Hooda seeks repoll in all Rohtak booths

CHANDIGARH, Sept 8 — The Haryana Congress has demanded that the paramilitary forces should be deployed to guard the strongrooms where the electronic voting machines are kept.

In a letter written to the Chief Election Commissioner, the party chief, Mr Bhupinder Singh Hooda, in whose constituency of Rohtak the EVMs were used, said the deployment of the paramilitary forces was necessary because the Haryana Police could bow to the "nefarious designs" of the state's ruling party, which had been exposed for its naked misuse of government machinery in the elections.

Mr Hooda alleged that Chief Minister Om Prakash Chautala had been terrorising the state's officials by saying that they would be taken to task after the elections if they did not dance to his tunes during the elections.

He also demanded a repoll in all booths of the Rohtak constituency where irregularities of gross nature were committed by the INLD-BJP combine and were brought to the notice of the authorities concerned on the polling day itself.

Meanwhile, two senior leaders of the Haryana Congress, Dr K.V. Singh, vice-president, and Dr Ram Prakash, general secretary; have challenged the claim of Mr Chautala that the elections in the state had been free, fair and peaceful.

In a three-page statement here today the Congress leaders charged the Chief Minister with misusing government machinery, resulting in large-scale booth capturing and bogus voting practically in all the constituencies of the state.

They said in Rohtak alone Mr Hooda lodged 28 written complaints with the Returning Officer (RO) mentioning the numbers of the polling booths and the names of government officials involved in the booth capturing.

Mr Hooda demanded a repoll in several booths spread in the Assembly segments of Beri, Kiloi, Hassangarh, Badli, Jhajjar, Rohtak and Sahalawas.

The Congress candidate also named a BDPO, a Presiding Officer in Matan village, a Polling Officer of a booth in a Rohtak school, a DSP, a polling officer in Bahu Akbarpur village and a woman polling officer who, he alleged, were involved in poll irregularities. In Birdhana village of the Beri segment, he alleged, the INLD workers prevented Harijan voters from casting votes.

He said in a glaring example of booth capturing 600 votes were shown to have been polled at booth no. 16 of Gochhi village as against the signatures of 490 voters.

Dr Singh and Dr Ram Prakash said the Congress candidates from Ambala and Bhiwani had also reported large-scale irregularities by INLD-BJP workers. They alleged the INLD musclemen in connivance with the police indulged in large-scale rigging at certain booths in Mundhal Khurd, Adampur and Dadri Assembly segments.

Ballot boxes under heavy security

GURGAON, Sept 8 — The district administration is leaving nothing to chance for the safety of the ballot boxes in connection with the just concluded elections in Gurgaon, covering parts of Mahendergarh and Faridabad Parliamentary constituencies.

The Deputy Commissioner-cum- District Election Officer, Gurgaon, Mr Krishan Kumar, said apart from maintaining vigil against possible mischief from human beings, the administration was on guard against possible damage to ballot papers from insects.

The authorities have sprayed several rounds of high-powered insecticides in the strong rooms.

A 13-member team of Haryana Armed Police (HAP) has been deputed for each of the four strong rooms.

There are six Assembly segments falling in the district. Out of these, Nuh, Taoru and Ferozepur Jhirka are part of the Faridabad Parliamentary constituency, while Gurgaon, Sohna and Pataudi segments are part of Mahendergarh Lok Sabha seat. The strong rooms, will be converted into counting stations later.

According to Mr Krishan Kumar, the district police has sought for paramilitary force for deployment during the counting of votes.

Chautala irked by Sonia’s remarks

CHANDIGARH, Sept 8 — The president of the Indian National Lok Dal, Mr Om Prakash Chautala, has taken strong exception to the statement of the AICC President, Mrs Sonia Gandhi, terming Prime Minister, Atal Behari Vajpayee as a "traitor" in her election speech recently.

Mr Chautala described Mr Vajpayee as a true nationalist and reminded her that it was none other than the former Congress President and then Prime Minister, Mr P.V.Narasimha Rao, who had deputed Mr Vajpayee to represent India in Geneva on the issue of human rights and India's case was successfully presented by Mr Vajpayee.

Mr Chautala said Mrs Gandhi being a novice in politics should desist from making such irresponsible statements and levelling false allegations. It appeared as if Mrs Gandhi did not understand the meaning of "gaddar". He said it was the integrity of Mrs Gandhi which was at stake and not of Mr Vajpayee. He also reminded her that during the 1971 Indo-Pak war it was she, who, fearing death, had fled to Italy along with her husband. It was very astonishing that now the Congress had chosen her as a Prime Ministerial candidate, that too at a time when India had already become seventh nuclear power in the world. Mr Vajpayee, being a true patriot , able statesman and a man of farsightedness, would be the right choice to guide the destiny of the nation in the days to come.

He said the manner in which Mr Vajpayee had handled the Kargil conflict had been highly acclaimed the world over as Pakistan was isolated and forced to return the occupied territory.

