The Civil Aviation Ministry has sought a letter of comfort from the Finance Ministry for lessors of aircraft to the country’s international carrier Air India and the domestic carrier Indian Airlines for a third party war risk cover after hike in insurance premium following the terrorist strikes in New York and Washington.

India, USA ‘working’ in coordination

US Ambassador Robert D Blackwill today assured India of greater protection to the Sikh community in the USA.

The community had come under attack in Arizona and other parts of the country following the September 11 terror attacks on the World Trade Center and Pentagon.

Mr Blackwill met the Union Home Minister L.K. Advani here and assured him of Washington’s efforts in protecting the rights of the Sikhs in the USA.

Home Ministry sources said the two discussed the developments in the region and the measures being taken to prevent further strikes by terrorists.

Though the USA has not formally urged India to share intelligence inputs, the sources said valuable information about terrorist groups and their camps had been given to the USA.

India and the USA are closely coordinating their actions which is indicated by the fact that Mr Blackwill has met Mr Advani for the second time within a week.

Emerging from the meeting, Mr Blackwill said “this diplomatic coordination really could not be more intense and, of course, we are talking to one another on the military side. So, across the spectrum — diplomatic, intelligence and military — there is an extraordinary degree of consultation which is going on along with information exchange.”

The US Ambassador also met External Affairs and Defence Minister Jaswant Singh and Foreign Secretary Chokila Iyer in the past few days to discuss the post-WTC attack situation.

USA urged to protect Namdharis

Namdhari Darbar has urged the USA to provide security to the Sikhs in America as members of the community have come under attack following the recent terrorist strikes. Namdhari Sikhs are living in many towns of America, a press note said, adding that the attire of Osama bin Laden resembled that of Namdhari Sikhs. Americans mistakenly identify Namdhari Sikhs with Laden’s followers and have attacked them, it said, urging the USA to protect the Sikhs in America.

Sikh religious leader Baba Virsa Singh today appealed to the global community, especially the USA, to resolve the issue of terrorism through negotiations. “If America wages war against Afghanistan, neither the world nor God will forgive it,” he said.

Bin Laden in Aurangabad?

Aurangabad, September 28
Osama bin Laden, the world’s most wanted man, lives in Aurangabad, if the city administration is to be believed. A recent certificate of domicile issued to a resident of Kiradpura names him “Osama bin Laden”. According to the certificate, Bin Laden has been a resident of the city for the past 50 years.

The certificate of Osama bin Laden was found in the bag of Ramdas Narayan Paikade, special executive officer of Kiradpura, when the police arrested him for issuing fake certificates of domicile. Several fake certificates and seals had been recovered from Paikade, the police said. The officer was nabbed after the police sent a dummy applicant to him following complaints. UNI

Aviation Ministry seeks insurance cover

The Civil Aviation Ministry has sought a letter of comfort from the Finance Ministry for lessors of aircraft to the country’s international carrier Air India and the domestic carrier Indian Airlines for a third party war risk cover after hike in insurance premium following the terrorist strikes in New York and Washington.

The letter has been sent after AI grounded two of its leased Airbus A-310s and was likely to ground one more shortly.

While two aircraft, leased by Singapore Airlines (SIA), were grounded yesterday and today, one more belonging to US leasing firm GECAS was expected to be grounded soon, ministry sources said. Air India had three days ago grounded a A-310 after the French lessor BNP Paribas sought a third party insurance cover.

Air India officials had given a presentation to the Civil Aviation Ministry here yesterday following which it has written to the Finance Ministry seeking comfort for the companies leasing aircraft to Air India and Indian Airlines. There has been a global hike in insurance premium for a third party cover of the hull war risk in the wake of the September 11 terror strikes in the USA.

Air India officials pointed out that they were facing a hike of about Rs 10 crore in its insurance premium which would have to be borne by the national flagship itself.

A similar cover was provided to the national carriers during the Gulf war.

