Cut in canal inundates
fields SONEPAT, Aug 23 Standing crop of paddy in thousands of acres of land at Mehlana, Karkroi, Bayyanpur, Barwasni and Lehlara was inundated following a cut made by farmers in the Delhi branch of the Western Yamuna Canal near R.D. 215 between Barwasni and Mehlana villages, about 5 km from here last night. According to a report, on the receipt of information, Mr M.K. Lamba, Executive Engineer of the Rai Water Service Division, along with other officials of the Irrigation Department rushed to the site around 4 a.m. and launched operations to plug the cut with EC bags and damper. A large number of labourers and tractor-trailers were also pressed into service. Mr Lamba informed the district and police authorities about the cut and deployed staff on round-the-clock patrol on the embankments of canals, distributaries and minors to check the cases of canal cuts. A hurried visit to the site by this correspondent revealed that the farmers had made the cut to save their paddy crop which had started withering away in the absence of the monsoon. The farmers, it may be recalled, had already made similar cuts in the Juan distributary, Rajpura distributary, I.L. Rajpura minor and Rohan minor, for irrigating the land under paddy crop. Meanwhile, authorities in the irrigation department are worried over the increasing cases of canal cuts in the region and are making concerted efforts to check the incidence of canal cuts by unscrupulous farmers. They have also sought the help of the district and police authorities in this regard. Official sources
revealed that the shortage of power in the rural areas
and the scanty rainfall during the current monsoon
season, had led to the unprecedented increase in the
demand for canal water in the paddy-growing belt of the
district. Although, almost all canals, distributaries and
minors was running to their capacity during the rotation
period, the cases of canal cuts were on the increase as
the paddy growers were struggling to save their crop. |
EC disqualifies 38
candidates CHANDIGARH, Aug 23 The Election Commission has ordered the disqualifications of 38 candidates who had contested the Haryana Vidhan Sabha elections in 1996 for a period of three years under the Representation of the People Act, 1951, and the rules made thereunder. It is reported that these candidates had failed to give a proper account of their election expenses to the commission. And some of them had not lodged the account in the manner required under the law. Also, it is reported that several of the candidates had made representations to the commission which have been rejected. Some of the candidates had not furnished any justifiable reason for their failure to give a proper account of the election expenses even after they had been given due notice for the same. These 38 disqualified candidates belong to the Vidhan Sabha constituencies of Naraingarh, Mullana (SC), Ambala City and Naggal in Ambala / Panchkula districts and Palwal in Faridabad district. They are: Naraingarh Tarsem, Bharon village (Panchkula), Narender Nath, Raipur Rani (Panchkula), Man Singh, Sabga village (Ambala), Ram Kumar Sharma , Bhairon (Panchkula), Roop Chand, Bazidpur (Panchkula), Lal Chand, Naraingarh (Ambala ), Shiv Pal Singh, Bhairon (Panchkula), Subhash Chand, Pathrehri Naraingarh (Ambala), Surjit Kumar, Naraingarh (Ambala), and Deena Nath Tanwar, Shahzadpur, Naraingarh. Hooda flays BJP alliance ROHTAK, Aug 23 The Haryana Pradesh Congress chief and party candidate from Rohtak parliamentary constituency Mr Bhupinder Singh Hooda, has described the National Democratic Alliance (NDA) led by the BJP as "national disaster alliance". Addressing a series of public meetings as part of his election campaign in villages of Kiloi assembly segment today, Mr Hooda said that the BJP and its allies during their one-year rule had led the country to a point of disaster. Pointing out that the border had become vulnerable and internal security had become volatile, he said subversives and terrorists here able to make easy targets in Kashmir and various parts of the country. He alleged that the Kargil operation had exposed the chinks in internal security and monitoring of intelligence network. Claiming that situation on the economic front was no better, he said economic and overall development had come to a standstill as partners in coalition governments were always busy in internal fights and bickering. He alleged that the BJP leaders had been trying to emotionalise various issue and raising the issue of nationality of Mrs Sonia Gandhi to mislead voters as they had no other issue. About Haryana, Mr Hooda
said the development of the state had been
"lopsided" as several districts including
Rohtak, Jhajjar, Rewari and Mahendergarh, had been
discriminated against in this matter. |
