Hurriyat
terms for talks Srinagar, June 19 “We are ready to talk to the Government of India provided we are allowed to have negotiations with Pakistan”, the APHC Chairman, Mr Abdul Ghani Bhat said here today. Addressing a press conference at the APHC headquarters, Mr Bhat added that it would participate in any such talks provided “these are transparent and open”. He made it clear that the APHC was ready to contribute and play its role to break the deadlock over Kashmir. The APHC Chairman said a conducive atmosphere was needed to initiate a fruitful dialogue to resolve the Kashmir issue. He demanded the return of the security forces back to barracks, free movement of the Hurriyat leaders, release of all detainees and an end to the human rights violations allegedly at the hands of the security forces in Jammu and Kashmir. “We want cease fire from all sides”, Mr Bhat said adding that it was necessary for creating a conducive atmosphere for talks. Asked whether militants would obey the APHC plea in this direction, Mr Bhat replied in affirmative adding that for that purpose the APHC leaders be allowed to visit Pakistan. Referring to the Hurriyat’s stand on the forthcoming Assembly elections in Jammu and Kashmir, Mr Bhat said no decision had been taken yet. The APHC had called for election boycott in the state since 1996. He said any decision in this regard would be taken by the executive committee of the separatist conglomerate. Replying to a question on the participation of APHC leaders in the coming elections. Mr Bhat made it clear that it would not participate to get power. “If elections are held to resolve the Kashmir issue, we will participate”, Mr Bhat added. Regarding the initiation of APHC’s “democratic process” by constituting an independent Election Commission to determine its representative character, the APHC Chairman held that the proposal had been rejected by the Centre. |
CEC urged to register ethnic tribes Jammu, June 19 In a statement issued here today, the vice-chairperson of the Board, Mr Haji Buland Khan, said more than 50,000 Gujjars, Bekerwals, Gaddis and Paharis had not been registered as voters because since 1987 only summary revision of the electorals rolls had been carried out. He said during the summary revision these ethnic and nomadic groups were engaged in grazing their cattle on mountain pastures, where the election staff did not visit. Mr Buland Khan suggested to the Chief Election Commissioner, Mr J.M. Lyngdoh, to order setting up polling booths in the far-flung and hilly regions of the state for the nomadic people to cast their votes. He said the plan of the Election Commission to issue identity cards to the voters was a positive step but it had not announced measures which it would adopt in getting these people photographed. He said these people were living below poverty line and they would not be able to bear the cost of getting photographed to the election staff. He demanded that there should be an intensive revision of the electoral roll for which door to door and village to village survey was required. He said any laxity in this field could amount to unfair polling. |
