Parents queue up for St. Anne’s School forms

The decision of the management committee of St. Anne’s School, Sector 32, to add new sections in four classes drew an overwhelming response from the parents who gathered in large number at the school today. As over a thousand parents queued up in front of the school entrance in hope of buying an admission form for the newly created sections, the traffic police outside the gate had a tough time towing away the illegally parked vehicles, adding more confusion to the entire scenario.

The school is adding a third section for the lower classes like UKG, Class I, II and III. Though the school is going to admit only 40 students in each of the newly created sections, it did not deter the hopeful parents from waiting for hours in the queue, braving the heat and dust.

“We came around 8 a.m. in hope of buying a form without much hassles but as you can see in about four hours time I have got only half way through,” said Ms S Walia. People had started queuing up in front of the counter since 6 a.m., she added.

The slow moving queue and the mismanagement of the school authorities in smooth delivery of forms irked several applicants. “We have been waiting for hours but till now we don’t know whether they are issuing one form to each applicant or more, because sometimes a single person is buying five forms and then sometimes they are issuing only one form to each person,” chorused the harassed parents.

Not only that there were also complaints about clarity of the instructions written in the forms as well as on the notice board.

Ms Rose George, Principal of the school, said the response from the parents’ side was much more than what the school had expected, and hence the confusion.

The school is going to conduct an admission test on April 3 and the selected candidates will be given admission on April 8.

Session starts, few students show up

The first day of the new academic session in both the government and private schools drew a lukewarm response from students. Poor attendance was expected in most of the private schools which dedicate the first few days of the new session to orientation programmes for teachers. Despite repeated notices to government school students for starting off with their syllabus, schools registered the lowest ever attendance this year.

“Our school today has registered about 20 per cent of attendance which is quite low in comparison to the previous years,” said one of the senior teachers on the condition of anonymity. “This situation is likely to continue until the spring break which is just round the corner,” he said.

The schools wore a deserted look. Only those from the Class XII and a few others who could not escape their parent's wrath adorned their uniform with reluctance to attend the first day of school.

“After holidaying at home for the past few days it is difficult to get into the momentum once again,” said Renu Sharma, one of the students. “If my parents were not insisting so much I would have not come at all,” she added.

The main reason for the low attendance is being attributed to the narrow gap between the holidays after the annual examinations and the spring break which is starting from next Saturday. “Students usually go to their native places for an outing after the exams, and this year since they are getting another 10-day spring holiday, most of them have gone for long trips,” said a Principal of the government school.

The other reasons include unavailability of the class books. As there are a few changes in this year’s syllabus, students are waiting for the final nod from the authority to buy the right books. “There is no fun to start classes without books because everything seems so vague without something to refer to”, said Anupriya Arora and Nandini Nayar, Class XII students of Government Model Senior Secondary School, Sector 22.

The initial few days at school are so sluggish, it is better to study at home, was the comment received from a majority of the students. However, the school authorities are going to take up strict measures to rectify the situation. “Whatever be the number of students tomorrow, we are going to start teaching according to the syllabus from tomorrow,” said Mr Dilbagh Singh, Principal of Government Model Senior Secondary School, Sector 22.

3 college lecturers get increments

The UT Education Department has started the process of granting advance increments to government college lecturers for possessing research degrees at the time of appointment as per the UGC guidelines on January 1, 1986.

Three of those in line were granted the increments vide an order of the DPI, colleges here today.

More than 20 other government college lecturers who had joined their service with either an MPhil or PhD degrees eligible for advance increments as per the UGC guidelines, are still waiting for the increments. All similarly placed eligible private college lecturers are also waiting for these increments.

The three lecturers, Dr A.K.S. Mankotia, Dr Seema Gupta and Dr Sadhna Verma, who have received these increments after a wait of nine years, have thanked the DPI colleges, Ms Varsha Joshi for her proactive action.

Policy on encroachment soon: counsel

In a statement before a Division Bench of the Punjab and Haryana High Court, comprising Mr Justice G.S. Singhvi and Mr Justice M.M. Kumar, in the Chandigarh Club case, counsel for the Chandigarh Administration today stated that a policy for dealing with encroachments and illegal construction in the entire city was being framed.

The statement followed the allegations regarding the adoption of different yardsticks for the removal of illegal constructions in the city.

The High Court, it may be recalled, had earlier expressed dissatisfaction on the steps taken by the Administration to check the cropping up of unauthorised structures on public land in various parts of the city.

The Court had also directed the Administration to take a policy decision regarding “regularisation, or otherwise,” of construction carried out without obtaining sanction from the competent authority.

