Summer sets in, so does water crisis

GURGAON, April 21 — Summer is yet to reach peak, but residents and cattle in the district are in the midst of water crisis.

Like previous summers, this time too, the government does not appear to have done homework to meet the "annual" challenge. Paucity of funds with the agencies concerned coupled with erratic supply of power are also proving to be hindrances in ensuring regular supply of potable water.

A quick survey in certain subdivisions and reports reaching here from far-flung areas of the district reveal that men and women trek long distances to fetch potable water, The reason being that tubewell system of the Public Health Department was proving to be inadequate. Members of families from a cluster of villages around Bhondsi village on the Gurgaon-Sohna road standing in a queue at Ghamroj village told The Tribune that they had walked two kilometre to fetch drinking water. They had come to fetch water from a handpump installed by a philanthrophist, a few years ago.

According to an elderly person of Gurgaon town, although the water crisis was an every year affair, this time it had come early.

Shortage of drinking water is also attributed to the continued falling watertable and brackish sub soil water in many areas of the district. Hence majority of the areas get supply of water from canal-based tube wells.

In Dundahera, Sirhol, Silokhra, Sukhrali, Jharsa, Kanhi, Wazirabad, Khandsa, Cartarpuri, Choma, Sikandarpur, Nathupur, Chakarpur, Kadipur villages in Gurgaon the present network of tubewells was not sufficient to satisfy even one-third of the demand. Salient feature of these villages was that the migrant labourers and workers of factories lived in large number as tenants as they were close to industrial belt. The existing infrastructure was laid two decades back.

In Gurgaon city proper the supply of water has not been affected much. This area consists of colonies set up by private builders and the recent sectors of the Haryana Urban Development Authority (HUDA), however, other parts of the city like old Gurgaon, Model Town and unauthorised parts reel under scarcity of water. Some residents of Barphkhana, Jawahar Nagar, Subhas Nagar and Nai Basti in old Gurgaon said that they had cut down on their daily baths. Few residents of Krishna Colony, Bhawani Enclave, Sanjay Nagar, Baldev Nagar, Gandhi Nagar, and Rajiv Nagar said that they were effecting a change in their food habits and dietary contents to reduce need for water.

It is alleged that the supply of drinking water had been hit, especially in the past fortnight due to erratic power supply. The entire district had been facing long spells of unscheduled power cuts, every day in the city. The rural belts, which received water from tubewells of the Public Health faced a peculiar problem. The authorities has earmarked an hour of power supply for pumping of water. But large many areas situated at about 15-20 km from the main tubewell get the first drop of water in their taps when the mandatory one hour was coming to an end. Much time is consumed on account of slow movement of water in the pipes due to low pressure.

The Deputy Commissioner, Gurgaon, Mr Krishan Kumar, today cautioned the officials of the Public Health Department and the Haryana Vidyut Prasaran Nigam to gear themselves to redress grievances of people. Mr Krishan Kumar cautioned the officials following a number of complaints to him at a "janata durbar". Striking a tough posture, he warned that in case the officials did not redress grievances of people, he would not hesitate from making adverse entries in their annual confidential report (ACR). People had also complained that the officials did not listen their complaints.

Northern grid faces acute
power shortage

CHANDIGARH, April 21 — The northern region is facing an acute shortage of power due to outage of several generating units of various state electricity boards. As a result of this , there are unscheduled and long power cuts in several areas, including the Haryana Vidyut Prasaran Nigam's systems. The Northern Grid lost supply from major generating units having a total capacity of 3,592 MW — losing nearly 720 lakh units in a day.

Several areas in the region had to without supply for long intervals.

Unexpectedly long dry weather conditions have also contributed to the shortage. The unexpected heat wave conditions have intensified the situation in north-eastern areas while the demand for power supply has suddenly increased in Uttar Pradesh, Rajasthan and several other areas in the plains. The power requirements of Himachal and Jammu and Kashmir have not tapered down as expected. Contrary to expectations, the inflows in the catchment areas of the Bhakra complex have also not increased.

The inflow into the Bhakra reservoir were 16870 cusecs as against 17,008 cusecs last year. The reduced inflows have naturally affected generation. The Bhakra reservoir level too is lower this year at 1531.71 ft as against 1542.21 ft last year.

