An eyesore in Sector 17 Place: A portion of the Plaza in Sector 17-B. Problem: Broken condition of the concrete pavement due to a leaking joint of the water supply line. History: Shopkeepers of the area say the problem had been continuing for the past many years but it became acute about a year ago when a contractor constructing a building nearby stored building material in the area. Mr T.S. Bedi, a shopkeeper, alleged that repeated representations to the authorities concerned had failed to improve things, resulting in condition of the area was going from bad to worse. What to talk of beautifying the area, the Municipal Corporation, Chandigarh (MCC) had even failed to maintain it properly, complained Mr Avinash Singh, a sales executive. Response from public: Shopkeepers alleged that apart from giving a shabby look to the area, the broken pavements seriously hampered business, particularly in the rainy season when customers avoided visiting the area due to the accumulation of water. Besides, mosquitoes bred freely in the accumulated water, posing a health hazard. The shopkeepers and
visitors demanded that concrete pavements should be
redone and the leaking joint plugged so that they were
not inconvenienced. |
PU elections CHANDIGARH, Sept 16 Allegations and counter-allegations dominated the open house for all student bodies organised by the Dean, Student Welfare of Panjab University in wake of the coming student body elections here today. The open house, however, had negligible presence of students. Only supporters of various organisations could be seen at the venue . ABVP led by Arun Sood , the state vice president of the parishad , quoted one incident of violence after the other supported by FIRs and press clippings, charging the Panjab University Students' Union and the Students Organisation of Panjab University for spreading unrest on the campus. PUSU and SOPU while blaming each other charged the ABVP with non activity. Dayal Pratap Singh Randhawa, the candidate of SOPU, said the ABVP sounded more like a "police munshi and totally devoid of any student issues." Both student organisations also alleged that Sood was not a bona fide student of the campus. Supporters of SOPU expressed their resentment when Sood named a Syndic for promoting SOPU. Suresh Mehta who spoke in support of the SOPU panel said the previous council had done nothing to solve problems of hostelers. He charged other organisations of being bourgeois. Randhawa criticised PUSU for non performance. He said contribution of PUSU in the past 14 years had been negligible . Speakers of the PSO expressed anguish at the state of affairs in student politics. Speakers expressed their resentment against strikes, both of students as well as teachers, and decried facilities in hostels. Nitin Kaura , a candidate for the post of vice president, went to the extent of saying that "under the existing conditions there should be no elections." Ravneet Singh "Yuri" of ABVP highlighted the organisation's achievements in the past one year. Sood flayed at the 'base' culture being promoted by opposition in form of Valentine Day and other such activities . He flayed the role of certain Senators and Syndics, holding them responsible for the downfall in the standard of student politics. Alleged involvement of certain Senators in students politics was also flayed by G.S. Grewal, chairman of the NSUI campaign committee . He said it was unfortunate that ordinary students were not present to listen to their candidates. Earlier Rohit Sharma, presidential candidate of the NSUI-PUSU-HSA alliance, spoke about the existing evils in the examination system. He stressed the need for having block representatives in hostels and who in turn will choose a senior representative to look into the problems of students. He also supported SOPU on the need of creation of a career guidance cell. Earlier the DSW said the open house was being introduced with a hope that discussions under a congenial atmosphere would promote healthy politics. Earlier during the day the

Budding student leaders CHANDIGARH , Sept 16 There is more to the personalities of the candidates for the forthcoming elections of Panjab University Campus Council apart from rhetorics about creation of a non-violent atmosphere for academic excellence. Rohit Sharma, candidate for the post of president from the Panjab University Students Union-Haryana Students Association-and National Students Union of India alliance has done research on youth psychology. He has also given radio talks on related issues. He is currently enrolled in the Department of Laws . A graduate of the local DAV College with honours in political science, Rohit has also been associated with a Western theatre group. Rohit is a merit certificate holder of his college. His agenda includes reforms in examination system and improvement of hostel facilities. Dayal Pratap Singh Randhawa, presidential candidate of the Students Organisation of Panjab University has also graduated from the local DAV College with honours in geography. Till the previous session he was a student of the Department of Laws and is currently enrolled in the Department of Education. Dayal has attended NCC camp for the Republic Day celebrations at Delhi. He was also the vice-president of the college bhangra team. His main demand is the setting up of a Dean, students placement, free bus passes and 50 per cent concession in cinema