Dabwali fire victims wait
for relief DABWALI, Dec 23 There was hardly a family which did not lose a relative, friend or an acquaintance in the biggest fire tragedy of the country here three years ago. At that time casting aside their differences and political affiliations the town became one big family as the people drew solace from each other. But now, on the eve of third anniversary of the fire which killed 462 persons in the local Rajiv Marriage Palace on December 23, 1995, the people of the town are divided along political lines. This was prominently visible in the at least five different functions organised to pay tributes to those who perished in the fire. Two major functions were organised at Rajiv Marriage Palace and Lav Kush Park and smaller functions at the cremation ground and stadium. The Yuva Rakat Dan Society organised a blood donation camp and collected more than 1000 units of blood on the occasion. Many residents while talking to TNS said that it was very sad that people who had fought against the tragedy unitedly had now become divided. On the other hand, survivors of the fire denied the help from the state government promised by then Prime Minister, Mr P.V. Narasimha Rao are finding it hand to afford the expensive medical treatment required at big hospitals in Ludhiana and Rohtak. Mr Vinod Bansal, spokesman, Dabwali Fire Victims Association told TNS that free treatment of injured had been stopped by the state government and patients undergoing treatment at the Medical College, Rohtak were being charged for it. He said successive state government has not fulfilled the promises made after the tragedy. Thus no memorial in memory of those killed had been built, no stadium no community centre. Nor were jobs given to members of those families who had lost their bread earners. Even the ex-gratia grant promised to all the injured had not been given. Instead the management of one of the schools which collected funds from the people for aiding the fire victims had constructed a multi-storey building. Mr Ganeshi Lal, Food and Supply Minister, Haryana, who attended the function at three places denied that people of the town were divided on political lines. He claimed that the different groups were organising functions at different places according to their convenience. He said all the promises made by the previous Congress government with the people of the town would be honoured. On ex-gratia grants, he said these had been given to all the injured except one person whose case was 'under process'. He said that a 60 bed-hospital was on the verge of completion while work on the community centre was going on a war footing. The stadium would be also built shortly. He said the state government was planning to set up a rice mill in the town to boost its economy. Mr Om Parkash Sharma, Member, Steering Committee, Consumer Welfare Fund, Punjab, who attended all the functions condemned those who tried to derive political mileage from the tragedy. |
Haryana order on power CHANDIGARH, Dec 23 The Haryana Vidyut Prasaran Nigam (HVPN) has asked its employees to attend immediately to power complaints and at the same time ensure that there are least possible power cuts on the system. A spokesman of the HVPN today said instructions to the employees were passed on in view of the heavy increase in demand for power supply in the northern zone comprising Rajasthan, Uttar Pradesh, Haryana, Himachal Pradesh and Delhi because of the requirement of watering for rabi crops of wheat, mustard and sugarcane. The nigam has been supplying on an average 350 lakh units per day as compared to 330 lakh units during this period last year. The spokesman said during winter the emphasis shifted from paddy growing areas of Kurukshetra, Karnal and Ambala in the matter of supply of power to the single crop areas of Gurgaon, Narnaul, Bhiwani and parts of Hisar. The emphasis in HVPN was still on providing drinking water and eight-hour power to agriculture. In winter, the power scenario charges drastically because of many factors. The water level of Bhakra on December 22 was 1651 feet as compared to 1631 feet in the previous year. The inflow into the dam is 7396 cusecs as compared to 8584 cusecs last year. Keeping in view the long-term demands of the region, the reservoir level has to be maintained. The share of Haryana in the generation from the Bhakra Nangal complex has come down 70.94 lakh units per day compared to 100 lakh units during kharif 1998. The generation from the other hydroelectric projects like Baira Suil, Salal, Tanakpur and Chamera also gets drastically reduced because of lack of adequate water and of very low level of snowmelt. Haryana is getting 8.13 lakh units per day from this system. The generation from gas-based project in the zone also gets affected due to foggy weather, he added. In order to provide relief to consumers in the state, the HVPN has decided to impose morning peak-load restrictions on industrial consumers from 5.30 a.m to 8 a.m. The evening peak-load restrictions have been changed from the existing 6 p.m. to 9 p.m. to 5.30 p.m. to 9 p.m. Winter rains in any part of the northern region, would immediately improve the frequency and grid operating conditions, bringing relief to the consumers. |
