NEW DELHI, Jan 5 — Stung by the stunning reverses and daunting task ahead, various factional leaders of the Haryana Pradesh Congress today set aside their differences in a rare show of unity ahead of the Assembly elections.

The meeting brought to fore the new-found unity in the party with leaders like Mr Bhajan Lal, Mr Shamsher Singh Surjewala, Mr Chiranjilal Sharma, Mr Harpal Singh, Mr Sultan Singh, Mr Birender Singh and Ms Selja expressing solidarity with the PCC chief, Mr Bhupinder Singh Hooda.

The newly appointed AICC General Secretary, Mr Motilal Vora, and Secretary V. Narayanswamy also attended the meeting which was held at the official residence of a former Delhi MP with Mr Hooda later hosting a lunch for the party workers.

Addressing the meeting, Mr Hooda urged that this time the party should consider giving ticket for at least half of the 90 seats to new faces and workers.

“We have been in the Opposition and the workers have struggled. It is time we recognise them and give them their due,” Mr Hooda said.

Mr Bhajan Lal, who has now been inducted into the Congress Working Committee as a special invitee, disagreed with the idea of collecting a fee of Rs 3,000 from each aspirant and half of it from those belonging to the reserved category.

The AICC has recently decided to ask the aspirants to pay the amount in an effort to dissuade non-serious candidates from throwing their hat in the ring.

Mr Birender Singh expressed satisfaction with the outcome of the meeting. He said the Congress should not be seen as a party of MPs, ministers and MLAs but one where the ordinary worker had a say.

He said the party should not get swayed and give populist slogans but should promise only what could be delivered.

Ms Selja suggested that the party must give greater representation to women.

Apparently, Mr Avtar Singh Bhadana, MP from Meerut, suggested that the leaders be held accountable for the ticket they sought. He said just as the leaders sought to take credit for victory, they should also be held responsible for reverses.

There was an influx of ticket seekers who thronged the venue and later at the lunch resulting in a chaos.

The road leading to Mr Hooda’s residence, where lunch was hosted was blocked with the police diverting traffic to another route.

BJP-INLD combine to contest 90 seats

KURUKSHETRA, Jan 5 — The state unit of the BJP Election Campaign Committee at a meeting held on the premises of Shri Krishan Dham here last night, unanimously decided to fight nagar parishad and zila parishad elections on BJP symbol, while panchayat elections will be fought on other than the BJP symbol.

This was stated here today at a press conference held at the Kurukshetra University Guest House by states' BJP President, Mr Om Parkash Grover, and a former Haryana Education Minister, Prof, Ram Bilas Sharma. They said the BJP-INLD alliance would fight the ensuing Vidhan Sabha elections on all 90 seats.

In reply to a question, they said so far as the question of offering 35 seats to the BJP by the INLD was concerned, no final decision had been in this regard. The BJP was demanding that the Thanesar and Shahabad seats should be allotted to them, they added.

They said the BJP would complete its programme of organising party meetings in 50 Assembly constituencies by January 15.

Talking abut the out come of the survey conducted by party committees, they said the people of the state were inclined towards the BJP. It has also been pointed out after the survey conducted by the party committees that the people of Haryana were wishing that the BJP should achieved in Kargil and Kandahar, leadership of Mr Atal Behari Vajpayee would be main issue during the election, they added.

When asked about the withdrawal of support form the Bansi Lal government, Prof Sharma said support was withdrawn because the government failed to take care of people's interests by not fulfilling BJP demands, including abolishing of the octroi and releasing of grant to Agroha Medical College. Employees as well as traders interests were also ignored,, he alleged.

Mr Grover said an 11 member committee would call upon the Prime Minister, Mr Atal Behari Vajpayee, and apprise him of the SYL canal issue.

In reply to a question Prof Sharma said state unit of the regularising the ad hoc teachers and releasing salaries to those college teachers, who had not received their salaries for the last four-month, with the Haryana Chief Minister.

BJP raps Chautala on ‘ex parte’ announcement

CHANDIGARH, Jan 5 — All the three major political parties in Haryana — the INLD, the Congress and the BJP — witnessed important developments today, which may have a bearing on the ensuing Assembly elections.