SIA, which had withdrawn from the Air India disinvestment process last month, in a letter to the airlines on Wednesday sought a full insurance cover in the wake of devastating attacks.Top

 

SC extends deadline for CNG buses

The supply of natural gas to Indraparstha Gas Limited (IGL) is being done in accordance with the recommendations of the Gas Linkages Committee, Chairman and Managing Director of the Gas Authority of India Limited (GAIL), Mr Proshanto Banerjee said here today.

IGL is a joint venture of the GAIL and public sector oil refining and marketing major, Hindustan Petroleum Corporation Limited (HPCL) and supplies CNG in Mumbai and Delhi.

“Our role is to provide supplies to the venture and we are supplying gas to IGL in accordance with volume recommended by the Gas Linkages Committee of the Government of India (GoI)”, Mr Banerjee told newspersons here.

However, given the current situation, ways and means are being discussed to enhance the supply of gas to IGL, he said.

The Supreme Court today extended till October 18 the deadline of September 30 for the conversion of the 10,000 odd city bus fleet to CNG fuel.

The Court also called for appropriate measures to ensure that diesel is not adulterated by checking the quality of the fuel not only at petrol pumps but also in the vehicles.

IGL has received a lot of flak for inadequate filling stations in the capital and long queues outside filling stations has only added to public ire.

Meanwhile, GAIL has achieved a turnover of Rs 10,059 crore in the year 2000-01 as against the previous year’s Rs 8,415 crore.

Net profit for the year was Rs 1,126 crore against Rs 861 crore for the previous year.

All amounts paid not dowry: SC

In a significant judgment on dowry death, the Supreme Court has ruled that all amounts paid by the in-laws of the husband of a woman cannot be termed as dowry unless such payments are made in connection with the marriage.

Interpreting Section 304-B (Dowry Death) of the Indian Penal Code, a Division Bench of the court said, “It is not enough that harassment or cruelty was caused to the woman with a demand for dowry at some time if the Section is to be invoked. But it should have happened soon before her death.”

The Bench comprising Mr Justice K.T. Thomas and Mr Justice S.N. Variava observed, “There are three occasions related to dowry. One is before the marriage, second is at the time of marriage and the third is at any time after the marriage.

“The third occasion may appear to be an unending period. But the crucial words are ‘in connection with the marriage of the said parties’. This means that giving or agreeing to give any property or valuable security on any of the above three stages should be in connection with the marriage...”

The court made it clear that there could be many other instances for payment of money or giving property as between the spouses. The customary payments in connection with birth of a child or other ceremonies prevalent in different societies were outside the ambit of dowry, it added.

The court set aside the Punjab and Haryana High Court order convicting three accused under Section 304-B read with Section 116 (Abetment of Offence Punishable with Imprisonment — if offence be not committed).

In this, the husband’s in-laws had made a payment of Rs 20,000 to him in November 1995, three years after the marriage and a year before the attempted suicide by his wife.

“There is dearth of evidence to show that Tejinder Pal Kaur (the victim) was subjected to cruelty or harassment connected with the demand for dowry soon before the attempt to commit suicide,” the court said, setting aside the HC order.

It observed, “There should be a perceptible nexus between her death and the dowry related harassment or cruelty inflicted on her.” PTI

Health Minister’s unique request to FM

New Delhi, September 28
Union Health Minister Dr C.P. Thakur has made a strange request to the Finance Minister — exempt doctors in Bihar from income tax as they were paying “protection money” to criminals in the state.

Dr Thakur, himself a practicing physician, also appealed to Home Minister L.K. Advani to intervene and protect the doctors and common man in Bihar. It was also time for Leader of the Opposition in the Lok Sabha, Ms Sonia Gandhi, to review the situation in Bihar and take appropriate action to free the people from the clutches of “thugs, thieves and goondas”, he added.

This request has come in the wake of a series of kidnappings of doctors by criminals forcing the doctors to stay away from work. As many as seven cases of kidnapping of doctors have been reported recently.

Dr Thakur is also meeting NDA leaders from Bihar to work out a joint strategy to free people from the threat posed by criminals. During the next few days he will be meeting NDA convener George Fernandes as well as Cabinet colleagues from Bihar like Nitish Kumar, Sharad Yadav and Ramvilas Paswan in this regard.

