divided on pact with HVP GURGAON, June 12 The ruling parties in Haryana, the HVP and the BJP, and the Indian National Lok Dal (INLD) are unable to give shape to their strategy for the coming Lok Sabha election as they are uncertain on the issue of poll pact among them. The issue of the alliance hangs fire as the BJP is finding it difficult to choose between the INLD and its bitter critic the HVP. According to sources, the BJPs central parliamentary Board, at its meeting on June 8, threw the ball in Prime Minister Atal Behari Vajpayees court to clinch the issue. At the meeting BJP president, Kushabhau Thakre, for the first time apprised party leaders that the BJP had made commitment to the INLD to severe its ties with the HVP by May 25. The commitment was given by the BJP to the INLD to win it over the support of its MPs during the motion of confidence moved by Mr Atal Behari Vajpayee in the Lok Sabha after the AIADMK withdrew support to its government. However, Mr Thakre subtly made out a case in favour of the continuance of the BJP-HVP tie-up by stating that the Bansi Lal government was functioning in conformity with the BJPs policies. The choice between the HVP and the INLD has become ticklish in the BJP circles as Mr Vajpayees honour is at stake as he was instrumental in the BJPs commitment to the INLD. Union Home Minister L.K. Advani and Mr Thakre are understood to be against severence of the HVP-BJP alliance. The problem for the BJP has been accentuated by the fact that INLD leader Om Prakash Chautala has vetoed a proposal to broadbase the HVP-BJP alliance by joining it. Even while the BJP high command was grappling with the issue of the alliance, the state unit of the party was giving contradictory signals, adding new dimension to the case. Just before the meeting of the parliamentary board, except for Education Minister, Ram Bilas Sharma and Mr Anand Sharma, all nine BJP MLAs submitted a resolution to Mr Vajpayee, Mr Advani and Mr Thakre favouring continuance of the alliance with the BJP and support to the Bansi Lal government. The sources said four BJP ministers from Haryana, while submitting the pro-HVP resolution to Mr Advani, alleged that the MLAs were not involved in the decision of the state unit of the party to snap ties with the HVP. Mr Thakre is said to
have handed a copy of the resolution having signature of
the nine BJP MLAs to Mr Vajpayee at the meeting of the
parliamentary board. |

flood-prone villages identified ROHTAK, June 12 The district administration has identified 60 flood-prone villages out of 146 in the district and initiated preventive measures. Although the authorities could not construct new ring dams around the villages due to the non-release of funds by the Haryana Government this year, the old ring dams were being repaired. According to information, the administration has decided to connect the district to the Army camp in Hisar to seek help in case of an emergency. The Commissioner, Rohtak division, has been authorised to ask for Army help. The floor-prone villages included Nidana, Madina, Bharan, Girawar, Kaursan, Muradpur Tekna, Kharainiti and Chandi of the Meham region and Masudpur, Baland, Ghuskani, Myna, Khidwali, Garnauthi, Katwara, Naya Baans, Kahnapur, Chiri, Dhamar, Kiloi, Aasan, Patwapur, Ritoli, Polangi, Kabulpur, Sunari Kalan, Rurki, Baliana, Pakasma, Samchana, Bahu Akbarpur, Balam, Karontha and Pehrawar of the Rohtak region. According to Irrigation Department sources, heavy rainfall is likely to occur this year in view of the present hot weather conditions. As per the official record, 455 mm and 326 mm rain was recorded during the months of July, August, September and October, here and in Meham subdivision last year. The unseasonal 141 mm rain in september and 68 mm rain in October last year in the Meham region inundated nearly 18 villages of the area. The accumulated water could not be drained out for nearly two months at several villages. The kharif crops were almost destroyed and a large number of farmers could not sow the rabi crop in time. A Central survey team had visited the affected villages for the assessment of loss to farmers but the compensation was yet to be released by the authorities concerned. The Flood Control Order, 1999, published by the district administration stated that the digging work of the Rohtak link drain was in progress at an estimated cost of Rs 3.5 crore. This drain had been designed to protect the town from floods and was likely to be completed by June 30. The digging work of five link drains in the Meham region is also being done as a preventive measure. The administration has claimed that these drains, Ajaib-Bharan link drain, Balambha Northern link drain, Balambha Southern link drain and Inderagarh link drain will protect nearly 50 villages of the Meham and Kalanaur region from floods after their completion by June 30. But the villagers
alleged that the flood-control measures were only
confined to official files and no step had been taken to
protect the villages. |

