tomorrow HISAR, Nov 25 The industrialist-turned-politician, Mr O.P. Jindal, will announce the formation of his new party in Chandigarh on November 27. The party, likely to be named as Haryana Jan Vikas Manch, will mostly consist of non-Jat leaders, sources close to Mr Jindal told TNS here today. The sources said, the manch would try to consolidate non-Jat forces in the state. Mr Jindal had said at a recent press conference that the Jats constituted only 20 per cent of the total population of Haryana, while their share in the power was much more. He pointed out that the backward classes in the state were an ignored lot. He claimed that they constituted about 18 per cent of the state's population, but had hardly, any member in the Vidhan Sabha. Mr Jindal claimed that his manch would ensure their participation in decision making. A former MP from Sonepat, Mr Arvind Sharma, who resigned from Shiv Sena, as its state president recently, Mr Ashwani Kumar, a well-known newspaper baron and Mr Mange Ram Sharma, former political adviser to Mr Bhajan Lal will join the manch. Although Mr Jindal refused to disclose the names of other people likely to join him, he hinted that the manch would mainly comprise of non-Jat representatives, while talking to TNS on telephone from New Delhi. Mr Jindal was reportedly in touch with other non-Jat leaders who were feeling the need for an alternative platform. Mr Jindal claimed that 12 non-Jat MLAs from the Haryana Vikas Party were approaching him with a keen desire to join his manch. He said, although he would welcome all the grass root workers, it would be difficult for him to accommodate ministers and leaders of the HVP, as they are, according to him "already a spent force". The former MP from Kurukshetra claimed that his manch would be a "sarvjatiya manch" representing all castes and creeds, without any bias or prejudice against anyone. Reiterating his charges against the Chief Minister, he said that during the recent recruitments in the police the candidates of a particular caste were recruited. Presently he is staying in Delhi and has been reportedly watching the fall-out of elections, as it may have a direct bearing on his proposed manch. |
Jindal can inspect
party record CHANDIGARH, Nov 25 The Organising Secretary of the Haryana Vikas Party, Mr Abhey Ram Dahiya, today dared the industrialist-turned- politician, Mr O.P. Jindal, who recently quit the HVP, to prove his allegations of irregularities in the party fund. In a statement issued here today, Mr Dahiya invited Mr Jindal or any of his chartered accountants to inspect the party record. Asserting that the party President, Mr Bansi Lal, had never handled the party finances for which he (Mr Dahiya) was responsible. "Only a mad man accused Mr Bansi Lal of embezzlement of the party funds," he added. Describing Mr Jindals allegation that Mr Bansi Lal was a casteist as baseless Mr Dahiya accused the former HVP MP of showing casteist tendencies. "Since Mr Jindal himself is making an anti-Jat front, how he can call others casteist, particularly Mr Bansi Lal who is a known secular person." Going in detail how and when the relations between Mr Bansi Lal and Mr Jindal soured, Mr Dahiya said it all started in February, 1995, when Mr Jindal wanted certain organisational changes which were turned down politely by Mr Bansi Lal. After a few months Mr Jindal requested Mr Mani Ram Godara, Chairman of the HVP Parliamentary Board, to allot him the Bhiwani parliamentary seat. Mr Godara told him to approach Mr Bansi Lal because this seat had always been held by him or his nominee. When Mr Jindal got a negative reply from Mr Bansi Lal, the gap between the two increased further. Mr Dahiya said after that Mr Jindal on his own selected the Kurukshetra seat and won it in 1996. Surprisingly none of the HVP candidates for the Assembly seats falling under this parliamentary constituency won. Each of them complained that Mr Jindal had entered into electoral adjustment with Opposition candidates. Though the HVP was very strong in Kurukshetra, the presence of Mr Jindal caused resentment among the party workers. The HVP leader alleged that after his defeat in the 1998 Lok Sabha elections Mr Jindal was very keen to get a Rajya Sabha seat which was declined by Mr Bansi Lal. Mr Dahiya asserted this was the reason why Mr Jindal finally decided to leave the party. If he had been nominated to the Rajya Sabha, Mr Bansi Lal would have remained a good person in his eyes. Mr Dahiya said the decision to discontinue grant to the Maharaja Aggarsain Medical College, Agroha, was taken at a meeting held on July 11, 1995. The meeting was presided over by Mr Bhajan Lal, the then Chief Minister. It was attended among others by Mr B.D. Gupta, former Chief Minister and the patron of the college society. It was agreed that the grant would continue up to March 31, 1996. He said he did not understand why Mr Jindal was making false allegations in this regard against Mr Bansi Lal. Mr Jindal was a big industrialist and was in a position to run a medical college. |