Dhumal ridicules Cong claim ROHTAK, Aug 23 (UNI) Himachal Pradesh Chief Minister Prem Kumar Dhumal today ridiculed the Congress claim of providing a stable government at the Centre. Addressing election meetings at Bahadurgarh, Band, Jhajjar, Palwal and Ballabgarh, in Rohtak and Faridabad Lok Sabha constituencies, he said that the Congress destabilised seven governments at the Centre during the last 20 years in a bid to grab power. He charged that 50 years misrule of the Congress had resulted in largest numbers of poor, blind, handicapped and illiterate in the country. He said that several Congress leaders were sceptical about their electoral success as a result of which most of them either opted out of contest or shifted to safe constituencies. Even Congress president Sonia Gandhi opted for the Bellary constituency, which was most backward constituency in the country. He accused the Congress of exploiting Dalits and Backward communities by treating them as "mere vote bank. These communities would give a befitting reply to the Congress during the coming parliamentary elections. Terming the previous Bansi Lal government as "autocratic, he said that the BJP had provided succour to the people by extending support to Om Prakash Chautala government in Haryana. presented Rs 1 lakh in cash which he returned to local
BJP units for meetings election expenses. He was also

Jawan Ranjit Singh cremated YAMUNANAGAR, Aug 23 Residents of Mandhar village in this district have lost their brave son jawan Ranjit Singh (23) but they are proud of his supreme sacrifice in protecting the unity and integrity of the nation. The valiant soldier of 21 Punjab 7 R R was serving in the ammunition depot at Khammawat city in Anantnag district of Jammu and Kashmir. He was cremated with full military honours at his native village today. Haryana Chief Minister Om Parkash Chautala, the Deputy Commissioner Mr Rajiv Sharma on behalf of the state Governor among others placed wreaths on the mortal remains of this brave soldier. Lt-Col Gurpreet Singh on behalf of Chief of the Army Staff, Lt-Col Baldev Singh on behalf of Army Commander of Western Command, Major P.K. Sharma, A.D. Birender Singh sure of victory HISAR, Aug 23 Two-time Haryana Congress President and the partys candidate from the Hisar parliamentary constituency Mr Birender Singh, today claimed that he was confident of a comfortable victory. Addressing a press conference here, he said, there was a favourable wave in favour of the Congress among general masses. He claimed, only the Congress could provide a stable and lasting government and the people had come to realise it. The Congress chief dispelled the notion that there was any Vajpayee wave in the country. He criticised the BJP for politicising the Kargil issue. He pointed out, it was surprising, the government was responsible for the whole crisis, resulting in deaths of so many soldiers and about 80 from Haryana alone, and now it was trying to take benefit out of it by misleading the nation. The Congress candidate admitted, there was a delay in the announcement of ticket, which gave the edge to his main rival Mr Surinder Singh Barwala in campaigning. But he said, "We will complete all villages (about 375) and will not be behind." He observed, a false notion had been created that Mr Barwala was ahead in this constituency. He said people of the area were "secular in outlook" and they would not like any "casteist or communal combination" to win. Mr Singh who was accompanied by another leader and an aspirant for the Hisar seat, Mr Jai Prakash, expressed the confidence that with JP on his side, he would score a landslide victory from Hisar. The former PCC chief
ruled out factionalism in the Congress and said, all
leaders and workers, including the party legislators, had
jumped into the campaigning. |
Sonia to visit Hisar on Aug 25 HISAR, Aug 23 Congress President Sonia Gandhi will visit Hisar on August 25 to address an election rally in support of the party candidate from here Mr Birender Singh. Party sources told TNS here today that Ms Gandhi will come from Sikar in Rajasthan. She is expected to address an election rally in Old Government College ground at 2 p.m. From here, Ms Gandhi will go to Ludhiana to address another public meeting there. She is reported to have cancelled her visit to Karnal, where Mr Bhajan Lal is locked in a tough contest with Mr I.D. Swamy of the BJP-INLD alliance. The mood is upbeat here among Congress workers expecting Ms Gandhi to do miracles. While Bhajan supporters
are obviously upset over her not coming to Karnal, they
are putting up a brave front. Mr Gauri Shankar Atri, one
of the close associates of Mr Bhajan Lal said, Karnal was
a safe seat for the Congress so there was no need of Ms
Gandhi to come. He claimed, Mr Bhajan Lal would win the
seat by at least one lakh votes. |
Revision of order on DIG ruled