For the ruling INLD, it was a day of mixed fortunes. It got a big moral boost when a senior politician of the state, Mr Mani Ram Godara, who was once Man Friday to the HVP president, Mr Bansi Lal, joined the INLD. Mr Godara has influence over a number of Assembly constituencies falling in what is described as “Old Hisar district”.

Mr Godara’s desertion is a psychological setback to the HVP, which of late, had been showing signs of revival in Bhiwani district after receiving a drubbing in the last Lok Sabha elections.

The INLD president, Mr Om Prakash Chautala, has inducted Mr Godara into his party as its “Supremo”. He has even gone on record saying that the party would contest the coming Assembly elections under Mr Godara’s guidance.

Informed sources say the INLD may field Mr Godara from the Adampur constituency, which is considered to be the pocket borough of a former Chief Minister, Mr Bhajan Lal. Both Mr Godara and Mr Bhajan Lal are held in high esteem by the Bishnois, who constitute a sizeable part of the electorate in a number of constituencies of Hisar, Fatehabad and Sirsa districts.

The INLD’s rejoicing over the prized catch in Mr Godara, was, however, somewhat subdued when two senior leaders of the Haryana BJP, Mr Om Prakash Grover and Mr Ram Bilas Sharma, after keeping mum for several days, once again blowed hot today. They told newsmen at Kurukshetra today that the BJP was under pressure from its supporters to contest the coming Assembly poll on its own in the state.

Mr Grover did not mince words when he expressed his annoyance over the “ex parte” announcement made by Mr Chautala regarding the number of seats to be doled out to the BJP or which seat would be contested by which party.

He said this was against the principles of alliance politics. The issue should be settled across the table before making such announcements.

Mr Sharma, however, expressed the hope that if goodwill prevailed, an electoral alliance would be reached between the INLD and the BJP with the blessings of Mr A.B. Vajpayee.

Mr Chautala, on the other hand, denied in Hisar that there was any dispute between the BJP and the INLD over seat sharing. He said the ticket for the Assembly poll would be given on the basis of merit, irrespective of the fact whether the candidate belonged to the INLD or the BJP.

At the same time he made it clear that since the Assembly elections would be contested on the issues concerning the state, the BJP and the INLD would have separate manifestos. The two parties had contested the Lok Sabha poll on the basis of the manifesto of the National Democratic Alliance.

Sources in the INLD do not seem perturbed over the outburst of the state BJP leaders. They claim that over the past few months Mr Chautala has established “excellent” relations with the Prime Minister Vajpayee and the BJP President, Mr Kushabhau Thakre, who are now convinced of Mr Chautala’s “anti-Congress credentials”.

The Lok Dal sources say the alliance will be finalised in the presence of Mr Vajpayee and Mr Thakre and two leaders would never like the state to be handed over to the Congress merely because of a split of anti-Congress vote in the state.

From the Congress camp two important announcements came. After a long time its leaders vowed to contest the coming elections “unitedly” and under the leadership of Mr Bhupinder Singh Hooda, President of the Haryana Congress. This decision was taken at a meeting of the general body of the party held in Delhi. Among the leaders who attended the meeting were Mr Bhajan Lal, Mr Shamsher Singh Surjewala and Mr Birender Singh.

Mr Hooda also announced that at least 50 per cent of its candidates for the 90-member House would be new faces. It seems the party leadership wants to extend the experiment conducted successfully by Mr Digvijay Singh in Madhya Pradesh in Haryana as well.

Money scheme for jobless youth

SONEPAT, Jan 5 — Mr Sudhir Rajpal, Deputy Commissioner, today urged bankers and other financial institutions to identify the jobless youth and give them liberal loans under the Margin Money Scheme, for launching self-employment ventures, including cottage and khadi industries in the rural areas of the district.

Speaking at a district-level bankers' workshop, organised by the KVIC here, he also called upon them to ensure a speedy development under the scheme so that the standard of living of the rural people could be raised through the self-earning schemes.

