Revised TB control programme to be launched soon

CHANDIGARH, Jan 17 — The Revised National Tuberculosis Control Programme (RNTCP) is going to be launched in the city within the next couple of months.

During the meeting of the first executive council of the State TB Control Society, which included Mr M.P. Singh, Special Secretary Health, Dr Joginder Singh, Director, Health Services, Dr B.D. Chugh, Member Secretary, T.B. Control Society, Dr K.K. Garg, MS, General Hospital, Sector 16 and Dr Vandana Joshi, consultant, WHO , guidelines of the new policy, to be implemented in the city were discussed.

These besides regular screening of the TB patients also includes a revised system of drug therapy for the disease.

According to the Member Secretary of the TB Control Society, Dr B.D. Chugh, the National TB Control Programme was launched in the early 70s but due to loopholes in the policy, TB eradication was not complete and the national policy could not be successfully implemented in the country.

Under the RNTPC, 10 microscopic centres will be set up where the TB patients will be screened and their records maintained for further course of treatment.

Presently there is one district tuberculosis centre working in sector 22 polyclinic besides the one in Sector 45 which comes under the GMCH, Sector 32.

According to the revised programme, there will be one microscopic centre per one lakh population of the city. Out of these, 10 microscopic centres, five will be under the supervision of the Sector 22 polyclinic and the other five will be with the Sector 45 polyclinic.

Whereas the earlier policy concentrated on just giving medicines to the patients, the revised scheme will focus on the direct observation therapy shortcourse (DOTS) under which testing, giving medicines and further plan of action, including maintenance of records of the patients, will be carried out.

New machines for Radiology Dept at PGI

CHANDIGARH, Jan 17 — Patients visiting the Radiology Department in the PGI can now hope for better facilities and a lesser waiting period as the department, in about four months time, is all set to get a new CT- Scanner, a spiral CT- Scanner and a high powered X-ray machine.

Going a step further, in the long purchase procedure followed before procurement of any non-medicine item, the Technical Specifications Committee of the PGI, in a meeting held here today, evaluated technical aspects of various CT-Scanners and high powered X-ray machine.

Orders for the new machines are expected to be placed within the next two months, when the Standing Purchase Committee will give its nod too.

These machines, will be more than a welcome addition to the department, considering the large number of patients it gets every day. The X-ray department in the PGI gets as many as 450 to 500 patients a day, for X-rays, CT-scans and ultrasound.

Though the radiology Department in the premier health institution has two CT scan machines, only one has been functional for quite some time now. Even the CT- Scanner, which is supposed to be in working order, has not been working, since January 2, this year.

Considering that the PGI is the only health institution in the city offering this facility, as neither the Government Hospital, Sector 16, nor the GMCH, sector 32, have a CT-Scanner, patients have to depend on private centres.

When the department eventually does get a new CT-Scanner besides a technically more superior spiral CT-Scanner, it would mean a lesser waiting period for patients, besides a definite improvement in the quality of information and better inferences.

While a CT-Scanner is essential for accurate three-dimensional portraits of the brain, a spiral CT- Scanner, the cost of which runs into crores, is a better version of the machine. Not only is it faster, but also carries out a greater number of scans, in a single breathold.

High powered X-ray machines are used for procedures which require fluoroscopy while less-powered ones are required for short exposures, especially in children. Besides, it is used for doing contrast barium studies as for gastric ulcers and colon carcinoma and special investigative studies as in micturating cystourethrogram and angiography.

Chandigarh police win kabaddi title

CHANDIGARH, Jan 17 — The Chandigarh police and the Coaching Centre, Sector 42, emerged winners in men and women section respectively in the 18th Senior Chandigarh State Kabaddi Championship which concluded here this evening at the grounds of Government College of Education, Sector 20.

The results are: men — Chandigarh Police b Coaching Centre-42 — 52-20; women: CC-42 b MCM Club — 45-30.

In men section, Balwinder Singh and Dalbir Singh of the Chandigarh police, while Mukesh Kumar and Jagdish of CC-42 were declared the best raiders. Jaibir and Ramesh of the Chandigarh police and Jagdish and Surinder Singh of CC-42 as best catchers.

