Nabard to fund 393 HP hydel projects MANDI, Jan 13 — Himachal Government’s Department of Irrigation and Public Health has taken up the execution of 393 major, small and medium irrigation projects in the state with the help of Nabard under the “irrigation to every field” programme. The Rs 94.15 crore Nabard assisted project, when completed would provide irrigation facilities to over 22300 hectares of land. Meanwhile the state government has drawn up a long-term plan to harness the total potential of the state to irrigate 3.50 lakh hectares of land in the state in a phased manner. Ironically the state has been able to bring under irrigation only 50,000 hectares of land over the past 50 years through major, medium and small irrigation projects. In addition to the Nabard project, the IPH sources reveal, various irrigation projects under progress would provide irrigation facilities to about 6300 hectares of land by the end of this year. The largest Shah Nehar project in the state now under construction costing Rs 144 crore would provide irrigation facilities to over 15300 hectares of land in the state and usher in an era of prosperity among the farming community. The project envisages two canals — 32-km-long on left bank and 48.85 km long on right bank of Mukerian hydel channel. Based on the waters of the open hydel channel of the Beas Sutlej project the Balh valley project in this district is already providing irrigation to over 2400 hectares. The project is likely to be augmented for covering more areas. The Balh valley project has revolutionised the lives of the people who have switched on to vegetable production on large scale. Similarly the phase II of the Bhabour project completed at the cost of Rs 11,45 crore based on the water on Nangal Dam is providing irrigation to 2650 hectares while the phase I is already irrigating 923 hectares. The Rs 8.27 crore Giri irrigation project has brought 5623 hectares under command. The IPH sources say that the work on Rs 23.62 crore Sidhata medium irrigation project in Kangra district at Jawali was being executed on a war-footing. This covers 3150 hectares under irrigation. In addition to the vital projects as many as 17 medium irrigation projects which envisage to bring under irrigation about 48000 hectares of land are in the pipeline. A sum of Rs 136 lakh has been provided for launching Command Area Development Programme in the state to ensure adequate supply of water for irrigation. It is proposed to construct network of check-dams and over 1200 water harvesting tanks in arid regions of the state. |
MC to restore Shimla’s
charm SHIMLA, Jan 13 — In an effort to restore the old world charm of Shimla the municipal corporation has decided to construct heritage rain shelters and develop parks in the town. The decision was taken here yesterday at a meeting in which various banks accepted adopting different projects for the purpose. The Commissioner of the Municipal Corporation, Mr H.N. Kashyap, said in the first stage 12 places would be developed mostly around The Mall and The Ridge which are the hub of the town. Indian Overseas Bank will write the history of the town near the tourist information centre at The Ridge so that the tourists get to know the role which Shimla played as the summer capital of the British rulers. Mr Raja Bhasin, prominent historian, will write the text of the highlights. Shimla was the venue of many historic event in the pre-Partition era. The State Bank of India has shown interest in constructing two heritage rain shelters in front of their main branch and on The Ridge. The rain shelter on The Ridge was pulled down sometime ago for the construction of an underground market. The bank will also develop the vacant space between Kali Bari and the Central Telegraph Office. Punjab National Bank has accepted the proposal to develop the vacant space near the Labour Hostel and Chalet Day School. Mr Kashyap said United Commercial Bank would maintain Scandal Point on The Mall and also the municipal garden along with the fountain. The bank would also maintain the Scandal Point chowk. The Central Bank of India will renovate the rain shelter in front of the Khadi Ashram and also develop the rain shelter and park at Charlee Villa on way to the secretariat. The HP State Cooperative Bank will develop parks between the secretariat and Rahat Hotel. A patch near the Marina will be developed as a park by NABARD bank. The Punjab and Sind Bank will develop a park on The Mall near the ladies’ park while Syndicate Bank will develop a barren patch in front of the coffee house. Mr Kashyap said the Rotary Club had submitted a plan for developing the gardens on The

BJP grabs Nadaun