Condemning the brutal abduction and killing of a boy at Muzaffarpur, the only child of the family and the subsequent violence resulting in the death of more than 10 protesters in police firing, Dr Thakur said abductions had become a routine feature in Bihar and the law and order had collapsed totally. Ban Bajrang Dal too: Imam

Reacting to the Centre’s ban on the Students Islamic Movement of India (SIMI), Jama Masjid Shahi Imam Syed Ahmad Bukhari today demanded a similar ban on the Bajrang Dal for providing armed training to its activists and distributing tridents among them.

In response to reporters’ queries after the Friday prayers at the historic mosque, the Imam asked: “Why is the government not banning the Bajrang Dal which is giving armed training to its workers and distributing trishuls among them?”

The cleric accused the government of viewing all Muslims as terrorists. UNI

Command functions from Oct 8

Vice-Admiral Arun Prakash, has been appointed first Commander-in-Chief of the unified Andaman and Nicobar Command (ANC) which will become operational from October 8.

In his capacity as CINC of the Andaman and Nicobar Islands, Vice-Admiral Arun Prakash will exercise operational command of all, the Army, the Navy, the Air Force and the Coast Guard, forces allocated to the unified Andaman and Nicobar theatre by respective service headquarters. His deputy (Chief of Staff) will be a Major General from the Army.

With his headquarters at Port Blair, the CINC will be advised by component commanders from each service (the Army, the Navy, the Air Force and the Coast Guard). The headquarters staff of the CINC will comprise officers drawn from the three Services and the Coast Guard who will carry out functions of operations, administration and logistics.

The present force levels include the Navy’s flotilla comprising fast attack craft and amphibious ships and the Coast Guard patrol vessels. The Army has one infantry brigade stationed in the Islands.

The Air Force has a squadron of helicopters. Maritime aircraft of the Navy and the Coast Guard operate from the airfields at Port Blair, Car Nicobar, Campbell Bay, Diglipur and maintain surveillance over the sea areas and approaches.

Curfew relaxed in Muzaffarpur

Patna, September 28
Curfew was today relaxed for six hours in violence-hit Muzaffarpur in Bihar after the situation showed improvement, Additional Director-General of Police (Muzaffarpur Zone) M.K. Sinha said.

The relaxation, from 0900 hours to 1500 hours today, was announced to help the people reeling under the curfew since Wednesday buy essential items, Mr Sinha said.

The police and paramilitary forces continue to patrol the streets of the town where seven persons were killed in police firing on violent protesters and clashes after the body of the five-year-old son of a bank employee was found on Wednesday. The district administration has ordered closure of schools and colleges indefinitely. UNI

Bomb hoax affects work at Tis Hazari

A series of bomb hoax calls kept the Delhi Police on its toes and caused inconvenience to the public today. A mischief is suspected behind these calls, the police said.

The police received three bomb hoax calls within a period of 45 minutes. The first call was received at 11.45 a.m. that two bombs had been planted in complexes of the Delhi Court. The other calls were about bombs at Tis Hazari Court and shopping complex in Regal Cinema building located in Connaught Place.

All complexes of the court were evacuated but nothing was recovered after hours of intense search of the premises. The court proceedings resumed at 4 p.m.

President okays Amendment Bill

The President has given assent to the Registration and Other Related Laws (Amendment) Bill 2001, passed during the monsoon session of Parliament, ending August 31.

With this, the Bill has been notified in the Gazette of India as Act No 48 of 2001. The Registration and Other Related Laws (Amendment) Act, 2001, seeks to make compulsory registration of agreements of sale and purchase. UNI

MUZAFFARPUR TRAIN SERVICES DISRUPTED
MOTIHARI:
Train services in the Raxual-Muzaffarpur and Narkatiyaganj-Muzaffarpur sections of the Eastern Railway remained disrupted since Thursday after an agitated mob stormed several railway stations. Superintendent of the Motihari station said not a single train had reached the station from Muzaffarpur since 1 p.m. on Thursday and all communication links between Motihari and Motipur stations remained cut off.
