Chautalas bid to shed pro-Jat
image GURGAON, Feb 9 The Indian National Lok Dal (INLD) and the Congress have finetuned their campaign strategies for the ensuing assembly elections in Haryana.The BJP leaders, engaged in joint campaigning with the party ally,the INLD, are also canvassing for the BJP nominees claiming the partys success in motivating the INLD government on policy matters resulting in concessions for the people of the state. Although the Haryana Chief Minister and INLD chief, Mr Om Prakash Chautala, is campaigning for the INLD-BJP nominees, he is subtly trying to dispel impression of the old image of him being pro-Jat community. Even before dissolving the Vidhan Sabha to usher in a midterm poll, his government during its short stint took policy decisions having bearing on all sections of the society. According to an observer, not a section of the society remained out of bounds of the policy decisions and the promises and announcements made by Mr Chautala during his visits to the state. These include increase in the amount under the old age pension scheme, a sum of Rs 5,100 for the marriage of a daughter of a Dalit, benefits for artisans and craftsmen, increase in the support price for sugarcane crops, restarting the governmental grant to the Agroha Medical College and abolition of octroi, reinstating the employees and withdrawing cases against them as well as against large number of commoners who were booked when prohibition was in force during the Bansi Lal government. Other measures taken by the government which allegedly tried to dispel the impression of the image of Mr Chautala being pro-Jat community was the appointments of persons from other community as Chairmen of a number of key portfolios. Moreover, a large number of Deputy Commissioners and Superintendents of Police that were posted in the districts were mainly from the non-Jat community. According to observers,the concessions and the promises now form the bulk of the election related speeches of Mr Chautala. In a shrewd move Mr Chautala was trying to be one up on his critics, especially the Congress leaders and the HVP, saying that earlier they alleged that he was confined only to one particular community. He further says that they are now at their wits end and even trying to fault him for the measures taken by his government for the welfare of all sections of the society. The general feeling is that Mr Chautalas statements in his speeches that the achievements of his about five-month-old government was only a trailer, and the real show would be after he would possibly form the next government after elections, was pregnant with meaning. Many feel that the statement was also to assure the masses that the measures taken by his government were not temporary and populist in nature with an eye on the election but that he would work with further gusto, if he got all round support to come out winner in the elections. The motive of the reiterations by Mr Chautala that this is the first time that he was seeking the mandate solely on the basis of the performance of his government was not lost on and his opponents. The Congress, notwithstanding its comprehensive defeat in the recent Lok Sabha elections at the hand of the INLD-BJP combine,feels that it is in with a chance in the coming Assembly elections. The confidence in the party stems from its analysis that there would be no Kargil hysteria as it was the case in the parliamentary elections. The Congress, as part of its election strategy, has decided to sap the very source of strength of the INLD during the election campaign.It is making efforts to revive the Meham-image of Mr Chautala and the rule of the Green Brigade and spate of land grabbings during his earlier governments and also that headed by Mr Devi Lal. The Congress leaders are also trying to rub in on the voters that Mr Chautala was deliberately trying to be considerate towards all section of the society. If the mood of the senior leaders of the Congress was any indication, they will raise the plight of the farmers, especially the paddy growers more vigorously as the campaigning peaked. The Congress has taken the stand that for the first time in the history of Haryana, the farmers had to sell their paddy crops in the last season much below the support price. It has also built up a case that at a number of places the government agencies had bought basmati rice at a rate below the support price. Also,the Congress hopes to boost to its campaign following the proposed visit of Mrs Sonia Gandhi to the state. Although the senior BJP leaders are also campaigning for the INLD nominees, a number of them, however, were making it known to the people that their party was instrumental in persuading the INLD government for benevolent policies like the grant to the Agroha Medical College and abolition of octroi. The BJP leaders feel that the proposed visit of Prime Minister, Atal Behari Vajpayee, to Haryana will give a fillip to the INLD-BJP campaign. |