Panchayat Samiti HAMIRPUR, Jan 13 — BJP candidates were elected chairperson and vice-chairperson of the Nadaun Panchayat Samiti yesterday. Mr Raj Dev Singh Jasrotia, SDM, Nadaun, conducted the election. Ms Malkan Devi was elected chairperson. She got 14 votes as against four by the Congress nominee, Ms Urmila Devi. Two votes were declared invalid. The post of the vice-chairperson went to Mr Bihari Lal. The victorious BJP leaders were garlanded and taken through the Nadaun town in a procession. Una: The election of chairperson and vice-chairperson of Haroli Block Samiti was postponed yesterday for the second time for want of quorum. According to information, Mr S.S. Chamyal, SDM, Una, reached Haroli to conduct the election at 2 p.m. Only 15 BJP members were present while 10 members belonging to the Congress-HVC combine were absent. Chamba: Mr Gurender Singh was elected chairman and Mr Chaman Lal vice-chairman of the Salooni Panchayat Samiti yesterday. Mr Bainsu Ram was elected chairman and Mr Laxmi Nand vice-chairman of the Lissa Panchayat Samiti. Ms Sindhu was elected chairperson and Mr Atma Ram vice-chairman of the Bhattiyal Panchayat Samiti. ‘Nautor’ land: allotment
ban may go SHIMLA, Jan 13 — In yet another move to gain popularity, the BJP government in Himachal Pradesh is contemplating on lifting the 25-year old ban on the allotment of “nautor” land to the people. The system of allotting the government owned “nautor” lands to people was introduced in 1968 and banned in 1975 following a large number of scandals. In between, the ban was partially lifted twice, but reimposed soon. Sources said that the issue of lifting the ban completely was discussed at the meeting of the state cabinet which was presided by Chief Minister P.K. Dhumal here on Thursday. When contacted by this correspondent, Mr Dhumal confirmed this and said that details would be worked out before finalising the matter. He said that to prevent the misuse of the “nautor” rules, it was being considered that the ban may be lifted only for victims of natural calamities and public utility. It is learnt that over 25,000 applications were pending in various districts of the state for allotment of “nautor” land. The ban was lifted for a few months in 1976 and then it was reviewed and lifted only in tribal areas. Then again the ban was lifted in December 1989 and reimposed three months later in March 1990. The system has remained in controversy as several influential politicians and people had allegedly twisted the provisions of the HP Nautor Rules, 1968, to grab valuable lands free of cost. Under these rules, anyone having less than 20 bighas of land could seek grant of government land. The maximum ceiling was fixed at 20 bighas. However, complaints have come up in the past when influential people got their barren holdings exchanged with valuable lands of the government. In certain cases, prime roadside lands were got allotted in exchange of the ones in remote areas. Such cases had come to notice in the Kulu, Mandi and Shimla districts in large numbers. However, all this was in the discretion of the authorities. It is learnt that the Cabinet has asked the revenue authorities to come out with a proposal to lift the ban for specific purpose of allotment of “nautor” land to those whose own holdings were destroyed or washed away in floods and constructing schools and other public utility. This was to ensure that the rules were not misused by influential persons. They have also reportedly been asked to fix criteria for the allotment of “nautor” land. The demand for lifting the ban has also come from the victims of the recent flash floods in the Kinnaur district where many people were rendered landless. |
Widow denied family pension SOLAN, Jan 13 — Atmi Devi (54), widow of Devi Dass’ a safai karamchari at the Kaithlighat station on the Kalka-Shimla section of the Indian Railways, has been virtually running from pillar to post to get her pension and other death-cum-retirement benefits released for the past over six months. She says her husband died on June 29, 2000, after putting in 38 years of service with the Railways. While the Settlement Officer in the office of the Divisional Railways Manager at Ambala Cantt had released her husband’s provident fund savings within a month, he had not released her family pension, gratuity and leave encashment dues. She says the amount of gratuity (33 months’ salary) and leave encashment dues (seven months’ salary), payable to her, amounted to a minimum of Rs 1,80,000. She had also not been able to avail of the special benefit of getting a job with the Railways on account of her husband’s death, as she was unable to do any hard work, being an arthritic patient. Her only son, too, can not avail of the same benefit, as he is totally illiterate. The Railways rules require that a safai karamchari should be at least middle pass. Summing up her plight, Atmi Devi says on the one hand she had been incurring losses of nearly Rs 2,000 per month she was being forced to incur substantial expenditure on corresponding with and visiting the ‘bura sahibs’ at Ambala. She says as a last resort she contacted a Railway Employees Union leader sometime back. He after making relevant inquiries, told her that her pension and gratuity case was held up as the office of the Settlement Officer had not been able to trace some missing entries pertaining to the initial two three