Update latest developments, doctors told

CHANDIGARH, June 17 — As part of its 40th anniversary celebrations, a continuing medical education programme on some common medical disorders was organised at Western Command Hospital, Chandi Mandir, today.

Felicitating the hospital staff on the occasion, the General Officer Commanding-in-Chief, Western Command, Lt-Gen Vijay Oberoi, said that there had been a significant development of hi-tech in various facets of medicine as well as in the knowledge about the cause and mechanism of disease and its treatment. He said that this gap needs to be bridged by increasing the knowledge of medical practitioners as well as awareness amongst the patients.

He added that nothing could be more apt on the occasion of the hospital’s Raising Day celebrations than to organise an academic event and rededicate themselves towards an integrated and comprehensive approach not only for updating the knowledge but also for disseminating the same amongst its consumers.

In his welcome address, the Hospital Commandant, Maj-Gen Virendra Singh, said that day-to-day changes in medical technology needed to be followed carefully and medical practitioners should keep themselves abreast of latest developments. He added that such occasions give them a chance to benefit academically.

Prof R.J. Dash from the PGI’s Endocrinology Department discussed various aspects on hormone replacement therapy, while Prof O. N. Nagi from the PGI’s Orthopaedics Department discussed on lower backaches and its treatments.

Two booklets, one containing a broad spectrum of health- related information and the other on AIDS awareness, were also released on the occasion. Both the booklets have been published by the Command Hospital and will be distributed among various Army units.

The Army Commander also inaugurated an exhibition of paintings done by Manmeet Pal Singh, a local-based deaf and dumb artist. This is Manmeet’s seventh solo exhibition.

20-member kabaddi team selected

CHANDIGARH, June 17 — The Haryana Olympic Association today selected a 20-member Indian circle kabaddi team after the trials at the Sector 5 grounds, Panchkula.

The team will have five match series with the Pakistan kabaddi team at various places in Haryana, including Panchkula on June 23.

The team is — Anil Kumar (captain), Surjit Singh (vice-captain), Jaswinder Singh, Ram Mehar, Naresh, Raghubir Singh, Suresh, Harjinder, Surinder, Parmod, Brahm Prakash, Baljit, Krishan, Jagbir, Joginder, Bijender I, Vikram, Balwinder, Bijender II and Sheolu.

Coaches — Kuldip Singh, Raj Singh and Ved Prakash.

Referee — Pritam Singh.

Skating carnival: The 10th Pepsi Skating Carnival, organised by Rollerbones, began at skating ring in Sector 10 on Saturday.

Nearly 300 children, mostly accompanied by parents, participated in the carnival.

In today’s events, the rink races for 4 to 6 years, 6 to 9 years and 9 to 12 years were also conducted. The roller hockey matches were also keenly contested.

Saloni Bhardwaj of Sacred Heart School stole the show by winning first position in 4 to 6 years, while Nehyal Salwan bagged the first position in 6 to 9 years.Back

Third round AITA matches today

CHANDIGARH, June 17 — The third leg of the AITA ranking tennis tournament for boys and girls for under 14 and 16 began here today with qualifying rounds at the CLTA complex, Sector 10, today.

As many as 150 matches were conducted . The matches for girls will begin tomorrow. The main draw for boys and girls will be held tomorrow at 5 p.m.

Those who made it to the third round were Arjun Uppal, Rupesh Rai, Kinshuk Sharma, V.M. Ranjeet, M. Jaikaran, Rajat Kalra, Surya Sripati, Jition Bishnoi, Ankit Raj, Honey Rana, Devesh Shukla, Arnav Jain, M. Vinod, Sumit Gupta, Abhinav Grover, Rewan Dutta, Kshitig Devande,V.P. Chetna XI win: A superb bowling performance by Ranjit Singh, who claimed four wickets for 19 runs, helped by Munish, who took three wickets for 23 runs, enabled Chetna XI in defeating Life Insurance Corpora-tion XI by 45 runs to enter the final of the IVth UT league cricket tournament, played here today at the Sector 16 ground.