out CHANDIGARH, Aug 23 Mr Justice T.H.B. Challapathi of the Punjab and Haryana High Court today refused to recall his order against Mr Anil Dawra Deputy Inspector-General (Modernisation and Welfare), Haryana, in whose case the Judge has directed the government to consider him placing under suspension for dereliction of duty in a torture-cum-molestation case of a woman of Jakhal in Hisar district involving the SHO and an ASI Mr Dawra was then SSP, Hisar. The Judge, however, agreed to direct the authorities while considering action as per his earlier order, to take into consideration the documents, produced by Mr Dawra in which he had tried to show that there was no dereliction of duty on his part. In 1995 at Jakhal, the police had brought a young woman to the police station alleging commission of theft and then she was allegedly molested and beaten up mercilessly by the police and when a High Court Judge visited the place, the woman was brought before him. On a report made by the Judge, the matter was taken up by the court. Mr Justice Chalapathi observed, "This is no policing for a petty theft. A woman is molested and tortured and no FIR is registered. The SSP followed the instructions of his subordinates rather than take strict action. Is there a rule of law or the rule of jungle?" Counsel for Mr Dawra
referred to some documents showing that the then SSP had
recommended action to the Additional SP. He had shifted
the accused SHO and ASI to the Police Lines. |
HUDA officer booked for
molestation ROHTAK, Aug 23 The police has registered a criminal case against the Estate Officer of HUDA, Mr Balbir Singh on the charge of molesting the wife of a Junior Engineer of his department. Mr Balbir Singh is among those officers who have been debarred by the Election Commission from performing election duty. According to the FIR, the HCS officer went to the Junior Engineer's residence, in his absence, to borrow his car. When the latter returned home, he rebuked his wife for handing over keys of the car to the Estate Officer. The husband and wife immediately went to the residence of the Estate Officer of take the car back. The Estate Officer asked the JE's wife to collect the keys from inside his house and allegedly assaulted her. The police, headed by
the DSP (City), reportedly raided the house of the Estate
Officer last night, but did not find him there. He
reportedly did not attend the office today and is said to
have been absconded. |

support ROHTAK, Aug 23 Dr Arvind Sharma, a former MP and an Independent candidate for the Rohtak Lok Sabha seat, while addressing meeting here yesterday said he had decided to contest the elections with a view to win and not to defeat any particular leader." Dr Sharma claimed that his name had been recommended for the Rohtak as well as the Sonepat Lok Sabha constituencies by the Congress Working Committee. But alleged, that certain casteist forces had succeeded in striking his name out. He claimed that the BSP would support him in the ensuing elections. Commenting on the selection of Rohtak seat he said he belonged to Majra village and had spent several years in Jhajjar district, which was earlier a part of Rohtak. Dr Sharma said he had
been fighting for the cause of farmers, labourers, Dalits
and the downtrodden for the past several years and they

Mini zoo
releases animals AMBALA, Aug 23 Almost all the wild animals and birds caged in the mini zoo of Mahavir Park of Ambala City were released by the park authorities yesterday on the direction of Wild Life Department, Haryana after a news item published in The Tribune on August 18 regarding the wretched condition of the animals in the mini zoo. The Wild Life Department
is making arrangement to leave its one remaining monkey
at a distant place so that he may not come back. All the
birds caged in the zoo have already been released. |
Life sentence for 2 in murder case AMBALA, Aug 23 (UNI) Additional Sessions Judge B.M. Bajaj has sentenced two persons to rigorous life imprisonment for the murder of one Arjun of Mullana village on January 21, 1990. The court also imposed a fine of Rs 2000 each on both convicts. Ashok and Pappu, residents of Mullana village. The families of Arjun and Shiv Lal reportedly quarrelled over a piece of land which was disposed of by the former to the inconvenience of the later. This triggered a fight in which Arjun was killed by Ashok and Pappu. |
Former minister hurt in accident KURUKSHETRA, Aug 23 (UNI) Former Haryana Industries Minister Shashipal Mehta sustained injuries in a road accident when his car collided with another private car near Butana police post about 12 km from here on the G.T. Road yesterday. He was on his way from Karnal to Pipli to attend a joint INLD and BJP Legislature Parties meeting convened by Chief Minister Om Prakash Chautala at Pipli, 4 km from here. Mr Mehta suffered a
fracture in his left shoulder. Notwithstanding the
accident, he attended the meeting though he reached a
little after getting first aid. |
