Sale of banned lottery tickets
34 persons arrested

CHANDIGARH, June 17 — A total of 34 persons allegedly dealing in banned single- digit lotteries, selling tickets without any permission and cheating members of the public by charging more than the printed price were arrested by a team of the Chandigarh police this afternoon.

A team of the east division of the police raided seven different locations — five in Mani Majra and two in Sector 29 — and seized tickets worth several lakhs of rupees from these places.

One of the traders in Mani Majra, Lekh Raj, managed to escape when the police raided his premises while his two employees were nabbed. At all other six locations, the traders were arrested along with their employees. Such illegal trades are carried out everyday in the city and a large sum by way of revenue is lost.

The modus operandi

The traders were using a unique modus operandi to cheat lottery addicts. A state government-run lottery, the sale of which is allowed in the city, and priced at Rs 1.10 for each ticket was being sold for Rs 11 each. As per the regulations, a prize of Rs 10 was guaranteed in a block of 10 tickets that should have been sold for Rs 11 in total .

The dealers started running their own scheme on the same tickets by promising a prize of Rs 100 in block of 10 tickets while selling each ticket for Rs 10. The other side of the trick was that the prize could be won on the last digit only . This was opposite to the provisions of the sale of that lottery. By doing so, the traders paid revenue only on Rs 1.10 while pocketing the rest and cheating the public.

People are cheated due to a unique modus operandi used by these lottery sellers while selling tickets, sources said, adding that the police had secret information about such a sale of lottery tickets . The police raided all places simultaneously and sent decoy customers, who purchased tickets as proof. According to sources , the traders were found to be allegedly selling tickets of single-digit lotteries that are banned in city. Besides, the traders did not have any permission for a particular brand of lotteries. They had reportedly permission for only a few selected brands, while the sale was going on for all brands.

In almost all cases, even banned lotteries were being sold openly. The persons arrested are: Surinder and four of his employees from Sector 29, Sushil and Sanjay along with two others from the same sector. In Mani Majra Roshan was arrested alongwith four others. The biggest catch was Suresh Kumar and his 12 accomplices. Mohinder Pal and an employee of his was nabbed, besides Prem Singh was nabbed with two of his men, while two employees of Lekh Raj, who managed to escape, were arrested.

The arrested persons have been booked under sections 420, 406 and 120-B of the Indian Penal Code. Besides, the police has also evoked sections 4,5 and 7 of the Lotteries Regulation Act , 1998.Back


 

4 DSPs shifted

CHANDIGARH, June 17 — The Chandigarh Administration today ordered the transfer of four Deputy Superintendents of Police (DSPs) and gave additional charge to two other DSPs, besides their present assignments.

The DSPs of the Chandigarh police are directly under the charge of the Home Department and their transfers and postings are ordered by the Administration only.

In today's orders Mr S.C. Abrol, presently posted in the Police Lines, was shifted to the detective wing in place of Mr Surjeet Singh. He will also hold the additional charge of the security wing where he replaces Mr S.C. Sagar who was suspended almost a month ago.

Mr Surjeet Singh will join in place of Mr Abrol in the Police Lines. Mr Surjeet Singh will also hold the additional charge of the Home Guards.

Mr S.S. Randhawa, posted in the airport security wing, has been posted in the traffic wing. He had been carrying out duties of DSP (Traffic) ever since Mr Devinder Singh Thakur was suspended.

Mr Bhagwan Dass Bector, DSP, South, will hold the additional charge of the airport security wing.

Mr Jaspal Singh, presently posted in the headquarters, will be DSP, Operations.

Mr Dayanand, presently in the crime wing, will hold the additional charge of the police control room.Back


 

Remand for 3 engineers

CHANDIGARH, June 17 — The Judicial Magistrate, Mr A.K. Bishnoi, today remanded three engineers suspected in the kickback case, registered by the Vigilance Department to police custody for one day.