Eight doctors in poll fray CHANDIGARH, Feb 9 From medicine to politics! This seems to be the latest trend in Haryana if the number of doctors contesting the coming Assembly elections is any indication. Mind it, the doctors who have entered the political fray are well established in the profession of medicine. At least eight medical professionals are contesting the elections either as nominees of various parties or even as Independents. While the BJP has nominated four doctors, the Congress and the HVP have given the party ticket to one each. Two doctors are contesting as Independent candidates. The BJP has nominated Dr K.D. Sharma, M.S. (orthopaedics), from Ambala cantonment; Dr Kamal Gupta, M.S. (general surgery), from Hisar; Dr Manohar Suneja from Panipat and Dr (Mrs) Kamla Verma from Yamunanagar. Dr Suneja and Dr Verma are registered medical practitioner (RMP). Incidentally Dr (Mrs) Verms will be opposed in Yamunanagar by Dr J.P. Sharma, M.S. (general surgery), who has been fielded by the Congress. The HVP has fielded Dr G.C. Goel, M.D. (SPM), from Samalakha. The HVP had fielded a doctor in the 1996 elections also.He was Dr Anant Ram Barwala who contested from Barwala but lost to Mr Relu Ram Punia, Independent. This time Dr Anant Ram is contesting from Barwala as an Independent. Dr Indrajit is contesting the Hisar seat as an Independent. Dr K.D. Sharma, Dr Kamal Gupta and Dr Anant Ram are graduates of the Rohtak Medical College. Dr Sharma and Dr Gupta, like Dr Anant Ram, had unsuccessfully contested the 1996 elections. But the BJP has again reposed confidence in them. Dr J.P. Sharma is the first-time contestant. Dr (Mrs) Verma has been in politics for long and has been the Health Minister of the state for a number of times. The Indian National Lok

Congress candidate gets boost AMBALA Feb 9 Mr Balwant Gupta, DCC, President, Ambala, who had resigned from his post last week to protest against the allotment of Congress ticket to Ms Kiran Bala Jain, joined the election campaign of Ms Jain here today. A member of the HPCC from Ambala, Mr Raj Kumar Gama, and a leader of the Congress councillors group in the Municipal Council, Ambala City, Mr Bittu Chawala, also joined the poll campaign of the Congress candidate. Most of the Congress Municipal Councillors, including Mr Sudhir Goldi, Mr Harish Shashan, Mr Arun Garg, Ms Bimla Gurdev and Ms Nirmla Sandhu, also started working for the Congress candidate. sweep" poll SONEPAT, Feb 9 Former Chief Minister of Delhi Saheb Singh Verma has said the BJP-INLD alliance will sweep the assembly poll in Haryana. Addressing election meetings in support of the BJP candidate, Mr Devi Dass in the Sonepat Assembly constituency yesterday, he hoped that the alliance would get a majority as the voters were fed up with the corrupt Congress rule as well as the dictatorial rule of Mr Bansi Lal in the state. He also asked the electorate not to be misled by the false propaganda of the Congress and the HVP against the alliance as the parties were struggling for coming to power again in the state. The BJP leader assured the electorate that if the alliance came to power in the state, it would provide a clean and corruption-free government. |
Patriotic fervour marks campaign ROHTAK, Feb 9 Mere Desh ki Dharti Sona Ugle Ugle Heere Moti, Mere Desh ki Dharti......, "Yeh Desh Hai Veer Jawanon ka, Alblion ka, Mastaanon ka. Is Desh ka Yaaron Kya Kahana......", "Eh Mere Vatan ke Logon, Zara Ankh me Bhar Lo Paani......." These are not only popular songs of patriotism but have also become part and parcel of poll campaigns of various candidates in the state. Vehicles carrying flags or banners of a number of candidates can be seen playing the patriotic songs along with election messages or promises made by them. This has led to a booming business for those engaged in cassette recording and mixing messages with the songs. Some people, however, feel that the candidates should not be allowed to play such songs as many of them do not have any ideology. Supporters of a former Deputy Prime Minister, Mr Devi Lal, were the first to start the trend of playing "raginis" and Haryanavi songs in "praise of Mr Devi Lal and the work done during his rule. These days campaign
