Haryana may shift government offices

CHANDIGARH, Nov 21 — The Haryana Government is actively considering a proposal to shift a number of its departments at present functioning here to other towns, excluding Panchkula.

According to informed sources, sometime back the State Government decided in principle that all those departments which do not having their own office buildings and want to construct the buildings should do so outside Chandigarh and Panchkula.

However, so far the most serious move to shift the departments outside Chandigarh and Panchkula has been made in respect of the Irrigation Department only. The sources say the Irrigation Department has been asked to construct its office building at Kurukshetra notwithstanding the fact that the department already has land in Panchkula.

The sources say an exercise is on to identify suitable land in Kurukshetra for the Irrigation Department as well as for other departments likely to be shifted there.

The office building of the Irrigation Department is to be constructed under a World Bank project. The money sanctioned by the bank would lapse if it is not used within two years as the project would also terminate by then.

Arguments for and against the move to shift the offices outside Chandigarh and Panchkula are equally strong. Sources close to the Chief Minister, Mr Bansi Lal, say that too much concentration of government offices in Chandigarh and Panchkula has hampered the growth of smaller towns of the State. At present, they say, the growth, particularly by the private sector, is limited to only three towns of Haryana — Panchkula, Faridabad and Gurgaon. While Panchkula's growth is because of its proximity to Chandigarh and concentration of government offices, Faridabad and Gurgaon have developed mainly because of their closeness to the national capital.

Mr Bansi Lal believes that an impetus to the growth of other towns of Haryana can be given by shifting government offices to those places, which would be also easily accessible to the people of the State.

The Chief Minister is also of the view that too much concentration of the government buildings in Panchkula would present the leadership of the State with a fait accompli if at any stage in future Haryana had to shift its capital from Chandigarh. It is no secret that Mr Bansi Lal has a special weakness for Kurukshetra, whom he considers as the cultural capital of the State.

Mr Bansi Lal's thinking on the issue was first indicated by the Chief Secretary, Mr Ram S. Varma, while presiding over a meeting of Administrative Secretaries held here a few months ago. The meeting was convened to elicit the views of the Secretaries on the shifting of those offices which are functioning from rented buildings.

Mr Varma urged the Secretaries to come out with suggestions while keeping in mind that too much concentration of the offices in Panchkula might foreclose the options of the government on the issue of location of the State's capital. However, he hastened to add that too much should not be read in what he was saying.

After the government took the decision in principle not to have new buildings of its offices in Panchkula, Mr Bansi Lal laid the foundation stone of the office building of the Haryana State Industrial Development Corporation (HSIDC) under "bureaucratic persuasion". However, he reportedly told the officers that they were persuading him to do something which was not acceptable to his conscience.

Another department which is to be shifted to Kurukshetra is that of Archaeology and Archives. The sources say the other departments the shifting of which from here is being considered are Education and the Public Works (Building and Roads), both of whom may go to Bhiwani. The Haryana Public Service Commission may go to either Karnal or Kurukshetra. A suggestion to move the commission to Bhiwani has been reportedly turned down by Mr Bansi Lal.

There are several boards and corporations also which are operating in rented buildings here.

Those who are opposed to the shifting of government offices outside Chandigarh and Panchkula say it would involve a lot of touring by officials for coordination between the departments and the secretariat. The shifting would also cause unnecessary hardship to employees, particularly couple cases where one spouse is working either in a different department or in the Union Territory of Chandigarh or in Punjab. Expenditure on communication would also go up.

The sceptics say the stationing of all departments at one place is convenient to the people.Top


 

Pollution in rivers being monitored

CHANDIGARH, Nov 21 — A total of 912 industrial units have installed effluent treatment plants and 904 industrial units have adopted air pollution control measures for control of water and air pollution in Haryana so far.

While disclosing this here today, Mr Subhash Chaudhary, Minister of State for Environment, said the board had recently simplified the procedure for grant of no objection certificates (NOC) to establish and consent to operate industrial units.