death accused dies in custody REWARI, June 12 Ravinder Yadav (30) of Dhani Bhandor village near here, died in police custody here on Wednesday. Mrs Kala Ram Chandran S.P. and Mrs Rajni Sekhri Sibal D.C. told reporters here on Thusday that Ravinder Yadav, who was wanted in a case of dowry death registered against him on May 4 after his wife Ramesh Kumari committed suicide by jumping into a well, was arrested on Wednesday morning. But when he started vomiting in the lock up, he was admitted in the local civil hospital where he died in the evening. His body was handed over to his relatives after the post mortem examination on Wednesday. His viscera has been
sent to F.S.L. Madhuban (Karnal) for chemical examination
to ascertain cause of death. |
Gas-based
power from June 20 FARIDABAD, June 12 The first 143 mw unit of the 432 mw gas-based power project of the National Thermal Power Corporation (NTPC) will come on stream on June 20. This was disclosed by Mr K.B. Dubey, Additional General Manager of the project to reporters here on Thursday. All equipment at the multi-crore project was ready for commissioning. He said that they were awaiting the go-ahead signal from the three experts from Siemens of Germany who already had reached Faridabad. The experts Mr Schmidt, Mr Schwalitch and Mr Altenkirch were busy inspecting the installed equipment. All power generated from the project would be made available exclusively to Haryana ending power shortage in the state to a large extent. The Overseas Economic Cooperation Fund of Japan has provided a loan of Rs 700 crore for the project. The second unit of project would start generating power in July-August and the third which would run on stream by March 2000. The foundation of the
Mujedi Plant was laid by Mr I.K. Gujral, the then Prime
Minister on August 3, 1997. |

Shopkeepers are more worried about the display of their goods than movement of shoppers. The National Highway, which passes through the town, has a row of repair shops. Since repairs are carried out on the road, one can see vehicles parked on both sides of the highway impeding the movement of pedestrians and traffic. Similar is the sight at Bighar Road. At the timber market
saw-millers stack logs on the roadside. As the road is
not wide enough, one can imagine hurdles which drivers
would have to face on Bhuna road which goes to Chandigarh
a big carve and many encroachments make it difficult for

Haryana
refutes report CHANDIGARH, June 12 The Haryana Government today contradicted a news report appearing in The Tribune dated June 6 headlined, "Cabinet expansion stalled?" A press note issued by the Director of Public Relations of Haryana said: "The news item is totally baseless and a figment of the imagination of your corresopondent. In fact, the Chief Minister did not discuss the issue of Cabinet expansion at all with the Governor. The question of the Governor harbouring any reservations on this account does not arise as this matter was not discussed during the said meeting with the Governor. The story is an exercise of kite-flying and your correspondent has written this story to serve those vested interests best known to him." The decision on Cabinet
expansion was actually taken by the Chief Minister on the
morning of June 7 itself, said the press note. |
INLD 'to
prevent' Sonia-led govt FARIDABAD, June 12 Mr Om Prakash Chautala, Indian National Lok Dal (INLD) President, that has declared the his party will make every effort to prevent the Congress from forming a government headed by Mrs Sonia Gandhi. Addressing a party rally at Ballabhgarh, near here yesterday, Mr Chautala said he had extended support to the BJP Government at the Centre with this view in mind. Criticising the Bansi Lal Government, he said it had failed to take control of the Agra Canal despite is promise to do so within three months of the formation of the ministry. Launching the party's campaign in Faridabad district, Mr Chautala expressed doubts about Mr Bansi Lal's promise that round-the-clock electricity would be provided in the state after June 30. Predicting that the Bansi Lal Government would fall any time due to its internal dissentions, Mr Chautala said all sections of people in Haryana felt cheated as no promise had been fulfilled. Mr Chautala accused the Congress of going back on its stand that 33 per cent women would be given the ticket for contesting the Lok Sabha elections. This was proved when it selected only 10 per cent women candidates for the Goa Assembly poll. Mr Chautala promised a number of measures if his party's government came to power in Haryana. Electricity and water would be provided free of cost to the farmers, minimum wages would be fixed at Rs 3,000 per month, free education up to graduate level would be provided and jobs would be provided to all educated unemployed. The INLD leader was also
presented Rs 2.25 lakh for the party fund at the rally. |