managers of several candidates have come out with special
audio cassettes in their praise and detailing the
promises they intend to fulfil after getting elected. |
Independents a spoilsport KARNAL, Feb 9 Independent candidates are likely to act as spoilsport both for the Congress and the BJP in the coming Assembly poll in the districts of Ambala, Kurukshetra, Yamunanagar, Karnal Panipat, Sonepat and Rohtak. The Independents, many of them former Congress heavyweights have entered the fray because of denial of ticket by the party to them. It is being conceded even in the Congress High Command circles that the Congress Working Committee had erred in the selection of right candidates in these districts. Highly placed sources in the Congress high command also remained attached even in the process of the selection of candidates told The Tribune that the Congress president, Mrs Sonia Gandhi worked under pressure of the HPCC Chief Mr Bhupinder Singh Hooda and various other lobbies. The Tribune was told that even after the approval of list by the Congress Working Committee on February 1, pressure on Mrs Gandhi by Mr Hooda continued and at least 10 names were changed on February 1, 2, as well as 3 to satisfy Mr Hooda and some other pressure groups. Main seats where the candidates approved by the CWC were changed included Karnal, Kurukshetra, Gharaunda, Pundri, Palwal, Jagadhari and Sonepat etc. It is being conceded that the candidates who were selected earlier had better chances of victory than the present ones. Not only various types of pressure tactics were used but allegations are rife that money also played role in changes made at the last moment. Consequently, the Congress as well as the BJP is facing the ire of rebels in different constituencies of the State. In Ambala City, Mr Nirmal Vij is fighting as an Independent candidate against the official BJP nominee. Mr Vij was the Chairman of the Ambala Municipal council and holds considerable influence amongst the BJP hardcore voters and other sections. Similarly Mr Anil Vij who is considered a heavyweight in Ambala Cantonment politics is fighting as an Independent. There is a virtual revolt by Congress men in Ambala city against the nomination of Mrs Jain and Mrs Dua from Ambala cantonment. Both of them has so far, failed to contain the rebellious mood of the candidates fighting as independents. In Jagadhari, where the general secretary of the HPCC, Dr Ram Prakash was shifted at the last moment. Dr Om Prakash had twice been a legislator from Jagadhari. Congress rebels in Naggal constituency are up in arms against the official nominee Mr Nirmal Singh. In Pehowa, a former Haryana Minister, Mr Balbir Saini is in the fray against the official nominee of the Congress. Mr Saini is considered to be an influential leader of the area and may dim the chances of the official nominee of the Congress. At Thanesar seat the last moment change in the Congress nominee has considerably affected the chances of Mrs Shashi Saini fighting against the Haryana Vidhan Sabha Speaker, Mr Ashok Arora on the INLD ticket. In Shahabad, the BJP cadres are angry and even have not listened to the advice of senior leaders like Mr N.K. Modi creating problems for the official nominee Vaidh Kapur Chand. In Karnal, two Independents Mr Jai Prakash Gupta, a former Haryana Minister and Mr Suresh Gupta are considered to be very heavy weights. Their presence in the field is likely to erode the Congress vote bank in a considerable manner. Mr Jai Prakash Gupta commands fair following because he had done a lot of development work in the city and kept his image above board from any corrupt deal. Furthermore, he had been the Chairman of the Karnal Municipal Council and was the city President of the Congress before entering the election fray. The presence of the two in the field as independents is creating problems for the Congress nominee. The BJP nominee in Karnal is also a very light weight as per the political specifications of the party. The Congress workers even held a dharna against the official nominee. In the adjoining Indri constituency Mr Mehta, fighting as an Independent, has lot of sway over the voters in the area. His chances are being rated very high as he kept a fair image even when he was a Minister in the Om Prakash Chautala government. In Gharaunda constituency, the Congress changed horses midstream. The ticket first was allotted to Mr Harvinder Singh Kalyan a son-in-law of Mr V.P. Naik, former