They are J.C Gilhotra, a former Chief Engineer of the PSEB who was on deputation with the Chandigarh Administration as Superintending Engineer (Electricity), C.J. Rai, a former Executive Engineer with the Administration and now Superintending Engineer with the PSEB, and J.K. Gandhi, a Junior Engineer of UT Cadre. All the three officials were picked up by the Vigilance Department staff in the early this morning and were produced before the magistrate this afternoon.

All of them were accused of “Preparing highly inflated estimates”. There was inordinate delay in allotting work to Mr J.S. Sawhney and in allotting work to their favourite contractor, Mr Yash Pal Saggi.

K.K Jerath, former Chief Engineer, who was arrested yesterday, was sent to judicial lock-up this afternoon. The FIR was registered on the basis of a complaint lodged by Mr Gurmel Singh, Joint Secretary, Home for Home Secretary-cum-Chief Vigilance officer, Chandigarh, on March 16, 1999, and the suspects were arrested after more than three months.

The FIR, also names Jagdish Mitter, Superintending Engineer (Electrical), and Sadhu Singh, Executive Engineer, as suspects. The prosecution has not arrested them so far.

Jagdish Mitter had turned approver in an earlier case and had confessed in his statement that he had taken Rs 3.2 lakh as kickbacks from alleged middlemen. He was reinstated by the Administration and appointed to the same prized post of Superintending Engineer (Electrical).

Sadhu Singh was arrested in an earlier case and remained both in police remand and judicial lock-up. He has since been bailed out but continues to be under suspension.

Explaining facts of the case in person, Jerath told the court that Mr Sawhney had laid the cable at the rate of Rs 2,200 per metre earlier. But Mr Sawhney had said he had offered only Rs 1,100 per metre for laying the cable.Back


Chandigarh, Panchkula top in CET

CHANDIGARH, June 17 — The results of the combined entrance test, 1999, conducted by Panjab University on May 22 and 23 for admission to nearly 600 seats in various medical, engineering and architecture courses in local colleges and Department of Chemical Engineering and Technology, PU were declared here today.

While Chirag Kamal of Chandigarh has topped the entrance test for the medical group by scoring 279.5 marks out of a total of 360, Vikas Bansal of Panchkula has topped the engineering group by scoring 314.5 out of 360 marks.

Of the first 10 students who have qualified for admission to the medical colleges, four are from DAV College, Sector 10. They are the topper Chirag Kamal Ahuja; Neeraj Gupta, who is placed fourth with 262 marks; Basant Garg, who is sixth with 259.75 marks, and Amit Gupta, who has ranked 10th. Whereas Balika Gupta, who has ranked second with 278 marks; Neeraj Kaur, who is seventh with 259.75, marks and Purva Khandelwal, who is 9th, are students of Government Model Senior Secondary School, Sector 16.

Rashi Singhal, who has ranked third in the medical group with 277.25 is from DAV Model School, Sector 15; Tanveer Samra of SD Public School, Sector 32, is fifth with 261.75, marks and Harsimran Singh of SD Model School, Ferozepore, is eighth with 257.75 marks.

Vikas Bansal of Panchkula, who did his plus two from Government Model Senior Secondary School, Sector 46, has topped for admissions to the engineering courses. He had secured earlier the eighth position in IIT and Roorkee engineering examinations. Vineet Kumar of Ranchi is second with 310.7 marks; Mayank Bansal of Jawalapur (Hardwar) with a score of 310 marks is placed third; Sachin Gautam of Jalandhar is ranked fourth with 306.25 marks, Mayank Rawat of Panchkula is fifth with 302 marks, Anupam Aggarwal of Panipat is sixth, Kinshuk Jerath of Chandigarh is seventh, Gaurav Chadda of Delhi and Preeti Sud of Chandigarh are ranked eighth, Jagdish Singh of Delhi is ninth and TVN Siri Ram is ranked 10th.