The major generating units which were not functioning include Singrauli (not working pending boiler licence renewal), Rihand ( due to boiler tube leakage), Anta (due to maintenance), Auriya (GT) (due to inspection of gas chamber), Auriya (G.T.) (Due to gas restriction ), Auriya (ST) (due to outage of gas turbine), Badarpur thermal power station (due to maintenance), Dadri GT (due to generator fault), Bhakra (due to pen stock maintenance), Dehar (due to annual maintenance), Bairasiul all three units (due to tail race problems), Chamera (due to problem in GT/TF), Ropar (due to maintenance works), GNDTP (due to annual maintenance), Haryana Power Generation Corporation (two units of Panipat for refurbishment), Lehra Mohabbat (Due to teething problems) and Kota (due to annual maintenance).

While the Northern Grid officials had no intimation about the closure of Auriya units, Bairasiul, Chamera and Lehra Mohabbat units, it is reported that the units of Bhakra (1) Ropar, GNDTP and Kota will be synchronised in May and the Dehar unit will be synchronised on August 11.

In spite of reduced generation, Uttar Pradesh drew 26.80 lakh units more than its share, Punjab 4.3 lakhs units and the Rajasthan State Electricity Board took 3.98 lakhs units more. Himachal drew 4.15 lakh units and Chandigarh 2.79 lakh more, the Haryana Power System could not draw 7.46 lakh units out of its share and similar was the situation with DESU, which drew 2.19 lakh units less, and Jammu and Kashmir 16.5 lakh units less yesterday.

HVP to support BJP

CHANDIGARH, April 21 – After keeping the BJP guessing for two days, the delivery of the letter of support to it by the HVP this afternoon scoffed at all rumours about the imminent parting of the ways between the two parties which are ruling coalition partners in Haryana.

Speculation about the HVP distancing itself from the BJP and entering into some sort of a tie-up with the Congress started soon after the Vajpayee Government lost the vote of confidence by one vote.

The speculation was further fuelled by the absence of the HVP from the meeting of the coordination committee of the BJP and its allies and later from a dinner hosted by Prime Minister Atal Behari Vajpayee.

The HVP President and Chief Minister, Mr Bansi Lal, and his senior colleagues were believed to be peeved at the attitude of the BJP high command in not coming out openly and honestly with its coalition partner in Haryana about the terms and conditions on which Mr Om Parkash Chautala of the Indian National Lok Dal had reconsidered his earlier decision of opposing the confidence motion.

The HVP leaders had expected that the least the BJP would do under the circumstances was to take them into its confidence. The situation for the HVP leaders became more ticklish when no effort was made by the BJP to deny reports that its leadership had given a firm commitment to Mr Chautala that it would withdraw from the Haryana coalition.

It seems, if there was a such commitment to Mr Chautala on the part of the BJP, Mr Bansi Lal's friends within the party too expressed their helplessness in clearing the confusion given the position of weakness in which they found themselves after the fall of the government.

Ostensibly the HVP leadership has reached an understanding with the BJP leadership of the continuation of its presence in the Haryana Government. This only explains the delivery of the letter of support just hours before the Home Minister, Mr L.K. Advani, known to be the leader of the pro-Bansi Lal section in the BJP, was scheduled to deliver the letters of support of the BJP allies to the President, Mr K.R. Narayanan, this evening.

During the day most of the senior Haryana BJP Ministers and other leaders remained huddled together as the secretariat was agog with rumours about the impending tie-up between the HVP and the Congress. On condition of anonymity, most of them expressed their desire to continue the coalition with an ally which had proved to be the least troublesome for the party so far. But they were unanimous in saying that they would abide by the decision of the Central leadership.

Certain HVP ministers too had their reservations about the possible merger of their party with the Congress. They were apprehensive about their political future in the Congress because in that party they would have to be contended with strong opposition from "old" Congressmen for the party ticket in their respective constituencies.

Human rights: media’s role emphasised

AMBALA CANTT, April 21 — Audio-visual media can play a major role in educating masses about human rights. Individuals and other organisations have been successfully using such media in a much bigger way than state agencies actually engaged in the task of safeguarding human rights.

These observations were made by Justice V.K. Khanna, Chairman, Punjab State Human Rights Commission, while inaugurating a two-day seminar on "Indian Army and Human Rights" at Kharaga Theatre here this morning.

