103 students participate in NSS camp

CHANDIGARH, Oct 7 — The 10-day NSS camp at the Government College of Education, Sector 20, concluded today. More than 103 students participated in the camp and had been involved in cleaning the college campus and hostels. A poster making competition, computer training session, a communal harmony trip were some of the activities students were involved in during the camp.

The volunteers carried out a rally in Kajheri village, against drugs. Dr N.M. Sharma, Project Director, gave a talk on AIDS awareness and Dr Sanjay D’ Cruz, Associate Professor from Government Medical College, Sector 32, delivered a talk on management of acute diarrhoea during the camp.

Mrs Manjit Kaur, Programme Officer, NSS, was the chief guest at the concluding ceremony and she was welcomed by Mr Harjinder Singh, in charge, NSS, of the college.

Petition against DMC withdrawn

CHANDIGARH, Oct 7 — The Punjab and Haryana High Court has dismissed as withdrawn a writ petition filed by Dr Kuldip Singh and Dr A.S Khurana against their compulsory and premature retirement after the Dayanand Medical College and Hospital Ludhiana management committee resolved to rescind its decision taken on August 22 and the principal of the college was authorised to withdraw its order dated August 2l.

A Division Bench comprising Mr Justice R.S. Mongia and Mr Justice K.C. Gupta in their brief order observed” It may be observed here that while issuing the notice of motion in this case on August 30 last we had stayed the operation of the resolution dated August 22, 2000. The resolution dated October 2, 2000 makes the writ petition infructuous and the same is disposed of as such.

Dr Kuldip Singh, working as a reader with the Department of Surgery had earlier stated that a letter was received by him containing allegations regarding his giving an interview to a newspaper about techniques of performing laparoscopic surgery. The letter, the petitioner stated, had mentioned that giving interviews and demonstrations was against the norms of private practice.

Seeking the quashing of the order Dr Kuldip Singh had stated that norms of the institution had not been violated, adding that rather he had been popularising laparoscopic surgery in Punjab.

Giving details of the petitioner’s credential the counsel had stated that Dr Kuldip Singh was a Senate member of Baba Farid University of Health and Sciences, beside being member director of Punjab Health System Corporation and a member of the Association of Surgeons of India and Vice President of The Indian Association of Endoscopic Surgery and had won awards for his work.

Notice served on Irrigation Dept

CHANDIGARH, Oct 7 — The Punjab and Haryana High Court has directed Haryana Secretary/ Commissioner Irrigation, the Chief Engineer, XEN Irrigation and drainage Karnal, SDO and the Land Acquisition Officer Karnal to “appear personally in court and explain as to why they have entered upon private property without authority of law. They would also explain as to why the written statement has not been filed despite opportunity”.

A Division Bench comprising Mr Justice Jawahar Lal Gupta and Mr Justice K.S. Grewal handed down the order on a writ petition filed by Parmal Chand and eight others, all residents of Bajitha Roran village in district Karnal alleging that their 58 kanals and 2 marla land had been occupied by the respondents and a drain dug. No compensation had been paid despite the submission of various representations during the last eight years, it said.

IG asked to appear in person

Mr Justice V.M. Jain has directed Punjab Inspector-General (Crime) Anil Kaushik to appear in the court in person and answer queries.

Mr Justice Jain handed down these orders on a petition filed by Ludhiana-based resident Anand Bushan seeking a CBI or some independent agency probe into the FIR ( first information report ) registered at police station division No 4 Ludhiana, on September 13 under Sections 323, 324 and 34 IPC against Prem Sarup and others . The petitioner had alleged that Mr Kaushik had been interfering in the fair investigation of the case and the same may be handed over to the CBI or some other independent agency.

Mr Justice Jain observed: “Prima facie it appears that Anil Kaushik has interfered in the fair investigation of the case.

Kaushik is directed to appear in the Court on October 19 and explain the SHO (Station House Officer) Division No 4 Ludhiana, shall also be present in the court”.