As many as 22000 candidates appeared for 43 seats in MBBS, 50 in BMHMS, 40 in ayurveda, 355 in PEC, including five for NRIs, 45 for architecture, including five for NRIs and 75 for the chemical engineering and technology course, including 10 for NRIs.

The copies of the result gazette will be made available for consultation by candidates at the following places on June 18 and 19 from 10 am to 5 pm. These are New Enquiry (Near Administrative block), PU; Gymnasium Hall, Department of Laws and Department of Chemical Engineering and Technology. In addition to the above, the copies of the gazette will also be available at Panjab University Extension Library, Civil Lines, Ludhiana, and V.V.B.I.S and F.S, Hoshiarpur (Sadhu Ashram).

Woman dies of poisoning

PANCHKULA, June 17 — The in-laws of Sunandha, a 30-year-old woman of Sector 4 here, who died of poisoning under mysterious circumstances last night, have been booked for allegedly causing her death.

The victim was rushed to the Sector 32 Government Medical College from the local General Hospital from where she was referred to the PGI in Chandigarh where she was declared brought dead. The police has registered a case of murder against her husband, father-in-law and mother-in-law, Sanjay Arora, Nanak Singh Arora and Dinesh Arora, respectively.

The father-in-law, a former HCS officer, and the husband of the deceased have been arrested by the police. They would be produced before the Duty Magistrate here tomorrow.

The woman, who was married to Sanjay in 1991, left behind two children, a six-year-old girl and a three year-old boy. The in-laws of the deceased have been booked on the basis of a statement given by her brother, Mr Tarsem Verma, of Sector 37 in Chandigarh.

The complainant, who runs a tailoring shop in Sector 22, in his statement alleged that the in-laws of his sister were constantly harassing her to bring dowry. In the past few days, the victim had reportedly telephoned her parents to save her from her in-laws.

The woman had stayed back with her brother for about 12 days before returning to the house of her in-laws a few days back. On one occasion, the woman’s brother along with his wife, Sulakshna, had come to leave her at her in-law’s house.

The autopsy of the deceased conducted at the General Hospital here mentioned poisoning with an insecticide as the suspected cause of death.The vicesra of the victim has been sent for chemical examination. When the last rites of the deceased were being performed at the Mani Majra cremation ground, a heated argument between the relatives on the two sides was averted when the DSP (City) rushed to the site. Police personnel had also to be deployed at the cremation ground to avert any clash between the two sides as tempers ran high. Back


 

Police to take action against erring persons

PANCHKULA, June 17 — The city police will take action against the landlords, tenants, and persons running commercial establishments in the township who fail to furnish details about domestic servants engaged by them by June 30.

The step is being taken following a lukewarm response given by the residents to the directives issued by the Deputy Commissioner under Section 144 Cr.P.C, making it mandatory for the residents to furnish details about domestic servants and other type of help engaged by them.

Initially, a period of two months, with effect from February 9, was given to the residents to provide the details as the involvement of domestic servants had been found in several incidents of crime. But after more than four months of the order, a majority of the residents had failed to provide the details.

As per the police records, of the total 4,600 forms distributed in different sectors, only 964 forms had been filled up and returned.

For example, of the 1,030 forms distributed in the Sectors covered by the Sector 7 police post, only 109 forms were replied. Similarly, of the 294 forms distributed by the Sector 16 police post, only 37 forms were submitted.

The Superintendent of Police, Mr Alok Mittal, said a number of residents who employed part time servants had not replied, thinking that antecedents of only those servants who were on full time jobs were required. Clearing the confusion, he said furnishing details about part time domestic help was also mandatory.

Some of the residents, on the other hand, said a number of houses had been left by the police personnel distributing the servant verification forms. Non-availability of the forms at the police posts concerned was also alleged by some residents.

According to the police, at least eight cases of burglary committed by servants in the houses of their employers had been reported in the city till May 31. In at least five of these cases, the police was clueless as the antecedents of the servants, who ran away with cash and jewellery of their employers, had not been provided to the police.