Justice Khanna said that 23 of the 30 Articles of the Universal Declaration of Human Rights are enshrined in the Indian Constitution. "If we do not have people of honesty, integrity and devotion, even a good Constitution will fail. To ensure human rights, there has to be a political will. If you have the will, the people will cooperate."

Talking about the global scenario, Justice Khanna said there was hardly any possibility of a conventional war taking place in the near future.The concept of low intensity and long drawn out conflicts had come in. This was how smaller countries were fighting bigger nations. The examples of the Northeast and Kashmir were before the nation.

Justice Khanna felt that the Army was not meant to fight its own people. It had to play a tactical and strategic role and extend help and cooperation to the civil administration. He maintained that the institutions belonged not only to a group of people but to all citizens who were, in fact, masters.

Justice Khanna had served as Chief Justice of the Guwahati High Court for three years before taking up his present assignment in Punjab. He maintained that he was proud of the Indian Army and salute its men and officers for their heroic deeds.

Earlier, Maj-Gen PPS Bhandari, General Officer Commanding of Armoured Division, in his keynote address said that the concept of human rights had assumed importance globally during the past few decades and had international significance as every country was subject to scrutiny by the world body which indicted member-states for violations.

General Bhandari said that the Indian Army established a human rights cell at the apex level whose role was to monitor, analyse and respond to alleged violations and excesses of human rights. The Indian Army's rich record while combating conflict situations in India and abroad, speaks of its rich culture, heritage, training and experience.

Terrorists thrived on disinformation campaign. One of the strategies the terrorist adopt was to make allegations of human rights violations, compel people also to level false allegations of human rights in order to prevent armed forces from carrying out their duty and impose caution on them. In the process, the human rights of millions of innocent people who were subjugated through the gun by the militants were sacrificed. Thus it is important for the mass media to play an important role in the context of curbing terrorism. Media plays a very important role in democratic polity. It was the greatest arm in our armoury for protection and promotion of human rights. It had to reflect and share the concern of society and the country on important issues of human rights by uncovering the ugly face of terrorism and doing a great service to society as a whole," added General Bhandari.

Earlier, Brig A.K. Asthana, in his address of welcome, said that the seminar was an effort towards enhancing the awareness level among soldiers and interaction with media and civil administration within the overall policy laid down by Army Headquarters in the decade of human rights education.

Roadways staff hold dharna

ROHTAK, April 21 — Haryana Roadways Employees today staged a dharna in protest against the non-acceptance of their demands and plying of 'unauthorised' buses in the state.

The employees' demands include the payment of bonus, filling of vacant posts by promotion, hike in night allowance from Rs 3 to Rs 25, the payment of the balance TA and overtime amount, the regularisation of the services of the daily wage earners and contractual workers, who have put in 240 days service, and service benefit to the widow of a deceased employee.

The president, Roadways Karamchari Union, Mr Balwan Singh Mor, alleged that the government had not purchased any new bus in place of 1150 condemned buses as a result the staff had become surplus. He demanded that atleast 3,000 new buses should be added to the roadways' fleet so that the surplus staff could get jobs and the passengers better service.

He alleged that 30,000 maxi-cabs and 650 buses owned by influential persons were plying unauthorisedly on the roads in Haryana. Many buses emanating from Rajasthan were also plying without permit in Haryana.

Mr Balwan Singh said 16.5 lakh persons travelled daily in Haryana roadways buses three years ago but the figure had declined to only nine lakh. This had resulted in steep fall in the income.

The roadways, he said, was suffering an annual loss of Rs 92 crore because of the free travel facility extended by the government to various sections of the travellers. He demanded that the government should compensate the loss.

The amount collected through challans of unauthorised plying of buses and maxi-cabs should be paid to the roadways. The roadways was suffering a loss of Rs 15 crore because of these operations he said.

Describing the government claim that it was spending Rs 450 crore on its employees, as misleading he demanded the publication of a white paper on the issue and alleged that the government was spending Rs 50 crore every month on legislators and on chairmen of various boards and corporations.

CM "misleading" on 5th pay panel

ROHTAK, April 21 — The Haryana Karamchari Mahasangh (HKM) has alleged that the Haryana Chief Minister, Mr Bansi Lal had been trying to mislead people on the issue of implementation of Fifth Pay Commission in the state.