years of her husband’s service in Delhi, in the latter’s service book. Atmi Devi asks why she should be made to suffer on account of a lapse on the part of the official who maintained her husband’s service record. She also claims that the Railways rules stipulate that any person who has put in a minimum of 33 years of service is entitled to full pensionary benefits. She contends that even if the record of service of a year or two was not available, there is no justification in withholding her pension and gratuity as her husband had put in 38 years of service. “Deduct the period of service of which no records are available and still her late husband will have exceeded the minimum stipulation of 33 years of service, she says. Displaying a resoluteness unusual for an illiterate person of her age, Atmi Devi wants that not only her pension case be settled quickly, but the accountability of someone not maintaining her husband’s service record properly should also be fixed so that some others like her might not have to suffer similarly. |
Heritage village cries for facelift PRAGPUR (Kangra), Jan 13 — Declared heritage village three years back, Pragpur in Kangra district, has failed to attract tourists and attention of the state government which has done little to promote it as a tourist centre. On the occasion of Lohri festival today, a two-day Heritage Festival, was inaugurated by the Secretary cum Commissioner, Mrs Sarita Prasad, in Pragpur. A number of stalls displaying antique items, having relevance from the heritage point of view, were put on display. Though the festival was meant to attract people from other districts of Kulu, Una, Hamirpur and Lahaul-Spiti, majority of the participants were from Kangra district only. A number of articles, some over 150-year old, were put on display. These included old traditional silver jewellery, antique coins, old dresses, fans, angithis paintings, weapons and implements. Eversince, heritage status has been bestowed on Pragpur in Dehra
subdivision, celebrations are held here on Lohri festival. Even after the passage of three years there is little that has been done in the village either to preserve old and unique structures or give a general facelift to the village. Though meant to attract tourists, to give them feel of the countryside life, majority of those who come here return disappointed. The village, lined with cobblestone streets, old havelis and ancient water supply schemes, functional till date, attracts foreigners, who come and stay at the “judges court”, an old haveli, converted into a hotel by its owner, Mr Vijai Lal. The Director, Tourism, Mr Balram Sharma, said that tourism in Himachal was affected by the seasonality factor and to break it the government was trying to focus on winter, pilgrimage, heritage and adventure tourism. “The tourists, especially, foreigners are interested in ethnicity, depicting the rich heritage and culture of our country,” he observed. He added that it was with this motive that the government was keen to promote heritage tourism. While admitting that it does take time for a place to become popular, he said that slowly and steadily even the locals will start benefiting from this. He added that tourists had started visiting Pragpur as it was becoming famous, being the first heritage village. On the other hand a large number of local residents are not too happy with the whole issue. Alleging it to be show of handful of people, they say that the villagers are not taken into confidence. Majority of them say that there is little that has changed in the village even after three years since it was declared a heritage place. Apart from holding a function on Lohri, there is little that the government has done, complain most of them. The Heritage fair is being organised by the Heritage Committee of Pragpur in collaboration with the Department of Tourism and State Art, Language and Culture. |
A bus stand in the
doldrums PALAMPUR: Even after the expiry of over nine years, a modern bus stand for this key town in Himachal Pradesh is yet to come up. The foundation stone of the bus stand was laid in 1991 by then Chief Minister Shanta Kumar, who hails from this place. The construction of the bus stand has been suspended since 1998 when the BJP-HVC government took over the reins of the state. During this period not even a single brick was added to the half completed complex. The state government had acquired over 80 kanals of land in the heart of the town for the bus stand in 1990-91. Construction was first taken up in 1991. While laying the foundation stone, the Chief Minister announced that the bus stand would be operational within two years and there would be no shortage of funds. He sanctioned adequate funds for the project and construction was taken up on a war footing. Originally, it was proposed to construct a booking office, cloak room, a guest house and an office complex to house HRTC offices and banks along a green belt around the bus stand. Since the HRTC had acquired a commercial plot it was also proposed