By levelling charges Mrs Gandhi was lowering the level of debate on important issues and that too at a time when the entire world was watching the largest democratic country going to the polls.

Mr Chautala said it was also wrong on the part of Mrs Gandhi to say that the BJP and its allies could divide society and destroy traditions to gain power.

Haryana move on teachers recruitment

CHANDIGARH, Sept 8 — The Haryana Government has taken out the posts of school teacher from the purview of the State Staff Selection Commission (SSSC), which has been the nodal recruitment agency for the posts so far.

According to an official spokesman, this decision was taken at a meeting of the Cabinet held under the chairmanship of the Chief Minister, Mr Om Prakash Chautala, here today.

He said the issue of shortage of teachers in government schools came up before the Cabinet which decided that the vacancies of teachers should be filled immediately so that the students do not suffer.

To speed up the process of recruitment, the Cabinet, he said, decided that the posts should be out of the purview of the commission and teachers should be recruited through a departmental committee.

It may be recalled that the Chautala Government had terminated the services of the Chairman of the commission, Mr Man Mohan Singh Chaudhary, and the members. Mr Chaudhary had filed a writ petition against the government orders. Since the petition is pending before the Punjab and Haryana High Court, there is no hope of an early appointment of the chairman and the members of the commission.

Interestingly, the commission had already selected various categories of teachers like science masters, science mistress, maths masters and maths mistress which have been stayed by the High Court. In view of the court orders how a departmental committee would recruit teachers of these categories expeditiously is not clear.

The Cabinet also gave its ex-post factor approval to the decision to name government and aided educational institutions after the martyrs of ‘Operation Vijay’ in those places to which they belonged.

A proposal to bifurcate the department of Irrigation and Power was also approved by the Cabinet.

Kidnapping case solved, 2 held

KURUKSHETRA, Sept 8 — Following the arrest of two militants belonging to the Jarnail Singh Satrana gang, the mystery shrouding kidnapping of two traders, Satinder Kumar Goyal and Sanjeev Kumar Goyal, both residents of Gajlana village near Ladwa in this district in 1994, has been solved.

The arrested persons Bakhshish Singh and Dilbagh Singh, allegedly responsible for killing several innocent persons, were brought from Delhi to Ladwa police station, 15 km from here, yesterday.

According to police sources, they were nabbed on the basis of information provided by their third accomplice, Kulwant Singh, alias Kanta, who was arrested by the Delhi Police a couple of days ago for carrying RDX.

During interrogation, the arrested persons reportedly confessed having a hand in a number of murders committed in Haryana, Punjab and Uttar Pradesh. They also confessed that they had kidnapped the two traders in 1994 and had demanded ransom.

Talking to mediapersons here, he alleged that as the police administration had remained silent on this issue this had caused widespread resentment among Congress workers.

Naming the Rohat, Baroda, Rai, Kailana and Gohana Assembly segments where BJP and INLD workers had intimidated voters and kept them away from the voting, Mr Sharma alleged that they had virtually captured the polling booths and resorted to bogus voting in the presence of polling staff. At some places, the members of the polling staff on duty were also involved in bogus voting.

He further alleged that he had received reports about bogus voting from the polling booths set up in the office of the Block Development and Panchayat Officer, FCI godown, Model Town Bayyanpur and Lehrara villages besides the Shambhu Dayal Modern School, Sonepat. Similarly, bogus voting was reported from Murthal, Kundli, Rathdhanna, Deepalpur, Kurar, Shahpur Turk, Bali Qutabpur, Gumar, Debarpur, Rehmana, Sardhana, Gopalpur, Pipli, Thana Kalan, Kundal, Kakroi, Mahra, Mehlana, Salimsar Majra, Farmana, Ridhao and Krewri villages.

Kadian, Nair expelled from HVP

CHANDIGARH, Sept 8 — The Haryana Vikas Party of Mr Bansi Lal today expelled its two MLAs, Mr Bijender Singh Kadian from Naultha and Mr Jagdish Nair from Hassanpur, from the party for six years.

According to a statement issued by the organising secretary of the party, Mr Abhey Ram Dahiya, the two MLAs have been expelled from the party for their alleged anti-party activities.

Mr Kadian had supported the former Chief Minister, Mr Bhajan Lal, in the recent Lok Sabha elections in the Karnal Lok Sabha constituency while Mr Nair also worked against the HVP in the Faridabad constituency.

With the expulsion of these MLAs the strength of the HVP has come down to 16 in the 90-member House.

It is believed that six MLAs were feared to be willing to split the 18-member HVP. To make their task difficult the HVP leadership struck at these two MLAs because the ruling party will now have to make contacts with two more MLAs if it wants to engineer a split in the 16-member party.

However, the exercise of the HVP leadership seems to be futile. In view of the Supreme Court verdict that even the expelled members would continue to be on the rolls of the party which originally set them up as candidates in the elections, the two expelled members can be part of the group splitting the HVP.