The local residents do not appear to have learned a lesson from the cases of burglary. Citing a case, Mr Mittal said on March 17, a Nepali servant, Ram Parsad, who had hardly completed a week of his employment in a house in Sector 7, drugged the occupants of the house and ran away with cash and jewellery. The owner of the house had not furnished details about the servant with the police.

Besides, a meeting of the resident welfare associations of different sectors with the police in January this year to advise the residents to identify the illegal entry points to their respective sectors and effectively seal them had yet to show results. The illegal entry and exit points were safe passage for anti-social elements, believed the police. Back


 

Workshop to review Y2K problems

CHANDIGARH, June 17— A workshop for the nodal officers of various departments, offices, corporations and boards of the Chandigarh Administration was held yesterday to review the problem of Y2K. The workshop was organised in collaboration with the National Informatics Centre, Chandigarh office.

Mr K.A.P. Sinha, Joint Secretary, Finance, who presided over the workshop, apprised the participants of the problem and its impact on the working of computerisation, especially where the calendar dates were involved.

The participants were told that the NIC would own responsibility where they had developed the software but in the case of software coming from other sources, the department concerned should complain or approach the software company only. He asked the departments to send their software complaints to Y2K.

He said that the utmost importance should be given to Y2K compliance and all nodal officers would be responsible to get the software and application software installed in their offices by stipulated date. The necessary assistance and guidance would be provided by the NIC, he added.Back

 

Harried investors form group

PANCHKULA, June 17— Hundreds of local persons, including a number of retired Army officers, who had invested several lakhs of rupees in short-term deposit and fixed deposit schemes of INCAN Mutual Benefit Ltd (Para Banking) are at their wits' end after they were refused payment since early this year.

The harried investors have formed a group to press upon the company to return their hard-earned money. Mr K.C. Gambir, one of the investors said around Rs 1 crore alone had been collected by the company under different schemes from local investors.

Mr R.K.Puri, who had invested his lifetime saving of Rs 25,000 with the parabanking company has written to the Reserve Bank of India in this regard. Efforts by the harried investors have resulted in the registration of a first information report (FIR) against three officials of the Lucknow-based company.

The police says that initially there were more than 60 complainants. The case had been registered on the statement of Mr Ajay Kumar Godara, one of the investors. The Branch Manager of INCAN, Col B.M.Suri (retd), Regional Manager ( Executive Director) INCAN, Major D.S.Multani (retd) and Chairman of INCAN based at Lucknow, M.S.Aujala, had been booked under Sections 406 and 120-B of the IPC. B.M.Suri has been remanded to judicial custody till June 19 by the Chief Judicial Magistrate.

Mr Gambir said complaints against the company were swelling with more cases of cheating of the public money coming to light. Back


 

2 held for snatching valuables

SAS NAGAR, June 17 — The local police has busted a gang of robbers with the arrest of two youths here.

Cases of cash and jewellery snatching had been on the rise in the town. Apparently, there is another gang involved in such cases.

The Ropar SSP, Mr Jaskaran Singh, told a press conference here today that the youths, Jatinder Singh Gill and Raghbir Singh alias Rinku, of Hanoor in Jagraon police district, were arrested yesterday at a naka set up by Mr Balwant Singh, SHO of Central police station, near the Cricket Stadium. The youths, in their early twenties, tried to flee on their scooter (PB-10U-2518) but were nabbed.

The police seized a purse containing jewellery, a polythene bag with Rs 5,800 in it and an NSS certificate for Rs 10,000 in the name of Kiran Gupta. The SSP said further questioning of the suspects led to the recovery of Rs 60,480 and some jewellery and purses.

One of the suspects, Jatinder Singh, was earlier studying at Lord Mahavira Homoeopathic College, Ludhiana, while the other, Raghbir Singh, was doing a course in electronics at Malout. They were staying in a local hotel since May 23.