HSM plans mass mobilisation GURGAON, Dec 23 The Haryana Sarvjatiya Manch (HSM) has decided to undertake mass mobilisation in South Haryana. The manch which is headed by Mr O.P. Jindal will begin its campaign from Gurgaon on January 1. It proposes to hold a meeting of party workers and a procession to highlight the alleged failure of the present government on several fronts. The general secretary of the HSM and member of the national executive of Bahujan Samaj Party, Mr Raghu Yadav, said in view of a positive response, it had been decided to set up party units in all districts. Mr Ram Chander Yadav, the main organiser of the January 1 function, said the exercise for constituting the district committees would begin from Gurgaon. Mr Jindal had quit the Haryana Vikas Party (HVP) in protest against the style of functioning of the party president and the Chief Minister of Haryana, Mr Bansi Lal. After floating the HSM, he stated several times that he could bring down the government whenever he wanted. Supporters of Mr Jindal say that to take the fight to the HVP camp and consolidate the base of the HSM, a meeting will also be held in Rewari on January 5. It will be followed by a meeting in Narnaul. A public meeting will be held at Rewari on January 14. In the last two assembly elections in the state, South Haryana proved to be decisive in the formation of a government. |
Tributes paid to Charan Singh HISAR, Dec 23 The Chief Minister, Mr Bansi Lal, unveiled a statue of former Prime Minister Charan Singh at the CCS Haryana Agricultural University campus here today to commemorate his 96th birth anniversary. Paying tributes to the late leader, the Chief Minister recalled his contribution to the uplift of farmers. He appreciated the initiative taken by the Vice-Chancellor, Prof J.B. Chowdhury, for the installation of the statue. Mr Bansi Lal exhorted scientists and teachers to dedicate themselves to the services of farmers as that would be the best tribute to the late leader. He assured that his government would provide all help to the university. Speaking on the occasion, Mrs Ved Vati, a daughter of the late leader, said it was a tribute to the leader of farmers. The Vice-Chancellor, Prof Chowdhury, said the statue would remind students and scientists of the sacrifices made by the former Prime Minister and described him as a great agricultural economist. The Chief Minister also distributed prizes among progressive dairy farmers. |
State BJP favours 'Saraswati
vandana' HISAR, Dec 23 The Haryana unit of BJP favours the introduction of "Saraswati vandana" in schools in the state. Talking to reporters here today, the president of the state unit of the party, Mr Om Prakash Grover, said recent nationwide surveys had showed that 80 per cent of those interviewed were in favour of "Saraswati vandana" being made compulsory in schools. Mr Grover pointed out that more than 50 per cent of the Muslims had also said that "Saraswati vandana" should be made compulsory in the schools. He regretted that the issue had been politicised by certain vested interests. The Haryana BJP chief pointed out that during the recent meeting of the AICC, "Saraswati vandana" was performed at the outset. He reiterated his resolve to strengthen the BJP to enable it to fight the next elections on its own in the state. He pointed out that the party had once formed an alliance with the late Mr Charan Singh in UP and now it had returned to power on its own. Similarly, it had helped Mr V.P. Singh come to power in 1989 and now the BJP was itself in power with its nominee as the Prime Minister. He, however, did not rule out forming an alliance in Haryana. Today, the BJP is the junior partner. Tomorrow, it will definitely be the major partner, he felt. Mr Grover said he was
satisfied with the law and order situation in the state. |
Oil consumers' meet
inaugurated FARIDABAD, Dec 23 The Petroleum Conservation Research Association today called upon the industry to use the latest techniques to optimise energy conservation. Inaugurating the oil consumers meet here Dr S.P. Srivastava, a former director of the Indian Oil Corporation's research and development centre, said the proper use of fuel oil by industry would not only help in cutting the cost of production but also go a long way in controlling pollution. The industry must keep a vigil on the input cost of the end product in order to make it competitive within the country and in the international market also, he said. Mr P.K. Motwani, Regional Coordinator of the association, said energy audit conducted by them in 700 large industries had been able to save 20 per cent of petroleum products. He suggested that energy audit should also be made in small and medium industries which did not have access to the latest energy saving technology. The association wanted the industry to go in for significant reduction in energy consumption level, efficient management of steam, head and electrical loads, use of waste heat recovery systems, alternate resources of energy, technology upgradation, modernisation and introduction of the latest control instrumentation to save energy. |
Gas-based power plant at
Faridabad ROHTAK, Dec 23 A gas-based 432 MW power plant is being set up at Faridabad by the NTPC. The Union Government will bear the expenses of setting up of this plant and the power generated by the plant will be provided to the state only. Mr Satya Narayan Lather, State Minister for Housing and Public Health, announced this here today. He addressed public meetings at Kharainti, Lakhan Majra and Farmana villages in the district. The Minister said the
government had fulfilled most of its pre-poll promises.