He advised the rural unemployed youth to take advantage of the scheme and set up their units in the district which, he said being in the proximity to Delhi would help for better marketing of their products and adequate procurement of raw materials for them.

Mr S.P.Singh Director, Khadi and Gramodyog Commission, gave details of the scheme and disclosed that up to Rs 10 lakh investment, the margin money up to 25 per cent of the investment, would be provided by the government. The jobless educated youth were required to invest only 10 per cent out of their pocket. The rural unemployed youth belonging to the Scheduled Castes and backward classes would have to invest only 5 per cent of the investment for setting up of their own units, he added.

He asked the bankers and other financial institutions to give liberal loans under this scheme and a sum of Rs 2 crore would be distributed among 300 youth in the district.

Mr Suraj Mal Antil, Chairman of the Haryana Khadi and gramodyog, Haryana, asked the bankers to cut red-tapism and advance loans to the needy persons without any harassment to them. The administration would cooperate with the bankers for the recovery of loan instalments, he added.

Move on district courts put off

FATEHABAD: Lawyers practising in lower courts here are a dejected lot after the plan to set up district courts here has been again put on the back-burner.

With a senior High Court Judge, Mr Justice J.S. Narang, having found the infrastructure created by the local administration for the courts to be insufficient, the issue has been kept in cold storage for the time being.

Members of the local Bar Association have been demanding the setting up of district courts here ever since the town was accorded the status of district headquarters. The lawyers had been agitating on this issue and had gone on a 100-day strike earlier this year. The lawyers called off their strike when they were given an assurance that the High Court would soon take steps to set up district courts at Fatehabad.

The chances of constitution of the court brightened when it was announced last month that the Chief Justice of the Punjab and Haryana High Court would inaugurate the courts on November 27. But this was not to be. Mr Justice J.S. Narang who came to Fatehabad to see the arrangements for the district courts, reportedly did not find the measures up to the mark.

Though no official clarification was given for the postponement of the inauguration, knowledgeable sources say that Mr Justice Narang did not find the courtrooms and the residential accommodation provided by the administration for District Judges fit for judicial officers. According to sources, the Judge found that the courtroom was not in order and did not have furniture required for courts. The sources said District Judges were entitled to a residential accommodation of 2,775 sq ft with a camp office of 200 sq ft. The office must be in a peaceful environment.

The administration had provided bungalows for two district judges. But both were found to be below specifications.

The bungalow of the Executive Engineer of the Irrigation Department situated on Bhattu Road, selected by the local administration for one judge, was built on a 1700 sq ft plot. The bungalow being on the main road was also not in a peaceful environment. The second bungalow — that of the Executive Engineer of the Marketing Board — was also built on a 1887 sq ft area. Neither bungalows had been put off till the construction of bigger houses for the judges. Though the state government is constructing new bungalows for senior district functionaries near the Mini Secretariat site, these bungalows may not be completed before April.

Army officers go mum on arrest issue

AMBALA Jan 5 — Army officers of Ambala have become silent over the incident of the arrest of a Major by the Ambala police for allegedly assaulting a bus driver of the Haryana Roadways about 10 days back.

Sources said that the issue has to be taken to the level of GOC-in-C, Western Command on January 7 at the meeting of Civil Army Liaison Conference where DGP, Haryana, is also likely to be present.

Today, the Army officers who had been briefing mediapersons regarding this issue, issued an unsigned rejoinder which said, “Reference press statements in various newspapers published by the media on January 4. The Army authorities have not issued any statement to press in case of Major S. Tripathi involved in an incident on December 25 last. The matter is being investigated and will take its own legal course.”