Death of pregnant woman Doctor
couple chargesheeted SIRSA, Nov 25 Mrs Nirmala Yadav, District and Sessions Judge, has framed charges against a doctor couple Dr Simran Singh Gulati, and his wife, Dr Manvinder Kaur, under Sections 304-II, 315, 468, 471, 201 and 120-B of the IPC in connection with the death of a pregnant woman, Parveen Grover, in their nursing home at Dabwali four years ago. It has been alleged that though the deceased was fit for a normal delivery, the doctor couple took her for a Caesarean section without being qualified to perform a major surgery. There were no arrangements for a proper anaesthetist and the patient was administered anaesthesia by an unqualified person, resulting in the death of the foetus. The doctor couple instead of informing the patient's husband or other relatives about her precarious condition, kept her in their nursing home, where she later died. The Dabwali police registered a case in this connection on May 31, 1994, but allegedly owing to pressure from the medical association, the doctor couple was not arrested. In the meantime, the Haryana Government constituted a panel of doctors to investigate the matter. The deceased's husband and other relatives also contacted an internationally renowned forensic expert and medico-legal adviser, who in his 48-page report 'indicted' the couple for 'knowingly' putting the life of the mother and the foetus in danger by attempting to convert a normal delivery into a Caesarean section. On the other hand, the doctor couple filed a petition in the Punjab and Haryana High Court for the cancellation of the FIR against them. However, the high court rejected their plea and directed the lower court to continue with the hearing of the case. During the hearing, it came to light that none of the two accused was a qualified gynaecologist, competent to conduct a Caesarean section. Besides, the two are also not registered with the Indian Medical Council. |
Handicapped to get more facilities CHANDIGARH, Nov 25 The Haryana Government has launched a number of schemes for the treatment and rehabilitation of handicapped in the State besides giving them incentives and facilities so as to infuse confidence among them and enable them to earn their livelihood. This was stated by the Haryana Governor, Mr Mahabir Prasad, while presiding over the 25th annual general meeting of the Haryana Saket Council, here today. He made a fervent appeal to the people, especially philanthropists, to help the Saket Council in its gigantic task of providing treatment and rehabilitation facilities to the handicapped. He also lauded the significant contribution made by some of the Deputy Commissioners in raising funds for the council. The Haryana Chief Minister, Mr Bansi Lal, said Rs 8.45 crore would be spent on the implementation of various schemes for the welfare of the handicapped during the current financial year as against Rs 7.60 crore spent during the last financial year. He said the retainership allowance being given to the blind caners had been raised from Rs 1,000 to Rs 1,500 per month since June, 1998. Similarly, the ration allowance of the deaf and dumb and leprosy patients had also been raised from Rs 250 to Rs 400 per month since October this year. The Government was also bearing the cost of artificial limbs and appliances being given free of cost to the handicapped by various District Red Cross Societies and Saket Hospital, Chandimandir. A sum of Rs 28 lakh had been earmarked for the purpose during the current financial year. He said that the Government had formulated an ambitious scheme for the rehabilitation of the handicapped and this had been included in the Ninth Five Year Plan. Under this scheme, costing Rs 7.5 crore, the handicapped would be identified and provided with artificial limbs and other appliances. He said that a plan to set up a state-level Regional Rehabilitation Centre to provide educational, training, treatment and rehabilitation facilities to the handicapped had been sanctioned for the Ninth Five Year Plan. This centre would cost Rs 4.85 crore. A state-level home for the mentally retarded would be got constructed during the Ninth Five Year Plan at Rohtak