Chief Minister of Maharashtra. But later on, it was given to Mr Rajinder Singh on February 2. Thus Mr Kalyan also stays put in the field. In Panipat, Independent candidates, Mr Om Prakash Jain and Mr Dharam Pal Gupta are rated to be very strong contenders: Mr Jain had won as an Independent in the last election also. On the other hand, Mr Dharam Pal Gupta had been a confidant of Mr Om Prakash Chautala and before filing nominations was the district president of the Indian National Lok Dal. In Sonepat city, the sitting MLA, Mr Dev Raj Diwan is likely to create trouble for the official nominee of the Congress Mr Ashok Sharma son of senior Congress leader Mr Chairanji Lal. In fact, Mr Chiranji Lal also acted as a pressure group on Mrs Sonia Gandhi and was able to get a ticket for one of his relations from Palwal at the last month. This led to the change of earlier nominee who was the daughter of Mr Kanhaiya Lal Poswal, a former Home Minister of Haryana. In the last elections about 11 independents were returned from various constituencies in the state. If political trends and
present situation in the state in any indication, the
number of Independents in the coming Assembly is likely
to swell anywhere between 15 to 18. This would give
sleepless nights to the contenders for Chief Ministership
in Haryana. In fact, the Independents are likely to play
an important role in any future political configuration
of the state. |
Keen contest in the offing HISAR, Feb 9 A maximum number of 31 candidates have been left in the fray in the Hisar assembly segment after the withdrawals. Hisar has the largest number of candidates in all assembly segments this time. While all major political parties have fielded their candidates, the maximum number of Independent candidates are contesting this time from here. However, it may prove to be a four-cornered contest here this time with Dr Kamal Gupta as the candidate of the Indian National Lok Dal and the BJP alliance, the industrialist-turned-politician Mr O.P. Jindal contesting on the Congress ticket and two Independent candidates, Mr Om Prakash Mahajan and Mr Hari Singh Saini, in the fray. While the latter too have served as minister, Mr Jindal is also considered to be a heavyweight. The Haryana Vikas Party, the Bahujan Samaj Party, the CPM, the Janata Dal (United) and the Nationalist Congress Party have also fielded candidates here. Mr Mahajan represented Hisar as an Independent candidate in the dissolved House. In 1996, he had defeated Mr Saini, who had then contested on the Congress ticket. After being denied the ticket by the Congress this time, Mr Saini decided to contest as an Independent. He is banking on the sympathy vote since he claims that injustice was done to him by the Congress. On his part, Mr Jindal is banking on the traditional support base of the Congress and also the votes of the Aggarwal community, which has about 20,000 votes. However, Dr Kamal Gupta, who also belongs to the Aggarwal community, will cut into that vote bank. Since 1972, Hisar has always returned a non-Congress candidate to the assembly. Mr Mahajans support base is the 23,000 Punjabi votes. On the one hand, he is unlikely to get the votes from other castes and on the other hand the Punjabi vote is likely to get divided, since there are two other Punjabi candidates Mr Yeg Dut Setia and Dr Ved Prakash Mehta in the fray. Both of them were counted as Mr Mahajans close aides in 1996. Dr Kamal Gupta had
contested the 1996 elections as the joint candidate of
the BJP and HVP, which had then formed on alliance. |
Vocational subjects: UGC invites
proposals CHANDIGARH, Feb 9 The UGC has invited proposals for the introduction of vocational subjects in colleges and universities of Haryana for the 2000-2001 academic session. The Financial Commissioner and Secretary, Education, Mr Prem Prashant, said the objective of the scheme entitled Vocationalisation of education at first degree level was to roll out graduates who would be trained in skills needed for handling specific jobs that would be acceptable to the job market. The UGC had added 10 new subjects keeping in view the needs of rural people. Under the scheme, the UGC assistance would be available to select colleges. Only those colleges would be considered for assistance that had not received assistance from the UGC for the introduction of any vocational subject in earlier years at the rate of Rs 3 lakh for each subject belonging to humanities, social sciences and commerce groups and Rs10 lakh for a subject from science and engineering