A civil dispensary without equipment,
adequate staff, electricity CHANDIGARH, Sources reveal that one of the main problems is on account of the polyclinic presently getting its electricity supply from a single line. The staff working here has not been able to use the minor operation theatre or activate the Gynaecology Department due to frequent and long duration power failures, it is learnt. The problem further gets compounded as the single supply that is being made available from Burail village is not enough due to the illegal kundis put by the residents of the area. A recent visit to the polyclinic revealed that only portable X-ray facility is presently available on alternate days. The required 300 MA X-ray plant is yet to be procured. The staff for the X-ray Department is also yet to be recruited. Similarly neither the machine is available to provide patients the ECG facility nor any technician to operate the same. Some of the patients waiting for their turn pointed out that even in the laboratory facility is available for primary diagnostic tests like Hb, TLC, DLC and urine testing. This was available in the dispensary also, said Sushila, a woman patient. This is so because the auto analyser, which can be used to test blood sugar and do kidney tests, is yet to come. In the absence of these facilities, patients are forced to come to the Sector 16 General Hospital, which is far off from their place of residences. This is despite the Punjab Governor and UT Administrator, Lt Gen J.F.R. Jacob ( retd) emphasising at the time of inauguration that proper diagnostic equipment should be made available to them for conducting various tests. He had also expressed a desire to have an extension of the Sector 22 chest clinic here as more cases of tuberculosis are reported from the congested areas of slums and colonies. But this is also yet to happen. The operation theatre, which is just a simple room with a sink, also hardly fits the bill of a minor OT. There are no changing rooms or the pre and post-recovery rooms. A doctor on condition of anonymity, revealed that till the operation theatre is fully equipped we cannot apply for medical termination of pregnancy or family planning operations. There is currently no provision for an anaesthesist, assistant and staff nurse also. This will also not be possible till the polyclinic is provided with a double line connection. in charge, said that they have repeatedly written to the concerned authorities to give them a double line electricity connection, in view of provision of X-ray, dental and minor operation theatre facilities. Frequent power cuts further make things difficult for the staff working here and once all facilities become functional, work will practically come to a standstill, he added. He also pointed out the misuse of the complex in the evenings by the rowdy youth of the nearby areas due to the low boundary wall. They litter the place and indulge in drinking and gambling till late, he said. He has also appealed to the authorities to raise the height of the boundary wall so that their entry could be checked. The functioning of the polyclinic is also marred by the shortage of staff. The dispensary had a staff of four doctors and even after its upgradation there are only six doctors including two dentists, one eye specialist, a medical officer, a gynaecologist and the SMO
in charge. The gynaecologists is also visiting the polyclinic only four times a week in the absence of any facilities for ultra sound and operation. The polyclinic is still awaiting the services of a paediatrician, a surgeon, ENT specialist, orthopaedic to provide the residents of the area better services. Pharmacists are also required to put injections and work in the dressing room. Sources reveal that in the absence of proper infrastructure doctors are hesitant to get posted here. Even if a surgeon is posted here he may not be able to handle the emergency cases with the present facilities. The Director, Health Services, Dr Joginder Singh when contacted said that in government setups it takes time to provide the required staff and equipment to the new complexes. However, we shall gradually provide everything in due course of time. Even though the government has since long not sanctioned any additional posts, we have tried to provide the polyclinic doctors from the existing quota so that work does not suffer, he added. As regards electricity, the authorities concerned should do the needful. |
Patients examined at camp CHANDIGARH, May 16 — Nurses of Sector 16 General Hospital, GMCH-32 and PGI examined patients for various ailments during a two-day health camp organised by the Trained Nurses Association of India at Colony Number 5 as part of International Nurses Week celebrations.With a view to generate awareness, the nurses spoke to the residents of the colony on various health-related topics by making use of audio-visual aids. Certain general topics like malaria, TB, AIDS diarrhoea, cholera, typhoid, immunisation, family planning and worm infestation were covered. Of the total 95 persons examined for blood pressure, five who were suffering from high blood pressure, were referred for treatment. Haemoglobin of suspected cases of anaemia was also checked. Fifteen cases of anaemia were detected and provided with treatment. They also attended to cases of other common problems like scabies, cough, diarrhoea and fever. A suspected case of leprosy was also referred to the Leprosy Clinic, Sector 16 General Hospital, for treatment and follow-up. |