Meanwhile, the second letter sent by the SP, Ambala, to the GOC-in-C, 2 Corps, Lt-Gen G.S. Sihota, has also raised some questions. The SP said in the letter, “This is bring to your notice the frequent acts of misbehaviour of the Army officers and jawans with the civilians and police officials in Ambala. It has been observed in the past that when the Army officers and jawans go to the market of Ambala cantonment, they often misbehave with the shopkeepers and the general public over petty issues. Specific instances of misbehaviour have been reported by the Executive Officer, Municipal Committee, and the SHO, Ambala cantonment. To quote a recent experience, during the recent drive of clearance of vehicles parked unauthorisedly in the congested Sadar Bajar when the Army officials were asked to move their vehicles to the parking place, then some of the officers of the rank of Captain and Major behaved in a very disorderly manners. These officers could have been booked under the Indian Penal Code and arrested as per law for their criminal behaviour, but such action was avoided only to maintain cordial relation between the Army and the police. Many instances of rash and negligent driving have also been reported in the civil areas in recent past. On December 8 last, one person was killed by a speeding Army truck on which FIR was registered in police station, Ambala Cantt.”

The SP further said in his letter that whenever legal action was taken in such matters, the Army authorities resorted to violent behaviour, which had wider ramifications for the Army-police relations. He added in the letter that another example of such criminal behaviour was when an Army Major Sudhir Tripathi and some CMP jawans brutally assaulted an Haryana Roadways bus driver for which they were arrested.

He suggested the GOC to guide his officers and men to behave in a responsible and patient manner whenever they come in contact the civilians and police officers.

Meanwhile, it is learnt the district administration has been making efforts towards a compromise acceptable to both the police and the Army. Sources said that senior officers of Army as well as police were of the view that this dispute should be settled.

Recovery tribunal in UT sought

AMBALA Jan 5 — The Haryana Chamber of Commerce and Industry has urged the Union Government to establish an additional recovery tribunal at Chandigarh. It has also said the limit for filing a suit should be at least Rs 3 crore.

The Senior Vice President of the Chamber, Mr N C Jain, said that the Union Finance Ministry had established five debt recovery tribunals all over India under the DRT Act,1993. The banks and other financial institutions recovery cases are to be forwarded to the DRT. The cases from Jammu and Kashmir , Punjab, Himachal Pradesh, Chandigarh and Haryana were being forwarded to the DRT, Jaipur. It was difficult to go Jaipur along with their advocates to contest the cases. It also involved a lot of money and time.

Mr Jain disclosed that over 10,000 cases were pending before the Jaipur Recovery Officer. He said the the industry and trade alleged that banks and other financial institutions had in some cases fabricated cases and forwarded them to the DRT for recovery. The debtors were not giving the proper opportunity to contest due to pressure of work. Generally the DRT authorities adjourned the cases for next hearing, he added.

The chamber also criticised the amendments in the DRT Act 19(6) to empower the Debt Recovery Tribunal to pass order for attachment of the property before judgement for appointment of commission or receiver for preparation of inventory for possession of property or sale thereof. It observed that in most of the cases the bank and the financial institutions prepared a case of their own interest to file before Debt Recovery Tribunal. The recovery amount is subject matter of details whether the bank rightly drived out the amount against the defendant.

The chamber also demanded that the presiding officer should be granted power to transfer cases from one tribunal to the other. Top

AMBALA Jan 5 — The long-drawn faces tell no tales. The unoccupied chairs around the tables with no curry spots give only a sneaking idea. It is only when you dig deep, the dhaba owner dejectedly complains in a low tone, “life’s work has been bad ever since the bus stand shifted.”

His servant, in dingy pullovers over soiled pajamas, scampers towards the dust-coated car, screaming “Here, come, come, here, ours is the famous dhaba, the original one,” even before it halts, as always.

“Even this may not last long,” says the fry cook remorsefully, looking away with cold eyes towards the concrete sidewalls of the impressive bridge coming up on the National Highway Number 22.

“Soon,” he says, covering the steaming bowl with a brass plate, “perhaps in another six months, the speeding vehicles will pass over the bridge, to their homes, without stopping here for lunch, even dinner. What will become of our business, only God knows.”

As he narrates his woes, a puffing and panting truck unburdens loose earth on the under-construction over-pass looking down upon the bright cheerful boards over the dhabas, crowded to suffocation in half-a-kilometre.

This last stop before the journey’s end had been “famous” among the country-trotters, “even before the Partition”, as one dhabawala puts it. The aromatic lure of spicy grilling and broiling had been “simply irresistible” for the wayfarers stepping down from the train to get on the bus.