Mr Chaudhary said the Central Pollution Control Board was monitoring aquatic resources in major rivers in the country. Under the project, the Yamuna and the Ghaggar, both major rivers of Haryana, had been covered. In all, 13 monitoring stations had been set up at various locations of the Western Yamuna Canal and the Ghaggar which were being monitored by the Haryana board on behalf of the Central board and regular quarterly samples were being collected.

Based on this, sources and locations of pollution in the Yamuna had been identified at Yamunanagar, Panipat and Sonepat. Efforts were being made to take remedial measures by directing the industrial units to instal or upgrade and modify their effluent treatment plants to comply with the standards. Similarly, quality of the Ghaggar water was also being monitored at various locations.

He said that a centrally-sponsored National Ambient Air Quality Monitoring Programme was being implemented by the Haryana board, under which ambient air quality stations had been set up for actual monitoring of the quality of ambient air.

The board had set up two monitoring stations at Faridabad and one at Yamunanagar for this purpose. Besides these, four monitoring stations had also been put by Indian Oil Corporation refinery and three stations by National Fertilisers Limited at Panipat. The samples were being collected twice a week.

Mr Chaudhary said the board had issued NOCs to establish 119 industrial units during the current financial year. Similarly, the board had issued consent to operate to 602 industrial units under the Water Act and to 589 units under the Air Act.Top


 

Western culture 'spoiling' youth

KURUKSHETRA, Nov 21 — Inaugurating a 10-day 'Kurukshetra utsav — Gita Jayanti samaroh' on the premises of 'Purushotampura Bagh' on the bank of Braham Sarovar here today, the Haryana Governor, Mr Mahabir Prasad stressed the need for restoring and preserving the rich cultural and religious heritage of India.

Mr Prasad regretted that old and rich culture and religion were being forgotten. Condemning the westernisation of the indigenous rich culture through the electronic media, he said: "We don't want the western culture to leave its bad affects on the minds of our younger generation, but we want that we should get rid of the unwanted western culture which is penetrating poisonously into the innocent minds of our young generation through the network of various channels of the idiot box."

He said although the Kurukshetra Development Board (KDB) and the Haryana Government were engaged in restoring, preserving and propagating the cultural heritage, yet, Mr Prasad called upon the voluntary organisations and philanthropists to come forward and join hands with the KDB and the Haryana Government for this noble cause. Mr Prasad expressed his desire to depict Kurukshetra as it has been mentioned in the Vedas.

Mr Prasad, who is also the Chairman of the KDB appreciated voluntary organisations as well as the print media for actively participating in the Gita Jayanti samaroh and bringing Kurukshetra on world map as an ancient and religious pilgrimage.

He said Haryana was a treasure of our past rich culture and therefore, the folk art and moral values prevalent in all 19 districts of the state should be got surveyed and preserved. The Governor asked that every district must participate in the festival depicting their respective cultural and religious heritage. He said every district had its own distinct culture and traditions which should be projected in their respective pavilions along with various developmental features through the cultural mela.

He said that the KDB which was established on August 1, 1968, had already started the job of restoring, preserving and propagating Indian cultural and religious heritage. Mr Prasad thanked the Chief Minister, Mr Bansi Lal, saying that whatever proposal for the development of Kurukshetra as a religious town was submitted to the Haryana Government, was sanctioned. He also thanked the Union Government for according a special status to the holy city of Kurukshetra as a 21st tourist city of India.

Mr Prasad advised the people to follow the path shown by Bhagwad Gita through which Lord Krishna delivered his divine message.

Mr Attar Singh Saini, state Minister for Public Relations and Power, Haryana, praised the role of the Gita Jayanti Samaroh for propagating the message of Gita for the welfare of humanity. He informed that a memorial would be set up in the city in memory of the founder Chairman of the KDB, Gulzari Lal Nanda.

Welcoming the chief guest, Mr M.K. Miglani, Financial Commissioner and Secretary, Local Self Government, Haryana, said four suspects comprising educational, social and religious had been depicted through the samaroh. He also thanked the Governor and the Chief Minister for taking keen interest in the development of Kurukshetra.