to build a shopping complex under the self-financing scheme. According to the blueprint shown to mediapersons, the three-storeyed building was to have a basement for parking buses and other light vehicles. This complex was provided an additional income of Rs 20 lakh to HRTC annually. Till 1992, when Mr Shanta Kumar was Chief Minister the construction work of this project was progressing fast and few small sheds were also constructed to shift the bus stand to the new site. The building and development plans were also approved without delay. As long as the BJP was in power the HRTC took keen interest in the project and spent over Rs 30 lakh. But in December 1992, after the demolition of Babri Masjid, the BJP government in the state was dismissed and President’s rule imposed on the state. This prestigious project of the town was left half done and no further funds were released. Later a Congress government under Mr Virbhadhara Singh took over the reins of the state. The Chief Minister announced that there would be no shortage of funds for this project and that his government was committed to completing this project without delay. Immediately a construction division from Kulu was shifted to Palampur to gear up construction work on the bus stand. The government also released funds liberally. Over Rs 70 lakh was spent and construction of the new complex taken up. A wall around the bus stand was also raised. The government also cleared arrears of compensation to land owners. It is an irony of the fate, that again in 1998, the BJP-HVC government was voted to power in the state. People of the town had high hopes from the new Chief Minister Prem Kumar Dhumal. It was expected that the BJP government would accord priority to this project initiated by Mr Shanta Kumar. Unfortunately the Dhumal government virtually abandoned this project and ongoing construction was stopped. The contractor of the building had no option but to close down the construction work since payments due to him were not released. During the three-year tenure of the BJP-HVC government, not even a single rupee was released for the project. Despite repeated requests from the BJP and Congress MLAs of the area, the government remained a silent spectator. The ground floor of the building, raised during the Congress regime, was left half complete. Now this is a garbage dump. Though Mr Dhumal has visited the spot several times, he did nothing to ensure early completion of the project. In the present scenario, even Mr Shanta Kumar, Union Minister for Consumer Affairs and Civil Supplies, is himself helpless. The differences between Mr Shanta Kumar and Mr Dhumal have not only stalled the execution of this project, but there are many other projects of the town which have also been left in the lurch. Mr Krishan Kapoor, Transport Minister, is a Shanta Kumar loyalist, hailing from this district, is also not in position to get funds sanctioned for this project. Mr Shanta Kumar had written number of letters to him as well as to the Chief Minister but in vain. The local Citizens’ Council has criticised the state government for not providing the adequate funds for the project. The council says that because of differences between two top BJP leaders of the state, development work should not suffer, causing inconvenience to the public. |
Two BDC members kidnapped by
BJP PALAMPUR, Jan 13 — Mr Pritam Chand and, Mr Piar Chand, members of the Block Development Committee, Baijnath, were allegedly kidnapped by BJP workers, near here, while they were returning from Dharamsala on Thursday evening. Mr Sudhir Sharma, General Secretary of the Youth Congress, told media persons here yesterday that both members belonging to the Congress were on their way to Baijnath. When their Maruti van reached Paror village, 20 BJP activists appeared on the spot in a convoy of vehicles and forcibly took away Mr Piar Chand and Mr Pritam Chand with them. He said later both members were taken to the PWD Rest House Baijnath, where BJP MLA Dulo Ram was already waiting. He said Congress workers chased the vehicles and reached the Baijnath rest house. They raised slogans against the BJP MLA and asked him to hand over the two members to them since they belonged the Congress party, but the BJP MLA did not pay heed to them. The BJP and Congress workers also clashed with one another but none injured. Later, a heavy police force was called to the Baijnath rest house to disperse the Congress workers who had assembled there in large numbers to lodge their protest against the kidnapping of the two members. It may be recalled that in the recent Block Samiti elections the Congress party had won 18 seats out of 24 and there was every likelihood that the Chairman would be elected from the Congress. With the kidnapping of the two members, Congress has been left short of one member, for the completion of a two-thirds majority in the House. Meanwhile, Mr Sudhir Sharma and Mr Pyare Lal Sharma, both senior Congress leaders, in a press note said the two members were kidnapped with the active help of the police. The SHO and DSP, Baijnath, helped the local MLA to take all members outside Kangra district. The police refused to register their complaints in this regard. They said now all members of the BDC had been kept at the MLA hostel in Shimla for the past two days. One of the members, Mr Pritam Chand had contacted them on the phone on Thursday evening and requested to make efforts for their release from the MLA hostel. On the other hand wives of both members in a separate statement demanded the immediate release of their husbands from the captivity of the BJP the MLA who had forcibly detained them in the MLA hostel in Shimla. |