He claimed the state would have round-the-clock power
supply by July, 1999. Villagers hold rally ROHTAK, Dec 23 Hundreds of villagers hold a rally here today in response to call given by the Jan Suraksha Manch to demand an inquiry into the alleged abduction and gang-rape of a Dalit girl of Kiloi village on December 12. Speaking at the rally, leaders of various social and non-political organisations expressed concern about atrocities against women. They condemned the role of the authorities and alleged that the matter was not taken seriously. They said the district administration had assured a compensation of Rs 50,000 for the family of the victim and strict action against culprits. |
Body found in drain ROHTAK, Dec 23 The police has recovered the body of a car driver from Dlhera drain near Bahadurgarh town. The driver had been murdered allegedly by two unidentified persons who had taken his vehicle on hire a few days ago. According to police the two had hired the car from Narnaul town on December 16. The driver of the car identified as Rajesh, a resident of Narnaul was murdered and his body was thrown in the drain, a few kilometres from Bahadurgarh town. The police has registered a case under Sections 302 and 201/34 of the IPC. In another incident two residents of Kanondha village were sentenced to 10 years imprisonment and a fine of Rs 5000 each by the court at Jhajjar town. They were convicted in an attempt to murder case and for possessing arms without a licence. The accused Jai

the same village on September 13, 1993. Man arrested for kidnapping ROHTAK, Dec 23 Satish, alias Babla, the main accused in the kidnapping of Madhur Goyal, grandson of the Urban Development Minister, Mr Srikishan Das, has been arrested by the police. Madhur Goyal was kidnapped at gunpoint from near the Sheila bypass on September 16 when he was going in a car to the factory owned by his family. The kidnappers had reportedly tied his hands and feet and thrown him in the fields near Madina village and escaped with the car, some cash and valuables. The SSP, Mr P.K. Aggarwal, said the minister's car had also been recovered. Satish has been remanded in police custody till December 26. While the other accused in the case Rajinder, Sanjay and Rajinder of Kumbha village and Rishi were arrested earlier, Satish had been evading arrest. The police also recovered a .315-bore pistol and two cartridges from Satish's possession. Mr Aggarwal said Satish was also wanted in the murder of Ramesh, his wife Lakshmi, and children Sonu and Mona, committed at Sonepat in September. He was also involved in several cases of looting in Sonepat and Jhajjar districts. |
Residents sore at house tax hike ROHTAK, Dec 23 Residents of the town are sore over hike in house tax by the Municipal Council. It is reported that in certain cases the tax has allegedly been increased up to 35 times. For example, house tax of a widow has been increased from Rs 87.50 to Rs 3062.50 per year. Mr Suresh Munjal,

leader, has called the decision motivated by a local MLA.

within a week. 330 phone poles lying
unclaimed ROHTAK, Dec 23 The district police seems to be puzzled by the mystery behind 330 telephone poles lying unclaimed in the city police station for the past month. These steel poles worth about Rs 1.25 lakh had been recovered by the police from the house of Bhagwan Dass, an employee of the Telecom Department. While the police had booked a case on November 23 and had reportedly taken into custody two employees of the Telecom Department, it is learnt that the police has not been able to make any headway into the case. The accused had got bail from a local court. The Telecom Department has also not come forward to claim the poles. Police officials, when contacted, failed to give any clear reply about the case, saying they were not in a position to give any answer in this regard. The General Manager of the Telecom Department Tarsem Lal said the matter was subjudice. |

here, was arrested in connection with a criminal case
registered against him on the complaint of his wife
yesterday. His wife had alleged that she was beaten with
an iron rod by her husband and her right eye was also
damaged by him. A case under Sections 323, 506 and 120-B
of the IPC has been registered. Bail-jumper held SIRSA, Dec 23 Sharia of Chach Attarsingh Wala village in Punjab was arrested by the police yesterday. The SSP said the accused was released on bail in a criminal case registered against him under Sections 285, 427 and 506, IPC, at the Ellenabad police station. However, the accused absconded and was declared bail- jumper. Meanwhile, the police seized 100 pouches of liquor from Sandeep at Ding Mandi in this district yesterday. It also seized 100 kg of lahan from the possession of Lachhman Singh of Mangala village. In yet another incident, four persons were arrested under the Gambling Act. A sum of Rs 360 was recovered from them. |
Minister announces grants for
villages SIRSA, Dec 23 Mr Kanwal Singh, Development and Panchayat Minister, Haryana, inaugurated a building of the Block Development Office at Odhan village in this district on Monday. The building was constructed at a cost of Rs 8.49 lakh. During his two-days tour the minister addressed about a dozen meetings in the district. He also announced a grant of Rs 1.25 lakh for the construction of a chaupal at Managala village and a grant of Rs 2 .14 lakh for the construction of a building for Primary and Senior Secondary School of Jmal village and Rs 2 lakh for pavements of streets and Rs 1.25 lakh for the construction of a Harijan chaupal at Madhosinghana village and Rs 25,000 for a goushala of the village. He also announced a grant of Rs 2 lakh for Rupavasa village and Barassari in this district. He was accompanied by Pralad Singh, district president of the HVP and many other local leaders, including Jai Singh Kusambi, treasurer of the party and Prem Sharma, member, Haryana and Khadi Board. |
Congress gives memo to Governor FARIDABAD, Dec 23 The City Congress Committee today threatened to launch a non-cooperation movement if the government did not withdraw its alleged anti-people policies. The committee submitted a memorandum to the Governor through the Municipal Corporation Commissioner in this regard. Earlier, Congressmen led by Mr A.C. Chowdhury, a former Minister, sat on a dharna in front of the office of the corporation. The memorandum opposed the move to increase house tax and said taxes worth Rs 2,000 crore, imposed in the wake of prohibition, should now be withdrawn. It also criticised the government for withdrawing the facility of water, electricity and ration card to slum dwellers. |
