HIGH COURT
Transfer of Bhattal kin stayed
Tribune News Service

Chandigarh, July 6
Issuing notice of motion on a petition filed by former Chief Minister Rajinder Kaur Bhattal’s sister, Balwinder Kaur, alleging victimisation due to the forthcoming assembly elections, a Division Bench of the Punjab and Haryana High Court today directed that the operation of the orders transferring her from Mansa to Ropar shall remain stayed if the petitioner, working as District Public Relations Officer, has not been relieved from her present place of posting.

In her petition taken up by Mr Justice Amar Bir Singh Gill and Mr Justice Swatanter Kumar, Ms Bhattal had earlier alleged that she had been transferred to a distant place as she was former CM’s sister. She had added that her transfer was “essential due to the forthcoming elections”.

Terming the transfer orders as “illegal”, counsel for the petitioner had added that Ms Bhattal could not be sent out as, according to the rules, an employee cannot be transferred if retirement was due within two years.

Order to interview examinee

On a petition alleging the declaration of law entrance examinations results by Panjab University before the announced date, a Division Bench of the High Court today directed that the petitioner shall be provisionally interviewed.

Pronouncing the orders on the petition filed by Ms Ashima Prashar, the Bench, comprising Mr Justice Amar Bir Singh Gill and Mr Justice Swatanter Kumar, added that the result shall, however, not be declared. The Judges also issued notice of motion to the university and the Law Department chairman for July 30.

In her petition, Ms Prashar had earlier alleged that the respondents, not adhering to the conditions, allowed the petitioner and other candidates to believe that the result would be declared on July 5, but the same was declared on June 30.

Her counsel added that the petitioner submitted her application, as successful candidates had been asked to do so, with a request that the same should be considered for counselling to be held on July 7, but the same was turned down.

Notice on plea against varsity

The High Court on Friday issued notice of motion for July 23 on a petition filed against Punjabi University, the state of Punjab and other respondents, seeking the quashing of a decision to set up autonomous institutes for imparting education in information technology and computer sciences through private companies.

In his petition, Mr Balwant Singh had also sought directions to the university to start computer courses after setting up its own department as envisaged under Punjabi University Act. He added that the same was possible as the department of computer sciences was already existing at the university.

ASJ’s order on cops stayed

Our Legal Correspondent adds: On a petition filed by two police officers of Haryana, challenging the order passed by Additional Sessions Judge, Rewari, setting aside their discharge, Mr Justice V.M. Jain of Punjab & Haryana High Court issued notice of motion for August 9 to state of Haryana and stayed the operation of the impugned order.

The petitioners, Inspector Sri Ram and Sub-Inspector Lekh Ram, alleged in their petition that in a murder case of Ashok Kumar Aggarwal of Rewari, they summoned the wife and daughter of the deceased for investigation and that while in police station the women took celphas tablets, leading to their death. On the basis of statement given by the women a case for abetment of suicide and that of wrongful confinement was registered against them.

However, during investigation they were found innocent and on an application moved by the investigating officer they were ordered to be released by Rewari’s Chief Judicial Magistrate.

The then Additional Sessions Judge, suo motu took notice of the above proceedings and later the order of release was found illegal and unlawful by another Additional Sessions Judge, Mr Dharamvir Singh.

The petitioners submitted that under the Criminal Procedure Code, a Magistrate had no power to call upon the police to submit a charge sheet, when they have sent a report under Section 169 of the code that there is no case made out for sending up an accused for trial.

Hand-painted fabrics on display
Our Correspondent

Chandigarh, July 6
Exotic and abstract motifs painted by hand in sober, but striking colours on fabric was the hallmark of Simron’s creations at her first exhibition in a hotel here today.

Simron, a former student of the Northern India Institute of Fashion Technology, created about 120 hand-painted suits within a month for the exhibition.

This young designer says that she has drawn inspiration from the Hindu deities and nature that are represented in an abstract form.

Another exhibition by Mansi, a final-year student of the Sector 8 National Institute of Fashion Designing (NIFD), was also inaugurated at the same venue today. For her first exhibition, Mansi has created a variety of embroidery works, using tie-and-dye techniques in crepe, jute and chiffon.

Mansi’s formal and semi-formal creations reflect the traditional elements without losing the touch of summer.Back
