His grandmother, Rajinder Kaur, 80, has been in a state of shock ever since he was nabbed. She has been continuously pleading that Sunny is innocent and praying that her grandson comes back soon.

Parks wilt as MCB indifferent

The Municipal Corporation Bathinda (MCB) seems to have been ignoring the responsibility of cleaning and maintaining parks as the whole task has been assigned to the city residents. Though it is the duty of the Municipal Corporation to maintain public parks, gardens or recreation grounds, the ground reality point to an altogether different situation.

Patwari dismissed for embezzlement

Deputy Commissioner, Bathinda, Dr Basant Garg, today dismissed Gurdeep Singh, patwari of Teona Pujarian area. The DC stated that the patwari had been dismissed from services on the basis of the report of the tehsildar of Talwandi Sabo.

Giving information about the case, Dr Basant Garg said the patwari at Kanungo office had been embezzling salaries of other patwaris and kanungos for the last many years.

He used to get cheques of salaries and other bills from the bill clerk and used to draw the same for his own benefit at the State Bank of Patiala branch at Talwandi Sabo, the DC stated adding that the patwari used to prepare a list of employees given salaries from which he deducted money and added to his own salary account thereby increasing his salary on his own.

Dr Garg added that the patwari used to deduct amount from the lump sum salaries of other patwaris resulting in other patwaris getting lesser salaries. During investigation, the tehsildar of Talwandi Sabo stated that the day since when Gurdeep Singh was posted in office of kanugo since 2009, he had opened an account in his son’s (Jaskaran), name at the State Bank of Patiala, Talwandi Sabo branch. Till 2012, Gurdeep Singh had deposited his salary in this account being the najar of Khewat branch.

On the basis of this report of the tehsildar, Talwandi Sabo, the patwari was served a notice mentioning that he had embezzled the salaries of others by depositing it in his own account. However, the patwari did not respond to the notice served.

The DC, Bathinda, then wrote to the ADC (Development) on December 16, 2013, passing directions to conduct an enquiry. In the report, the ADC probed and indicted patwari in the investigation.

Dr Basant Garg added that the patwari was served a copy of the enquiry on June 30, 2014 and was asked to give his clarification within 10 days. However, the patwari did not clarify after he was served a letter on September 22, 2014. He was asked to present his clarification by September 26, 2014, which yet again he failed to do.

He was served one more notice and was asked to appear for personal hearing on October 10. However, due to some reasons, he could not be given a personal hearing and the next date was fixed for October 17, 2014. On this given date, the patwari failed to appear yet again. He was repeatedly called on his mobile phone, which was found switched off.

Dr Basant Garg added that on the basis of investigation report and the documents submitted, it was found that the patwari had agreed to the charges levelled against him. Under the Punjab Civil Services (Punishment and Appeal) Rules 1970 rule 5 sub rule 9, the patwari Gurdeep Singh has been dismissed from his services.

Number of addicts coming for treatment at OPD declines
Govt’s initiative to curb drug supply, nab peddlers yields results

There has been a decline in the number of drug addicts coming to the district hospital in Bathinda for treatment. Even the daily OPD has seen a reduced inflow of addicts coming for treatment.

Earlier, the number of addicts arriving daily for treatment to the district hospital had crossed the 300 mark. A number of patients have been treated to help them kick drugs with the state government making effort to curb the drug supply besides arresting the small and big time smugglers and peddlers, claimed the doctors.

In Bathinda, there are around 14 patients at the de-addiction centre while the arrival of patients at the daily OPD has decreased to nearly 150, half the number that was coming earlier. The figure till September this year suggested that the number of drug addicts arriving at the OPD of the district hospital was over 300.

Now, the number of patients visiting the hospital for de-addiction has come down to less than 150. On Mondays, the number of patient coming for treatment of drug addiction goes up to 200.

Having a capacity of 25 patients, the de-addiction centre at Bathinda was left with only 14 patients. The doctors, however, claimed that many patients have been treated and had left for their home after the treatment.