officials in the dock CHANDIGARH, June 12 The Haryana State Vigilance Bureau has recommended departmental action and recovery of funds from four gazetted officers and three officials who have been found guilty in three cases of revenue leakage involving over Rs 2.19 lakh. An official spokesman said today that the bureau had recommended registration of criminal cases against five gazetted officers, nine officials and 24 others. It had also recommended departmental action and recovery of money from six gazetted officers, 11 officials and two others. He said the roadways
wing of the bureau had checked 83 buses of Haryana
Roadways and 42 passengers were found travelling without
tickets. A sum of Rs 4,620 was realised from them as
penalty of 10 times the fare. DNA test ordered in murder case SIRSA, June 12 The Additional District Sessions Judge, Mr K.K. Chopra, has ordered the DNA test of Ganaur, accused in the rape and murder case of a woman from Bihar on October 12, 97. The report is to be submitted by July 31. According to sources the demand for the test was made by the accused. The woman along with his two daughters had come with the accused, her neighbourer, following a dispute with her husband. She was to go to her uncle's house at Damdama. When they reached Sirsa, they had to spend the night at the bus stand where the woman was found dead the next day. Physical signs indicated towards a rape before the murder. The case will take a new
turn if the test report does not matches with the blood
and semen drops foud in the swab test of the murdered
woman. |

Dal men hold procession HISAR, June 12 Hundreds of Bajrang Dal activists held a procession here today demanding stern action against Pakistan for its aggression in Kargil. They also burnt an effigy of the Pakistani Foreign Minister, Mr Sartaj Aziz. While lauding the sacrifices being made by Army personnel, they demanded that no negotiations should be held with Pakistan till it withdrew the intruders from Kargil. The processionists raised slogans against Pakistan. Later they held a rally near Nagori Gate. Addressing it, Bajrang Dal leaders asserted that they were ready for any sacrifice for the nation. Meanwhile, the district
administration has banned the telecast of Pakistani
Television (PTV). An order to this effect was issued by

Hooda
demands 5 lakh for martyrs SONEPAT, June 12 The President of the Haryana Pradesh Congress Committee (HPCC), Mr Bhupinder Singh Hooda, has demanded that the Haryana Government should pay a minimum of Rs 5 lakh as ex-gratia payment to the families of Kargil martyrs irrespective of rank. Besides, it should provide jobs to one member each of the bereaved families, he said. Talking to reporters here yesterday, Mr Hooda said as many as 18 officers and jawans of the armed forces had laid down their lives while fighting in Kargil and the north-eastern sectors. Mr Hooda charged the HVP-BJP alliance, led by Mr Bansi Lal, of ignoring the martyrs by giving small relief to the bereaved families. Mr Hooda favoured the
holding of Assembly elections in the state along with the
Lok Sabha polls and said if such a situation arose, the
Congress would capture all the 10 Lok Sabha seats and win
a majority in the Vidhan Sabha elections. He said his
party would not have any truck with the BJP, the HVP or
the INLD in these election. |

held for robbery ROHTAK, June 12 The Kalanaur police has arrested four youths and recovered stolen goods, including Rs 3.80 lakh, 4 revolvers, live cartridge and a car, from them yesterday. Those arrested have been identified as Sndhir, Ranbir, Pawan and Chetan. Their fifth accomplice however, managed to escape. According to the police
five armed assailants had intercepted a truck at
Ranila-Sanjharwas road a few days ago and robbed Rs 3.80

Vanaspati van at Morni
planned CHANDIGARH, June 12 The Haryana Government has decided to develop "vanaspati van" in the Morni hills at a cost of Rs 5 crore. An official spokesman said this "van" would be developed over an area of 4,945 hectares of land. A sum of Rs 10 lakh had initially been sanctioned by the Union Government for the purpose. The department of
Ayurveda, the spokesman said, had also submitted another
scheme in consultation with the Forest Department to the
Union Government for developing a "vanaspati
van" in Yamunanagar district over an area of 3000
hectares. |