through the District Red Cross Society and it would cost Rs 2 crore. Also, Rs 5 lakh had been sanctioned to set up a residential welfare centre for deaf and dumb at Panchkula during the current financial year. Earlier, the budget estimates of the Haryana Saket Council for 1998-99 amounting to Rs 1.25 crore were approved by the Executive Committee of the council. The Governor also gave away prizes to six meritorious physically handicapped students of the school of the Saket Council. They were Hanuman, Suresh, Ajay, Amarjeet, Rakesh and Sunita. He also distributed artificial limbs among six handicapped persons. The Honorary Director-cum-General Secretary of the Institute for the Treatment and Rehabilitation of Orthopaedically Handicapped, Chandimandir and Panchkula of the Haryana Saket Council, Dr Amit Syngal, informed the Governor that the printing press of the institute had been equipped with modern machinery and it was running in profit. |
4 gang members arrested ROHTAK, Nov 25 The police has arrested four members of an inter-state gang of kidnappers, dacoits and murderers, who had committed heinous crimes in Rajasthan and Madhya Pradesh besides Haryana. The Senior Superintendent of Police, Mr P.K. Aggarwal, said that these gangsters had murdered three persons in Sagar district of Madhya Pradesh during the Divali festival and looted jewellery and cash. All arrested belong to Rohtak district. These criminals, he said, had abducted a youth for ransom at Bharatpur (Rajasthan) and subsequently killed him when the ransom amount was not delivered. They also killed a labourer of Maruti Udyog at Gurgaon and threw his dead body into a kiln. The arrested have been identified as Krishan son of Ram Phal and Samme son of Ram Charan, both residents of Khidwali village and Satbir son of Bhagru Ram and Dinesh son of Teka of Kalanaur. Police parties have been despatched to different places to arrest other members of the gang. Mr Aggarwal said that on March 23 last, these criminals kidnapped Mukesh from Kalanaur, axed him to death and buried his body on the outskirts of Khidwali village. The body has been dug out on the identification of these arrested persons, he said. Again on June 23 these persons had robbed the scooter of Mr S.S. Ranga, a manager of Punjab National Bank near Kalanaur at gun-point. A few days later, on June 27, these gangsters hired a Maruti Esteem from a taxi stand here and when the vehicle reached near Gudhan (Kalanaur) village, they murdered the driver and suspended his body from a tree and then took away the car. On September 10, these criminals stopped another Maruti Esteem car near Lahli village by parking their jeep in front of the car and robbed cash, jewellery and a colour TV, from its occupants and escaped with the booty and the car. The car was going from Bhiwani to Delhi. These kidnappers had, on October 20 jumped a naka set up near Katesra village. When they did not stop at the naka, the police chased them. These criminals opened fire at the police and abandoned the jeep before escaping in darkness, he said. |
Workshop on Urdu concludes CHANDIGARH, Nov 25 The Haryana Urdu Akademi, in collaboration with the National Council for Promotion of Urdu Language, New Delhi, organised a two-day workshop on the development of Urdu in Punjab, Haryana and Himachal Pradesh which concluded here yesterday. The inaugural session was presided over by Mr Vishnu Bhagwan, IAS, Financial Commissioner and Secretary, Education and Languages, Haryana. He observed that Urdu was our composite heritage which must be cherished and preserved. He was proud to say that the cultural heritage of Urdu was so rich that he himself had started learning the language with great enthusiasm. Mr Kashmiri Lal Zakir, Secretary of the Akademi, promised all possible assistance for the promotion of Urdu not only in Haryana but other parts of the country also. The three States were represented by Urdu scholars and poets including Dr Shabab Lalit, Mr K K Toor and Dr Yog Raj from Himachal Pradesh, Prof Aziz Parihar, Dr Kamlesh Mohan and Dr Shakeel Khan from Punjab and Mr Shams Tabrezi, Dr Farzana Nasim and Dr Mohd. Ayyub Khan from Haryana. In his valedictory address, the Deputy Editor of The Tribune, Mr L H Naqvi, observed that job potential should be linked with the teaching of Urdu as pre-condition. He added that the future of Urdu was not bleak at all as love for this language was very deep and genuine. |
