Patwa inaugurates employment project
From Chander Parkash and Harjeet Singh

KALJHARANI (Bathinda), June 14 — The Union Rural Development Minister Mr Sunder Lal Patwa, who was the chief guest at a function organised in connection with the Kaljharani employment project, the river waters dispute, transfer of Chandigarh and other Punjabi speaking areas’ dispute pending between Punjab and Haryana would be resolved shortly by the central government.

When asked how much time was required by the central government to solve inter-state disputes between Punjab and Haryana, Mr Patwa said this matter would be resolved shortly.

Meanwhile, the Punjab Chief Minister, Mr Parkash Singh Badal, said he had submitted a memorandum to the Prime Minister Mr Atal Behari Vajpayee to implement the earlier formula evolved for distribution of road cess which had been imposed on petrol and diesel.

Mr Badal urged Mr Patwa to save Punjab from all sorts of injustice meted out to it in the past. He pointed out that under the earlier formula the amount of road cess collected in a particular state was to be used by the same state for the development of roads but this formula was being changed now.

He added that under the new formula the central government had proposed that funds from road cess would be given only for development of new link roads which was detrimental to the interests of Punjab as it had already a wide network of link roads.

“Punjab is being punished for its development work. The new formula will fetch nothing for the state,” he added. Mr Badal said he had talked to the Deputy Chairman of the Planning Commission and he was hopeful that the earlier formula of distribution of road cess would be implemented.

Mr Badal pointed out that even though Punjab shared its border with Pakistan the central government had given the status of border road to a stretch of 58 km only. In Rajasthan and Jammu and Kashmir the status of border had been given to 2000 km of road. He said Punjab had been discriminated against by successive governments in the past in respect of border roads.

Mr Badal said every Punjabi farmer was under debt and the central government must help them by giving them remunerative prices of foodgrains. He said a committee constituted by the Government of India had already authenticated this fact.

He alleged that former Prime Minister P.V. Narasimha Rao had signed the death warrant of the country’s agriculture, dairy farming and industry by signing the GATT agreement. He said projects like the Kaljharani employment project should be started in every village of the country. Earlier, the Union Minister and the Chief Minister took a round of the Kaljharani employment project complex.

Mr Badal said he had given a formal letter to Mr Vajpayee urging the return of rare literature and manuscripts which were taken away by the Army from the Golden Temple after Operation Bluestar. He said the loan liability of Punjab had been waived as the Finance Commission had agreed in this regard with the state government.

Mr Patwa said while imposing import duty and dumping duty agriculture, industry and dairy farming of the country would be protected from the threats posed by the GATT agreement. He added that the BJP-led coalition government at the Centre would ensure the defeat of multinational companies on Indian land. He announced a grant of Rs 5 crore for setting up about 60 handloom units in the state. He also announced Rs 2.5 crore for a land reclamation project in Bathinda district.

Mr Balwinder Bhunder, MP, Mr N.S. Kahlon, Mr Charanjit Lal Garg, Mr Gurdev Badal, Mr Sikander Singh, Mr Sujan Singh (all ministers) Mr Makhan Singh, Mr Manpreet and Mr Balbir Singh(all MLAs) and former Union Minister Sukhbir Singh Badal were present on the occasion.

When it comes to voyeurs’ delight, Patiala cinema halls take the cake
From Jangveer Singh
Tribune News Service

PATIALA, June 14—For those wanting to know about Midnight Secrets or Eden of their fantasies, the cinema halls of Patiala have the answer i.e. sleazy movies in which sexual orgies are shown explicitly.

Even more revolting is the manner in which posters depicting hardcore pornography are displayed in the waiting areas of the cinemas to encourage the viewers to watch the real stuff. Though such hardcore scenes do not appear in the movies, there is enough sleazy material to satisfy the voyeurs.

The Capital cinema hall, which is showing Midnight Secrets, is doing brisk business as it has displayed posters depicting hardcore pornography which are touted to be stills from the film. The posters leave nothing to the imagination. A visit to the cinema saw people first seeing the posters and then buying tickets for the movie.

The audience is completely male and includes youngsters of 18-20 age group, besides labourers, small businessmen and even government servants. The film, which stars an actress who is touted to be ''hotter than the summer'' in the posters, besides a horde of starlets, evolves around a loose story which sees a group of youngsters going on a bus trip. One of the men is so besotted by the actress that he won't let her go. The actress appeals to the bus driver who says she can make her escape after he brings the bus to a halt at an impromptu stop. The driver stops near a cottage whose lone woman owner is known to him and what follows is a string of sexual escapades involving all passengers.