"Now, the number of patients arriving is not increasing as was the case earlier. The number of patients coming daily is about 100 to 150 while earlier, the figure had crossed 300," said Dr Nidhi Gupta, a psychiatrist at the Bathinda Civil Hospital.

"This has been a result of the government's initiative to curb drug supply and nab the alleged smugglers. With this, a number of patients had renounced drugs and sought treatment from here and at other hospitals," Dr Nidhi Gupta added.

"A number of patients had found a solution to their problem of addiction earlier through medicines meant for the treatment of addicts. However, such patients are not coming to us now as most are willing to renounce drugs. The free availability of treatment gives them a boost to renounce drugs. A large number of youth had renounced drugs after receiving treatment at the Civil Hospital and the de-addiction centre," added Dr Nidhi Gupta.

Data available with the state government about the treatment of drug addicts shows that in Amritsar district, about 4,172 patients have been registered in the OPD of which 225 have been treated as indoor patients.

Similarly, in Bathinda, about 9,841 patients have been recorded at the OPD while 164 patients have been registered as indoor patients (IPD).

In Barnala, 7,269 OPD patients and 13 IPD have been treated. In Fatehgarh Sahib, 2,292 OPD patients and 79 IPD patients were treated while in Faridkot, 1,593 OPD and 95 IPD patients were treated.

The figure for Fazilka was 5,112 for OPD and 130 as IPD. Similarly, in Hoshiarpur, 4,990 OPD and 122 IPD patients were registered while in Jalandhar, as many as 4,355 and 64 IPD patients reported.

In Kapurthala, 2,995 OPD and 58 IPD patients were registered. In Ludhiana, 8,325 OPD and 385 IPD patients were registered while in Mansa, 2,177 OPD and 16 IPD cases were reported.

In Moga, 1,240 patients reported at the OPD and 175 as IPD while the figure in Muktsar was 4,036 as OPD and 78 as IPD.

ASI Kuldip Singh, a resident of Misriwala village in Faridkot district, had come to attend a wedding of his relative on Sunday. The procession (baraat) had come to Bhairupa village from the Sukhewala village in Moga district. In the evening, when the wedding ceremony was about to finish, Lakhvir Singh, from groom’s side, opened a fire from a pistol.

The accused was allegedly under the influence of alcohol which and fired directly at the ASI Kuldip Singh who died on the spot.

SHO, Phul police station, Manjit Singh, said they are investigating into the matter deeply and that they had also registered a case against the accused. The body was also taken to the Civil Hospital, where the postmortem examination was conducted and the body was handed over to family members for the rituals.

It is worth mentioning that taking cue from incidents of casualties, caused by air shooting in social functions, especially during marriages, the district administration here has banned the use of licensed arms and weapons for shooting into the air during social functions in the district. This decision was taken by the distirt administration under Section 144 of the CrPC 1973 for restricting the use of licensed weapons for air shooting in marriages and other social functions.

But firing in the marriages is still going on unabated without any check as after issuing the ban instruction, the administration had failed to keep a check on this. Due to which people hardly people fear of been booked. Many incidents in the past has also been reported.

Woman gets life term for killing husband

The court of Sessions Judge Tejwinder Singh today awarded life imprisonment to a 40-year-old woman for killing her husband. The woman, Baljit Kaur, a resident of Beharwala Kala village was booked in December 2012 for allegedly murdering her husband, Harbans Singh.

In a complaint to the police, Jagveer Singh, a resident of Ghudda, said the deceased was his father-in-law and the accused is his mother-in-law. The woman came to his house on December 13, 2012 to meet her daughter (complainant’s wife).

Jagveer said he is a labourer and his father-in-law accused his wife of being friendly with a person, Gurpreet Singh. The husband, too, followed his wife in Ghudda village where he saw her with one Gurpreet Singh.

The husband raised a hue and cry and asked called her a shameless woman as she was roaming around with an unknown person. During heated arguments, the woman declared her husband as a hurdle between them following which, Gurpreet hit at the woman’s husband with an iron rod.

Residents of the village gathered around the family members after the incident and reported the matter to the police following which a case was registered.