halls. Ravneet Singh "Yuri", candidate for the post of the president of the ABVP, did his schooling from Bishop Cotton School. He is a commerce graduate from Delhi University. He is currently enrolled in the Department of Laws. Yuri won a medal in the All-India inter-university squash racket tournament. He was a member of the organising committee of the all-India inter-university youth festival. His agenda includes reforms in the education system, and arousing the spirit of nationalism. Shashi Pal Ratra, a student of the Geology Department, is the presidential candidate of the Punjab Students Organisation. The organisation has voiced its concern against "mindless politics at the campus". Rabinder Kaur Bajwa is the candidate for post of the vice-president from the PUSA-HSA-NSUI alliance. She is enrolled in the Department of Education. She was the president of the student body in Dev Samaj College of Education in the previous session and is a familiar face at various cultural festivals at the campus. She was the topper in plus two in GMSSS, Sector 37. She was overall topper of MCM DAV College and recipient of Mehr Chand Mahajan award for best student. She has compered programmes on radio and has been an active member of the music society. Sarika Malik, candidate for post of the vice-president from SOPU is a student of university institute of pharmaceutical sciences. She is on the board of directors of two schools in rural areas of Haryana. This is her first brush with student politics. She says a girl representative is a must as the "girls were still not secure on the campus". She has represented at the national level in skating and softball competitions. Anuradha Negi, the vice-presidential candidate from the ABVP, is a student of the Department of Economics. She is a former president of the student body in GCG, Sector 42. Other candidates from the PUSU-NSUI-HSA alliance are Sanjay Singh (Department of Laws) for the post of secretary and Vivek Mahajan (physics) for the post of joint secretary. Candidates from the SOPU-SFI alliance are Akhil Kumar Goyal (laws) for the post of secretary and Gurpal Singh (physics) for the post of joint secretary. Candidates from the ABVP

Ruralists at receiving end CHANDIGARH, Sept 16 Though city residents will have to bear the brunt of paying an additional 30 per cent as bi-monthly telephone rent, it is the rural population in the union territory which is hit hard by the hike, and certain subscribers will end up paying up to 260 per cent more. This may not be the only shock. If proposals of the Telecom Regulatory Authority of India (TRAI), seeking a hike in call charges and rentals are implemented the subscribers will start feeling the pinch. Thankfully, in the latest hike, subscribers in Panchkula and SAS Nagar have been spared due to an operational reason. Bi-monthly rent for phones in the two neighbouring townships will remain unchanged at Rs 200 despite they falling under the Chandigarh Telecom Circle. The hike that was announced yesterday has affected as the department has clubbed all telephone exchanges in Chandigarh for the purpose of charging. The clubbing has been carried out under a revised short distance charging area (SDCA) plan of the Department of Telecommunications (DoT). With this clubbing the number of telephones installed in the Chandigarh SDCA has gone past the one lakh mark, thus pushing up the bi-monthly rental. Subscribers living in places that have between one lakh and three lakh lines are charged at the rate of Rs 360 as bi-monthly rent, as per a policy of the DoT. Before the hike Chandigarh subscribers used to pay Rs 275 as telephone rent. Meanwhile, in places like Behlana village where not more than 200 telephone connections are working the rent has gone up by 260 per cent from Rs 100 to Rs 360. Almost the same is the story in Khuda Ali Sher and Khuda Lahora villages where the rental rates have gone up from Rs 150 to Rs 360. Thus, it is an irony of sorts for Chandigarh subscribers will pay more rent just because the department decided to club all exchanges to show that the number of telephones in the city was more than one lakh. However, no addition in service has been made. The Chandigarh Telephone Subscribers' Association has criticised the DoT policy under which rentals have been hiked. A statement issued by the association president , Mr R.K. Verma, said the attitude of the telecom department was "anti-consumer". Meanwhile, sources say that SAS Nagar and Panchkula subscribers were spared as they will ultimately form a part of the Kharar and Kalka SDCAs, respectively. This time the two towns could not be counted in the number of telephones working in Chandigarh. However, unlike Kharar subscribers SAS Nagar residents do not enjoy direct dialling facility to towns like Samrala, Sirhind or Ropar. The same is true for Panchkula subscribers who do not get direct dialling facility to Solan, Ropar or Naraingarh as is available to Kalka subscribers. These facilities are not extended to Chandigarh subscribers also thus SAS Nagar and Panchkula are on a par with Chandigarh in this respect. Mr Verma said the direct
dialling facility provided to Chandigarh subscribers
under the new scheme will not be of much benefit at the
cost of enhanced rentals. Though nearby smaller towns can
be reached through direct dialling, the question is how
many times does a subscriber make use of this facility?