In a statement here yesterday, a spokesman of the Mahasangh claimed that while there were still 50,000 employees in the state 1500 had not been benefited by pay revision. The Chief Minister at public meetings had been claiming otherwise. He said employees of various corporations and nigams including the Minor Irrigation Tubewell Corporation (MITC), the DRDA,the Harijan Kalyan Nigam, Anganwadi workers and employees of 10 boards were still agitating for pay revision as per new scales.

He said that the amount of bonus and other allowances of the employees of Haryana had been lower as compared to what an employee of the central government was getting. An employee in central government service was getting almost double the allowance including HRA medical, and conveyance. Expressing concern over the "delay" in the payment of bonus for the past about couple of years , he said bonus was a regular feature in other states like Punjab and Himachal. The Mahasangh has appealed to the state government to "avoid" misleading statements and consider implementation of its "genuine" demands including reinstatement of expelled employees, removal of anomalies in pay scales and ending victimisation including withdrawal of "false" ESMA cases against employees.

No clue to escapee children

SONEPAT, April 21 — The city police has so far failed to achieve any breakthrough in the case of escape of 12 children from the local Government Juvenile Home.

According to official sources, one of the children is Ghanshyam, alias Ghansi, who is allegedly involved in a double murder case in Delhi. The culprit, along with two others — Shyam and Harinder — allegedly murdered two boys Kailash (10), a son of Mr Bijender Sharma, and Satinder (11), a son of Mr Tejpal, both residents of the Sarai Khawaja area of Delhi on the night of January 10.

The Delhi police, it may be recalled, had arrested Ghanshyam, alias Ghansi, and Shyam and Harinder in connection with the alleged murder. They were neighbours of Mr Bijender Sharma and the culprit, Harinder, is stated to be a notorious criminal. The duo were taken away to a park near the DAV School in Sector 37 by the culprits where they were allegedly murdered with a view to taking revenge from them.

All three culprits were later sent to Rohtak jail for judicial custody wherefrom Ghanshyam was transferred to Government Juvenile Home in this city as he was minor.

The Sonepat city police has already informed the Sarai Khwaja police station about the escape of Ghanshyam. The next date of hearing in the case is April 23.

The police carried out raids on several hideouts of the culprit in Faridabad but failed to nab him.

Rs 280 cr for farm, non-farm sectors

CHANDIGARH, April 21 — The Haryana State Cooperative Land Development Bank has set a target to disburse a loan of Rs 280 crore in agricultural and non-agricultural sectors in the state in the current financial year.

Disclosing this here today Mr Narbir Singh, Cooperation Minister, said that the loan would be provided through 84 primary cooperative agricultural and rural development banks situated at tehsil and sub-tehsil levels.

The Minister said Rs 243.68 crore was advanced under various loaning schemes of the bank as against the target of Rs 240 crore in the last financial year. Over 44,900 farmers, petty shopkeepers, unemployed youth and others were the beneficiaries during that period. Of this, Rs 82.93 crore was advanced for the purchase of tractors, Rs 40.38 crore for dairy schemes, Rs 38.23 crore for minor irrigation schemes and Rs 26.73 crore for poultry schemes Rs 18.11 crore was advanced for various self-employment schemes.

He said the bank had so far advanced loans amounting to Rs 1781.91 crore in agriculture and non-agriculture sectors, benefiting over 7.86 lakh persons in the state since its inception in 1966.

The bank had started various loaning schemes for the purchase of agricultural implements and agricultural land, setting up of minor irrigation schemes, horticulture, forestry, animal husbandry and small scale units. The bank was also giving loan for the purchase of passenger vehicles to unemployed youth, he added.

UP wheat floods Faridabad mandis

FARIDABAD, April 21 — Wheat from the neighbouring districts of UP has flooded the mandis of Faridabad, official sources said here yesterday.

They said out of 1,52,155 tonnes of wheat arriving in the mandis of the district till Monday, 50 per cent was brought by UP farmers. Government agencies procured 1,50,789 tonnes and the rest was purchased by traders.

It is learnt that UP farmers prefer Haryana mandis because they get quick payment unlike in their home state.