groups. The recurring assistance would be available for a period of five years. Thereafter the institution and the state government would ensure the continuance of the programme. He said the state Higher Education department had circulated the UGC guidelines to all government and non-government colleges in the state. The colleges had been asked to formulate proposals accordingly and submit four copies to the Dean of Colleges of the university concerned by February 24. Mr Prem Prashant said a state- level committee headed by the Director, Higher Education, and comprising of deans of colleges and Registrars of Maharshi Dayanand University, Rohtak, and Kurukshetra University, Kurukshetra had been constituted to consider such proposals and make suitable recommendations to the UGC before March 15. |

crunch AMBALA Feb 9 The Save Railway Save the Nation Week will be observed by railwaymen all over the country from February 14 to 20, according to the All-India Railwaymen's Federation (AIRF). Talking to newspersons here today, Mr J.P. Chaubey, General Secretary of the AIRF, said Indian Railways, was facing a financial crunch through sheer neglect. "Avoidable and wasteful expenditure is being incurred through the creation of seven additional railway zonal headquarters and ten additional divisional headquarters. This expenditure will add to the top-heavy Railway Administration without additional output. It is suggested that this should be examined by an expert committee to find out whether the addition of new zonal and divisional headquarters is financially and operationally viable. While that is pending, no expenditure should be incurred on this account," Mr Chaubey said. He stated that right-sizing of the unwieldy, irresponsive and top-heavy bureaucracy was an urgent necessity. "In compliance with Government policy and in national interest, Indian Railways is running services which are not remunerative, carrying suburban traffic and several essential commodities below the operating cost, which is causing an annual loss of Rs 3,000 crore. Such losses are reimbursed by the national exchequer to railway systems across the globe. The Government of India should also reimburse these losses," he said. Mr Chaubey said essential inputs in the basic infrastructure would have to be ensured through traditional financing by the Central Government, just as the Government had taken responsibility for highways. The International Railway Workers Day will be observed on March 29 all over the globe on the call of the International Transport Workers Federation, London. The AIRF has also directed its affiliated unions to observe this day in our country. Mr Chaubey observed that the platinum jubilee of the AIRF also drew attention of the Government towards the indifferent attitude of the bureaucracy and the Government to the implementation of the September 11, 1997, agreement, which was reached and signed in the wake of the September 24 strike decision of Central Government employees. Agreements which have not yet been implemented include resolution of anomalies arising out of recommendations of the 5th Central Pay Commission either by agreement or through arbitration within one year, sorting out of anomalies in regard to pensions to retired employees and treating of qualifying service of casual labour as full period of service for the purpose of pension and other retirement benefits. Other agreements not
implemented are removal of discrimination between
gazetted and non-gazetted employees for payment of
special duty allowance to employees serving in North East
region, restoration of reduction in casual leave and
cancellation of freezing of recruitment of junior-level
employees. |
LPG tanker catches fire
after collision AMBALA Feb 9 Panic prevails here following leakage of an LPG tanker after a truck hit the tanker on GT road near Shahpur village, 10 km from here. After the collision the tanker reportedly caught fire and the fire spread to a nearby petrol pump. After the incident, around 6.30 p.m., the traffic on GT road between Ambala cantonment and Shahbad was blocked and vehicles were being diverted via Saha on the Ambala-Jagadhri road. Power was switched off in the affected area. According to the Deputy Commissioner, Mr Ram Niwas, fire tenders have been requisitioned from Chandigarh, Patiala and Yamunanagar, besides from the Air Force, Army and Ambala. The District Administration is reported to have sought the assistance of the local Army authorities. A special team from Lalru, where the gas filling process is carried out, has also been summoned. According to