Students of Government College, Jind and Hindu Kanya Mahavidyalaya Jind, presented Haryanavi orchestra and Haryanavi folk dance, respectively.

Earlier, Mr Prasad launched a two-day Kurukshetra cultural festival organised by the Public Relations and Cultural Affairs Department, Haryana.Top


 

Shop robbed of Rs 2.2 lakh

SONEPAT, Nov 21 — Three armed and masked youths are reported to have robbed Rs 2.20 lakh from the shop of an arhtia in the foodgrain market of Gohana town, 35 km from here, last evening.

According to preliminary reports, three youths, came on foot and entered the shop of Messrs Rameshwar Dass Parkash Chand where they locked the doors from inside. They took Parveen, a son of Mr Parkash Chand, to the backyard and threatened him with dire consequences if he raised the alarm.

It is alleged Parveen was attacked with a sword by the culprits. In the meantime, one of the culprits removed the cash from the safe and escaped with his accomplices on foot.

On receiving information, the police immediately swung into action and launched a hunt to arrest the culprits but failed in their efforts. The injured Parveen was rushed to the civil hospital where he was treated and discharged after being administered first aid.

The incident has caused panic among arhtias. They went on a day's strike today in protest against the increasing lawlessness in the town. The arhtias called off their strike on the intervention of Mr S.C. Goel, SDM, Mr J.K. Ahuja, Tehsildar-cum-Magistrate, and Mr Samsher Singh, SHO of the Gohana police station.

According to another report, four armed persons are reported to have waylaid a truck driver near the octroi post on the Gohana-Panipat road and injured him seriously. They allegedly took away Rs 1,350 in cash from him before they escaped.Top

GURGAON, Nov 21 — The Haryana police has sought improvement in the mechanism evolved jointly by the police authorities of Delhi, Uttar Pradesh and Haryana to curb crime in the National Capital Region (NCR).

A senior police officer from Uttar Pradesh told TNS that the police authorities of Haryana want amendments to the proforma prepared by the Delhi police, and which is also to be used commonly by the police in the districts of Haryana and Uttar Pradesh falling in the NCR zone.

The forces of the three states have joined hands to harness their resources to take on crime in the NCR. The two Ranges of Gurgaon and Rohtak in Haryana and the Meerut range in Uttar Pradesh falling in the NCR account for about 15 districts in the NCR.

The need for a common proforma having details of (a) stolen vehicles (b) unidentified dead bodies and(c) missing persons was expressed by the Haryana police at a recent high-level meeting of the three states. The police authorities in Haryana are said to be concerned at the recent trend of criminals committing murders outside Haryana and dumping the bodies in the state. Also, the police in Haryana is said to have taken cognizance of the fact that it has found a number of abandoned vehicles used at one point of time or the other to commit crimes.

In fact, at the intervention of the Director-General of Police, Haryana, a committee of the Gurgaon and Faridabad police headed by the DIG, Gurgaon Range, was recently constituted to look into the matter.

Strengthening one another's, intelligence is the thrust of the proposed joint police action in the three neighbouring states. The Delhi police has been made the nodal agency. As per the understanding between the forces of the states concerned, Delhi was entrusted the task of preparing the proforma and it was to be ratified by all concerned before being put into operation.

The proforma was to be implemented by all three forces simultaneously immediately after an unidentified body, abandoned vehicle or missing person was reported from any area of the NCR. The details in the proforma are to be fed in a national computer to increase the effectiveness the police’s intelligence.

The Delhi police prepared three sets of proforma for stolen vehicles, missing persons and dead persons. The Haryana police has suggested to the Delhi police that the proforma for the missing persons and unidentified dead bodies should be one.

Also, the authorities are not satisfied with the overall drafting of the proforma as there is no column for fingerprints and photographs.Top


 

Opposition demands Speaker’s removal

CHANDIGARH, Nov 21 — Major Opposition parties in Haryana have demanded a judicial enquiry into the circumstances under which the State's Excise and Taxation Commissioner, Mr R.N. Prashar, was transferred following the detection of buses being illegally plied by certain politically influential persons in Bhiwani district as well as the resignation of the Speaker of the State Vidhan Sabha, Prof Chhattar Singh Chauhan.