Call to create AIDS awareness

CHANDIGARH, Sept 8 — The Haryana Financial Commissioner and Secretary, Health and Medical Education, Mr G. Madhavan, today stressed the need for creating an awakening about the ill effects of AIDS among people and imparting sex education from adolescent age.

He was speaking at a one-day AIDS awareness workshop organised at Panchkula.

He emphasised that it was essential to start providing sex education from the adolescent age as physical changes occurred at this age.

Mr Vivek Joshi, Deputy Commissioner, Panchkula, advised the people to have a sympathetic and affectionate attitude towards AIDS patients like patients of any other non-curable disease. He appreciated the efforts of the Surya Foundation in the cause of creating AIDS awareness among the youth.

Mr R.K. Khullar, Managing Director, Haryana Tourism and Project Director, AIDS Control Society, said the persons infected with HIV positive could lead a normal life if they adopted a healthy life-style.

Dr R.K. Sharma, Chairman, Surya Foundation said AIDS workshops would also be organised in Kalka, Raipur Rani, Kot and Pinjore.

Garbage removal privatised

FARIDABAD, Sept 9 — Garbage removal is being handed over to a private company in Faridabad from October 1.

An agreement to this effect was signed between the representatives of a Delhi company and officials of the Municipal Corporation here last night.

Subedar Suman Mayor, told TNS today that the employees of the company would remove five tons of garbage daily from Sectors 8 to 18 in its vehicles and carry them to the Tigaon road, where it would be converted into manure. The company would be given land on lease to set up the plant to manufacture manure.The civic body would pay Rs 30,000 per month to the Delhi company for the job.

The officials of the company would make a survey of the Sectors from September 15 to identify the spots where garbage bins would be placed.

It is stated that the removal of garbage would also be privatised in the NIT area and Ballabgarh in the near future.

Experts caution against heliothis

HISAR, Sept 8 — Farm experts at CCS Haryana Agricultural University here have cautioned the cotton growers against the outbreak of heliothis on the cotton crop. According to them the climatic conditions are ripe for its growth.

Heliothis is popularly known as American bollworm. This pest feeds on buds and bolls and make them hollow. Each larva during its span of 16 to 20 days destroys 10 to 12 fruiting bodies, thus resulting into 20 to 25 per cent reduction in yield of seed cotton.

According to Dr P.D. Sharma, Senior Entomologist, the pest generally strikes around this time of the year when the crop is in fruiting phase and the weather is hot and humid. The pest incidence is usually high in humid areas with lush green crops.

He said that prolonged drought followed by rains increased the problem.

Suggesting measures to guard against the pest, Dr Sharma advised the farmers to inspect the crop thoroughly twice a week. If five or more larvae, which are light green with white broken lines on both sides of the body were seen per 10 plants, the crop should be immediately sprayed with either quinalphos, chlorpyriphos, triazophos, methomyl, carbaryl or endosulfan with a fine-tuned nozzle. He further advised that synthetic pyrethroids alone or in combination should not be used for the control of this pest.

Cinema owner booked

FATEHABAD, Sept 8 — The police yesterday registered a case under the Copyright Act against a local cinema owner and seized recorded copies of film Badshah which was being shown in the theatre.

According to sources, M/s Prime Productions Private Limited, New Delhi, who are authorised dealers of the area for Venus Records and Tapes, Mumbai, had complained to the police that the film which was being shown in the theatre was a recorded one and not original print.

Mr Satish Kapur, a representative of the company, said in his complaint that his company had the copyrights for the film.

The police raided the cinema and asked the manager to show the documents of the film. When the manager failed to produce the documents, the police registered a case under Section 51, 52, 63 and 68A of the Copyright Act against the cinema owner and seized the copies of the film.

24 hurt as truck hits train

AMBALA, Sept 8 (UNI) — At least 24 passengers were injured, six of them seriously, when a truck dashed against the 2926 Down Paschim Express train between Dhandari Kalan and a block hut near Ludhiana today.

The train which had stoppage only at Ambala Cantonment station after leaving Ludhiana was, however, detained for 20 minutes for detraining seriously injured passengers to take them to Oswal Hospital, according to railway sources here.

The remaining injured who suffered minor injuries were given medical treatment by the railway doctors at the station. Consequently, the train was delayed for 40 minutes.

The sources said that the Northern Railway headquarters has ordered an enquiry into the incident to be conducted by the Railway Divisional Manager of Ferozepore.

Man’s legs severed

FARIDABAD, Sept 8 — Armed persons yesterday severed the legs of Sukhbir in Sihol village under Chandhat police post. The incident was the result of rivalry between two groups of criminals who are wanted in several cases in U.P. and Haryana.

It is stated that Sukhbir’s arms were also severed by the same group which had attacked him a few years ago. Sukhbir has been rushed to Safdarjang Hospital in Delhi in a critical condition.

When contacted a police spokesman neither confirmed nor denied the incident.