Army 'ready to take' Pak
challenge CHANDIGARH, Sept 16 The two-day celebrations to mark the 51st anniversary of raising of the Western Command, the largest operational command of the Indian Army, concluded at Chandimandir, near here, today. The Western Command, earlier called Delhi and East Punjab Command, was raised on September 15, 1947, with its headquarters in Delhi, controlled all formations with an operational role in the territorial areas of present western and northern armies. However, it was redesignated as Western Command in January, 1948, after which its headquarters was shifted first in 1954 to Shimla and finally to its present location Chandimandir in 1954 and 1985, respectively. A memorial service and a solemn ceremony were held at the war memorial "Veer Smriti". A ceremonial guard was presented in memory of the soldiers of the command who laid down their lives while defending their motherland. The General Officer Commanding-in-Chief, Western Command, Lieut-Gen H.B. Kala, laid a wreath at the memorial. A large number of officers and other ranks were present. A social get-together was attended yesterday evening by the Punjab Governor, Lieut-Gen B.K.N Chhibber (retd) and a large number of serving and retired officers. A "barakhana" was also organised. During a chat with the mediapersons, Major-General (General Staff) J.B.S. Yadav said the Indian Army was fully prepared to tackle any challenge posed by Pakistan. In a bid to revive militancy in the states of Punjab and Jammu and Kashmir, Pakistan's ISI had renewed its efforts by pushing arms and ammunition in both states, but the Army in close coordination with other agencies was monitoring the situation minutely due to which almost all of their attempts had been foiled. Referring to Punjab, General Yadav said what was disturbing the Army authorities was settlement of a large number of Bangladeshis in the border areas, especially in Punjab. Though they were being welcomed by locals as cheap labour, but they might foment trouble in the years to come. While asserting that the
situation in the J&K was under control, General Yadav
said after feeling the pressure of the Army in the state,
Kashmiri militants were resorting to desperate acts like
killing of innocent persons, particularly in Himachal.
The objective of this action was to leave an impression
in the minds of the people that they have enlarged their
field of activities. |
HUDA told to give alternative
plot PANCHKULA, Sept 16 Holding HUDA responsible for allotting a plot under litigation to a consumer at Gurgaon, the local consumer court has directed the former to hand over physical possession of an alternative plot at the price already charged by it. HUDA has been directed to pay a compensation of Rs 25,000 to the consumer for hiding facts about the case and charging more for the plot from him. The order was passed by the District Consumer Disputes Redressal Forum on the basis of a complaint lodged by Dr Arun Chaudhary, a resident of Ambala cantonment. Dr Chaudhary in his complaint before the forum alleged that Ms Sunder Payaree was allotted a plot no. 340-P in Sector 12-A in Gurgaon in January, 1986, on a free-hold basis. She deposited 10 per cent of the tentative price of the plot and thereafter deposited money in nine instalments. Meanwhile, the said plot was transferred in the name of the complainant in May, 1989, and the remaining instalments were deposited by him. However, HUDA failed to deliver physical possession of the plot even after three years. Enquiries on the part of the complainant revealed that the above said plot was under litigation. Dr Chaudhary was then offered an alternative plot (no. 573-P) in Sector 5 in May, 1996, but at new rates. HUDA then demanded Rs 3,51,515 from the complainant on June 18,1997, failing which an interest at a rate of 18 per cent would be charged from him. On being noticed by the forum, HUDA said the complainant had been offered an alternative plot, which had subsequently been accepted by him. In its order the forum observed that HUDA had indulged in deficiency of services. HUDA has been directed to
pay interest at a rate of 15 per cent on the amount
deposited by the complainant by way of price of the plot
from the date the basic amount was deposited till the
date of offer of physical possession of the alternative
plot. |
Preserve
ozone layer rally CHANDIGARH, Sept 16 It was a rally with a difference. Instead of shouting of slogans, and provocative banners, school children marching through different parts of the city had placards in their hands with slogans like "Avoid use of perfumes, Plant raat ki raani, Champa and other flowers", Stop use of air freshners-make flower arrangements," and "Ladies! adorn your hair with bunches of flowers, don't use perfume." This was the message given by a number of students of the Sector 8 DAV Higher Secondary School, Sector 24 SD Higher Secondary School and a number of other schools, while celebrating International Day for Preservation of Ozone Layer here today. The rally was sponsored by the Punjab State Council for Science and Technology and the Environment Society of India. While addressing the participants, the Joint Director of the Ministry of Environment and Forests, Dr K.K. Garg, advised the students to spread the message for the preservation of the ozone layer. Dr Kusum Saxena, a scientist of the Central Pollution Control Board, advised the NGOs to evolve schemes aimed at preserving the ozone layer. |