The movie, which does not have a very good print, continues in bits and pieces. The interval takes place after 40 minutes. Following the interval there is another 15 minutes of viewing time before the movie comes to an end. Coming out of the theatre one sees a group of college boys and other men eyeing the posters before making up their mind to enter the hall.

Another English movie Eden is currently being screened in the Malwa theatre. Stills from the film depicted in the posters inside the theatre show a completely nude actress. The theatre, however, does not depict pornographic scenes in the posters.

Sources said due to the recession in the film industry and uncertainty about the success of a majority of films, theatre owners felt English movies depicting explicit sexual scenes were good for business.

An industry source said such films could be purchased for a week for Rs 15,000 to Rs 20,000 only and were able to give good returns. He said on the other hand theatre owners had to pay lakhs for Bollywood pictures, a good many of which bombed at the box office.

The sources said while sometimes sex scenes were originally there in the movie, on many occasions such movies were heavily censored. To circumvent this difficulty, theatre owners ran pornographic clips in between the other film to "satisfy" the viewers.

The sources informed sometimes viewers even did not realise that another clip had been inserted in the movie being screened due to their poor understanding of the English language.

Deputy Commissioner Jasbir Singh Bir, when contacted, said he had already issued notice for the suspension of licences of the cinema halls who were putting up sleazy posters in public places. He said all such posters had been removed and the theatre owners had given a written undertaking that such posters would not be put up in public places again.

He said it was the duty of the police stations concerned to ensure uncensored movies were not shown in the theatres. He said he would direct the police authorities to conduct surprise raids in this regard.

From Our Correspondent

ROPAR, June 14 — Members of the Parliamentary Standing Committee for Energy will visit Bhakra on June 16, as a part of its programme to visit hydel units in the country. This was stated by Mr Santosh Mohan Deb, Chairman of the committee, who was here to oversee the arrangements.

Mr Deb said this all-party parliamentary committee had been formed to give suggestions to the government for the formulation of the new energy policy. PCMSA warns govt on transfers
Tribune News Service

PATIALA, June 14 — The Punjab PCMS Association yesterday cautioned the Punjab Government against indulging in internal groupism of the PCMS doctors in the postings and transfers of the doctors.

The association had brought this into the notice of Mr P.K. Verma, Principal Secretary, Health, when it met him recently in connection with the large-scale transfers of the PCMS doctors.

In a press release issued here, the general secretary of the association, Dr D.C. Sharma, demanded that the so-called review of the transfers should be done solely on the criteria of length of service-cum-seniority, the lengths of stay in a particular hospital and the specialty concerned. All those cases of transfers done to adjust senior doctors at better stations/posts of their choice or where senior specialists had been given specialists’ posts, should be implemented even if it has resulted in displacement of some association leaders, or some other influential persons.

They reiterated that the entire exercise of the large-scale transfers, then stay orders and now the exercise of review were meant to divert the attention of the doctors from the burning issues like the granting of time-scales and implementation of other recommendations of the Fourth Punjab Pay Commission regarding doctors.

They cautioned the government against ordering any new transfer during the process of review of transfers.

Telecom union flays govt move
Tribune News Service

PATIALA, June 14 — The Punjab Circle All-India Telecom Employees Union yesterday said that the Union Minister for Communication had only encouraged low-paid workers in order to face the challenge posed by the private telecom operators by deciding to issue them rent-free telephone connections.

Union Circle Secretary M.L. Sharma contested that expenditure on rent-free connections could not be Rs 1200 crore as projected. Moreover, more than 50 per cent of the Group C employees had already installed their personal connections and the issue of installation charges did not arise in their case.

He said the union was at a loss to understand why those who had been opposing the incentive had kept mum when license fee worth Rs 4,000 crore was waived off despite opposition from the then Union Communication minister Jagmohan. He said the system was converted to revenue sharing, which put the loss to the state exchequer to Rs 50,000 crore for the next 15 years.

The union president said there was also the question of conversion of corporatising the sector. He said it was astonishing that the government had taken a decision in this regard unilaterally without convincing the union leadership and common masses. He said there was a genuine apprehension among the employees that after corporatisation, the government would privatise the sector through the process of disinvestment.

He said both the Department of Telecom (DOT ) and the Department of Telecom Services (DTS) should not be corporatised and the services should be improved by inculcating better work culture.