During the course of investigation, it was found that one of the two accused, Gurpreet Singh is a juvenile and was sent to a juvenile home. He was sent to the Juvenile Justice Board for trial with allegations of murder.

The woman was sent to jail and during the period of trial, she pleaded that a lenient view might be taken for awarding the quantum of sentence to her as she is mother of three children, including two unmarried, and she is also suffering from various ailments.

The court, however, observed that since the woman had killed her husband with the help of Gurpreet Singh, she did not deserve any leniency and must undergo life imprisonment along with a fine of Rs 10,000. In case of default of payment, she would further undergo imprisonment for a period of six months.

The house of the suspected terrorist Ramandeep Singh, alias Sunny, in the Telliawala Mohalla in the city, has a deserted look after his arrest. Rajinder Kaur said her son could not commit such an act, as he is a god-fearing person and used to do sewa in gurdwaras and other religious places. The police was falsely implicating her grandson in a fake case. The police sources claimed that Ramandeep Singh, after coming in contact with the terror outfit Babbar Khalsa International, had made his passport in Janaury earlier this year. After receiving the money from the outfit, he went to Bangkok in April on tourist visa and returned back in May.

It is said that during his stay in Bangkok, he got training of making bombs from the ISI agent and he received fincial funding from the terror outfit continuously.

The police have also stated that these terror outfits were contacting youngsters through social networking sites like Facebook and try to lure them by sending money. Even Ramandeep was new in this terror world and was to make join new youngsters in his team.

Earlier, he used to sell mobile sims, so the police have also started investigating his mobile number and social networking site.

Charanjit Kaur, Ramandeep’s relative, said the police officials have also shown his arrest wrongly as he was arrested from the Fauji Chowk on Saturday afternoon, while they have shown that Ramandeep was arrested from the Dhobiana Road on Sunday. She also told that the police officials in civil dress came to his home and took away his passport on Sunday.

We don’t know from where they have shown the explosive recovery.

She also said they were quite worried when Ramandeep did not return home on Saturday and when they went to the police station, the cops did not even inform them. Even on Sunday morning, when they along with colong residents went to the meet the SSP, he told them that he was unaware of any such information and when they met him again, he told them that they would disclose the details at 4 pm in the evening.

Parks wilt as MCB indifferent

The Municipal Corporation Bathinda (MCB) seems to have been ignoring the responsibility of cleaning and maintaining parks as the whole task has been assigned to the city residents.

Though it is the duty of the Municipal Corporation to maintain public parks, gardens or recreation grounds, the ground reality point to an altogether different situation. The residential parks in the city can hardly be treated as parks owing to the poor condition of maintenance and security.

If a few parks in the city are properly maintained, the credit goes to responsible citizens who shell out their own money and time for their maintenance. Parks in the Model Town area are larger in size and if they are properly maintained, they can become the most lovable places of the city.

The Municipal Corporation is not allocating sufficient funds for the salaries of gardeners, who maintain them.

Niranjan Singh, a senior citizen, said, “One part time gardener maintains one park at one time, which is not sufficient due to the larger area. He stays from 8 am to 12:30 noon, which is not sufficient. Two full-time gardeners are required to maintain such a big park.”

He said, “The MC promised to pay gardeners as per the area of the park but they do not stand by their words. They are paying Rs 1,000 to all the gardeners of parks irrespective of the area whereas larger parks require more maintenance cost.” “A part-time gardener takes Rs 2,200, whereas the MC pays only Rs 1,000 and the rest of the Rs 1,200 is paid by the people of the locality,” said Singh.

Except for the walking track, everything seems to be ill-managed and the stagnant water in the overgrown grass can lead to many health problems with dengue on the rise in the city.

A gardener from another park of Model Town, Phase I, said thieves had stolen the motor from the park during the night. Thieves don’t even spare bulbs, he added. A guard is required for the security at night.

An official of the Municipal Corporation, said, “This issue is under their notice and they have also instructed the officials concerned.”

It is worth mentioning that the houses adjacent to parks have occupied areas of some parks. In a majority of the parks, people have broken boundary grills from the back side of their houses to make a clear way for entering the park.