SONEPAT (FOC): The failure of official procurement agencies to lift wheat procured by them in this city and other mandis in the district has caused a serious shortage of space for new arrivals.

Representatives of various farmers organisations held a joint meeting here on Wednesday to air the grievances of farmers who are taking their produce to the markets in this city and elsewhere and register their protest against the failure of the procurement agencies to lift the procured stock.

The meeting alleged that there had been a serious shortage of gunny bags in some markets, particularly at Gohana foodgrains marks, and this has resulted in the stoppage of wheat procurement. Many farmers are allegedly waiting for their turn to unload their produce in the markets for days together.

It also alleged that a majority of the markets lacked basic amenities like drinking water and sunshades etc.

It urged the procurement agencies to lift immediately the procured wheat from the markets.

Power cuts: residents block traffic

AMBALA, April 21 — Irked by frequent and unannounced power cuts, irate consumers blocked traffic near Manav Chowk and Patiala Chowk in the city and Mahesh Nagar in the cantonment area last night. Among the angry residents were students who are appearing in college examinations these days.

While the residents blamed HVPN officials for the unscheduled cuts, the officials said the poor availability of power was responsible for the crisis.

A meeting of the officials of the HVPN and the Deputy Commissioner was held today to discuss steps to solve the problem. Mr V.B. Chauhan, Xen, said power position worsened yesterday due to shutdown at nine thermal power stations in the northern grid. He said the cantonment area was not supplied power for more than 18 hours yesterday and even the Shahabad power station was not in a position to supply power.

Mr Chauhan said consumers in the Mahesh Nagar area, Babyal and the Industrial Area were the worst sufferers as the under-relay frequency automatically shut down power supply to them. He said as soon as the frequency level dipped to a certain level, the power was switched off automatically at the BBMB power house at Dhulkote. BBMB officials had no alternative as it was an automatic process.

The president of the industrialists association, Mr D.C. Gupta, has already urged the government to provide an alternative source of power from some sub-station in case of shutdowns by the BBMB.

2-year term for forger

ROHTAK, April 21 — The Judicial Magistrate First Class, Ms Sunita Goyal, on Monday sentenced Dhani Ram to imprisonment for 2 years and to pay a fine of Rs 2,000 under Section 420, 466, 473 and 120-B of the IPC yesterday on the charge of producing bail documents bearing forged signature of Mr Justice G.S. Chahal, of the Punjab and Haryana High Court in 1992.

In default of the payment of the fine he shall have to undergo further rigorous imprisonment for four months.

A local lawyer who produced the forged documents in the court of the then Chief Judicial Magistrate, Mr S.P. Singh, was also found guilty by the court. He was sentenced rigorous imprisonment for 2 years and to pay a fine of Rs 2,000 under Section 420, 471, 468 and 120-B of the IPC. In default of the payment of fine he shall have to undergo further rigorous imprisonment for 3 months.

Inder and Ram Chander, brothers and Jamuna and Meenu, wife and daughter, respectively of Dhani Ram, were sentenced to rigorous imprisonment for 6 months and to pay a fine of Rs 500 under Section 120-B of the IPC.

In default of the payment of fine they will have to undergo further imprisonment for one month each.

Inder and Ram Chander were lodged in the jail on the charge of murder and Dhani Ram forged the bail documents. The wife and daughter of Dhani Ram were held guilty of assisting Dhani Ram in the forgery by the court.

Dhani Ram, had been involved in preparing forged high court bail documents meant for murder convicts.

Earlier, Dhani Ram conspired to transfer a station master by forging signatures of a senior railway official. He himself impersonated as the station master and took over the charge. He served there as station master for several days and later fled after taking some cash.

It is learnt three cases are pending against Dhani Ram in separate courts. He reportedly fights his case himself. Regarding the present case he said in the court that he had nothing to say while the other convicts prayed for mercy on different grounds.

4 arrested for robbing trader

AMBALA, April 21 — The district police has arrested all four suspects in a robbery case in which a cloth merchant, Mr Daman Jain, was robbed on October 5 last at his residence here. Mr M.S. Malik, district police chief, said here today that one of the suspects, Paramjit Singh, alias Pamma, was in the Punjab police and posted at Ludhiana. The other three suspects were Avtar Singh, alias Taari, Harpal Singh and Sukhvinder Singh, alias Pappu, and all of them hailed from Ludhiana.

