puts farmers in a fix GURGAON, June 11 Farmers of about a dozen villages in Gurgaon subdivision are restive following a judgement of the Punjab and Haryana High Court reducing the compensation for agricultural land acquired by the Haryana Urban Development Authority (HUDA). The local sessions court had enhanced compensation for agricultural land in various judgements. However, the Punjab and Haryana High Court, acting on appeal by the HUDA, reduced compensation last month. According to personnel of HUDA, who are awaiting a copy of the judgement, farmers of the villages in question will have to return money paid as enhanced compensation. HUDA officials say that the difference between the enhanced compensation announced by the sessions court and the Punjab and Haryana High Court was almost Rs 135 crore. The rub in the case is that HUDA was made to deposit enhanced compensation following the sessions court verdict and farmers paid it on sureties. As many of the concerned farmers do not have land as it was acquired by HUDA, many of them pledged the land of their relatives and friends as surety to claim advance compensation. The affected farmers have now constituted a "Kisan Sangharsh Panchayat Samiti" to detail a strategy to tide over the problem. A spokesperson of the samiti, Mr Raj Nirbhik said that the affected farmers will fight the case legally and simultaneously take up the issue at administrative level. The samiti has also decided to take out a procession in the city on June 14. Moreover, an appeal will be made in the division bench of the High Court, he added. According to him, thousands of acres of land had been acquired by the HUDA. Some of the villages connected with the case are Jharsa, Islampur, Silokhra, Sukhrali, Gaata and Wazirabad. Mr Raj Nirbhik said that the farmers who had got advanced compensation had already spent the money. The majority of them do not have land to mortgage or other property with which to pay and wriggle out of the quandry. Farmers of the affected villages have already had two "panchayats" following the judgement of the High Court. The samiti has urged the
government not to acquire any land of farmers to develop
sectors. A demand has been made that the villages whose
land had so far been acquired by HUDA also be developed. |
Special
fund for kin of martyrs ROHTAK, June 11 The Jhajjar administration has decided to create a special relief fund for the families of servicemen laying down their lives while defending the country. The Deputy Commissioner, Mr Arun Kumar, said the fund would be created under the aegis of the District Red Cross Society. Those servicemen who get injured would also be provided relief from the fund. Jhajjar is perhaps the first district in the region which has created such a fund. Mr Arun Kumar also announced that he would donate one day's salary for the proposed fund and appealed to government employees to follow suit. He also appealed to the Bahadurgarh Chamber of Commerce and Industry and the Brick-kiln Owners Association to contribute liberally to the fund. Mr Arun Kumar, accompanied by the Senior Superintendent of Police, Mr M.S. Mann, today visited Desalpur village to offer condolences to the family of Hav Jai Parkash who was killed in the Kargil sector. He announced an assistance of Rs 25,000 for the bereaved family. Hav Jai Parkash's family learnt about his death and cremation on June 8. The news of his death was also conveyed to the District Sainik Board by the Army Headquarters on June 9. Hav Jai Parkash, who is survived by his widow and two sons belonged to a family of ex-servicemen. His father, Mr Ran Singh, also an ex-serviceman, told the Deputy Commissioner that the family was proud of their son and the sacrifice he had made for the country. The elder brother of Mr Jai Parkash, too, was in the Army and had died in an accident about a year ago. Mr Arun Kumar said his widow would also be provided some relief. He said since the family was poor and did not have a proper house, the administration would construct a house under the Indira Awas Yojna for it. The panchyat, he said, had been asked to provide land for this purpose. Meanwhile, a former minister, Mr Krishan Murti Hooda, has urged the state government to provide an assistance of atleast Rs 5 lakh to the families of those servicemen who had died during the operation in the Kargil sector. A member of such families should be given government job, besides a residential plot in HUDA sectors. Punjab and Bihar, he said, had already announced these facilities to those servicemen who belonged to their states and died in the operation. Mr Hooda appreciated the

KU Nivas
at Shimla KURUKSHETRA: Kurukshetra University has constructed a residential complex at Cart Road, Shimla. The complex, which was inaugurated by the Haryana Chief Minister, Mr Bansi Lal, on June 5, has been named Kurukshetra University Nivas. It was with the persistent efforts of the Haryana Governor, Mr Mahabir Prasad, who is also the Chancellor of the university, that the project was taken up and completed. In March, 1997, Mr Mahabir Prasad, who was also holding the charge of Governor of Himachal Pradesh then, laid the foundation stone of the Nivas. The land for the Nivas was donated by the Amritdhara Dharmarth Trust (Dehra Dun), according to Dr M.L. Ranga, Vice-Chancellor, Kurukshetra University. (Dr Ranga said the project was hanging fire for the past 30 years because of various legal complications in taking possession of the land. It was through the good offices of the Governor that these problems were solved and the construction taken started in 1997. The project has cost about Rs 91 lakh to the varsity. It has a covered area of 161.88 sq. metre on the ground floor, 254.97 sq. metre on the first floor, 246.63 sq. metre on the second floor. The Nivas has five VIP sets, two big dormitories for boys and girls and big hall for 60 to 70 students. The ground floor has a reception room, drawing-cum-dining room, Dr Ranga said. The Nivas has been provided with a big parking lot and parks are being developed. The Vice-Chancellor said students of the university, its affiliated colleges and their employees can stay and eat at the Nivas on fixed and cheaper rates than the market. The students and teachers of the affiliated colleges have contributed over Rs 38 lakh for the Nivas. Speaking about the expansion programme, Dr Ranga said only one third of the land had been utilised for the Nivas. In the ramaining portion, the varsity has a proposal to construct buildings needed for its educational purposes. For instance a seminar hall, a lecture hall and a workshop hall would be constructed to meet the needs of the distance-education project students. At present 6,000
students from Himachal Pradesh were enrolled in 60
courses run by the Directorate of Distance Education of
the varsity. |

