HAU withdraws appointment
order HISAR, Jan 18 Haryana Agricultural University here has withdrawn its controversial order regarding the appointment of the head of the Department of Extension Education. The Vice-Chancellor, Prof J.B. Chowdhury, said the board of management, which recently met in Delhi, had decided to re-advertise the post. It may be recalled that in February, 1998, Prof H.K. Verma had been appointed head of the department. At the alleged instance of a board member, the order was withdrawn and Dr R.S. Malik appointed to the post. Prof Verma had made a representation to the Chairman and the Vice-Chancellor of the board against the decision. Now the board has decided that neither Prof Malik nor Prof Verma will act as the head till new appointment is made. Some other professor in the department will be given the charge of the headship. The board has also decided to withdraw some cases regarding the alleged financial misappropriation against the former Vice-Chancellor, Dr S. Arya. The Vice-Chancellor said the cases regarding the grant of honorarium to employees sanctioned by Dr Arya and grant of study leave to senior technical assistants were also settled as the board had decided not to take any action in this regard. Further, the board had decided that no recovery shall be made from the merit fellowship being received by the teachers from other agencies while pursuing studies on full pay study leave. The board again put off the case regarding disciplinary proceedings pending against four teachers Dr Dalel Singh, Dr Ved Pal Singh, Dr V.S. Benniwal and Dr R.S. Kadian. The board has sanctioned ad hoc bonus to its employees for the year 1996-97 on the pattern of the state government. Besides, the amount for junior fellowship has been increased from Rs 1800 to Rs 3600 a month on the pattern of the ICAR. The board has approved the appointment of Mr J.P.S. Sangwan as Registrar of the university, besides appointing Mr Nihal Singh as Estate Officer-cum-Chief Engineer of the university. In another decision, the appointment of deans and directors will hence- forth be made by direct recruitment for a period of five years which may be extended by another five years. The present deans and directors will, however, be allowed to complete their term. The board has approved the appointment of Prof S.K.S. Sawhney and P.R. Yadav as heads of the departments of biochemistry and entomology, respectively, besides promoting 16 assistant professors as professors. The board has delegated
the administrative and financial powers at a par with
deans and directors to Dr B.S. Dahiya, coordinator, seed
production technology, for working as the scientist in
charge to the newly acquired farm of 4,000 acres. |
Lawyers protest against killing HISAR, Jan 18 Lawyers here today struck work in protest against the killing of one of their colleagues in the court premises here on Saturday. The lawyers were demanding adequate security in the court premises. They criticised the police for its "partisan" role in the incident. They alleged that the police was taking the side of the accused. The lawyers also passed a condolence resolution. They demanded the transfer of the Superintendent of Police, Hisar. They refuted claims of the police that none of them came forward to sign the FIR after Atma Ram Dhayal's killing on Saturday. The lawyers demanded suspension of the SHO of the Adampur police station, accusing him of taking sides with the accused. Meanwhile, the police has registered a case of murder against nine family members of Mahinder, who allegedly shot dead Atma Ram on Saturday. BHIWANI (FOC): The District Bar Association, in a meeting held here on Monday, condemned the murder of advocate Atma Ram Dhayal at the court premises in Hisar on Saturday. It observed a two-minute silence in respect of the departed soul. The general secretary of the association, Mr Rishi Parmar, expressed concern over the deteriorating law and order situation. KAITHAL (FOC): The functioning in District Courts here remained paralysed on Monday as lawyers protested against the murder of an advocate at Hisar court on Saturday. Mr Kavi Raj Sharma and
Shamsher Singh Kundu, president and secretary,
respectively of the local Bar Association, demanded a
check on the carrying of illegal arms by unscrupulous
elements. |
Student union seeks early
elections HISAR, Jan 18 The Students Federation of India (SFI) today criticised the Haryana Government for banning the student union's election in the universities and colleges. A two-day state-level convention of the SFI which concluded here yesterday sought early elections in the universities and colleges of the state. The SFI termed the ban on student union's elections as "undemocratic". The federation passed five resolutions at the conference. It criticised the BJP-led coalition government for its "all round failure". It alleged that the BJP was following the same economic policies as adopted by the Narsimha Rao government. In particular, it mentioned the attempts by the central government to privatise the insurance sector and the introduction of the Patents Bill. In another resolution the federation expressed concern over the plight of minorities in the BJP-ruled states. It condemned the recent attacks on some minorities and sought their protection. This was essential for safeguarding the secular fabric of the country, it said. The communalisation of education by introducing "communal agenda" in education was also criticised. This was in referring to incidents in some states where the federation claimed, the governments were trying to impose a communal and parochial syllabus. The new executive
committee of the state unit of the SFI was also
constituted. Mr Santosh Swach of Government College,
Bhiwani, was elected President, Mr Sunit from Kurukshetra
and Mr Rakesh from Hisar as vice-presidents, Mr Naresh