In women, Rajni and Neelam of CC-42 were adjudged best raiders while Meena and Satnam as best catchers. Saroj and Pushpa were best raiders for MCM club and Surjit and Leena as catchers.

Mr Kuldip Singh, Vice-Chairman Market Committee, gave away the prizes.

Women boxing tourney
The Chandigarh Amateur Boxing Association will conduct Ist Chandigarh State Women Boxing Championship at Skating rink, Sector 10 on January 29 and 30. The UT team will be selected to take part in the senior national boxing championship to be held at Chennai from February 6 to 11.

The trials for the forthcoming All-India A.K. Misra Memorial Boxing Meet to be held at Chandigarh from January 23 to 27 will be held at SD College, Sector 32, tomorrow at 4 p.m. This was stated by Mr C.K. Jerath, secretary of the CABA.

Selection trials
The Amateur Athletic Association, Chandigarh, will hold the selection trials for cross-country races for under-20 section for boys and girls on January 19 at 9.30 a.m. The UT team will be selected for the 35th national cross-country event to be held at Udaipur on February 4.

Kho-kho team
The Chandigarh Kho Kho Association will hold selection trials to select UT senior men kho-kho team on January 20 at 3 p.m. at the Sports Complex, Sector 42. The team will participate in the XXXVI Senior National Kho-Kho Championship to be held at Latur (Maharashtra) from February 4 to 8.

Going great at a tender age

CHANDIGARH, Jan 17 — Representing Indian women (senior) in roller hockey at an age of 13 years was no less an ordinary achievement for Amrita Singh, a Class VIII student of local Hansraj Public School, Sector 6 Panchkula. Amrita took to skating in 1998 under the watchful eyes of Balwinder Singh Johal. She was the youngest roller hockey player when she was selected by the Roller Skating Federation of India for the 8th Asian Roller Skating Meet held at Shanghai (China) in October 1999.

Amrita said that she also had training in ice hockey since roller hockey was not very popular there and added that it was hardwork at the rink which helped her in achieving her aim. When asked about her career plans, she said that apart from sports she want to become a doctor.

Amrita’s other achievements included winning gold medal twice in the National School Games held at Moga and Panchkula in 1999 and 2000 respectively. Then at the 37th National Skating championship in Chandigarh in 1999, she won the gold medal in under-14 age group.

In 38th National Skating meet in Faridabad in December 2000, she scored three goals in the final match played against Punjab. Earlier in the semi-final match against Delhi when Haryana scored in all 21 goals, 17 were done by Amrita. In another tie with Madhya Pradesh, Amrita scored 14 goals in the total 17 goals scored by the team.

She said that last year the camp, before the departure of Indian team, was taken for fewer days by Italian coach Baraldi Aldo which helped a lot in improving the techniques. She aims for winning a gold medal for the country in the 9th Asian Roller Hockey meet going to be held in the last quarter of the year at Chinese Taipei.

Officials asked to hasten development

PANCHKULA, Jan 17 — The Deputy Commissioner, Mr S.K. Monga, said that the gram vikas samitis constituted by the government would reduce the role of government employees.

He was speaking at the inaugural session of the training camp for samiti members at Barwala here today. He said that Rs 1.20 lakh had been awarded to the gram vikas samitis for the announcements under the Sarkar aapke Dwar programme.

Mr Monga informed that not only would finances be at the disposal of the gram vikas samitis, these would have the power to spend every penny so deposited. Also, they would be answerable for any expenditures made from the fund.

He appealed to the officers to extend all cooperation to members of the gram vikas samitis and hasten development works. He asked the women to come forward and contribute towards the development of rural society.

Mr Monga asked the members of the gram samitis to bring the illiterate of their villages to adult education centres being run by the district administration.

The District Development and Panchayat Officer, Mr Rajesh Jogpal, also addressed the members of the samitis.

First MC meeting by new Mayor today

CHANDIGARH, Jan 17 — The controversial issue pertaining to relocation of nurseries, review of the cable network policy, privatisation of street lights and public toilets and revision of water supply bye-laws are some of the major issues which will come up for discussion in the Finance and Contract Committee ( F and CC) meeting of the MC tomorrow. This will be the first meeting called by the New mayor, Mr Raj Kumar Goyal.