MIA threatens dharna on octroi
collection SAS NAGAR, Sept 16 The Mohali Industries Association (MIA) went on the warpath today demanding immediate scrapping of the system of octroi collection by private parties as it had led to the harassment of industry here. The MIA president, Mr R.S. Sachdeva, told a press conference that if the government did not scrap the system within 15 days industrial unit owners would stage a dharna in front of the Municipal Council (MC) office. Mr Sachdeva said the MIA had made a representation to the Chief Minister against the privatisation of octroi collection on July 17 but it was ignored. The government's aim in privatising octroi collection was to minimise evasion but now a licence had been given to a "mafia" which was bent upon obstructing industrial growth. He demanded the suspension of the MC Executive Officer (EO), Mr K.S. Brar, as he had failed to solve octroi problems and was "hand in glove" with the octroi contractors who had political links. The MIA chief alleged that Mr Brar was not taking action according to condition No 17 of the octroi contract which stipulated that the contractor would have to clear his accounts with the MC every week. It was surprising, he
said, that even after 45 days of the contract the MC had
not recovered the amount from the contractors or written
to the bank concerned to deduct the required amount from
the bank guarantee of the contractors, who were suffering
losses. This lapse had been pointed by the Assistant
Controller, Local Audit in a letter dated August 31to the
EO. |
FCI restrained on transport
contract CHANDIGARH, Sept 16 The Punjab and Haryana High Court today restrained the Food Corporation of India from finalising the contract for the transport of foodgrains from its godowns to railway station and vice versa. The order was delivered by Mr Justice J.L. Gupta and Mr Justice N.K. Aggarwal on a public interest petition filed by Mr Kaur Singh, resident of Khera village in Mansa district, contesting the higher rates fixed for transporting the foodgrains. Mr Kaur Singh stated that in Mansa there were 41 FCI godowns. The rate fixed earlier by the FCI was Rs 6 per 10 tonnes. In 1996 the rate was revised to Rs 102 per 10 tonnes. Apart from Mansa Mandi, there were storage depots at Budhlada, Bareta, Bhikhi and Sardulgarh. He further stated that the FCI gave a contract to Madan Lal and Sarna Singh Company on March 10, 1998, at 224 per cent above the old schedule of rate of Rs 60 per 10 tonnes on a day-to-day basis. Tenders for this contract were invited on February 26. Only one contractor had submitted a tender. Mr Gursewak Singh was allotted the tender at the rate of 120 per cent higher the new rate of Rs 102 per 10 tonnes. Mr Kaur Singh added that the work allotted to the old contractor Madan Lal & Sarna Singh Co was carried out at the rate of Rs 194.40 per 10 tonnes, while the new work was entrusted to Gursewak Singh would be at the rate of Rs 233.58 per 10 tonnes. By this decision the FCI would suffer a loss of Rs 39.18 per 10 tonnes. This would amount to Rs 90 lakh per year. CBSE bar challenged Our legal correspondent adds: The action of the Central Board of Secondary Education debarring candidates from appearing in the Senior Secondary Examination (Class XII) in March, 1999, on the ground that they passed the Class XI examination in the second-chance compartment in 1998, was challenged in a public interest litigation by Mr Gaurav Mishra and other students of the University Senior Secondary School, Kurukshetra. The petitioners contended that the action of the Board was contrary to the examination bylaws framed by the board under which a candidate should have qualified in Class XI examination for admission to Class XII and thus the board was not competent to issue any such instructions detrimental to the students' interest. It was further contended that the said instructions were issued in the mid-way of the session and thus they would suffer an irreparable loss and one year of the academic session. It was further contended that the petitioners had been regularly studying in the school and had paid all dues and there was no mis-statement or suppression of facts on their part. lock-up CHANDIGARH, Sept 16 The Judicial Magistrate, Mr Jasbir Singh, today remanded Sadhu Singh and K.K. Salgothra, Executive Engineer and Junior Engineer of the Chandigarh Administration, respectively, in judicial lock-up. Both of them were arrested in connection with the ongoing kickbacks case registered by the vigilance department against certain officials of the engineering department. Both were subject to custodial interrogation by the prosecution for five days before they were remanded in judicial lock-up. All persons who were