Hamirpur shrine HAMIRPUR, Jan 13 — The world-famous Baba Balak Nath temple at Deotsidh in this district was in the news recently when Ma Tikula Bhawani of Aprageya peetham of Dehra Dun visited this shrine. The main aim of Ma Bhawani was to enter the cave of Baba Balak Nath and have darshan there. As per tradition, however, women are not allowed to enter the cave premises as Babaji was a ‘brahmachari’. A special platform has, therefore, been erected in front of the cave to enable women to have darshan. Coloured posters to this effect were also pasted in the Deotsidh area much ahead of the proposed tour of the religious leader. She reached the temple complex along with a team of followers. A number of her followers were senior officers from the state of Uttaranchal. She wanted to enter the cave but was not allowed to go there. Instead, all her male followers entered the cave and offered prayers there. After she was denied direct entry into the cave, she offered puja from the platform and also took part in a three-hour-long satsang there. She stayed in a serai for the night and left for her native place the next day without going to the cave. When a team of local newsmen reached the cave last evening, they found that the temple was almost empty. The temple officer was out of station. Two of the security personnel on duty inside the temple complex told the newsmen about the visit. They claimed that when the religious leader wanted to enter the cave complex, she was politely told not to go there but have darshan from the nearby platform. Some of her devotees had heated arguments with the security staff but they cooled down when they were informed about the tradition. The security staff denied charges of misbehaviour by them with any of the devotees who accompanied the leader. Mrs Anuradha Thakur, Deputy Commissioner, said that the tour of the religious leader was not a special one, as mentioned in a section of the Press. |

HC sets aside
conviction SHIMLA, Jan 13 — Mr Justice M.R. Verma of Himachal Pradesh High Court yesterday acquitted Rattan Chand, who was convicted and sentenced by the Sessions Judge Una, under Section 304(II) of the IPC and sentenced to five years. Khushi Ram resident of Harsa village, Una district had some property dispute. Due to this the accused Rattan Chand made a murderous assault on him and the matter was reported to the Bangana police station. Counsel for the accused contended that the case of the prosecution and claimed that he had been falsely implicated in the case. Delivering the judgement the judge observed that the evidence led by the prosecution to prove the charge against the accused persons and relied upon by the Sessions Judge to convict and sentence was not cogent reliable and trustworthy but is of doubtful nature. In these circumstances the accused could not has been convicted and sentenced but were entitled to the benefit of the doubt. As a result the appeal is allowed and the conviction and sentence awarded to the accused persons were set aside and he is accordingly acquitted of the offence for which he had been convicted |

elections DALHOUSIE, Jan 13 — Mrs Renu Chadha, a Bharatiya Janata Party (BJP) leader of Dalhousie today claimed that the entire Banikhet Assembly segment of Chamba district had been engulfed in winds of change starting from Panchayat Samiti, Municipal Council and Akhil Bhartiya Vidyarthi Parishad (ABVP) elections in colleges where the Congress party was wiped out completely. Mrs Renu Chadha said that
this, in fact, was the outcome of efforts of the BJP activists harping on
developmental policies launched by Himachal Chief Minister, Prof Prem Kumar Dhumal in Banikhet Assembly constituency. She further claimed that the BJP government for the first time in 50 years had stormed the Congress bastion and removed era of fear and oppression from the entire Salooni area which consisted of 45 panchayats having 20 members of Block Development Committee (BDC). She stated that it was difficult to believe that Mrs Asha Kumari, a local MLA had lost her touch with the people of Banikhet because in spite of her camping in Dalhousie for several days during the Municipal Council elections the people outrightly rejected her as it was well-known that municipal elections in Dalhousie were fight between Mrs Asha Kumari and Mrs Renu Chadha. The same spectacle was noticed in Salooni panchayat samiti elections where again Mrs Asha Kumari camped for the past many days but still she could not muster support for her special man Mr Dharam Singh Pathania and Mrs Kamla again, she added. She said that at Salooni it was a sight to be seen on Friday which recorded the heaviest rush of people who had come to listen the result for the elections of Panchayat Samiti Chairman. |