The modus operandi was that one of them would stop an unaccopmpanied woman on the pretext of enquiring about some address while his accomplice waited on a scooter with its engine on. They would then flee after snatching her purse or jewellery.

The SSP said the total items recovered from them included 16 tolas of gold jewellery, about Rs 70,000 in cash and four purses. He said the youths admitted to the police that they were also involved in cases of snatching in Ludhiana.

They had also thrown into a nullah three or four purses after emptying their contents.

The rise in the number of cases of snatching had created a sense of insecurity amoung women and elderly persons. In one case, cash had been snatched from a retired Army officer inside a bank building.Back


 

Phone exchange in bad state

MANAULI (SAS Nagar), June 17 — Telephone subscribers of Manauli rural telephone exchange are a harassed lot due to continuing problems in the exchange.

In a written statement, several subscribers of the village complained that their telephones were dead for the past five days. Subscribers said that despite various complaints to the authorities, nothing had been done so far. Telephones in the area remain out of order for days together, posing several difficulties to the locals, subscribers alleged.

Nearest PCO is at SAS Nagar, about five kilometers from here. Villagers have to go there to make calls in the absence of proper working of their telephones.

More than 29 subscribers, in a statement, said that none of the maintenance staff was available at the exchange. The exchange remained locked for days together, alleged the local sarpanch, Mrs Surinder Kaur. It is very difficult to connect to the desired number in the village.

When dialed, the computer sounds every number being busy. It confuses most villagers.

The local sarpanch, in the statement, threatened to approach consumer court in case the long-pending demand of repairing the exchange was not met soon.Back


 

‘Honest’ cop faces probe

CHANDIGARH, June 17 — A head constable of the Chandigarh police, who claimed that he had found Rs 20,000 and was subsequently rewarded for his “honesty”, is now facing a probe as his version is being doubted following revelations that the money was actually found by someone else but it was claimed by the cop forcibly.

The cop, Om Prakash, was issued a class-I commendation certificate and a reward of Rs 1,000 on June 14. This morning the Inspector-General of police, Chandigarh, received a complaint and asked the Assistant Superintendent of Police (ASP) , Central Division, Mr Alok Kumar to inquire into the matter and submit a report.

According to sources, the money had been reportedly found by a rickshaw-puller, Santosh Kumar Saha, who noticed a packet falling from the pocket of man riding pillion of a scooter on the road outside the Inter-State Bus Terminus (ISBT), Sector 17. As he and the fellow rickshaw-pullers were still looking at the packet, a policeman came and allegedly snatched it. He deposited the money in the Sector 17 police station, claiming that he had found it. Back

Political parties plan human chain today

CHANDIGARH, June 17 — The local units of the Janata Dal, the CPI and the CPM have decided to form a human chain and organise a rally in Sector 17 tomorrow to pay their homage to the martyrs of the Kargil-Dras-Batalik sectors. This was stated in a press note issued today by Mr Rajendra Mohan Kashyap, General Secretary, JD, Mr Sohan Lal Bansal, Secretary, CPI, and Mr Inderjit Singh Grewal, Secretary, CPM.

Meanwhile, members of the Air Force Wives Welfare Association (AFWWA) from Air Force Station, Ambala, visited the soldiers injured in the Kargil operation at Command Hospital, Chandi Mandir, today.

The group, led by Mrs Sukhminder Chhina, wife of the Air Cdre K.S.Chhina, Air Officer Commanding, wished the wounded jawans speedy recovery.

New Census Director takes charge

CHANDIGARH, June 17 — Mr Shyam Lal Goyal, an IAS officer of the 1985 batch belonging to the Maharashtra cadre, has taken over as Director, Census, Chandigarh.

A mechanical engineer from Punjab Engineering College here, Mr Goyal was selected to the Civil Services in 1985 after serving his alma mater for two years as a teacher. In Maharashtra he worked in Industrial Development Corporation, Agriculture Department, Handlooms, Textiles and Sericulture Department and as Deputy Commissioner of Amravati.Back