Appearing before the Bench, UT Deputy Commissioner, Mr M. Ramsekhar had also given details of the action taken by the authorities against alleged encroachment carried out by the Chandigarh Club and also against the construction carried out on the club premises without obtaining sanction from the competent authority.

DISTRICT COURTS
S.P Kansal’s remand extended

The UT Assistant Excise and Taxation Commissioner, S.P. Kansal, who was arrested by the CBI on charges of misuse of official position and possessing assets disproportionate to his known sources of income, was today further remanded in judicial custody till April 15 by a local court. The court had already adjourned the hearing of the bail plea moved by the accused for April 8.

The CBI alleged that the accused had acquired various properties, both in his own name as well as benami which were beyond his known sources of income. It was further alleged that the accused had goods worth several crore, besides intentionally not recovering sales tax and penalty from a number of firms concerned, and causing huge loses to the government exchequer.

Om Parkash, who was employed as a volunteer by the Home Guards in Sector-17, was today acquitted by a local court, in a case under the NDPS Act as the prosecution failed to prove the charges.

As per the prosecution on January 17, 2001 the police had received information that the accused was coming from Himachal Pardesh and having charas in his possession.

The police party recovered 550gm of charas from his possession in the presence of the senior police officers and independent witnesses.

The defense counsel argued that the independent witnesses in the case had already involved in theft cases in Sector-17 police station and he could not be trusted. And alleged that the witness was a tout.

Bhanu Partap and others allegedly involved in a case of grievous hurt were today granted bail by a local court. The case against the accused were registered under Section 326 of the IPC on the complaint of Mr Rajesh Sharma.

Those who have been contesting for the post of President, include Mr N.K Nanda, Mr S.P.S Bhullar, Mr Rajinder Mahajan, Ms Kulwant Kaur, Ms Anita Ahuja. For the post of vice-president, Mr Karam Singh, Mr Munish Chaudhary, Mr Sajal Kossar; Mr A.S Gujral, Mr N.K Kapil, Mr Ravi Kant for the post of secretary.

HC issues notice to pollution board

Taking a serious note of a news item published in a local daily regarding the pollution being caused by a paper mill at Fatehpur Sialba, near Kurali, a Division Bench of the Punjab and Haryana High Court today issued notices to the Punjab Pollution Control Board and the state of Punjab for April 21.

Issuing the notices, the Bench, comprising Mr Justice G.S. Singhvi and Mr Justice M.M. Kumar, also directed the filing of a status report in the matter. According to the newspaper report, the affluent being discharged in the water by the mill were causing skin disease.

Capturing splendour of Himalayas

The treasure of the Himalayas that is closely related to Hindu mythology came alive in a series of photographs taken by Ram Verma displayed at the art gallery of the Kala Gram in Mani Majra, here today

About 50 pictures capturing different moods and hues of the lofty mountain ranges gives you a glimpse of dangerous yet thrillingly beautiful places. Thanks to the adventurous spirit of Ram Verma, the former Chief Secretary of Haryana and Founder Director of the National Adventure Club.

Though not acquainted with the technicality of photography, Ram Verma has banked upon his common sense and simplicity to capture the beauty. So whether it is the mighty Ganges in different courses, or the majestic mountain peaks kissing the morning Sun or playing with the clouds, or the elegant Ganesha look alike Mt. Shivling, he has captured them in their truest form.

"I have not used any special lenses but a simple camera to click those pictures," says Verma. "The beauty of those mountain ranges itself is so great that they would look beautiful in any form," says the artist. This series is the result of the trip he took to Gaumukh last October.

Ram Verma, who took up photography as a hobby gives credit to famous photographer Raghu Rai who had acquainted him with the finer points of the art. "Raghu Rai has been a friend of mine since the initial days of his career and I used to observe him while he used to click pictures,” he said.

Though Ram Verma got recognition as a photographer of calibre with his first exhibition "Bandarpunch" in Patiala about seven years back, his tenure as the Haryana Chief Secretary kept him busy and he could not devote much time to his favourite hobby. "Now that I am retired I am planning to do more of photography," he says.

The exhibition was inaugurated by the Adviser to the Administrator, Chandigarh Administration, Ms Neeru Nanda. Among others present on the occasion were Mr R.C. Singla, Mr V.P. Verma, Mr S.L. Diwan, Mr S.D. Sharma, Mr P.S. Verma, Mr Rajesh Gupta and the Director of North Zone Cultural Centre, Mr. T R Jindal.