from Rohtak as General Secretary and Mr Jai Bhagwan and
Mr Mukesh from Panipat and Rohtak, respectively, as Joint
Secretaries. |
Woman claiming to be Gurus
wife booked ROHTAK, Jan 18 A woman preacher, claiming to be the wife of Guru Gobind Singh in her previous life, has been booked by the local police. A case under Sections 290, and 295-I and 419 of the IPC has been registered against her on a complaint lodged by the president of the local unit of the SGPC here. The woman, identified as Sach Swaroop Maa Jasjit, who originally belongs to Lucknow and reportedly heads an organisation known as universal truth had come here on a days visit which had been organised on the premises of Government Senior Secondary School, here yesterday. The publicity managers, including a trustee of the organisation, in their press releases and pamphlets distributed in the town claimed that Maa Jasjit had divine healing powers. The followers of this sect believe that Sach Swaroop Maa Jasjit got divya dristi (miracle vision) on October 18, 1992. It is reported that she has held several such functions in various cities of Rajasthan, Madhya Pradesh, Maharashtra, Uttar Pradesh and Bihar in the past about four years. While the sect followers claim that they do not accept any money or gift in the offerings by people during the sermons, they ask people to participate in their function as the Maa has only four more years to do this service. The Sikhs have objected to this claim of the sect and they have alleged that an attempt has been made to hurt their religious sentiments and feelings. The local unit of the SGPC has asked the authorities to take suitable action against those who had been making claims that the woman was the wife of the 10th Sikh Guru in her previous life. The SGPC lodged a complaint with the Chief Judicial Magistrate on whose instructions the police booked a case. |
14 cops suspended for
negligence HISAR, Jan 18 Fourteen police personnel, including an ASI and a head constable, have been suspended for negligence and dereliction of duty in connection with the escape of three undertrials from police custody. They are ASI Pratap Singh, Head Constable Balwan Singh, Constables Jai Bhagwan, Rajbir, Tarif Singh, Risal Singh Satyawan, Raj Kumar, Suresh, Naresh, Phool Kumar, Sita Ram and Rattan Singh. In a daring incident on the evening of Saturday, three undertrials escaped from police custody when they were being taken back to Central Jail here after producing them in a court here. Those who escaped have been identified as Suresh and Jaivir of Hisar and Prem of Sirsa. The undertrials managed to
escape from the van when it reached near fountain chowk
here. A case under Section 224 of the IPC has already
been registered in the Civil Lines police station. No
arrest has been made so far, the sources said. |
Autorickshaws off roads FARIDABAD, Jan 18 Hundreds of autorickshaws remained off roads for the third day here today causing inconvenience to the public after the police launched a drive against illegal autorickshaws on Saturday. The police swung into action after it was found that most of the autorickshaws were not registered, drivers did not had licences, carried passengers beyond the capacity and caused heavy air pollution. A number of autorickshaws had also been impounded by the police. The drivers met the Urban Estates Minister, Seth Kishen Das, here today. The minister told them to follow the traffic rules. The impounded vehicles
would be released as soon as the drivers produced the
valid documents. |
1 dies as students clash ROHTAK, Jan 18 Jai Bhagwan (22) of Ballam village was stabbed to death and another got injured in a clash between two groups at Kahnor village, 18 km from here, today. The incident took place near the government school premises in the village. According to police sources, the victim had come to the school for the settlement of a dispute between two groups of students belonging to the nearby Chimni and Ballam villages. The students of these villages reportedly had a quarrel over some issue on Saturday and some students of Ballam village had been beaten up by students of Chimni village. The principal of the school had called the parents of these students to settle the issue, but members of both groups clashed with each other outside the school. Some persons of Chimni village attacked Jai Bhagwan and Pradip with knives and hockey sticks. While Jai Bhagwan died on the way to hospital, Pradip was shifted to the PGIMS here. His condition is stated to be stable. According to the sources,
one of the accused has been identified as Dharamvir of
Chimni village. The police has registered a case. |
Jain centre for KU soon KURUKSHETRA, Jan 18 A centre for the study of Jainism would be established at Kurukshetra University to promote different aspects of the Jain philosophy. A trust for this purpose was constituted on the occasion of the two-day national seminar on Adi Tirthankar Rishabhdev which concluded on the varsity campus yesterday. The seminar was organised to commemorate the Nirvan Divas of Bhagwan Rishabhdev. On the occasion there was a strong feeling among Jain scholars to give a fillip to the research on the Jain philosophy at Kurukshetra University. A large number of philanthropists from the Jain Samaj volunteered. contribute generously for the research on Jainism. At least 11 Jain followers announced a contribution of Rs 1 lakh each. The Vice-Chancellor of the
university, Dr M.L. Ranga, announced that the varsity
would keep the amount in the endowment account which
would be controlled by a committee constituted by the
Vice-Chancellor. He further added that the interest of
this amount would be used for awarding scholarships or
fellowships for the research in the field of Jainism. The
amount would also be used for organising seminars and
lectures by scholars on the Jain philosophy. |