Brief scores: Chetna XI — 155 all out in 35 overs (Satnam Singh 37, Dharamveer 18, Naresh Pal 18, Amarjeet 3 for 29, Dinesh Gupta 3 for 31)

Zila Parishad Chairman to be elected soon

CHANDIGARH, June 17 — More than three years after the 10-member Zila Parishad was elected, the Chandigarh Administration is set to hold a meeting of Zila Parishad members and elect a Chairman and a Vice — Chairman of the body to kickstart the democratic process at the village level in the Union Territory.

At present, only panchayats of 17 villages function in the Union Territory, while there is no Zila Parishad or Panchayat Samiti. More than 1 lakh people live in these villages, according to estimates.

The Finance Secretary-cum-Secretary Local Government, Mr Rakesh Singh, has asked the Deputy Commissioner -cum-Director Panchayats, to hold a meeting of the members to elect the Chairman. The list of members of the Zila Parishad was also finally notified last fortnight.

The administrative and financial powers of the body are yet to be defined, but sources have said the powers will not be as wide as those enjoyed by the Zila Parishads in Punjab. But the view point among senior officials is to adopt a pattern to give powers to the Parishad in the rural areas as powers enjoyed by the Chandigarh Municipal Corporation in the urban areas. The MC needs to get all its decisions ratified from the Chandigarh Administration.

Interestingly, a go-ahead for the Zila Parishad meeting has been given without the mandatory voting rights to the Panchayat Samiti that is yet to be formed due to technical glitches. Meanwhile, the Chandigarh Administration has also written to the Government of India to seek ‘’guidance’’ on how to elect the Chairman of Zila Parishad without giving voting rights to the Chairman of the Panchayat Samiti.

The 15-member Panchayat Samiti is yet to be formed what to talk of its Chairman. The Samiti was to have six directly elected members (who were elected almost three years ago) and nine members were to be elected from among the 17 panches in villages of Chandigarh. To elect these nine panches to the Panchayat Samiti, each elected person’s name should be proposed and seconded by a different person. To carry this out the numbers of Panches should be close to 30, which is not possible.

Now the Chandigarh Administration has adopted the Punjab Panchayati Raj Act and will form the Samiti from directly elected representatives, thus overcoming the technical glitch of having less number of panches.

A thought process among a section is to get a Zila Parishad Chairman elected and the person may be asked to seek fresh mandate from members once the Panchayat Samiti is formed and its Chairman gets voting rights.

Fresh voters’ listing from June 19

SAS NAGAR, June 17 — After directives of the Punjab State Election Commission to revise the electoral rolls of the SAS Nagar Municipal Council following detection of a large number of bogus votes, the Electoral Registration Officer (ERO)-cum- Subdivisional Magistrate (SDM), Mr Jaipal Singh, today announced a new schedule to prepare the voter list afresh.

The enumeration staff drawn from different departments will carry out the house-to-house listing on June 19 and June 20. To ensure the massive exercise of covering the 27 wards of the council in two days, the ERO has drawn a large number of government employees. Depending upon the population of the ward concerned the ERO has deputed between 10 and 30 employees in a ward.

He said in order to avoid the mistakes, each employee had been given a maximum of 100 houses. In some case there were 50 houses per person.

It may be pertinent to mention that the Election Commission while postponing the election to the civic body on May 31 had observed that mass irregularities in preparation of voter list in wards 1, 2, 3, 4, 6, 7, 8, 9, 10, 11, 12, 13, 17 and 23. Now after the Local Government Department announced August 20 as the new date of holding elections to the civic body, the Election Commission has fixed June 17 as the last date of notifying the final voter list.

While seeking cooperation of the residents, the ERO said at least one member of each family should remain at home during the two days of enumeration exercise.

Meanwhile, on the directions of the Election Commission the ERO has prepared a list of the employees whose role in addition of fake votes or deletion of voters from the list during the last exercise had been found. The number of such employees is nearly 200.Back