They had robbed a bag containing Rs 2.5 lakh and some gold ornaments from Mr Jain.

Mr Malik said this month, the police had recovered five cars which had been stolen from different parts of the district recently. The cars belonged to Mr Jai Pal of Mullana, Mr Sandeep Kumar Singhal of Mahesh Nagar, Mr Jagganath Ahuja from Punjabi mohalla, Mr Ashok Aggarwal from the science market and Mr Rajiv Kansera.

In another incident, the Government Railway Police (GRP), Haryana, has arrested one Paramjit Singh, resident of Ludhiana district, and recovered from his possession a .12 bore pistol and four live cartridges.

According to the S.P., Railways, Mr Attar Singh Ahlawat, the suspect had purchased the pistol from Rampur in Uttar Pradesh. He was also carrying letter pads of the Shiromani Panth Akali Budha Dal (Panjwan Takht) and Shiromani Panth Akali Tarna Dal Panjwan Nishaan. He was being interrogated.

ROHTAK, April 21 — The District Council for Child Welfare, Jhajjar, will organise the National Painting Competition on May 12 for the school children of the district.

The Deputy Commissioner of Jhajjar, Mr Arun Kumar, said it would be an on the spot painting competition and the entries would be sent to the council at Delhi for selection.

The students between the age of 5 to 18 years will be divided into five groups and each group will be given a separate theme. The theme for the Green Group (5-8 years) is sunrise and for White (9-12 years) and Blue (13-16 years) Groups will be mother and child and village scene respectively.

The theme for the children in the Special Group, Yellow (5-10 years) and Red (11-18 years) will be tree on animal and nature or favourite leader respectively, Mr Arun Kumar said.

Inter-state gang of robbers busted

HISAR, April 21 — The District police today claimed to have busted an inter-state gang of robbers operating in the different parts of country including Delhi, Rajasthan and Haryana.

Mr O.P. Singh, SP, said here that the police has arrested five members following an information that they were hiding near the Patwar crossing on the Hansi-Jind road and planning to commit dacoity. The police seized three pistols and three cartridges from their possession.

The arrested persons have been identified as Dharampal of Chortapur village, Pradeep of Bir Farm, Hansi, Suresh of Jeetakheri village, Ram Avtar, alias Narsimha, of Hisar and Vinod of Milkpur village.

During interrogation they confessed of robbing a jeep driver of Hansi of Rs 4,200 and Rs 600 in another robbery on the Tosham road Hansi.

A case under Sections 399, 402 and the Arms Act has been registered against them by the Hansi police.

Minister reviews wheat purchase

CHANDIGARH, April 21 — Prof Ganeshi Lal, Food and Supplies Minister, Haryana, has appreciated the efforts of the wheat procuring agencies for making procurement operations a success by procuring almost the entire wheat that arrived in the mandis.

The minister, who was reviewing the wheat procurement with the heads of procuring agencies here last evening, directed them to ensure clearance of mandis on a priority basis to ensure space in mandis and purchase centres to accommodate fresh arrival of wheat besides ensuring safety of the wheat stocks.

He urged the FCI to clear the wheat stocks in the mandis by taking local deliveries in their godowns and depots all over the State.

The State Regional Manager, FCI, assured the minister that he would issue directive to his field staff to take maximum local deliveries of wheat of procuring agencies at FCI depots and godowns located in the state. Besides, he also assured to accelerate foodgrains movement from Haryana to other states

The minister directed the heads of procuring agencies that keeping in view the limitations of the FCI, they should make alternative arrangements for wheat stocks to be lifted and clear the mandis at the earliest by taking wheat to their own safer places like godowns and plinths. Keeping in view the record wheat arrivals this year, the minister directed the Chief Administrator, Haryana State Agricultural Marketing Board, to allow stacking of procured wheat of procuring agencies in the sheds or phars of mandis which were vacant and normally used by procuring agencies.

Four arrested for dacoity

FARIDABAD, April 21— The police claims to have arrested four desperadoes of UP who had committed a dacoity in Manthawali village under the Tigaon police station in Faridabad.

The arrested persons have been identified as Mahesh, Santpal, Lakshmi, (all of Aligarh) and Chander of Bulandshahr.