The other issues mentioned in the agenda are payment of honorarium/allowance to the MC employees on duty on holidays, management of community centres through public participation and fixing the reserve price of commercial property to be auctioned. The purchase of a hydraulic boom ladder at a cost of Rs 14, 65,500 is also likely to be approved for the benefit of those repairing street lights.

Members will consider the proposal of privatising street lights, public toilets and mobile toilet vans. In the first stage, they plan to hand over the operation and maintenance of street lights in all the Northern sectors upto Udyog path excluding Industrial area, Sector 26 and beyond Kalka. As far as public toilets are concerned, it may be recalled that the proposal to hand over the pubic toilets are concerned to Sulabh International has already come up in the House, but following objections by certain councillors, it is being placed again before the F and CC.

The draft bye-laws framed to regulate the sale of meat and meat products, fish and fish products, poultry and poultry products would also be finalised, which will make it mandatory for sellers of these products to have a licence and will also provide for some penal action.

The controversial issue pertaining to the re-location of nurseries is also proposed to finally come up. It had been included in the F and CC meeting earlier also, but no discussion on the issue take place. The Administration has acquired about 60 acre of land for nurseries in the area between the railway track and the road leading from the railway chowk to Kishangarh. The meeting is also likely to take a final decision regarding the operation of cable network in the city and the ground rent to be charged from them.

The proposed amendments in the water supply bye-laws will also be discussed. The MC has now proposed that the flat rate of water in colonies and villages be reduced from Rs 150 to Rs 100. They have also suggested an increase in the supervision charges by abolishing the meter rent.

Besides this, the proposal forwarded by the Apni Mandi committee to give honorarium/allowance to those employees of the enforcement wing who work on Sundays or holidays, whether to remove encroachments or collect festival charges and other charges would also be considered.

The issue of construction of built-up booths at taxi-stands by MC in pursuance of the Punjab and Haryana High Court directions will also be taken up. The committee is also likely to approve the provision of street lights on the newly constructed central verge on the V3 road between Sector 21 and 22 at an estimated cost of Rs 3.58 lakh. The management of community centres by involving the general public of that area will also be deliberated upon.

A decision will also be taken as to whether the land adjoining certain hotels in the city can be offered on annual leasehold to them or not. The Hotel and Restaurant Association had earlier pointed out that the present charges being levied by the MC are high and fixation of annual charges will ensure an assured income to them.

Few other items are fixation of reserve price of the commercial property to be auctioned in Mani Majra on January 30, 2001, disposing of very old MC vehicles and widening the road North of Ram Darbar and Karsan rehabilitated colony.

Polling for 3 MC panels on Jan 25

CHANDIGARH, Jan 17 — The elections to the three remaining sub-committees of the Municipal Corporation, Chandigarh, will be held on January 25. The last date of filing nominations for the same is January 19.

These committees are the Apni Mandi Committee; Arts, Culture and Sports Committee and the Electricity Committee. As per the orders passed by the Mayor today, Suneeta will preside over the Apni Mandi Committee meeting; Gurcharan Dass will preside over the Electricity Committee and Mrs Kamlesh will preside over Arts, Culture and Sports Committee meeting. The mayor said the nominated councillors will be contacted and given a chance of filing nominations for chairmanship in at least one of these committees. So far none of the nominated councillors has filed nominations for any of the key posts in these committees even as they played an important role in the elections of the Mayor and Senior Deputy mayor.

The move to make a nominated councillor file nominations for the Water Supply and Sewerage Disposal Committee following a withdrawal is also being contemplated it is learnt.

The issue of the resignation of Mr O.P Goel from the membership of the Legal Affairs Committee will be taken up in the House following which elections will be held. He had yesterday withdrawn his candidature from the chairmanship of the committee and said that he would not accept the same even if he is elected unopposed.

The presiding officers of other committees for which elections are to be held on January 19 are Mrs Saudamini Bambah (Water Supply and Sewerage Disposal Committee); Roads Committee (Mrs Kamlesh); House Tax Assessment Committee (Maj-Gen Rajinder Nath (retd); Slum Development Committee (Mr R.S Kailey); Environment and City Beautification Committee (Dr I.C. Pathak); Legal Affairs Committee (Mr R.K. Aggarwal).