Kashmiri ultra held in
HP SHIMLA, Jan 13 — The local police yesterday arrested Javed, a hardcore Kashmiri militant wanted in several cases by the Jammu and Kashmir police. The militant was nabbed on the basis of information provided by a team of the Jammu and Kashmir police which had been looking for him. The Jammu and Kashmir police claimed that he was a Pakistani national. Javed had been living at the Kaleston locality for the past quite some time and working as a driver for a local contractor. The militant is being interrogated by a joint team of the Intelligence Bureau, state police and Jammu and Kashmir police. The police also questioned two other persons with whom the militant had a close link. |

Miraculous escape for bus
passengers SHIMLA, Jan 13 — All 23 passengers of a private bus had a miraculous escape when the vehicle plunged into a nearly 150-foot-deep khud, but its fall was arrested by a tree about 4 metres below the road at Dhalor, near Sunni, in Shimla district today. According to reports, 15 passengers were injured seriously. Others sustained minor injuries. The bus was on its way here from Bagh early this morning when it suddenly went off the road into the khud. However, it got stuck into a tree which prevented it from a fatal fall. The injured were taken to a primary health centre at Sunni, where most of them were discharged after being given first aid. The seriously injured were referred to Indira Gandhi Medical College Hospital here. Local authorities rushed to the spot for rescue operations. A cash relief of Rs 500 to Rs 2,000 was being distributed to the injured. Snowless Shimla
upsets film director SHIMLA, Jan 13 — Telugu film director V.R. Pratap is disappointed to see a clear, blue sky and a snowless Shimla at this time of the year as he had specially come here to shoot some scenes in the snow for his next film. The venue of today’s shooting was The Ridge, where sequences of Holi were shot with participation of the local youth. The film unit came here on January 9 and will leave on January 21 after shooting at The Ridge, Kufri, Kulu and Manali. “This is my first movie and first visit to Shimla. I am feeling happy and planning to sign more movies in the future”, says Raveena. Excitement pervaded the air when a scene for Telugu film, “Ninno Chuladni”, was being shot on The Ridge. |

Naik cremated with honours PALAMPUR, Jan 13 — Mortal remains of Naik Anil Kumar was consigned to flames at his native village today with full military honours. Anil Kumar was killed in a landmine blast in Rajouri sector in Jammu and Kashmir two days ago. His body was brought to his native village Durg last evening. Soon after, thousand of people from adjoining villages started pouring in at the village. The body was cremated at Mahankal. The SDM, Baijnath, placed a wreath on the body on behalf of Chief Minister, Prem Kumar Dhumal. Anil Kumar, who was serving in 12 Dogra regiment, lost his life in a landmine blast when jawans were constructing a bunker on the Indo-Pak border. It was most surprising that no BJP minister or MLA attended the cremation. This is the fourth casualty from Baijnath subdivision of the district. |
Petrol station looted NURPUR, Jan 13 — A gang of robbers reportedly looted Rs 47,000 from Dutta Petrol Station at Damtal on Thursday night. According to the police, the robbers who were three in number and wearing masks came on a motor cycle at the petrol station. Two of them entered the petrol station office and the third remained outside. The robbers thrashed a petrol station employee and looted Rs 47,000 at pistol-point. They fled after the robbery. The police has registered a case under various Sections of the IPC. |

one dies MANDI, Jan 13 — One person was killed and another injured seriously when they were hit by a Tata Sumo while walking along the bank of the Sutlej. The driver has been arrested and the vehicle impounded. Inder Singh of a nearby village was thrown into the Sutlej and his body washed away by the current while the other was rescued by people. He suffered serious injuries and was referred to Indira Gandhi Medical College Hospital, Shimla. Mr Prabodh Saxena, Deputy Commissioner, said home guards and police personnel had been told to look for the body of Inder Singh on the banks of Sutlej between Tatapani and Slappar. In another accident, houses of three Dalit families were reduced to ashes in a fire at a village near Darang last night. An ex gratia relief of Rs 1,500 has been given to each family by the SDM, Jogindernagar. Besides this, blankets and tarpaulin sheets have also been given to them for making a temporary shelter, said the Deputy Commissioner Mr Prabodh Saxena. |