They have admitted committing the crime at the residence of Suresh Chandra of Manthawali village on April 15 from where gold jewellery and cash was taken away.

Family members of Suresh caught hold of one of the dacoits and the others escaped. However a few minutes later they again came and fired indiscriminately, managed to free their colleague and ran away.

The arrests were made after the police raided their hideout in Alipur village and recovered property looted from the house of Suresh and also from Jasana village.

Mahesh, who had recently jumped bail is responsible for three murders and 20 dacoities in UP. Santpal is also a proclaimed offender. The UP police has been informed about the arrest.

Chaudhry backs Chautala

CHANDIGARH, April 21 — A general secretary of the Indian National Lok Dal, Mr Pradeep Chaudhry, today came out in defence of Mr Om Prakash Chautala and lashed out at those who criticised the Lok Dal President for "repeatedly changing his stand".

In a strongly-worded statement here today Mr Chaudhry said the critics of Mr Chautala should explain when the Lok Dal leader had changed or compromised with his known stand of being anti-Congress.

Mr Chaudhry said to harm the Congress, whom the Lok Dal leader considered to be his enemy number one and the mother of all ills facing the country today, Mr Chautala could change his stand against or for any party. He said the Lok Dal workers were proud of the fact that when all most all political parties fawned at the Congress in today's polluted political atmosphere, Mr Chautala was firm like a rock on his anti-Congress stand.

Criticising Mr Bansi Lal, his daughter-in-law, Mr Bhupinder Singh Hooda, Haryana Congress President; and the Left parties for their links with the Congress, Mr Chaudhry asked why critics of Mr Chautala were silent about the conduct of these leaders and parties.

Haryana to compensate fire victims

YAMUNANAGAR, April 21 — The district administration has decided to give compensation to those families whose homes were destroyed in a fire at Bhutowala village, about 25 km from here, on April 18, Mr Rajiv Sharma, Deputy Commissioner, said yesterday. Six families whose houses were destroyed were living below the poverty line and it had been decided to reconstruct their houses. The owners of houses that were partially damaged would be given Rs 1,000 each.

"Treachery day" tomorrow

ROHTAK, April 21 — The Haryana BJP will observe April 23 as "treachery day" all over the state in protest against the fall of the Vajpayee Government owing to betrayal of trust.

Mr Gulshan Bhatia, office secretary of the party, said here yesterday their protest marches would be taken out and demonstrations and dharnas held in all districts that day. The "deceitful stand" adopted by the AIADMK and the Congress towards public opinion and "anti-people" politics of the Leftists would be exposed in these rallies.

Factories gutted by fire

HISAR, April 21 — Property and machinery worth several lakhs were destroyed in separate incidents of fire yesterday in the Hansi subdivision.

A cotton factory owned by Praveen Elabadi, a former president of the local nagar parishad, was destroyed.

Another cotton factory caught fire in which property worth Rs 1 lakh was destroyed. In another incident, Metro Chemicals, a firm situated on the Hisar road caught fire in which property worth Rs 20,000 was destroyed.

Acid attack:one held

SONEPAT, April 21 — The Railway police here has arrested Ranbir alias Narbir of Rajlu Garhi village in this district in connection with the acid attack on passengers travelling on the DPM train bound for Panipat on the evening of April 12.

Senior Superintendent of Police K. Selvraj said here today that the accused had confessed to the crime and told the police that he had taken revenge on one of the victims, Devinder who had a quarrel with him some time back when he (accused) was under the influence of liquor.

He said that the accused was produced before a Judicial Magistrate here who remanded him in judicial custody till May 4.

At least 15 passengers, including Devinder, had received burn in the acid attack when they were travelling in the train.

Shobha yatra taken out

ROHTAK, April 21 — A "shobha yatra" was taken out in the town as a part of Bhagwan Parashu Ram birth anniversary celebrations yesterday.

The yatra was led by Swami Divyanand Tirth Maharaj of Shrimad Jagad Guru Shankaracharya of Bhanupura Peeth.

Members of the Haryana Beopar Mandal welcomed the yatra at various places and distributed sweets.

Lt-Gen(Retd) O.P. Kaushik, Vice-Chancellor of Maharshi Dayanand University, and Dr Suresh Chand Dutt, President of the district Brahman Sabha, honoured the Swami at Durga Bhavan later.
