J&K session from November 21 Jammu, November 16 On November 21, the members will elect a new Speaker and later the Governor, Mr G.C. Saxena, will address the joint session. Three days have been earmarked for discussion on the Governor’s address. The Assembly secretariat has so far not received any business from the Law Department. Official sources said except for the tabling of a couple of ordinances, the legislature would have no major business to handle. Asked whether the session would be utilised by the PDP-Congress coalition government to seek a vote of confidence, a senior Law Department officer said: “It is not mandatory if the Governor does not call for it.” He said the election of the Speaker could be treated as a vote of confidence. He, however, differed from the Assembly secretariat authorities that a vote of thanks on the Governor’s address could be treated as a vote of confidence for the government. The sources close to Mufti Mohammad Sayeed said there was no need for the coalition government to seek a vote of confidence after 52 MLAs had given in writing to the Governor that they supported the government. They said the Governor was “satisfied” with the claim of Mufti and that was the reason the Governor had invited him to form the government. The main interest in the session is the election of the Speaker after the Congress had staked its claim. Indications are that Mr Tara Chand, who had won the Chhamb Assembly seat, may be a likely candidate. The Chief Minister may expand his Council of Ministers after the session. The Congress has already submitted a list of its candidates and the main problem for Mufti is to accommodate 13 Independent MLAs who are aspiring for a Cabinet berth. |

Lok Pal-type body to check graft Jammu, November 16 It is learnt that the Law Department is preparing the Bill which will make both political bosses and officials accountable for their conduct. The Chief Minister, Mufti Mohammad Sayeed, has made it clear that weeding out corruption will be topmost on his agenda. The Mufti said instead of setting up inquiry commission against any individual, the people will be free to file complaints with the institution. However, while the Bill is reportedly being framed, people here are wondering whether the Mufti will be able to accomplish his mission of checking corruption as many senior officers accused of misusing their position during the previous National Conference regime of Dr Abdullah were still holding the office. The decision of the government to ban transfers has come as a respite for them. There were allegations that this decision had given certain top officers an opportunity to tamper with important files which could have landed them in trouble. People were expecting that soon after taking over the rein of the government, the Mufti would order a high-level probe into the affairs of Jammu and Kashmir Bank. However, the Chief Minister has announced that he would not be vindictive to the officers who were considered as loyalists of the previous Chief Minister, Dr Farooq Abdullah. Nothing has yet been decided on the appointment of the new Chief Secretary and Mr I.S. Malhi, who was given one month’s extension during the Governor’s rule, is continuing in office at the moment. |
Mufti clears 5.6 cr more for Kathua Jammu, November 16 Announcing an additional Rs 5.6 crore for Kathua district at a joint meeting of the state Cabinet and the District Development Board, Kathua, here this morning, the Chief Minister said he did not believe in making false promises. He said he would ensure that whatever decisions the board took they would be implemented with sincerity. The respective divisional commissioners would monitor the implementation of these decision, he added. The Chief Minister asked the Chief Secretary to issue directions for the supervision of schools, dispensaries and other services by panchayats. He said this mechanism had worked in West Bengal and hoped that public assets would remain functional and safe under the panchayats. For consolidating the gains of the fair poll, political parties should eschew interests and collectively steer and state towards peace. He also referred to the non-utilisation of funds earmarked under various Centrally-sponsored schemes and called for their speedy implementation. Responding to the demands projected by legislators, the Chief Minister gave an on-the-spot approval to various schemes and projects after assessing their viability. |
Three militants among 6 killed Srinagar, November 16 Three militants were killed in an encounter with the security forces in the Khanaterian Dhok area of Poonch district in the Jammu region, he said. In Doda district, the police found the body of Kashmir Singh from a nearby jungle in the Jigoth area. He was kidnapped by the militants on November 1, the spokesman said. The militants fired and injured a surrendered ultra Nazir Ahmad alias Mitha last evening, the spokesman said adding that Mitha later succumbed to his injuries at hospital. The ultras shot Mohammad Amin Naikoo in his house at Drugmulla-Kokernag in Anantnag district last evening. A Special Operations Group of recovered a huge cache of arms and ammunition, including 100 kg of RDX, from a hideout in the Anchar area which the counter-insurgency force claimed was meant for killing VVIPs after the elections. A team raided the hideout and recovered 100 kg of RDX, five IEDS, 49 IED circuits and a Chinese pistol with a silencer. The group behind the planned attacks had been identified and efforts were on to nab the culprits. The other seizures included a wireless set, 1,510 rounds of an AK-47 assault rifle, two AK-47 magazines and four Chinese grenades.

Shelling along LoC Jammu, November 16 Pakistani troops resorted to unprovoked mortar shelling in the Kalsian and Jhangar areas of Nowshera sector from 11 a.m. today, they said. Indian troops retaliated and the exchange of shelling continued till today evening, the sources said, adding that there was no report of any loss or damage on the Indian side so far.