of GENCO offer denied CHANDIGARH, June 11 The Haryana Non-Conventional Energy Sources department has denied that the offer of the government-owned Haryana Power Generation Corporation (GENCO) to set up a 4-MW power project at Dadupur was rejected to accommodate a private sector company, Bhoruka Power Corporation, Bangalore. Referring to a Tribune
report published today, a spokesman of the department
termed it as "misleading and published to serve some
vested interests." However, he did not elaborate how
a news report favouring a government-owned company could
"serve some vested interests". |
DNA
project for Madhuban lab CHANDIGARH June 11 The forensic science laboratory at Madhuban in Karnal district has been sanctioned a Deoxy ribonucleic acid (DNA) Project, "Human genome profile of seven endogamous groups of Haryana at 14 DNA Loci" by the Department of Biotechnology, Government of India. The project is aimed at generating baseline data on polymorphic DNA markers essentially useful for forensic purposes and establishing DNA testing in the routine protocol of genetic typing of blood, semen, saliva and other tissues. The Forensic laboratory in Haryana is the only one in the country having facilities for genetic testing for over 30 different genetic marker systems. However, with the introduction of DNA fingerprinting in crime cases, the laboratory could give nearly 100 per cent positive results in heinous crimes. It is the first laboratory in the country to receive the DNA project from the Department of Biotechnology in the field of forensic science. The project

2 killed
as jeep, tanker collide HISAR, June 11 Two persons, including a woman, were killed and at least about a dozen, most of them women, were injured in a head-on collision between an oil tanker and jeep near village Jhumpa under Siwani police station, about 45 km from here, yesterday. According to information here today, the ill-fated jeep carrying these persons was on its way from Delhi to Taranagar, while the oil tanker was going towards Hisar from Rajgarh. The accident took place on Budhauli crossing killing both persons on the spot. The deceased were
identified as Anil and Santro, residents of Vasant Vihar,
Delhi. The injured Shanti, Malti, Bimla, Gulabo, Randhir,
Dhan Singh and Mehtab were hospitalised in Bhiwani.
Later, they were shifted to the Civil Hospital here. The
condition of Bimla is stated to be critical. The police
has arrested the driver of the oil tanker, Sukhdev. |

restaurant situated on the Mall Road here in connection
with a case registered against him on May 12 this year
under the Wildlife Protection Act. The case was
registered followign the recovery of a tiger skin from

Steps
taken to make Fatehabad clean FATEHABAD, June 11 The district administration has taken steps for the effective implementation of the Non-Degradable Garbage Control Act 1998. Under this Act, which came into force in the state on January 30,1999, no one is allowed to dispose of any non-degradable substances like P.V.C., polythene, nylon, polyprophylline, etc. into any drain, pipe etc. According to this law, residents are required to dump such material in dustbins kept by the municipal authorities for this purpose. The Deputy Commissioner, Mr V.Rajashekhar, told mediaperons here today that the municipal authorities had provided dustbins at several places in the town and the people had been informed about this through announcements. He added that this would not only help the authorities to keep the town clean but will also prevent the spread of some infectious diseases. The D.C. said breaking
of this law would invite strict legal action. He said
there was a provision of an imprisonment of one month and
/or a fine of Rs 5000 for infringment of the law. |

CID probe
into money collection FATEHABAD, June 11 The CID wing of the state police is looking into complaints of collection of money by a Fatehabad-based organisation in the name of a particular community. According to sarpanches of several villages, the organisation has been inviting applications from villagers to become its members. It promises to give bicycles to its male members and sewing machines to female members. The applicant has to deposit Rs 50 with the admission form. After the applicant is selected as a member of the welfare scheme, he or she has to submit a number of documents like the caste and domicile certificates, an identity card, school leaving certificate, ration card and stitching training certificate. matter had been brought to his notice by certain

Malik
demands special Assembly session CHANDIGARH, June 11 Mr Om Prakash Malik, organising secretary of the Haryana Congress, has demanded that a special session of the Assembly should be convened so that Chief Minister Bansi Lal could seek a vote of confidence. Mr Malik in a statement here today said Mr Bansi Lal had lost the confidence of his MLAs as well as that of the BJP by shadowing the ruling party MLAs. In order to win over the MLAs the Chief Minister expanded his Cabinet and announced the decision to recruit 1,800 constables "with a clear-cut motive to allot a particular number of posts to each ruling party MLA".