The low-down grandeur had remained unchallenged as the indifferent cars and vans had whizzed past so many resorts and restaurants on the Chandigarh-Ambala speedway over the past few years .

Little wonder that “chef” Charanjit Singh’s farmer father had picked up this spot for opening a dhaba after shifting from Hoshiarpur in the mid-eighties.

“The location,” he said, “was ideal. Next to the bus stand, opposite the railway station. In recent years, we had so many executives travelling to Delhi in their cars with Chandigarh opening to the commercial world. All was well before the bus stand for long-route buses shifted. As if this is not enough, soon the flyover will be inaugurated.”

Drying the steel plates with a moist towel, he says, “We barely manage to earn dal roti for now 55 customers come here for a bite as against a 100 earlier. Things are so bad that I have to fired three servants.”

Development does not come without a price. The gigantic bridge, once completed, will ease off the authorities’ headache of traffic woes. It will also bury the landmark place, along with the livelihood of many. The bridge will take its toll. Top


 

Announce wheat price: Hooda

SONEPAT, Jan 5 — A senior Congress leader, Mr Krishan Murti Hooda, today urged the Central Government to announce the support price of wheat as Rs 900 per quintal.

In a signed press statement issued here, Mr Hooda appealed to all the members of Parliament, particularly the INLD and the BJP, to put pressure on the Central Government for announcing the support price of wheat.

The Congress leader urged the State Government to declare the whole of Haryana as drought-hit and start relief works immediately so that the farm labourers could get employment.

Giving the instances about the suicide cases of farmers in Rohtak district, Mr Hooda appealed to all the pro-farmer Chief Ministers of various States to take up the matter with the Prime Minister, Mr Atal Behari Vajpayee, and ask him to announce the support price of wheat and other crops immediately. Any delay in announcing the support price of wheat will be disastrous for the farmers, he warned.

Expressing concern over the selling of rationed commodities, particularly levy sugar and kerosene oil, on premium Mr Hooda urged the State Government to order a high-level inquiry into the case going on with the connivance of certain officials of the Food and Supplies Department in Sonepat and Rohtak districts.

KU staff to get DA on Haryana pattern

KURUKSHETRA, Jan 5 — The executive council of Kurukshetra University at a meeting held here today sanctioned dearness allowance to its employees on the Haryana Government pattern.

The meeting, which was presided over by Dr ML Ranga,Vice-Chancellor of the University, aslo allowed the uniform and washing allowances to the nursing staff of the university's health centre on the Haryana Government pattern.

By another decision, the executive council decided to enhance the remuneration of supervisory staff and service staff on examination duty as per the Panjab University pattern.

The council by another resolution decided to serve a show-cause notice for termination of services on a lecturer in the Music Department in a molestation case.

By another decision, the council raised the salary of part-time teachers from Rs 4000 to Rs 5000.

It also nominated the Pro-Vice-Chancellor of Kurukshetra University, Prof Hoshiar Singh, on the establishment committee.

The council further also resolved to treat the Director of Sports in the University on the UGC pattern.

It approved the appointments of Prof Ranbir Singh as Dean Academic Affairs and Dr ND Sharma as Chief Warden. It also approved the appointment of a professor on the Ravi Dass Chair.

Enhanced pension from November

CHANDIGARH, Jan 5 — The Haryana Government has decided to give old-age pension at the enhanced rate of Rs 200 per month from November 1999. Pension for the month of December and arrear (Rs 100) for the month of November would be paid to all beneficiaries during January.

There were 6.50 lakh beneficiaries under this scheme who were being given pension at the rate of Rs 100 per month, but the Chief Minister announced to double it to Rs 200 from November, besides relaxing norms to benefit more.

The announcement was made by the Chief Minister on the occasion of the birthday of Chaudhary Devi Lal which was celebrated as ‘Jan Kalyan Divas’ on September 25 at Hisar.

About 2.56 lakh beneficiaries were identified under the old-age pension scheme in Haryana in a survey conducted last month after relaxing the norms of the scheme. Earlier, 98946 eligible persons were identified under the scheme during the months of February and March, 1999. Now a total of 10.05 lakh beneficiaries are being given the benefit.