Archives week in Haryana CHANDIGARH, Jan 18 The Haryana Archives Department is celebrating Archives Week from January 18 to 22 and exhibitions on historical and rare manuscripts had been arranged at Panchkula, Ambala, Gurgaon, Hisar and Rohtak. An official spokesman of the department said the exhibitions, depicting the picture of the role of Haryana in national movement, would remain open from 10 a.m to 4 p.m. for the general public. He said the documents on different aspects of history of the State had been displayed in the exhibitions and it would prove educative for the students. He said the main function
of the Haryana State Archives was to acquire, service and
preserve records of historical, administrative, economic,
social and cultural value and also to coordinate all
operations connected with preservation of records. |
3 students among 4 killed SIRSA, Jan 18 (PTI) Four persons, including three students, were killed and 14 injured seriously in a collision between a school jeep carrying schoolchildren and a private bus near Ellenabad town, about 40 km from here, today, according to the police. The accident occurred while the jeep of a private school was carrying students to Ellenabad from Nakora village and the bus was going to Bani village from Ellenabad town. Four seriously injured
were shifted to DMC, Ludhiana and the remaining injured
were shifted to the civil hospital. |
Recruitment

Gram Sachiv CHANDIGARH, Jan 18 The Haryana Staff Selection Commission (HSSC) is holding a written test for recruitment of Gram Sachiv on February 7 in two shifts morning and evening, according to Mr B.R Chawla, Secretary of the HSSC. He said roll numbers for
this examination had been sent. If any candidate had not
received his roll number by January 20, he might
personally contact the Secretary of the Commission from
January 21 to 28, including holidays except January 26,
during office hours along with original certificate in
support of his academic qualifications and proof of
having deposited the fee. Late comers would not be
entertained in any case, he added. |
Bank cashier robbed KURUKSHETRA, Jan 18 A Punjab National Bank cashier was today robbed of Rs 2 lakh by a white Maruti car-borne men near a private rice mill here the on Salarpur road. The cash was being carried by the cashier from the main branch to the new grain market branch of the bank. The car hit the scooter of the cashier he was driving. Consequently, the cashier fell on road. The robbers then snatched the cash and drove away. A cash under Section 395
of the IPC has been registered in this connection. |
Centre's action condemned CHANDIGARH, Jan 18 The Haryana Exporters Association has strongly condemned the decision of the Union Food Ministry to derecognise Pusa No. 1 variety of paddy as basmati rice. In a statement issued here today the Chairman of the association, Mr N.C. Jain, said the Ministry of Agriculture had notified Pusa No. 1 variety of paddy as basmati under the Seed Act in 1989. Therefore, he said, for all these years this variety was exempt from levy. Mr Jain said by derecognising Pusa No. 1 paddy as basmati the Food Ministry had hit the millers and exporters very hard because they had already purchased this variety of paddy at a much higher price. The Ministry should have taken this decision before the start of the paddy season. The association said the
Ministry should not impose levy on Pusa No. 1 paddy
during this season. The decision should be implemented
only from next year. |
Constable shot dead SONEPAT, Jan 18 Virender, a 25-year-old constable of Delhi, was shot dead by three youths at the bus stand of Bidhal village on the Sonepat-Gohana road, about 20 km from here yesterday. According to preliminary reports, following the killing, a large number of people blocked the road. As a result, a large number of vehicles were stranded. According to the police, the victim belonged to Bhainswal village and was the son of the sarpanch's brother. A case of murder had been
registered and a massive hunt launched to apprehend the
killers. |
Plight of women bad: DWFI FATEHABAD, Jan 18 A district-level convention of the Democratic Women Federation of India concluded here yesterday. Nearly100 delegates participated in the convention, which was inaugurated by Ms Bimla Chowdhary, president of the state unit of the DWFI. Ms Chowdhary regretted that even after 50 years of independence, the plight of women was very bad. They constituted the most oppressed section in society. She alleged that the condition of women had deteriorated after the advent of the BJP-led government at the Centre. The prices of essential commodities had risen steeply and though the people in general were affected women were the worst hit. She regretted that a government which had promptly tabled the Patents Amendment Bill under pressure from the World Bank was reluctant to table the Women's Reservation Bill. Ms Chowdhary criticised
the HVP-BJP government in the state and said law and
order had collapsed. |
Electricity bills recovered CHANDIGARH, Jan 18 In an intensive drive, the Haryana Vidyut Prasaran Nigam (HVPN) has recovered pending electricity bills amounting to Rs 5.49 crore in Jind district alone. Out of this, a sum of Rs 2.37 crore was from domestic consumers and Rs 3.12 crore from tubewell owners. An official spokesman said
a special team was constituted by the Nigam for Hetabpur
and supply to 140 consumers was disconnected during last
month. Outstanding bills amounting to Rs 65,000 were
deposited on the spot. In the same way, a special team
was constituted for Ashrafgarh village which disconnected
115 connections and recovered pending bills worth Rs 1.5
lakh on the spot. A total of Rs 4.14 lakh was collected
from village Hetabpur and Rs 2.80 lakh from village
Ashrafgarh in this special drive. He said that damage
rate in transformers had declined by 2.6 per cent as
compared to last year. |
