From Our CorrespondentKHANNA, Dec 20 — The Association of Principals of Non-Government colleges affiliated to Panjab University, has criticised the Panjab Government notification regarding pay-scales of principals. They have described pay scales as extremely inadequate and grossly unfair to 200 principals serving in Government and Non-Government colleges in the state.
Mr Tarsem Bahia, president of the association, said the Punjab Government revised the pay-scale of the principals, along with those of university and college teachers vide its notification of March 24, 1999. The revision was undertaken on the recommendation of the University Grants Commission vide its notification of December 24, 1998. Whereas para 4.2.1 of the UGC notification had allowed the professor’s pay-scale of 16400-450-20900-500-22400 to the principals having the Ph.D. degree with 15 years experience of teaching or research, the State Government notification has omitted this clause. As a result the fresh appointment of principals were being given the reader’s pay-scale of Rs 12840-18000.
The notification has also denied justice to principals serving in the unrevised reader’s pay-scale of 1986. Whereas in the unrevised pay-scales principals having 25 years of service as a Lecturer or principal was automatically given the professor’s pay-scale, the state government notification of March 24, 99 had provided no mechanism to place the principals in the professor’s pay-scale. Consequently, even the principals with decades of experience were still getting the reader’s pay-scale.
Mr Bahia demanded that all principals with requisite experience should be placed in the professor’s pay-scale and suitable amendments should be made in the Government notification.
