personnel of the enforcementing conducted the drive in about 2 hours, amidst resistance from the rag pickers. Mr Singh said that the rag pickers had been removed from the area twice earlier and the drive had been undertaken today only after the CHB gave an assurance that they would take possession of the area and ensure that these people do not encroach the abovementioned piece of land again. While the labourers removed and confiscated some things, the rag pickers were seen moving away with their belongings. However, no untoward incident was reported. Putting licensing authorities under the microscope Panchkula, June 11 It furnishes details of middlemen, operating in SDM (Civil) offices of Panchkula and Kalka, responsible for rampant corruption, and quotes evidence from inspections by administrative officials. A detailed report on the matter, submitted recently after enquiry to the Deputy Commissioner, has found much more. It has nailed those found guilty and is likely to make a few heads roll, which would hopefully lend these offices a cleaner image. Confirming the enquiry, the Deputy Commissioner, Ms Jyoti Arora, said, “Disciplinary action will be taken against all those found guilty.’’ This enquiry assumes significance in the light of the car-theft scandal, where a number of luxury cars, some of them bearing numbers issued by the licensing authority, were stolen from Delhi and sold in Chandigarh and surrounding areas. On the basis of the report by the police, checks by administrative officials early this month at the offices in question brought out the fact that most employees chose to play truant during work hours, causing inconvenience to the public and managed to get away with impunity. Cases of renewal of licences and issuing of registration certificates pending for over a month in these offices were revealed even as the team observed certain irregularities in the day-to-day functioning and found excess cash with the officials. According to sources, in Panchkula, the inspection team found that temporary number slips were issued without mentioning the expiry date and no confirmation was sought regarding issuing of no objection
certificates. In addition, they skipped recording of learners’ licenses, proof of residence and the vehicle number on which the driving test was taken. In Kalka, the licensing authority was found guilty of issuing licenses on the basis of a report by the Motor Vehicle Inspector, rather than the competent authority. Papers mandatory for issuing licenses were also found missing. At the office of the Sub-Registrar, Kalka, the inspection team found cash in excess of the number of receipts issued on that particular day. It also discovered that cash from receipts of the previous day had also not been deposited in the Treasury. It is learnt that while the employees in these offices were unwilling to submit records for inspections, a thorough investigation pointed towards gross irregularities. Ms Arora added that the administration had taken serious view of the findings of the report and had promptly disposed off all cases pending in these offices, while suitable action against the guilty would be taken shortly. Sources said that it was recommended that all officials at these offices, guilty of having accepted cash, ignoring norms of registration and charged with violating rules, be transferred from offices of public dealing. It was added that transparency in auditing and financial monitoring was essential to make these offices public-friendly.
Highlights How the office of the licensing authority is a money-minting machine * Delay in issuing registration cards and driving licenses * Excess cash in hand with clerks of the registering authority * Incomplete papers for registration of a new vehicle * No confirmation of vehicles from other states for issuing No Objection Certificates * Charging the old licensing fee despite the state government having revised rates with effect from May 17 * Driving licences issued without a proper driving test |
Encroachments removed in Mauli Jagran Chandigarh, June 11 The drive was conducted under the supervision of the XEN (Roads), Mr Mukesh Anand, amidst heavy police deployment. Encroachments were removed from along the main road and the internal roads of the colony, which remained unremoved in the drive undertaken earlier. The drive was carried out prior to the recarpeting of these roads, in line with the ongoing practice. The drive, which began at 9.30 a.m. continued for nine hours without report of any untoward incident. The officials maintained that since people of the area were given sufficient notice, they were prepared for the same. Two JCB loaders, three trucks and about 50 labourers, including beldars of the roads wing, took part in the operation. SDO Ashok Sharma and overseer, Mr Ajay Garg were also present at the site during the operation along with about 40 police personnel. According to Mr Anand, the encroachments have been removed for the benefit of the people and sufficient notice was given to them before the operation was launched. The drive is likely to continue. |
