Campus beat
Students begin campaigning for poll
Tribune News Service

CHANDIGARH, Sept 15 — The announcement of elections at Panjab University yesterday has electrified the atmosphere on the campus and in city colleges. PU is the only campus in Punjab where direct elections to the student bodies are held.

While the election scene is yet to fully unfold itself, campaigning is in its early stages. One of the students' organisations has already put up a tent outside the hostel for boys and representatives of various parties have started seeking commitments from students. They are even visiting the colleges to activate the election scene there.

In Government College-11 and SGGS College for Boys, Sector 26, students contesting for various key posts have started campaigning.

However, with the Student Federation of India (SFI) clarifying that it will not align with the ABVP and NSUI, a three-cornered contest is likely in the elections this time. While the Panjab University Students Union (PUSU) is likely to align with the National Students Union of India (NSUI), Students Organisation of Panjab University (SOPU) will have a possible alignment with the ABVP and the Haryana Students Association (HSA) with the SFI. A clear picture of the alliances and the issues on their agendas will emerge in a day or two.

Meanwhile, the three-member election tribunal constituted by the Vice-Chancellor for the elections will include Prof S.K. Malik of the Mathematics Department, who is presently Dean Foreign Students also; Prof Pradeep Kumar of the Political Science Department and Prof Bal Krishan of the Department of Laws. All election disputes or any objections will be referred to the tribunal. The Dean Students Welfare, Prof V.K Bansal, will hold a meeting with the representatives of various students organisations tomorrow to discuss the code of conduct for the elections.

Cut in aid condemned: The All-India Federation of University Teachers Associations (AIFUTA) has condemned the Government of India's directive regarding reduction of grants to the universities in the garb of austerity measures. Prof P.P. Arya, President of the association, has in a press note pointed out that it is irrational on the part of Central Government to treat the universities, as its other bureaucratic departments and to impose cuts on non-plan, non-salary expenditure as underlined in the office Memorandum of August 5, circulated by the UGC on August 31, 1999.

A blanket ban on filling vacant posts and foreign travel for attending academic conferences would be disastrous for the maintenance of standards of teaching and research. He pointed out that the universities are already starved of funds and are facing acute financial crisis for meeting the minimal expenditure for the proper conduct of teaching and research work.

They have also criticised the reported remark of the Punjab Chief Minister advising the universities to sell their estate for meeting their routine expenses.

Professor Arya has further stated that a meeting of the North-Zone Council of AIFUTA will be held on September 25 to consider action against the irrational policies of the government.

Protest unjust, say doctors: The Chandigarh Ophthalmological Society has condemned the recent demonstrations and protests against Dr Rajan Chugh, part-time ophthalmologist at the Health Centre, who had allegedly removed a dead eye of a Panjab University employee.

Dr B.P.S. Malhotra, President of the society has in a press note stated that the patient, who had a dead (blind), white eye for nearly 20 years and used an artificial (platic) eye over it for cosmetic reasons had sought treatment from Dr Chugh. Since he had complained of bulge and pain and inability to use the artificial eye, he was offered partial removal, the only permanent treatment possible in this case.

Dr R. Kumar, Senior Vice-President of the society opines only when the patient is satisfied, that he agrees to pay the medical fee. The members of the society have condemned the behaviour of the patient and the action of the President of PU Non-Teaching Employees Federation.

Election sought: Students of Arts College, Sector 10, in a press release here today demanded elections to a student body in the campus.

Harvinder Pal Singh and Manmohan Singh, both students , said the students faced a lot of problems in the absence of an elected forum to voice the grievances. Students who raise the demands were often "snubbed" by the authorities, the note added.Back
