Kathua, September 1
The police today registered a case against Basohli MLA Lal Singh, sarpanch Jagdev Lal and their six associates for assault in Basohli last evening. One of the accused was arrested by the police this evening while seven others including the MLA, were still absconding.

A complete bandh was observed in Basohli town today to protest against the assault. The Superintendent of Police Kathua, Mr Manohar Singh, rushed to Basohli to defuse the situation as people took to streets demanding stern action against the Congress MLA.

The reports said Mr Lal Singh and his associates including his PSO allegedly assaulted a group of persons who objected to the legislator’s attempt to install a water handpump at the residence of his worker. The connection had been sanctioned by the Underground Water Department for installation at a common point in Palai village. Soon after the assault, the MLA and his associates fled from the village.

People resented the MLA’s behaviour and started shouting slogans against him and the police. The trouble continued till late last night. Relenting to public pressure, the police registered a case against Mr Lal Singh and seven other persons under Sections 34, 147, 354 and 504 of the IPC. However, no arrest was made last night.

In the morning, people again took out a procession in the town. Shopkeepers closed their shutters. Educational institutions and some government offices were forced to close by the mob, which was demanding immediate arrest of the MLA and other accused.

In the afternoon, the police arrested a PHE employee, Mr Muzaffar Hussain, whose name also figured in the FIR. The other accused have been identified as Mr Mohan Lal, Mr Mohinder Chand, Mr Om Singh, Mr Jagdev Singh and Mr Zaffar Hussain.
