Move for cell phone  facility shelved

The government has again postponed the move for introduction of mobile phone facilities in Jammu and Kashmir on security grounds. Stating this at a press conference here today, the Union Minister for Communication, Mr Ram Bilas Paswan, said his department was ready to provide mobile phone services in the state but so far neither the Defence Ministry nor the Home Ministry has given the green signal.

5 Pak intruders gunned down

Five Pakistani intruders were gunned down by the BSF today when they sneaked into the Indian side via Ramgarh sector from across the border.

A BSF spokesman said the troops noticed a group of intruders sneaking into Nanga border outpost in the Ramgarh sector around 5 a.m. today.

As the troops challenged the intruders to surrender, they opened fire from across the border forcing BSF troops to retaliate. In the ensuing exchange of fire, all five intruders were killed, he said.

Their bodies were later recovered along with some Indian currency. Intermittent exchange of fire between the BSF and Pakistani Rangers is going on at 15 places along the international border in Jammu division since last evening without any loss of life or damage on Indian side, the spokesman said.

The security forces foiled an infiltration bid by militants in the Mandi sector of Poonch district while a top militant and two special police officers were killed in separate incidents in Jammu division.

When security forces challenged a group of five militants sneaking into the Kandi area of Poonch district from across the border yesterday, the militants opened fire at them. The security forces retaliated and the militants fled back towards the Pakistan occupied Kashmir leaving behind two pistols with four magazines, two under barrel grenade launchers, 13 remote control IEDs, 60 electronic detonators, four radio sets and some food packets, the sources said.

Reports from Doda district said police in a major success gunned down Hizb-ul Mujahideen commander, Ashraf Bhat after an encounter in the Marmat area last night.

Bhat, who was second-in-command of the outfit, was responsible for various attacks on security forces and killings of civilians, the sources said.

Two special police officers were killed and two others injured in two separate encounters in Doda and Udhampur districts during the period.

Srinagar: Four militants were killed and a powerful improvised explosive device (IED) was defused near a security camp, while militants attacked a CRPF patrol with a grenade wounding two persons in the Kashmir valley since last night, a police spokesman said today.

He said three militants were killed in a chance encounter with the security forces at Kirpan Gali in the frontier district of Kupwara in north Kashmir early today.

The security forces were on a routine patrol in the area when they observed some suspicious movement. On being challenged, the suspiciously moving persons fired upon them and in the ensuing encounter, three militants were killed, the spokesman said, adding some arms and ammunition were recovered from the encounter scene.

In another operation, the spokesman said the Army killed an unidentified militant at Shamaswari forest in the Karnah sector of Kupwara last evening. Two rifles, a pistol and five grenades were recovered from him. PTI, UNI

Move for cell phone facility shelved

The government has again postponed the move for introduction of mobile phone facilities in Jammu and Kashmir on security grounds.

Stating this at a press conference here today, the Union Minister for Communication, Mr Ram Bilas Paswan, said his department was ready to provide mobile phone services in the state but so far neither the Defence Ministry nor the Home Ministry has given the green signal. He said a proposal had been sent to the two ministries but permission had not been granted on security grounds.

To a question, he said security reasons were behind the one-side phone services between Jammu and Kashmir and Pakistan. “We have had to raise the telecom barrier, thereby preventing people living in Jammu and Kashmir to use the direct dialling facility for phoning their kin or friends across the border, he said.”

Mr Paswan said by the beginning of next year, Jammu would be provided with 3,000-4,000 telephone connections under the wireless in local loop (WILL) which could be used as mobile phone within the city.

He said his ministry had decided to reopen post offices which had been closed owing to militancy in some parts of the Kashmir valley. He stated as many as 30 post offices in militancy-infested areas had remained closed for some time and so far 18 had been reopened. The process for reopening others was on. Whenever and wherever the violence graph showed an upward trend, post offices would be closed for a short time.

Referring to the plan for increasing the telephone density in the country, Mr Paswan said by 2005 there would be 3.50 crore phone connections which would be further increased to 7.50 crore by 2010.

He said emphasis was being laid on increasing telecom services in the villages. In Jammu region, out of 1550 villages, 1471 had been provided with phone connections.