Good skating facilities in KB DAV CHANDIGARH, May 16 — KB DAV Centenary School, Sector 7, should give credit to its Principal, Ms Madhu Bahl, for doing well in sport. The school has facilities for gymnastics, roller skating, badminton, table tennis, yoga, athletics, kho-kho and cricket.Ms Bahl said Chandigarh did not have a skating rink of good standard, especially in a school. She said even schools in Panchkula did not have such improved facilities as in her school. She said sportspersons required good grooming and that parents had also begun to realise the importance of sport, besides studies. She said she grew fond of skating a few years ago after watching children skate on the road near Sukhna Lake. Past year, a national roller hockey camp was also conducted at the school, where an Italian coach, Baraldi Aldo, trained children. She said to create awareness regarding sport among students, the school would organise various skating and cricket tournaments. In the second week of July, inter-school matches will also be conducted in mid-July. The school will hold summer classes in skating from June 1 to July 15. The rink in the school also has floodlights. She also said the Roller Skating Federation of India had also shown interest in holding an international tournament in the school. The school will also hold a summer sport festival where experts will coach students. She said Shivam Thakur, a Class I student of the school, had received Sports Talent Search Scholarship in skating. Mehak Paul, a Class III student had also got the same scholarship. Karan Bhai, another student of the school, past year, had won the first position in the UT Swimming Championship. Nishi returns: Nishi Chauhan, a trainee of Sports training centre, Sector 18, today returned from Kuala Lumpur in Malaysia, after helping her country win bronze medal at the Asia Cup hockey tournament.Nishi did not seem satisfied with her team's performance. She said they were hoping for a gold medal. Nishi began her hockey career in 1995. Her daily schedule comprised two hours of physical conditioning and two hours of evening practice. She said women players should be recruited in the police. TT tourney: Munish and Surinder Sodhi sailed into the final of the doubles section of the fifth Tribune Table Tennis Tournament at Tribune Colony here today. The other finalists are Rajesh Malik and Lovkesh. Majority complain of police inaction at darbar PANCHKULA, May 16 — “An ASI and a head constable frequent my shop and ask me to get furniture made for them. They have even taken two bags of cement. Their latest demand is Rs 1,000 which I cannot afford and have brought my complaint to you,” Mr Naresh Kumar, running a cement depot in Rajiv Colony, alleged at the khula darbar the Haryana Director-General of Police, Mr S.P.S. Rathore, held at Police Headquarters in Sector 6 here, yesterday. The DGP deputed DSP Om Prakash to look into the matter.This case was among the 20 attended to by the DGP at the darbar. Fourteen pertained to public grievances on inaction by police personnel in individual cases, while the others dealt with transfers and ex gratia payments. Two cases from the township also came up for hearing. In another case entrusted to the DSP, a resident of Sector 10, Mrs Neeraj Rani, alleged that her tenants were giving her trouble. She informed the DGP that she had bought the house in question some time back. However, the tenants occupying the house refused to vacate it, forcing her to stay on rent. She further added that the tenant accompanied by his son beat up her son following which the police was informed and a two-wheeler impounded. Later the vehicle was returned to the culprits and the police had failed to take action. Informing her of the community policing scheme, the DGP said the other party would be summoned to the police station and they would try to work out a solution. However, if it failed to click, she would have to take the matter to court. All the way from Jind, Mr Goyal, came to the darbar to seek justice after his father, Ishwar Chand Goyal, was shot by men from his village on April 25. On April 26, the DGP visited Jind during which he was informed of the incident and directed the SP to ensure the culprits are brought to book. The complaints alleged that following the orders, three raids were conducted at different places though the police could not lay its hands on the accused. "Each time the police told us that they had managed to give them a slip and no action had been taken,'' he rued. The DGP directed the IG, Hisar, to conduct an enquiry into the complaint. Complainants from Panipat led by Bimla Devi, Sarpanch of a village, alleged that the police had failed to arrest culprits involved in stealing and selling of kikar trees of the village in spite of having recovered the stolen wood. A resident of Mahendergarh alleged that a resident of Gurgaon had duped him of Rs 10,000 and that the police was silent because the accused was well-connected. An enquiry has been ordered in this case also. An Inspector, Ramesh Singh, suspended on charges of corruption, was reinstated by the DGP. He informed the officer that the incident had been a frame-up because he had failed to let off two of the 12 culprits arrested by the police in spite of pressure from various quarters. Earlier, a compliance report of the darbar held on April 3 was read out. Of the 32 complaints received, two were pending and the response of the officer concerned was awaited. Also, it was mentioned that they has failed to respond in spite of repeated reminders. While one case pertained to false implication of Rajesh and Suresh, residents of Karnal, under Section 302 of the IPC, where the enquiry was handed over to the IG, Rohtak, and a deadline of three weeks marked in the case, the other pertained to a family dispute of Baldev Singh, a resident of Yamunanagar, which had been marked to the SP. The DGP issued directions for submission of follow-up action. |
