Police blames PGI for non-cooperation

In the case of molestation of a 40-year-old kidney donor from Agra by a sweeper employed on contractual basis at the PGI here last week, the Chandigarh Police and the PGI authorities seem to be heading for a confrontation.

While the police authorities claim that there have been cases in the past when cooperation from the PGI authorities in cases of criminal investigations has been lacking, the PGI authorities deny it.

In this particular case, the police was informed three days after the molestation took place. A senior official of the Chandigarh Police said, “the matter should have been referred immediately to the police as it was a cognizable offence. The PGI authorities could have conducted a parallel administrative inquiry into the case”.

Sources in the police said though a case had been registered and the sweeper had been arrested, the matter was being thoroughly investigated to dig out the facts in the case and take the it to its logical conclusion. The statement of the victim would be probed thoroughly.

It is learnt that the Chandigarh Police was taking up the matter to ensure that timely action was taken in the cases which required criminal investigations.

However, the PGI authorities deny that any delay or an attempt to shield the person, alleged to be involved in the molestation of a woman, who had come here to donate a kidney, on July, 17.

The Joint Medical Superintendent, Dr D. Behera, said the woman herself was reluctant to report the matter to the police and it was only through the nurses to whom she related the incident that the PGI authorities learnt about it. He said since the woman had herself said that it was not rape, “we did not feel the need for a medical examination”.

He said since the woman was to donate a kidney to save the life of a person, it was felt that the operation should not be delayed. He said after she was in a position to give a statement to the police, a high level team of the PGI ascertained the details from her and informed the police.

Milkha Singh re-elected

Ravinder Chaudhry ‘‘Flying Sikh’’ Milkha Singh and Prof Ravinder Chaudhry were unanimously re-elected president and secretary, respectively, of the Amateur Athletic Association of Chandigarh. The general body meeting of the association was held on Monday. It was decided to conduct the National Athletic Championship (under-22) on November 11 and 12, according to Mr Ravinder Chaudhry. Mr Milkha Singh presided over the meeting.

The office-bearer are: president — Milkha Singh; Senior vice-presidents — Ravinder Talwar, Shangara Singh and Balbir Singh; vice-presidents — S. Marriya, S.N. Singla, D.S. Bedi, T.R. Chauhan, Asha Sharma, V.P. Paul, Karam Singh and Chetan Singh; secretary — Prof Ravinder Chaudhry; treasurer — S.K. Joshi; and joint secretaries — Kuldip Singh, Iqbal Singh and Ms Harjeet Kaur.

Cricket meet

Jitender KumarA good knock by Dharamveer (56 in 47 ball) and a fine half century by Jitender Kumar (50 runs in 35 balls) enabled Sports Promotor XI to beat Shingaar XI by 11 runs and enter the pre-quarterfinals of the L.G. League-cum-Knockout Cricket Tournament being conducted by the Chandigarh Cricket Association affiliated with the Haryana Cricket Association. The match was played at Gurgagar cricket ground here on Tuesday.

Sports Promoters XI scored 158 for six wickets in the stipulated 25 overs, thanks to Dharamveer (56, 3x6,4x6) and Jitender Kumar (50 runs, 1x6 3x4). Chasing the total, Shingaar XI at the one stage made 82 runs for two in just 12.3 overs. However, leg-spinner Aman Kumar restricted the batsmen.

Brief scores: Sports Promoters XI 158 for 6 in 25 overs (Dharamveer 56, Jitender 50, Amandeep 36, Akashdep 2 and 9) Shingaar XI: 147 for 5 in 25 overs (Amardeep Sonker 55, Nagesh Gupta 32, Gaurav Gupta 15, Raman Arora 3 for 28).

Football meet

St Xavier’s Senior Secondary School, Sector 44, beat Government Model High School, Sector 38, by 1-0 in the under-17 section of the pre-Subroto Mukerjee Football Tournament at Sports Complex, Sector 42, here on Tuesday. The match was draw during the regular time. The golden goal was scored by Anwar Hussian of Xavier’s School.

In the second match, Government Model Senior Secondary School, Sector 21, beat Tribune Model School, Sector 29, by 2-1. The match was drawn 1-1 at the end of the regular time. The golden goal was scored by Deepak Negi (68 min).

In another match Shishu Niketan School, Sector 22, beat Government Model Senior Secondary School, Sector 19, by 4-0. The scorer was Lalit (28 min), Atul (40 min) and Thinlay (45 min and 52 min).

In the under-14 section, Government High School, Sector 38, beat Shri Guru Harkrishan Public School, Sector 40, by 9-0.

Pre-Subroto Cup

The District Education Officer of the Chandigarh Administration has allowed the under-14 team of Sanjay Public School, Sector 44, to take part in the ongoing Pre-Subroto Football Cup Tournament, according to a letter received by the school authorities.

Computers to interlink city power system

The Power Grid Corporation of India plans to interlink the entire power distribution system in the city with computers. The Chandigarh Administration will also hand over the work of building 66 KV sub-stations in sectors 47 and 56 to the corporation, which will also upgrade the 33 KV sub-station in Sector 18.

The corporation has agreed to complete the work of computerised linking on actual cost basis. Using the experience of the PGCIL, the administration will use the data generated by the interlinking to manage the distribution system in a better way.

The interlinking of sub-stations and transformers is called sequential control and data acquisition (SCADA) and is used by most modern power distributors. It can tell in a matter of seconds the exact location of the fault.

The administration has also asked the Power Grid Corporation to speed up the construction of two 66 KV sub-stations in the southern sectors. The administration today asked the corporation to conduct feasibility study.

The techno-economic clearance for these projects has already been granted by the Central Electricity Authority. The case has to be finally approved at the level of the Administrator. These sub-stations, each costing about Rs 5 to 6 crore, will be funded by the Centre and will help streamline the power distribution system in the southern sectors.

Besides, the administration also plans to have a common number for receiving round-the-clock power complaints at a centralised place. This will eliminate the problem of busy telephone lines when power goes off.

All the existing 18 billing and complaint centres located across the city are to be inter-connected through computers, thus providing real-time online data. The Regional Computer Centre (RCC) is already working on the system to connect all centres. As a part of the pilot project, the billing and complaint office in the Sector 10 has been computerised.

Another night without power

It was another uncomfortable night for Sector 32 residents. Power failed in certain areas around 2 am and complete restoration was possible only at around 10 am. This summer Sectors 34, 45, 44, 43, 35, 37, 38, 39, 46 and 47 have borne the brunt of the power crisis. Last night, sources said, a feeder had developed a fault.