An official spokesman of the Haryana Lok Dal, Mr R.S. Choudhary, said the Bansi Lal Government, which claimed itself to be a transparent government, should immediately order a judicial enquiry by a sitting High Court Judge to go into the transfer of Mr Prashar and attacks on other Excise and Taxation officials in the State. The enquiry commission should also enquire into the "colossal" loss caused to the State Transport by the illegal plying of buses by politically influential persons.

Mr Choudhary said it was unfortunate that the august office of the Speaker of the Vidhan Sabha had been involved in the controversy. Since there were allegations that the buses challaned by the authorities were being run by close relatives of the Speaker under whose pressure the government gave the marching orders to Mr Prashar, it would most appropriate for Prof Chauhan to step down to keep the dignity and moral authority of the office he occupied. Prof Chauhan, he said, could again become the Speaker once his name was cleared by the enquiry commission.

The General Secretary of the Haryana Congress, Dr Ram Prakash, said the transfer of Mr Prashar should be cancelled immediately so that honest officers were not demoralised under the HVP-BJP Government. He also demanded a judicial enquiry into the circumstances under which Mr Prashar was suddenly transferred. He said a CBI enquiry should also be ordered into the illegal plying of buses by politically influential persons.Top

SONEPAT: Most schemes undertaken by the Irrigation Department in this district allegedly involve corrupt practices.

According to knowledgeable sources, the bulk of the amount spent on these schemes, it is alleged, has been misappropriated by some officials. Some of the works executed remain on paper only and the officials made payment for these works which actually had not been executed at all.

Though the Haryana Government, with the aim of rooting out corruption from the Irrigation Department, had appointed a SDO (Vigilance) to supervise works relating to the maintenance of canals, distributaries and minors and also to check the on-going works as well as the malpractices in the utilisation of public funds by the lower staff, but the officer had utterly failed to discharge his duty. On the other hand, the officer concerned had become a part of official machinery which is flagrantly violating the government rules.

On September 7 last, the Chief Minister, Mr Bansi Lal, during his official visit to this city, had received public complaints against the said officer and he directed the Deputy Commissioner, Mr P.K. Mahapatra, to hold an inquiry into the allegations levelled against the officer and take suitable action against him if the allegations were found correct. Mr Bansi Lal also asked the DC to send a detailed report in this regard. It is not yet known what action the Deputy Commissioner has taken in this regard.

The residents continue to face problems about various civic amenities. Various projects have been declared on papers. Power, water supply, road network, everything presents a grim picture. Residents in various localities complain about frequent power trippings, particularly in the evening.

In rural areas the erratic power supply has resulted in frequent road jams and violent protests at sub-stations. The areas falling under the jurisdiction of Murthal and Kundli sub- divisions, had faced long powercuts during the summer season and these led to the transfers of SDOs concerned.

The drinking water supply has been in a mess. Angry protests by residents have become routine and the officials always remain out in a bid to save themselves from the wrath of the protesters.

The roads except in VIP areas are full of pot-holes. Some roads have been completely washed away in the rains. The miserable conditions of the roads have not opened the eyes of the officers who seem to be immune to protests by the residents. Sometime deaths are caused by poor conditions of the roads.

To protest against the increasing inflation and unemployment, the Jan Sangharsh Samiti, Sonepat, has decided to take part in the proposed strike and Bharat bandh to be observed on December 11 on a call given by the Rashtriya Manch of the Jan Sangharsh.

The public grievances redressal campaign in Sonepat district has failed to bring desired results. The HVP-BJP alliance government in Haryana had decided to launch a public redressal campaign. All the Deputy Commissioners were directed to hold a weekly darbar regularly. Issues like old-age pension, power and water supply, division of land, transfer of pattas, distribution of rationed commodities were included in the list.

