had described these steps as “positive” and appreciated Mufti Mohammad Sayeed’s policies. |
Kashmir Committee coming today Srinagar, November 21 The second visit has assumed significance in view of the reported differences within the All-Party Hurriyat Conference (APHC) during the recent days. A senior executive member and chairman of the Jammu Kashmir Liberation Front (JKLF) has expressed his unwillingness to talk to the committee for its ‘irrelevance’. He has reportedly decided to boycott the meeting of the APHC with the Kashmir Committee when it arrives here tomorrow. The APHC chairman, Abdul Ghani Bhat, declined to comment on these developments. The visit of the committee, earlier scheduled to begin today, has been delayed by one day for unknown reasons. Soon after the arrival the eight-member committee is scheduled to meet the senior separatist leader and chief of the J&K Democratic Freedom Party (DFP), Shabir Ahmad Shah. This will be followed by a meeting with the Hurriyat Conference. It is scheduled to meet other separatist leaders and some senior government functionaries. According to reports here, the matter of initiating negotiations between the APHC and the committee was discussed by top executive members of the APHC here yesterday. The meeting was attended among others by APHC chairman Abdul Ghani Bhat, Mohammad Yaseen Malik of the JKLF, Moulvi Abbas Ansari and the former chairman, Mirwaiz (chief priest) Moulvi Umar Farooq. As the two other top executive members, Syed Ali Shah Geelani of the Jamaat-e-Islami and Sheikh Abdul Aziz of the Peoples League are undergoing detention their parties were represented by other senior deputed members. The APHC has held two rounds of talks with the Kashmir Committee. In response to the committee’s visit Mirwaiz Umar Farooq said negotiations were a good beginning and held that the APHC would like to “carry the process forward”. He holds that the situation on the ground could not be ignored and that a “phase-wise dialogue’ was needed. Reiterating the APHC stand he added that “ultimately it is going to be tripartite talks as bilateralism will lead to them”. |

7 killed in Kashmir Baramulla, November 21 However, no one was hurt in the blast which took place seconds after the vehicle crossed the spot. Later, two UBGL grenades were recovered from the area. Srinagar: Five unidentified militants and two civilians have been killed in Kashmir valley since Wednesday night, official sources said on Thursday. The five militants were killed by the troops of the Artillery Regiment of the Army while they were moving near the LoC in the Machil sector of Kupwara district in North Kashmir, the sources said. The troops, on a tip-off about the presence of militants in Wadipora forest belt, awaited to ambush them. The ultras opened fire and in the ensuing gunfight, they were killed, the sources said adding that an AK rifle, pistol, wireless set and two magazines were recovered. In another incident, militants abducted and later killed two civilians in the Qazigund and Kapran areas of Anantnag district, sources said. The deceased, identified as Mushtaq Ahmad Wagay and Zakir Hussain, were abducted by gunmen from their homes last night and their bullet-ridden bodies were recovered on Thursday morning, the sources said. Meanwhile, militants opened fire on a security patrol at Tarigam village in Anantnag district on Thursday, but none was hurt in the shooting, the sources said.

PDP govt inherits overdraft of Rs 1,135
crore Jammu, November 21 Talking a serious note of the financial mess in the state, the Centre has imposed a cut of Rs 336 crore on the plan allocation of the state. This is because of 15 per cent deficit grants due for the year 2001-02. This is despite the fact that Jammu and Kashmir is entitled to certain financial concessions. The state government has been taking recourse to overdrafts from Jammu and Kashmir Bank to meet its financial liabilities. The amount of the overdraft has increased year after year and now stands at Rs 1134.98 crore. Debt servicing during the current financial year has been to the tune of Rs 392.52 crore as principal and Rs 1,194.40 crore on account of interest totalling Rs 1,586.92 crore. The successive governments in the state have been criticised for not mobilising resources and checking huge leakages particularly in the departments of excise and sales tax. No serious steps have ever been taken to plug the leakage of electricity which was to the tune of about 55 per cent in the state. However, cooked up figures pertaining to the leakage are dished out by the department. |
Katiyar issued fresh summons Srinagar, November 21 The order said a perusal of the file showed that summons were issued to Mr Katiyar on February 2 this year for his personal appearance and the same were sent to the principal civil court, New Delhi, for execution. Two other summons issued later could not be executed. The judge said, “Let fresh summons be issued through speed post to the accused in accordance with the provisions of the CrPC through the principal civil court, New Delhi.” The case against Mr Katiyar was filed after Srinagar Deputy Commissioner accorded his sanction to prosecute him since he was an MP.

600 BSF recruits pass out Srinagar, November 21 The Director of Sher-e-Kashmir Police Academy took the salute of the parade commanded by recruit-constable Pawan Kumar. As all recruits were well-educated, the emphasis of training was on physical fitness, weapon handling, map reading and discipline, a BSF spokesman said. The recruits were also imparted training in human rights, field engineering, field craft, minor tactics, anti-terrorist and anti-insurgency operations and commando operations, he added. Constables Satendra Pal Singh, Satrugan Mishra, Rajesh Kumar Singh and Dinesh Kumar Singh were adjudged best all-rounder pass outs, the spokesman said.

Aga Ashraf Ali
rejects MLC post Srinagar, November 21 Thanking the government for bestowing the honour on him, Aga Ashraf Ali said: “I have expressed my inability (to the government) to function as an MLC. I am a poor, humble teacher and my job is to serve the people and spread the word of God.” “Besides, I am 80-year-old and I do not think it is feasible for me,” he said. He said though he was not taking the post of MLC, but would continue to serve the people.

Vigilance files case in fake certificate issue Srinagar, November 21 The case had been booked vide FIR No 15/96, a spokesman of the department said. He said a complaint was received alleging that Lahoot Hasan Khan had been selected for MBBS (Ist year) course in 1991-92 on the basis of a fake sports certificate. Investigation into the complaint revealed that the then Secretary of Sports Council, Nazir Ahmad Khan, and then Chief Sports Officer, S.A. Hamid, had allegedly wrongly evaluated the merit of Lahoot Hasan Khan as “outstanding sportsperson” enabling her to get admission in the MBBS course against a fake and fabricated certificate in the sports merit.