SAS Nagar to have more sectors SAS NAGAR, As the process to acquire land for the five sectors had already been initiated, a separate notification to acquire additional land for the sixth sector will be issued soon. A spokesman of PUDA said objections under Section 5-A of the Land Acquisition Act had been heard in case of land of Sohana, Mauli, Baidwan and Lakhnour villages being acquired for the five sectors. The case to issue a formal notification under Section 6 had been forwarded to the government. The Chief Town Planner of Punjab had been assigned the job of preparing an ultra modern and futuristic design of the sectors. The planning would be such that the new sectors would merge with the existing township without any glaring discontinuity. PUDA was planning to dedicate the new sectors for information and related ventures. The Chief Administrator of PUDA, Mr K.B.S. Sidhu, said around Rs 200 crore would be spent on acquiring the land. |

294 PUDA employees transferred SAS NAGAR,
May 16 — The Punjab Housing and Urban Development Minister today ordered general transfers in the Punjab Urban Planning and Development Authority (PUDA). Sources in the government said the impetus of the transfers was to improve the efficiency of the authorities, especially in public-dealing offices. As many as 294 employees up to the rank of Divisional Engineer in different urban estates of PUDA have been shifted. Those transferred include four divisional engineers, 13 subdivisional engineers, 85 junior engineers, 149 Class-III employees (superintendents, senior assistants, clerks and drivers) and 39 Class- IV employees. The sources said the maximum shuffling had been done in the estates of SAS Nagar, Ludhiana, Jalandhar, Amritsar, Patiala and Bathinda. They added that such a large number of transfers had never been done since the inception of PUDA. It appears that the special focus of the transfers has been to shift out the staff, including junior engineers posted at SAS Nagar and Chandigarh, with a stay of more than three years. Of those transferred over 50 per cent were posted either in Chandigarh or SAS Nagar. The sources said certain transfers had been made on the basis of complaints and some on the basis of “genuine requests”. The female staff and the officials above the rank of Divisional Engineer have not been touched in the transfers. The minister said the transfers had been made to streamline the machinery of PUDA, adding that the interests of the employees and the public at large had been kept in mind. |

wants projects speeded up CHANDIGARH, Amid the presence of officials of all wings of the corporation, the Mayor stressed the need for expediting the work on the ongoing projects. The issue of maintenance and upkeep of colonies and sectors under the purview of the corporation was also discussed. Regarding the road division scheme, Ms Abhilashi called upon the officials to speed-up the strengthening and recarpeting of V-3, V-4, V-5 and V-6 roads of the city, besides the construction and recarpeting of internal roads of various colonies. The proposals regarding the drilling of tubewells, operation and maintenance of water distribution in the city, work on water meters and improvement of the civic amenities in rehabilitation colonies were also discussed. The Mayor also took stock of the status of the sewerage and storm-water drainage systems and treatment plants of the city. Status reports on the augmentation of water supply schemes, work on the 10 MGD filtration plant at the Sector 39 Water Works and other water-storage structures were also submitted. Drive against vendors: Ice and ice-candies, weighing about 200 kg, cut-fruit and vegetables, weighing about 230 kg, besides sweets and other eatables which were being sold under unhygienic conditions, were destroyed by the civic body staff. Demolitions condemned: In a written statement, they said the Chandigarh Administration should have given at least 15 days' notice to the residents. They also decided to sit on dharna for two hours at The Tribune Chowk on May 21. |
Poll schedule for MCs issued SAS NAGAR, Mr CD Cheema, State Election Commissioner in a notification said that election schedule had been announced after the Local Government decided to hold elections on June 17. The municipal councils for which the elections will be held are Nangal and SAS Nagar in Ropar district, Dharamkot in Moga, Amloh in Fatehgarh Sahib, Patran and Sanaur in Patiala. The nagar panchayats are Ajnala, Khemkaran, Rayya, Raja Sansi, Bhikhiwind in Amritsar district; Makhu in Ferozepore district; Kalanaur in Gurdaspur district; Mahilpur in Hoshiarpur district; Bhogpur, Shahkot, Goraya in Jalandhar district; Begowal, Bholath and Dhilwan in Kapurthala district; Machhiwara, Mullanpur Dakha, Maloud and Sahnewal in Ludhiana district; Bikhi in Mansa district; Bariwala in Muktsar district; Badhni Kalan and Bagha Purana in Moga district; Balachaur in Nawanshahr; Ghagga, Ghanaur and Zirakpur in Patiala; Khanauri, Cheema, Moonak, Handiaya and Dirba in Sangrur district. Besides byelections in 11 municipal councils and nagar panchayats will also be held on the same day. Under Section 35 of the Punjab State Election Commission Act, 1994, the commission announced that the last date for filing the nominations will be June 6 and the date for scrutiny of the nominations would be June 7. The last date for the withdrawal of candidature will be June 8 and the polls will be held from 8 a.m to 4 p.m. is June 17. |
