PGI machine out of order

CHANDIGARH, Sept 15 — The digital subtraction angiography (DSA) machine in the Department of Radiodiagnosis, PGI, used for diagnosing diseases of blood vessels, is lying out of order for more than a month now. The delay in the procurement of the required spare part is causing inconvenience to indoor and outdoor patients in the hospital.

Sources say that most of the routine cases of angiography being referred by the specialists from departments of neurology, nephrology, urology and general medicine are not being done since the machine is out of order. However, emergency cases are being done by an old alternate machine, serial changer angiography, where the clarity of the image is not too good and the time taken to do the test is also more.

A patient from Katra in Jammu, admitted in trauma A ward of the PGI, has been waiting to get the angiography done for the past 15-20 days. He has no option, for the facility is not available outside and his further treatment depends on the precise diagnosis.

Dr (Mrs) Sudha Suri, Head of the Department of Radiodiagnosis, when contacted, admitted that the DSA machine is currently out of order due to some defect in the board. However, no work is suffering since the stand-by machine is being used to do at least 2-3 cases every day including the routine ones. “The old machine is serving our purpose, though in some complicated cases of cerebral haemorrhage, certain angiographies are not possible as the clarity of the image is not of the same quality as in case of the angiogram done by DSA. And in some cases treatment cannot be administered through this,” she said.

Official sources say that procedural delays in the procurement process are responsible for the machine being out of order. Since the machine is imported, the spare part had to be imported and the sanction of money and other formalities take time since the process is not centralised. However, the spare part required arrived here yesterday but developed some fault soon after the machine functioned for a while. Hence, the machine is still out of order, it is reliably learnt.

Dr Suri said that to overcome this problem of delay in procuring the spares, we have started signing comprehensive maintenance contract with the companies from where we are purchasing our new machines. As per the clauses, the machine in the event of a spare part getting spoilt can remain out of order for a maximum period of five days. The system is being followed even while making purchases of small portable X-ray machine, she added.Back

 

Update in transfusion medicine today

CHANDIGARH, Sept 15 — A day-long CME update in transfusion medicine is being organised by the Department of Transfusion Medicine, PGI, at lecture theatre 1 on September 16. It is being organised as part of the workshops and programmes being organised by WHO to commemorate safe blood year.

The biggest challenge before blood transfusion services throughout the world is provision of safe blood to the patients and prevention of transfusion transmissible infections.

More than 100 delegates from northern India will participate in the programme. Various important aspects in transfusion medicine like acquired immunodeficiency syndrome, hepatitis, bone marrow transplantation, cryopreservation, viral icactivation of blood and blood products and quality assurance in blood banking will be discussed by experts during scientific sessions. It will be inaugurated by Dr M.L. Ranga, Health Minister, Haryana.

According to Dr Sudarshan Kumar, Organising Secretary, this update is being organised to create awareness among the health professionals about the importance of blood safety and to find ways to prevent transfusion transmissible hazards.

Air Force men enter final

CHANDIGARH, Sept 15 — The 3BRD Air Force team entered the final of the 18th Chandigarh State (Men) Hockey Championship here in the Sector 42 stadium. In the semifinal today, 3BRD XI beat the Central Industrial Security Force in sudden death, 8-7.

Satbir Singh of 3BRD XI scored the first goal in the 20th minute of the match. It was equalised by Parvez Hussain of the CISF in the 29th minute.

At halftime, the score was 1-1. No goal was scored in the second half. In sudden death, the 3BRD XI won 8-7.

Shooting championship
The UT School Shooting Championship for boys and girls will be held in the Sector 25 Patiali Rao Ranges on September 23. Shooters for the All-India Inter-School Championship at Ghaziabad will be selected after the meet.

Cricket tourney
The UT Cricket Association will hold the Inter-School Tournament for the Shivalik Trophy in the Sector 16 stadium from September 27. The tournament is open to the Chandigarh schools only. Entries close on September 20 with Mr Harish Sharma in the Sector 16 Cricket Stadium.

Football meet
DAV Senior Secondary School, Sector 8, will be the venue for the CBSE Inter-School Football and Athletics Tournaments for boys and girls of Class XI. The meet will include schools of Himachal Pradesh, Chandigarh and parts of Punjab and Haryana. The football meet will be from September 21 to 23 and the athletics events from September 26 to 28.

Opinion divided on police postings

CHANDIGARH, Sept 15 — Even as a Deputy Inspector-General (DIG) has been added to the ranks of the Chandigarh Police, there are divergent viewpoints on the need to have a top heavy department in small set-up.

Presently there are seven Indian Police Service (IPS) officers to manage a force of nearly 4,000 men in the city even though there were only three IPS officers to man the force during the dark days of terrorism. Over the years, more posts were sanctioned only a couple of years back.

In the present context, although the hierarchical set-up has been completed, the reported effectiveness of some of the coveted posts is likely to diminish. In district level functioning, the usual channel is that the SSPs report to the DIGs concerned who in turn inform the IGP.

In Chandigarh, the set-up is a bit confusing and peculiar. There are two SSPs, now that the post of the SSP, Headquarters, has been upgraded, one of whom is senior to the newly promoted DIG. This is reportedly likely to create functional and protocol problems for the force.

On the other hand, the post of the SSP, City, presently being held by a Punjab cadre officer, will reportedly lose some of its sheen. The tenure was coveted by officers since serving in the city was considered a powerful and prestigious posting since the city is the seat of three seats of government.

This post, being occupied by Punjab IPS officers since 1990, was earlier filled by officers from the UT cadre. During terrorism it was felt that in view of the experience of Punjab officers in combating separatists they should man the post.

Sources said officers at a certain level are critical of the top heavy set-up, since their chances of holding sanctioned posts are getting diminished. The last UT cadre officer to function as SSP, City, was Mr R.P. Singh. Presently, IPS officers are working as SSP, City, SSP, Hq, SP, and ASP Traffic, SDPO, Central, besides the DIG and the IGP.

PUDA notices to encroachers

SAS NAGAR, Sept 15 — The local Estate Office of the Punjab Urban Planning and Development Authority (PUDA) has issued notices to the house owners who have encroached upon public land in front of their houses in Phase IV here. At least 600 such houses have been identified by the Estate Office and the owners of these have been served notices.

Sources in PUDA said a survey had been conducted in this regard on the directives of the Punjab and Haryana High Court, after a local resident had filed a PIL.