DAP shortage hits rabi sowing BHIWANI, Nov 25 Owing to the shortage of DAP farmers in this district are worried as to how they would sow the rabi crop. The farmers of Charkhi Dadri, Badhra, Rania, Mirch and Misri are the worst sufferers Shamsher, a farmer of Rania village, alleged he had visited the DAP fertiliser distribution "bhandar" time and again but to no purpose. A farmer of Mirch village, Mahender Singh, said even after weeks DAP was not available even in cooperative stores of many villages. And such complaints are not few . The Chairman of the Dadri panchayat samiti (II) and Congress leader Rajender Singh criticised the state government stating that mismanagement was the main reason of DAP shortage. The DAP shortage was delaying the sowing of wheat and mustard crops. DAP had disappeared from the market owing to the collusion of blackmarketeers. He said government agencies and cooperative societies had failed to provide DAP to farmers. On the other hand, the Deputy Commissioner has ordered officers of the cooperative societies to ensure the supply of DAP. He maintained there was enough stock of fertilisers, seeds and pesticides and warned of stern action against such officers and employees who would mismanage the supply of these commodities. The Deputy Commissioner has ordered replacement of damaged transformers in the areas where the subscribers had paid their outstanding electricity bills. |
Axe may fall on illegal
structures PANCHKULA, Nov 25 The Country and Town Planning Department, Haryana, in coordination with the district administration is likely to launch a major demolition exercise against the structures which have come in violation of the Periphery Act in the districts. The demolition drive will be undertaken within the coming days in a phased manner and cover major and minor unauthorised constructions. Sources said a number of violators had already been issued notices under the Periphery Act. The department has already identified around 2,000 unauthorised constructions around Panchkula township, Chandimandir, Pinjore, Kalka, and areas of Barwala covered the Act. Meanwhile, the Gram Vikas Preeshad, Saketri, has in a press note criticised the notices served by the Town and Country Planning department to villages around Panchkula under the Act. Mr O.P. Sharma, president of the Gram Vikas Preeshad, said the notices were discriminatory and added that any demolition move undertaken by the government would be opposed. |
Plea to strengthen patrolling PANCHKULA, Nov 25 At least three incidents in which certain unscrupulous elements broke the windowpanes of two different houses in sectors 4 and 8 here during late night hours in the past one week have been brought to light by the Haryana Government Retired Officers Welfare Association (HGROWA). The association said the anti-social elements, who move in a vehicle without a registration number, twice threw empty soda water bottles at windowpanes in Sector 8 on November 20. A similar incident took place at a house in Sector 4 here on November 22. Mr T.R.Tuli, general secretary of HGROWA, said the incident had been brought to the notice of the Superintendent of Police. The issue had also been raised by the members of the Senior Citizens' Council and Resident Welfare Association. The association has urged the administration to strengthen patrolling in the township. |
MDU notifies new pay scales ROHTAK, Nov 25 Maharshi Dayanand University has notified the revision of pay scale for its non-teaching employees. The revised pay scales will be effective from January, 1996, and the notification to this effect, running into 84 pages, was issued yesterday. While the arrears from January 1996 to December 1997 would be credited to the provident fund accounts of the employee concerned, the arrears from January 1998 will be paid in cash. Employees have been required to opt for the revised scales within three months from the date of the notification. The pay scale for new appointments in certain cases has been lowered and brought on a par with the employees of the state government. The disparities, if any,
in the revision of pay scales will be examined by a
committee at the government level, according to a
statement issued by the university. Three criminals die in accident SONEPAT, Nov 25 Three criminals, said to be members of an inter-state gang of highway robbers and dacoits, died while another was injured seriously, when a Maruti car in which they were travelling rammed into a stationary truck on the Gohana-Panipat road near Mundlana village, about 50 km from here, last evening. According to preliminary reports, the accident took place when all four culprits were being chased by a police party after an exchange of fire in the Ganaur area. The deceased have been identified as Naresh, alias Boda, of Pipli Khera village, Dharampal of Bulandpur Kheri village and Ashok of Khubru village. All these criminals were wanted in a number of dacoity, robbery and murder cases. The police has claimed to have seized arms and ammunition from the deceased criminals. A pistol and a kamanidar knife had been recovered from the injured criminal Rampal. A case has been registered. |