information, a jeep was burnt when it came in contact
with the LPG. The Administration has warned residents of
surrounding villages to keep doors and windows open as a
precautionary measure. The damage to life and property is
not known yet. According to Mr Ram Niwas, the fire is
under control. |
Promotion of clerks sought AMBALA Feb 9 The Excise and Taxation Ministerial Staff Association has expressed its concern over ignoring clerks for promotion to senior scale stenographer by the department. The President of the association, Mr Bhawani Shankar, said in a statement here today that the department had only given the opportunity for this promotion to stenographers and camp clerks, while clerks of the same rank eligible for it were ignored. He said there was a specific provision in the act of the department that clerks were also entitled to appear in the said departmental examination. He said the gradation list of clerks and camp clerks was common, which showed that both categories were at a par. He demanded that a fresh
letter be issued by the department by calling for the
willingness of the clerks working in the department for
it. |

be held all over Haryana CHANDIGARH, Feb 9 The Haryana State Legal Services Authority today decided to hold Lok Adalats at different places in the state from February to June. The Member-Secretary of the authority, Mr R.S. Virk, said the Lok Adalats would be held at Rewari, Narnaul, Mohindergarh and Karnal on February 26. Similarly, Lok Adalats would be held at Sirsa, Dabwali and Fatehabad on March 11 and at Hisar, Hansi and Tohana on March 25. He said the Lok Adalats at Bhiwani, Siwani, Charkhi Dadri and Loharu would be held on April 1 and at Gurgaon, Ferozepur Jhirka and Nuh on April 8. The Lok Adalats at Faridabad and Palwal would be held on April 22 and at Jind, Safidon and Narwana on April 29. Mr Virk added that Lok Adalats would be held at Rohtak, Jhajjar and Bahadurgarh on May 20 and at Sonepat, Gohana and Panipat on May 27. Lok Adalats at Ambala, Jagadhri and Panchkula would be held on June 3 and at Kurukshetra, Pehowa, Kaithal and Guhla on June 10. |
Life term for five brothers SIRSA, Feb 9 Five brothers were sentenced to life imprisonment by the Additional District and Sessions Judge, Mr C.B. Jaglan. According to Mr K.K. Mishra, SP, here today, they were residents of Dhani Asha Singh Rania village and arrested under Sections 323, 324, 326, 307, 148, 149 and 302, IPC, on a complaint of Gurnam Singh. The SP said Gurnam Singh and his father were attacked by Lakhwinder, Prem, Balbeer, Mithu and Gurdutt over some issue. He said Teja Singh had collapsed on the way to a hospital at Rohtak. The Judge also imposed a fine of Rs 1500 each or six months additional imprisonment in failure to pay the fine. In another case, a man and his father were sentenced to 10 years of imprisonment in a dowry case. According to Mr Mishra, Gheesa Ram, his wife and son, Balbeer Singh, of Jamal village were booked under Sections 304-B and 498-A, IPC for murdering Saroj, wife of Balbeer. According to a complainant, Mr Chottu Ram, father of Saroj, his daughter was tortured for dowry. On September 21, 1997, he came to know the death of Saroj. The Additional Sessions Judge, Mr K.K. Chopra, found them guilty and sentenced them. |

award for Haryana teacher CHANDIGARH, Feb 9 Miss Asha Bhargav, a teacher at Government Girls Senior Secondary School, Yamunanagar, has been selected by the Union Human Resource Development ministry for the National Teacher Award for her outstanding performance 1999. The highest award to be given to a teacher in the country comprises Rs 10,000 in cash, a silver medal, a certificate and a shawl. The award will be presented by the President in Delhi on September 5. Miss Bhargav is also the
recipient of the Haryana State Teachers Award for the

Smuggler of wood caught CHANDIGARH, Feb 9 Nasiru, a resident of Jatanwala, has been caught by officials of the Forest department of the Chhachhrauli range while indulging in the theft of khair wood in the reserved forest area near Shahzadwala village in Yamunanagar district on the night of February 7. The Deputy Commissioner, Yamunanagar, Mr Rajeev Sharma said Nasiru had been caught and his truck (HYG-3133) impounded at a nakka set up by the Forest department. He said forest officials recovered 88 pieces of wood estimated at Rs 50,000. A case had been registered under Section 52 of the Forest Act, 1927, and Section 50 of the Wildlife Act, 1972, for the theft of wood and smuggling it. |
