5 killed, 33 hurt in J&K violence

At least five persons, including three militants and two security forces personnel, were killed in separate incidents while 33 others were injured in two grenade explosions across the Kashmir valley since yesterday.

An Army personnel was injured in firing by Pakistani forces on Indian positions along the International Border in R.S. Pora, Samba, Hiranagar and Akhnoor sectors since last night, official sources said today.

Centre to give 100 cr for forest plan

5 killed, 33 hurt in J&K violence

Srinagar, July 6
At least five persons, including three militants and two security forces personnel, were killed in separate incidents while 33 others were injured in two grenade explosions across the Kashmir valley since yesterday.

The Army foiled an infiltration bid by a group of five armed militants on the Line of Control in the Keran sector of Kupwara district on Thursday night, according to a delayed report.

Two unidentified militants and two security forces personnel were killed in a fierce gunfight in the Kokernag area of Anantnag district today. The police here said that two AK rifles, four magazines and 97 rounds were seized from the slain militants.

The police said an unidentified militant was killed in an encounter with the security forces in Yarwan forests near Rajpora in Pulwama district yesterday. One AK rifle, five magazines, four rifle grenades, one hand grenade, one UBGL and one wireless set were seized from the site of the encounter.

Eleven pedestrians and six ITBP personnel were injured when unidentified militants hurled a grenade towards a vehicle of the ITBP at Kakapora in Pulwama district yesterday.

At least 16 pedestrians were injured when unidentified militants lobbed a grenade at Khan Sahib in Budgam district yesterday. Those injured have been shifted to hospital where the condition of some of them is stated to be serious.

Unidentified militants shot at and injured a shopkeeper, Mr Ghulam Mohiuddin, at Kadikadal in interior Srinagar today. He was admitted to the SMHS hospital here.

The security forces seized one AK rifle, four magazines, 120 rounds, six hand grenades, eight UBGLs, six mortar bombs and six remote control devices from the house of Abdul Aziz Hajam during searches at Mirpora village of Baramula district yesterday.

A Defence spokesman said here that the Army foiled an infiltration bid by a group of five armed militants at the LoC in Rauta Nala of the Keran sector of Kupwara district on Thursday night. The militants were engaged in an encounter by the alert troops. “To support the infiltration, a Pakistani post in the vicinity of the infiltration area unleashed heavy volumes of fire” the spokesman said. He added that the infiltrators taking cover of the heavy fire and darkness escaped.

Some items, including one radio set, two cleaning kits of AK 47 rifles, two blankets, three rain coats, water bottles, packets of glucose, juice bottles, honey and biscuits, all manufactured in Lahore, Pakistan, and dry fruits, cooked chappatis and chicken left behind by the infiltrators, were seized by the troops during searches.

A PTI report quoting an official spokesperson said two more militants of the Harkatul Mujahideen outfit, Hussain Jangvi and Abu Zabran, both Pakistani nationals, were killed in a gun battle with security forces at Lencha-Nallah in Udhampur district, adding the Abu Zabran was acting as a self-styled area commander of the outfit.

A local militant was killed in an armed clash with security personnel in the Rajpura area of Pulwama district yesterday, the spokesman said.

The spokesman said a security jawan was killed and another injured in an encounter with militants at Chamber top near Sangaldan in Udhampur district last evening.

Meanwhile, pro-Pakistan Hizbul Mujahideen outfit today claimed responsibility for the yesterday’s killing of a politician here and said this signalled the campaign against holding of Assembly elections in Jammu and Kashmir.

“It is a beginning of anti-election campaign. We will not allow election process in the state,” a Hizbul spokesman told a local news agency, claiming responsibility for the killing of Awami Mahaz general secretary Anwar Hussain at his office here yesterday.

The police said militants had delivered a letter at the residence of Hussain on June 24 asking him to desist from taking part in the elections.

The outfit’s divisional commander Abu Jindal said the killing of Hussain should serve as an eye-opener to those who were interested in the election process in the state, the spokesman said.

Ruling out the possibility of contesting the coming Assembly elections in Jammu and Kashmir, the Jamaat-e-Islami today said it would never defy the Hurriyat Conference’s decision on the poll and other issues.

“There is no question of the Jamaat participating in poll.... We are a constituent of the Hurriyat Conference and any decision taken by the amalgam on the elections will be binding on us,’’ Jamaat spokesman Zahid Ali said after a Majlis Shoura (working committee) meeting at its headquarters here.

“We will never think of defying any Hurriyat Conference decision,’’ he said, adding that the Jamaat would continue to support the 23-party conglomerate in its struggle to achieve the desired goal.

The Shoura, with Jamaat chief G M Bhat in the chair, claimed that the election or selection would not help resolve the Kashmir issue as the poll were held in the state in past also without achieving any breakthrough.

Army man hurt in Pak firing

Jammu, July 6
An Army personnel was injured in firing by Pakistani forces on Indian positions along the International Border in R.S. Pora, Samba, Hiranagar and Akhnoor sectors since last night, official sources said today.

Indian troops responded effectively and intermittent exchange between the two sides continued till this morning, they said.

A soldier of 25 Punjab Regiment Anil Kumar was injured in the firing from across the border in R.S. Pora sector, they said.

Pakistani troops also targeted the Sangral area in R.S. Pora sector with automatic grenade launchers. Exchange of small arms firing took place in Samba, Hiranagar and Akhnoor sectors. PTI Top

 

Yatris to be allowed to move in Pahalgam

Pahalgam, July 6
The Jammu and Kashmir Government has decided to allow free movement of Amarnath pilgrims in Pahalgam in view of persistent demands of the tourism industry.