Losing charm of parks is a walk up call for the MC or it won’t be too long before they are turned into ruins.

After a long hiatus from the Punjabi films, Babbu Mann will now be seen in “Baaz” with stars Pooja Verma, Yograj Singh, Sardar Sohi and Mukul Dev. Simerjit Singh has directed the film. The producers of the film are Bobby Garcha, Sukhjinder Singh Bahia, Joginder Singh, Gurpreet Singh and Khushwant Grewal.

Man said the film has tried to portray Punjab police in a positive light, including through the song, ‘Enni vi nahi maadi police Punjab di’ (Punjab police is not so bad).

“I am playing the role of Inderpal Singh Sidhu, an honest police officer. The film gives a social message about the good policemen in the force. Also, being the lyricist of the film, I’ve tried to pen good words about the police according to the theme of the film,” said Mann.

Mann has also composed the music of the film.

Model-turned-Bollywood actor Mukul Dev will be seen playing the bad man. Mukul Dev plays the character of Darbara Singh who works as a social worker but is actually a criminal.

Elaborating on her experience of working in the film, leading lady of the film, Pooja Verma said working with this team was a dream come true and she had a great time working with such creative people.

The action-packed film has been penned by Dheeraj Rattan while the dialogues have been written by Babbu Maan, Rajesh Verma, Surmeet Maavi and Jatinder Lal.

Translation of medical books into Punjabi

Terming the idea of the Punjab Government to translate the medical books into Punjabi and teach medical students in Punjabi, as a retrograde step, Dr Vitull K Gupta, Health and Human Rights Activist and Chairman, Association of Physicians of India (Malwa Branch) has expressed surprise over the project.

Dr Vitull has questioned how translation of medical books into Punjabi is going to make it convenient for Punjab students, especially from rural areas, to understand the concept. “Such an idea exposes the bankruptcy of thought, because to get admission in medical colleges, most of the Class XI exams and all the entrance tests are held in English. How medical books in Punjabi will help students understand the medical concepts when they have already studied those in English.”

“Even if the medical students or nurses learn medical syllabus in Punjabi, how they are going to cope it up with using all the equipment, medicines, medical software and lab investigations expressed in English or presenting their lectures or research work nationally and internationally or write prescription in Punjabi. What about medical students coming to Punjab Medical Colleges on central and NRI category,” added Dr Vittul.

“What will happen when the doctors and nurses trained with the use of Punjabi medical books venture out of Punjab,” said Dr Vitull adding that it is an idea very good on paper expressing love for the Punjabi language, but very childish when it comes to practical use, realising ground realities where majority of teaching institutions in Punjab are teaching English from the primary level.

“Its good to promote Punjabi but there are a number of other ways to promote Punjabi and the government should first overcome its limitations in this regard. If these are considered to be reference books, its good, but the idea is unpleasant when comes on platform of translation and the authorisation of books that is just next to impossible,” added Dr Vitull.

Punjab School Games (U19) Cricket Tournament

On the fourth day of the Punjab School Games (U19) Cricket Tournament, Patiala and Jalandhar entered into the finals today. The District Education Officer (secondary), Dr Amarjit Kaur Kotfatta and Assistant Education Officer (sports) Pavittar Kaur, has organised the events.

The semi final matches started on the grounds of Police Public School today. In a match played between Jalandhar and Bathinda, Jalandhar won the toss and decided to bat. Jalandhar scored 134 runs at the loss of six wickets.. Chasing the target, Bathinda were all out at 102 runs in 14.2 overs.

In the second match was played between Amrisar and Patiala on the grounds of Delhi Public School. Amritsar district beat Patiala.

Now Patiala and Jalandhar will meet in the finals on the grounds of Police Public School.

Principal Karamjit Singh, lecturer Jagdish Kumar, Harmandar Singh Sidhu, Sher Singh, Jasvir Singh Jaggu, Praveen Puri, Radhe Shyam Chanarthal, Kuldeep Singh Bangi, Mandeep Kaur, Dalip Kaur and others worked together to make the event a success.