A sum of Rs 130.80 crore will be paid to the beneficiaries under the old-age pension scheme during this financial year.

It may be recalled that the present government had amended the existing scheme eliminating the separate criterion being adopted for beneficiaries in rural as well as urban areas regarding land-holding and income of the applicant, his spouse and dependent children from all sources.

Now the eligible beneficiary should be 60 years or more in age and a domicile of Haryana. The restrictions have been eliminated in view of the hardships being faced by the beneficiaries in getting certificates of their land-holdings and income.

However, the Government had retained the earlier clauses to keep the creamy layer out of the purview of the scheme.

CM concedes cops’ demands

HISAR, Jan 5 — The Chief Minister, Mr Om Prakash Chautala, not only conceded most demands of State policemen but also gave them more.

Addressing the police welfare conference here today, the Chief Minister announced Rs 5 lakh ex gratia each for the two deceased policemen. One policeman died saving children in the Sonepat fire tragedy on Divali, other was killed in an encounter with dacoits near Faridabad.

Earlier, the Director General of Police, Mr SPS Rathore, presenting the charter of demands to the Chief Minister had sought an ex gratia of Rs 1 lakh each for the two policemen. Mr Chautala also announced a compensation of Rs 3 lakh for a policeman who was injured in the Sonepat fire tragedy.

The policemen demanded "at least one promotion in 20 years", the Chief Minister said 20 years was a long time and the policemen will get at least one promotion in 16 years.

Similarly the Chief Minister announced the enhancement of ration allowance for the Haryana Armed Police from Rs 150 to Rs 350 and Rs 250 from Rs 100. The policemen has demanded that the allowance be doubled.

About the demand of bringing the parity in regard to pay revision and other facilities on a par with Punjab, the Chief Minister said, the matter had already been referred to the pay anomaly committee. He said, he will ask the committee to expedite its report. He favoured giving same facilities and benefits to the police personnel in Haryana as were being given in Punjab.

The Chief Minister announced that the ceiling on the number of telephone calls made by the Superintendents of Police in regard to their duty would be withdrawn.

Mr Chautala also announced the reinstatement of about 300 commandos of the Haryana police, who were dismissed by the Bansi Lal Government, for their alleged involvement in abetting rebellion in the police force.

The Chief Minister agreed with the policemen about re-starting the B-one system of tests, which enabled the policemen to compete in intra-departmental tests for out of turn promotions.

Kanshi to decide on tie-up: Choudhry

YAMUNANAGAR, Jan 5 — The final decision of an alliance between the Bahujan Samaj Party and the Congress will be taken up by the BSP supremo, Mr Kanshi Ram.

Mr Jagpal Singh Choudhry, senior vice-president of the Haryana BSP, while talking to mediapersons here today informed that a two-day convention of the national executive would be held at Bhubaneswar (Orissa) on January 6, 2000. The agenda would be formation of alliances between different political parties of the state where the election was scheduled to be held either in February or in March.

He said Congress leaders were trying to contact BSP leaders for the alliance. The BSP state president, Mr Aman Kumar Nagra, had already given his views about an alliance to the party’s high command.

Mr Jagpal Singh said he was likely to contest the ensuing Vidhan Sabha election from Chhachhrauli (Yamunanagar district) on BSP ticket.

He said on January 17, 2000, a state-level rally would be organised at Meham in Rohtak district.

Computerised rail reservation at Rohtak opened

ROHTAK, Jan 5 — Rohtak railway station has been connected to all the railway stations in India through a computerised reservation system. The counter for the system was inaugurated by Mr B.L. Mina, Assistant Commercial Manager, Delhi division, today.

Mr Mina got the first ticket booked from Rohtak to Delhi by the Farakka Express.

He said the counter, set up at a cost of Rs 15 lakh, started functioning at 2.15 pm. The computerised reservation facility had been started at one counter, but it could be made available at three additional counters, if required, he added.

Commenting on the supply of potable water at the local railway station, he said the Railway's had deposited the required amount with the Public Health Department and water would soon be supplied through a three-inch pipe line.