vehicle. 129 power theft cases detected SONEPAT, Nov 25 The Haryana Vidyut Prasaran Nigam has intensified its campaign against power theft in Sonepat operation circle. Mr S.K. Banda, Superintending Engineer, said here today that officials of the nigam detected 129 more cases of power theft on November 21. He disclosed that fines amounting to Rs 10.99 lakh were imposed. FIRs were registered against those consumers who failed to pay the penalty. |
Man extorting money held FARIDABAD, Nov 25 The police yesterday arrested Ranjit who had threatened to kidnap a six-year-old boy if he was not paid a ransom of Rs 70,000. Mrs Santosh of Modbund village near Badarpur has been receiving telephone calls from an unidentified person for the past several days that Neeraj, her son who is studying in class I in a school in Sector 37, would be kidnapped if money was not paid. He directed her to bring the money in a black bag behind the cremation grounds in Sector 37. The matter was reported to
the police who laid a trap as he came to collect the
money the police arrested him. He has been identified as
Ranjit, a former tenant of Mrs Santosh. Bhajan Lal acquitted HISAR, Nov 25 The former Chief Minister, Mr Bhajan Lal, was acquitted of the charges of possessing liquor during the days of prohibition. However, one of his accountants Shiv Dayal working at his residence was convicted and sentenced to six months' imprisonment besides a fine of Rs 5000. The case came up for the final hearing today in the court of the Judicial Magistrate Mr Amarjit Singh. Last year, during prohibition the Central Bureau of Investigation had raided the Adampur residence of Mr Bhajan Lal in connection with the JMM bribery case. During the raid, the officials of the agency seized some bottles of liquor. However, one of the clerks
working for Mr Bhajan Lal, Mr Shiv Dayal admitted in the
court that he had kept the liquor there. He was fined Rs
5000 and sentenced to six months imprisonment. |
Body of missing youth found ROHTAK, Nov 25 The mystery behind the disappearance of a youth from Kalanaur town, near here, about seven months ago, has been solved with the recovery of his body in fields of Khidwali village on Monday. The body of Mukesh was recovered by the police on information provided by four suspects who had been arrested by the police recently. A case had been earlier booked against them on a complaint lodged by the father of the victim. It is reported that the body had been buried in a field in Khidwali village, from where two of the suspects hail. According to the complaint lodged by Mr Kashmiri Lal, father of the deceased, his son had been kidnapped by Satbir, Dinesh (both from Kalanaur), Krishan and Shamsher (from Khidwali). It reported that Mukesh had been killed as he was suspected to be involved in the alleged abduction of a daughter of one of the accused several months ago. The police has registered a case under Section 302 of the IPC against the four suspects |
8 employees of HVPN held HISAR, Nov 25 The police has arrested eight employees of the Haryana Vidyut Prasaran Nigam Limited (HVPN) posted in Hansi in connection with the case registered against them under ESMA. The arrested employees Ishwar Singh, Ramesh Kumar, Biru Ram, Ranbir Singh, Krishan Kumar, Tej Singh, Ram Krishan and Subhash Chand were yesterday produced in the court of the Ms Ritu Tagore, Sub-Divisional Judicial Magistrate, Hansi, who released all of them on bail. Meeting to fix rickshaw fares ROHTAK, Nov 25 The Deputy Commissioner, Jhajjar, Mr Arun Kumar, has convened a meeting of rickshaw-pullers and prominent citizens of Bahadurgarh to fix the rickshaw fares in the industrial town bordering Delhi. Mr Kumar said people had been complaining regarding over-charging and exorbitant fares charged by rickshaw-pullers at Bahadurgarh. Similar complaints had also been received at Jhajjar. He said the municipal committees of these towns had been directed to convene meetings of rickshaw-pullers and prominent citizens for fixing rickshaw fares. He said the fare rates would be displayed prominently at important points like bus stands and railway stations. In case of violation of the approved rates, the licence of the rickshaw-puller would be cancelled, he added. |