According to the district administration sources, the camps got a poor response from the public on account of poor publicity. The participation of villagers was very low due to lack of proper information. On the other hand the officials also did not take much interest.

Resentment prevails among residents of this city and elsewhere in the district against the release of wet and poor quality rationed sugar at the fair price shops. Many residents alleged that all their complaints made to the DFSC and other officials in this regard have fallen on deaf ears.

The ration-card holders are also sore at the continuous blackmarketing of kerosene by some depot holders.Top


 

Scheme for urban poor launched

HISAR, Nov 21 — The Haryana Government has launched the "swarna jayanti shehari rozgar yojna" in various districts for providing "gainful employment to the urban unemployed and under-employed poor".

The scheme was launched by the Government of India to mark 50 years of Independence. It will be funded on a 75:25 basis between the Centre and the states.

The southern states, particularly Kerala, have achieved a phenomenal success in the implementation of the programme. In Haryana, the project is doing "very well" in Rohtak district.

According to the Additional Deputy Commissioner, Hisar, Ms Sukriti Lekhi, who is supervising the programme in the district, the administration has identified 16,023 persons in urban areas of Hisar living below the poverty line. The emphasis of the scheme is on empowerment of women.

Ms Lekhi said the scheme mainly targeted women in urban areas living below the poverty line. The project aimed at forming multi-tier community development structures in the five municipalities of Hisar, Barwala, Ukhlana, Narnaul and Hansi.

The scheme has three main components. These include providing assistance to individual urban poor beneficiaries for setting up gainful self-employment ventures, assistance to groups comprising urban poor women in self-employment ventures and training of beneficiaries and potential beneficiaries associated with the urban employment programme for upgradation and acquisition of vocational entrepreneurial skills.

Special attention will be given to women persons belonging to Scheduled Castes/Tribes and the disabled. The percentage of women beneficiaries, according to Ms Lekhi, under this programme will not be less than 30 per cent. The number of SCs and STs to be benefited will be on the basis of the proportion of their strength in the local population. At least 3 per cent of those to be benefited will be disabled.

Although no minimum educational qualification is required for the beneficiaries under this programme, in order to avoid overlapping with the Prime Minister's rozgar yojna, the scheme shall not apply to beneficiaries educated beyond the ninth standard.

Special preference will be given to women heading households such as widows, divorcees and single women.

The main feature of the scheme is to establish and promote community organisations and structures to provide supporting and facilitating mechanism for local development. It is with this purpose that neighbourhood groups, neighbour-hood committees and community development societies are being set up.Top


 

Pressure on Jindal to quit HVP

GURGAON, Nov 21 — Pressure is being mounted on Mr Om Parakah Jindal, a former MP from Kurukshetra by his supporters to quit the Haryana Vikas Party.

Mr Jindal, a prominent member of the HVP, is said to be annoyed with the style of functioning of the Chief Minister and president of the HVP, Mr Bansi Lal.

Mr Jindal,who was said to be having reservations against the leadership of Mr Bansi Lal and the alleged interference of his son Mr Surender Singh (MP from Bhiwani) in the party affairs for quite some time is sore about the state government’s recent decision to stop grant to Agroha Medical College in Hisar district.

Supporters of Mr Jindal said that their leader was also unhappy at the shabby treatment given to officers close to him by Mr Bansi Lal.

Reports have it that his supporters want him to quit the HVP at the earliest and float a non-political organisation.Top

In a press note issued here today Mr Nihal Singh Matana and Mr Rajbir Singh Sandhu, senior leaders of the Roadways Karamchari Union affiliated to the mahasangh alleged general managers of various roadways depots had been rendered silent spectators as they did not dare to initiate any action against the powerful politicians.

Mahasangh leaders alleged 27,000 vehicles were being plied illegally all over the state but the officials concerned were doing nothing to stop this. They alleged all this was being done with the active connivance of the government and was aimed at paving the way for the complete privatisation of Haryana Roadways.