arrested by the Administration in this case have already
been bailed out. |
CHANDIGARH, Sept 16 Two hardcore J & K militants were arrested from Sector 26 following a joint raid by the J & K Police and the Chandigarh Police here tonight. The militants Abdul Rashid Bhatt and Gulab Hussein were residents of Kupwara in Jammu and Kashmir and were living here for the past three years. One of them Abdul Rashid Bhatt is a Pakistan-trained militant, according to police sources. The city police came to know about the two when a team of J & K Police reached here this morning. The two militants belonged to the Hizbul Mujahideen outfit. The Chandigarh Police also took into custody Abdul Razak in whose house the militants had been staying, according to sources. Fake cheque: An unidentified person withdrew a sum of Rs 40,000 from the Sector 17 branch of Allahabad Bank by presenting a fake cheque. The amount was withdrawn from the account of Mr Baljit Singh. The bank authorities approached the police. A case has been registered under Sections 419, 420, 467, 468 and 471. Cheating case: Another case of cheating has been registered against a property dealer for allegedly cheating Mr Om Prakash of Sector 47 in a property deal. The police has registered a case. Families clash: Two families living as neighbours in Sector 32 clashed on Tuesday night and members of both families have been booked by the police and arrested. Mr Tilak Raj living in house no. 3846 in Sector 32 alleged that he was attacked by Tej Bahadur and Vishal along with their accomplices. Meanwhile Tej Bahadur, a resident of 3845 in the same sector, has alleged that Tilak Raj and his family members attacked him. In a separate case, the Sector 31 police has registered a case against Vikas for allegedly assaulting Sohan Kumar of Ram Darbar. Arrested: A resident of Patiala, Munshi Ram has been arrested for allegedly stealing a car (DDU-3138) from Sector 21 on July 1. The car was recovered from his possession. Panchkula Priest attacked: A priest of Gugga Madi Mandir in Lohgarh village at Pinjore, Balbir Dass, was injured after five men allegedly attacked him late on Tuesday night. The priest, who sustained injuries in his arm, has been admitted to the local civil hospital. A police official said that the version of the victims that they were fired upon could not be verified. |
CHANDIGARH: Wednesday's evening fare, "Laadle Gobind de" a religious drama, which told the tale of how Mata Gujri and the two youngest sons of Guru Gobind Singh fell into the hands of Wazir Khan, the Mughal of faujdar of Sirhind, who put the boys to death was not an education in itself. Presented by the Punjab Theatre and Film Institute, SAS Nagar, and sponsored by the Cultural Affairs Department, Punjab, 'Laadle Gobind de' was staged at Tagore Theatre. Directed by Jassi Dhaliwal, the Punjabi play was performed to commemorate the 300 years of Khalsa Panth. The lavish sets, consisting of white arches and panels, designed by Harvinder Happy, teamed with some lilting music, set to score by H.M. Singh, embellished the show. 'Laadle Gobind de' recounts the account of how the former cook, Gangu hides Mata Gujri and her two grandsons, but later how his greed for the prize money on their heads makes him hand them over to the Wazir. Baljit Bala as wazir with his demonic laugh, teamed with a haunting music score in the background, was an imposing sight. Gick Grewal as Gangu's wife presented a convincing act of displaying her reverent devotion for Mata Gujri and Guru Gobind Singh's sons. The one hour-long delay for the play to begin was worth the wait. A must-see for all children. This play would be staged at the same venue on Thursday and Friday as well. Sonoo Singh |

Dhawan bailed out CHANDIGARH, Sept 16 The Judicial Magistrate, Mr Tejwinder Singh, today granted bail to Satinder, wife of Mr Harmohan Dhawan, a former Union Minister of State for Civil Aviation, in connection with the Gaurav Dheer assault incident at their residence in May, 1997. Earlier the magistrate had issued summons to Mr Harmohan Dhawan, his brother, Mr Harish Dhawan, and Mr Devinder Singh Babla, president of the local unit of the Samajwadi Janata Party. The magistrate had, however, held that no offence was made out against Mrs Dhawan. The order of the magistrate was contested in the court of the Sessions Judge. The Sessions Judge had reversed the order of the magistrate and had held that Mrs Dhawan should also be made one of the suspects in the case. Mrs Dhawan moved an application before the magistrate, seeking exemption from personal appearance. The magistrate will take
up her application for arguments tomorrow. |

Mr Vinod Jaidka, press secretary of the local unit of the Parishad, said as many as 25 physically handicapped persons were provided with artificial limbs, wheel chairs and tricycles at a function organised in Saket Hospital in Sector 1 here on Sunday. Besides, sweets and fruits
were distributed among the inmates of Bal Sadan and
Ashiana, located in sectors 4 and 16, respectively. |
