Specific inputs ‘must to curb militancy’

“Thorough understanding of the psychology of terrorists and working on their fears and vulnerability can make anti-insurgency operations in Jammu and Kashmir easier than they are at preset”.

This is one of the recommendations made by Dr Surinder Singh, a former Inspector-General of the BSF, in his latest book “Fighting the new evil war of terrorism”.

Dr Surinder Singh has been associated with anti-militancy operations for a number of years.

He advocated the need for relentless operations against the militants for initially controlling their activities and finally “eradicating this grave threat to our society”. He stated that since the terrorists had the advantage of selecting their targets and then striking against them, security agencies should have the support of specific and hard inputs from intelligence agencies to curb militancy.

He cited instances where the security forces had achieved successes only when the intelligence inputs were specific and accurate. He also suggested that security forces, especially the field commanders, should first underatand the “strengths and weaknesses” of militants and the organisations controlling them which could facilitate effective strikes at the right time.

5 IAS officers transferred

Jammu, March 4
The Jammu and Kashmir Government today transferred five top officials in various administrative departments.

Financial Commissioner (Revenue) Vijay Bakaya has been transferred and posted as Principal Secretary to the government, Education Department. He will be replacing Sushma Choudhary who has gone on central deputation, an official spokesman said here. Bakaya has been replaced by S. D. Singh, who previously held the post of Principal Secretary, Social Welfare Department.

Chairman of Bureau of Public Enterprises N. R. Gupta has been promoted to the rank of Principal Secretary and posted as Principal Secretary to the government, Social Welfare Department, in place of S. D. Singh. Director, Technical Education, Bashir Ahmed Dar has been transferred and posted as Special Secretary to the government, Technical Education. PTI

NC leader dead

Srinagar, March 4
Freedom fighter and former National Conference MLA Abdul Samad Teli passed away at his residence here today after a prolonged illness.

Teli (79) is survived by his wife and three sons, official sources said.

Born on April 11, 1922, Mr Teli, considered as a close associate of NC founder Sheikh Mohammad Abdullah, had been jailed several times during the freedom movement.

He was a member of the state Legislative Assembly in 1977 and also served as provincial president of the NC from 1983 to 1987, the sources added. PTI