The mahasangh leaders said at least 2,200 new buses were immediately needed for the proper functioning of Haryana Roadways, but the government was doing nothing in this direction. They said a meeting of the state policy formation committee of the Roadways Karamchari Union of Haryana would be held on November 23 at Rohtak. Arhtias 'evading' market fee

SONEPAT, Nov 21 — The market committee here has been suffering a huge loss of revenue on account of the evasion of market fee by unscrupulous arhtias of the local vegetable and fruit market.

It is reported that several truckloads of vegetables and fruits are being imported daily by unscrupulous traders and they sell the same without making entries in their registers, thereby evading the market fee. Some officials of the market committee are said to be in league with the unscrupulous arhtias and are receiving huge money as 'nazrana' regularly from them. In return, these officials show less arrivals and sale of vegetables and fruits in their registers.

It is alleged that such arhtias never present their account books and the officials feel helpless to probe into the public complaints against them.

Meanwhile, members of the Retailers Association has sent a memorandum to the Chief Minister, Mr Bansi Lal and the Deputy Commissioner demanding a high-level probe into the scandal and stern action against the arhtias and the officials of the market committee who are allegedly involved in the racket.Top


 

Fertiliser godown raided

HISAR, Nov 21 — Amidst reports of DAP shortage, officials of the Agriculture Department here yesterday raided a fertiliser godown and sealed all its records.

Farmers here have been alleging shortage of DAP in the market, the main fertiliser needed for sowing of rabi crop. Farmers alleged that scarcity had been artificially created by retailers.

However, official sources denied any shortage of fertilisers. District administration sources said officials of the Cooperative Department and the Agriculture Department had clarified that adequate stocks of DAP were available in the market.Top


 

Ex-minister gets bail in fraud case

HISAR, Nov 21 — The District and Sessions Judge, Mr R.N. Singhal, yesterday granted anticipatory bail to Mr Amir Chand Makkar, a former MLA and Chairman of the Haryana State Forest Development Corporation, in a case of fraud.

The Haryana Vigilance Department had registered the case on a charge of obtaining daily and travelling allowances from both MLA and corporation funds on the same day during 1993 and 1996 and the misuse of the corporation car.Top


 

 

Plan to instal 8 new phone exchanges

SONEPAT, Nov 21 — The Department of Telecommunications has drawn up a plan for the installation of eight new telephone exchanges in the rural areas of this district during the current financial year.

Giving this information, Mr N.K. Gupta, General Manager (Development) of the Haryana Circle, Department of Telecommunications, told mediapersons here yesterday that the villages selected for this purpose were: Gangana, Bhawar, Datauli, Malikpur, Garhibala, Saidpur, Khanda and Aterna. With the Commissionining of these telephone exchanges, the waiting list up to June would be cleared and subscribers would get their connections, he added.

He also said the department had also decided to increase the capacity of the existing telephone exchanges in Sonepat, Gohana and Sonepat SSA. As many as 5,500 new telephone connections would be given in Sonepat, 1,600 in Gohana and 10,000 in Sonepat SSA.Top



 

HUDA directed to refund Rs 1.15 lakh

PANCHKULA, Nov 21 — The Haryana Urban Development Authority (HUDA) has been directed by the local consumer forum to refund Rs 1.15 lakh for inordinate delay in offering possession of a plot at Sonepat.

Holding HUDA responsible for deficiency in services, the forum has awarded Rs 6000 as compensation to the consumer on account of harassment and as costs of the proceedings.

The order was passed by Mr R.C. Taneja, President, and Mr V. Aditya and Ms Rekha Sharma, both members of the District Consumer Disputes Redressal Forum on a complaint filed by Mr Amar Nath, a resident of Sector 22 in Chandigarh.

Mr Nath alleged that he was allotted a plot in Sector 23 at Sonepat in August, 1991. Subsequently, he deposited the basic amount and the first two instalments also. Repeated requests to HUDA to give physical possession of the plot did not yield any result.

On the other hand HUDA maintained that as development works in the area were at an advanced stage the physical possession of the plot would be offered soon.Top