According to Mr Mushtaq Ahmad Ganai, Commissioner-cum-Secretary, Tourism Department of the Jammu and Kashmir Government, the Governor, Mr G.C. Saxena has directed all security agencies in this regard.

Earlier, the pilgrims were not allowed to venture out of their camps outside Pahalgam, particularly during the past two years, following an attack by militants that killed about 30 persons, including yatris and locals in 2000 and another attack at Sheshnag last year.

The Governor who is also the chairman of the Amarnath Shrine Board, issued these directions at a meeting attended by the Chief Minister and others to review the yatra arrangements here last month.

“The movement of the pilgrims is not to be restricted. They will have access to the local market and can also reside in the local hotels”, Mr Ganai said. “But security of the yatris is to be taken care of”, he added.

The state government had provided Rs 1 crore to the shrine board this year against an amount of Rs 2 crore which was provided to the board when it was constituted last year.

He said more than 75,000 pilgrims had so far been registered for this year’s month-long annual pilgrimage. The registration began on June 26.

According to Mr Ganai the number was expected to cross the last year’s mark of 1.17 lakh as the registration was going on in full swing.

Meanwhile, a team of officers comprising the Deputy Commissioner, Anantnag, who is also the yatra officer, the IG, CRPF, the DIG Anantnag, Mr M.A. Anjum and the Additional Secretary to the shrine board, Mr Dheeraj Gupta, visited the shrine yesterday to take stock of the arrangements.

Security and other related arrangements for the month-long yatra scheduled to begin from July 22, were reviewed at a high-level meeting held here yesterday under the chairmanship of the Divisional Commissioner, Kashmir, Mr Parvez Dewan and attended by the Commissioner-cum-Secretary, Tourism, Mr Mushtaq Ahmad Ganai, and the Additional Secretary to the Shrine Board, Mr Dheeraj Gupta.

The meeting was informed that five permanent bridges constructed at Chandanwari to the holy cave track would be made ready before the yatra.

It was also informed that the yatris would be allowed to start langars from July10 at Baltal and July 14 at Pahalgam.

However, no langars would be allowed to be set up at Nunwan, the base camp. Action would be taken against those violating the order, the meeting was informed.Top

 

JD (U) to boycott poll under Farooq regime

Srinagar, July 6
The Jammu and Kashmir unit of the Janata Dal (U) said today it would boycott the coming Assembly elections in the state if these were held under the present administration led by Chief Minister Farooq Abdullah.

“We will boycott the elections if these are not held under Governor’s rule. We have appealed to the Centre for the same and are awaiting their response, President of the JD (U) state unit Ghulam Mohammed told reporters here.

Apprehending that the elections would not be free and fair with the National Conference Government in power, Shah said the situation in the state was worse than that Bosnia and militancy had increased since 1996 when the NC came to power.

Shah alleged the state Government had failed to provide security to opposition leaders as well as the common man. The government machinery was being misused to harass people, he charged.

Appealing to the Centre not to impose anyone on Kashmiris, he said let the people choose their leaders, only then the problems of the state will be solved. He sought the formation of a united front to fight the NC and said “we have contacted Mohd Yousf Tarigam (CPIM) and Saifuddin sor (ex-C) in this regard. We will also contact Mufti Mohammad Syed (PDP). PTI

Addressing a press conference here today, Mr Jagdev Singh, president, state Akali Dal, Mr Narbir Singh, president state unit of the Youth Shiromani Akali Dal, Mr Paramjit Singh, president, state unit of the AISSF, Mr Mohinder Singh, Chief Organiser, Bhai Kanhiya Nishkam Sewa Society, and Mr Kulwant Singh, Chief Adviser, Sikh Navjawan Sabha, said the defeat of the SAD in the recent elections to the Delhi Sikh Gurdwara Committee, (DSGMC) after its dismal performance in the Punjab Assembly poll, had revealed, without any doubt, that the Sikhs had lost faith in the leadership of Mr Parkadsh Singh Badal.

While hailing the victory for Mr Gurcharan Singh Tohra’s candidates in the DSGMC poll the leaders said the meeting of the intellectuals would be organised to force Mr Badal to resign from the presidentship of the SAD.

No matriculate since 1947 in 2 villages

In what could be considered a rare instance, two villages in the border tehsil of Uri in Baramula district have not produced a single matriculate since the country got independence in 1947, according to a senior state Congress leader.

The two villages - Somali and Chotali, located at an altitude of 10,000 ft - have only one primary school which has been functioning in a dilapidated building since 1957, Congress leader Taj Mohi-ud-Din claimed.

“It is impossible for the children of these villages to continue their studies after class V as the nearest middle school is 14 km away,” he said.

The people cannot move out of their villages as they have not been issued border cards, the Congress leader said.

“In May 1994, most of the population of Somali village migrated to Pakistan-occupied Kashmir. They were lured back by the then government administration and the Army in 1996 but unfortunately the promises made by the government to them have not been fulfilled,” Mr Mohi-ud-Din alleged.

He demanded elevation of the primary school there to a middle school to provide a better chance of education to the children of the two villages. PTI

The Centre has agreed to release Rs 100 crore shortly for the implementation of comprehensive forest conservation programme in Jammu and Kashmir, state forest minister Ghulam Ahmad Shah has said.

  A long-term comprehensive plan for the preservation of forests around the Jehlum and Chenab catchment areas has been formulated so that forest wealth is preserved for the long lasting eco-benefit of the state, Mr Shah said at a public meeting at Qazigund yesterday. PTI Top