Haryana MPs to meet PM on SYL

RATTIA (Fatehabad) Jan 5 —Union Minister of State for Home ID Swami said the Union Government will take firm steps to root out terrorism.

Addressing a public meeting organised by the BJP here yesterday evening, Mr Swami warned disruptive elements not to read in the release of 3 militants in exchange for 160 hostages India’s weakness for if the country had taken one step back for the safety of its passengers, it could take five forward.

Mr Swami appealed to voters to support the INLD-BJP alliance in the forthcoming assembly polls.

He said all members of Parliament from Haryana would soon meet the Prime Minister and request him to settle the Sutlej-Yamuna link canal issue on the pattern of the Cauvery- water dispute.

Speaking on the occasion, Mr Ram Bilas Sharma, leader of the state legislative party of the BJP speaking on relations between the INLD and BJP, said relation between the two parties were like that of an elder brother and a younger brother. He denied differences over seat adjustments.

Chautala to launch campaign on Jan 11

FARIDABAD, Jan 5 — The Chief Minister of Haryana, Mr Om Prakash Chautala, will launch an election campaign of the ruling Indian National Lok Dal (INLD) for the Vidhan Sabha mid-term poll from Faridabad on January 11.

INLD sources said here today that Mr Chautala would address a public meeting at the ground opposite to the Hitkari factory in the NIT area. He would also announce restoration of water and electricity connections in jhuggis that were withdrawn by the Bansi Lal government besides the regularisation of unauthorised colonies.

The Chief Minister was also expected to announce new house tax policy to be persued by the Faridabad Municipal Corporation.

312 works get HSAMB approval

CHANDIGARH, Jan 5 — The Haryana State Agricultural Marketing Board (HSAMB) has accorded administrative approval for 312 works to implement the announcements made by the Chief Minister, Mr Om Prakash Chautala.

A board spokesman said here today that this approval would entail construction of more than 1100 km of new roads in various districts of the state. The board was giving top priority to the demands made by the panchayats and group of people to the Chief Minister in the "Sarkar Aapke Dwar" programme.

The spokesman added that work on construction of new mandis and repairs of old and existing mandis was also being taken up on priority.

Two arrested in dowry case

SIRSA, Jan 5 — The district police has arrested mother-in-law and sister-in-law in a dowry case.

According to the police press note issued here today, Paramjeet Kaur of Muhammadpuria village had lodged a complaint with the police that she was beaten by her husband, Baljeet, his father Kesar, mother Malkiat, brother Karanjeet and the latter’s wife Paramjeet of Peerkot district in Bhatinda. She was threatened and turned out of the house by them as demand of Rs 2 lakh and two acres of land as dowry were not met by her. A case under Sections 498-A, 406, 506 and 34 of the IPC was registered against the five accused. Malkiat and Paramjeet have been arrested.

Meanwhile, seven persons were arrested in different cases of gambling and possession of illicit liquor.

During an intensive drive launched against the gambling five persons, including, Om Parkash Arora of Sirsa, Lilu Ram, Dharmendera Kumar, Om Parkash, Jitu Kumar Mahajan of Kalanwali have been arrested.

Jagtar Singh of Baraguda and Kujdru of Darba Kalan village were arrested under the Excise Act.

Cleanliness drive proves abortive

PANIPAT, Jan 5 — A special fortnight cleanliness drive launched by the nagar parishad to clean the city has proved abortive. Despite strict orders issued by the Deputy Commissioner to the nagar parishad, public health services and other departments related with this drive seem to have remained "unaffected".

Roads, lanes and by-lanes in the city do not appear to have had any effect of the drive as heaps of garbage can be seen at various places, besides clogged drains.

The Deputy Commissioner, Mr Sandeep Garg, had convened an emergency meeting of officials of the public health services and the nagar parishad last month and directed them to initiate a cleanliness drive in the city. In compliance with the directive, a cleanliness drive was launched from December 18 to 31, for which the city was divided into 14 zones.

Some activity was visible on the first day of the drive, following which it appeared to have been abandoned.
