Students suffering for PU lapse

Chandigarh, August 5
Scores of hapless students queuing up for re-evaluation at Panjab University are being refused the ‘facility’ to apply after being told that they have exceeded the limit of 15 days after the despatch of mark-sheets within which they have to apply. Interestingly, in a significant number of cases, the documents of the students do not mention the dates of despatch of marks-cards by the examination branch.

A student from the local Government College for Girls, Sector 11, went to the examination branch with a view to applying for re-evaluation. She was informed that the date for application was over. She said she had got the marks-sheet only a couple of days ago.

Prof Dinesh Talwar, a Fellow, accompanied the candidate to the examination branch and then the department immediately mentioned the date of despatch of result card. The student had received the card only three days earlier. She said she had been sent back earlier by the college saying that the cards had not reached the office. Professor Talwar said: “Imagine if a candidate puts a date of his own choice on the result sheet and approached the department, what could have been the reply?” he said.

Not just this, The Tribune is in possession of more copies of results of the BA I and BA III which do not mention the dates of despatch of results. This has led to inconvenience to students who now have to depend on their ‘luck’ more than the procedure to ‘ be heard fairly’.

Prof Charanjit Chawla, a senior Fellow, said that no dates on the result sheets was a peculiar situation for students seeking re-evaluation. ‘‘There was time when the detailed marks cards accompanied the declaration of the results. The university’s role in early declaration of the results has been commendable but the allied fields should also be geared up,’’ Professor Chawla added.

Mr Ashok Raj Bhandari, Controller of Examinations, has accepted “minor” mistakes in the process. The detailed marks cards were issued following tabulation on computers this time. It has possibly missed the dates in several cases. Earlier the process was done manually. All related aspects will be looked into to smoothen out the process.

A final-year student said: “I came to the department for re -evaluation and was informed that the date was over. My marks card did not have the date of despatch of the result. “When I said the same problem persisted in several other cases, I was informed that any child who came to them with a problem his problem was helped out immediately. Does it not mean that an error has occurred in not giving the dates on the cards? Is it not ‘compulsory’ inconvenience for a student to walk up personally and seek for a date on his cards after the declaration of his results which was none of his business?”

Professor Talwar said that the university could prepare a separate list which should have a record of dates of despatch of results to various colleges. This could be used for later reference. There could have been delay in the receipt of the results by the colleges even after despatch by the university.

The days for the students should be worked out in a way to give them sufficient time. Related information of the dates could be forwarded to inquiry counters because a lot of time and energy of students is spent out in reaching the right person in the Administrative Block of the university.

A student said that the missing of dates on the marks cards was not a small oversight. The marks cards pass through several hands for final verification before despatch. The university should have easy inquiry counters which should be supplied regular information concerning academic schedules and changes by all branches for convenience of students.
