Low response for housing scheme due to 5-yr lock-in period: DDA
Tribune News Service

New Delhi, October 19
The five-year lock-in period imposed on the ownership of the Delhi Development Authority (DDA) flats in its flagship Housing Scheme 2014 has led to "not-so-overwhelming" response, said a senior DDA official.

The DDA Housing Scheme 2014, which offers over 25,000 flats across various categories, ranging in price from Rs 7 lakh to Rs 1.2 crore, closed on October 15, by which time 7.5 lakh applications were received.

Although about 17 lakh brochures were sold through DDA counters and the branches of its various empanelled banks, officials ascribed the "lukewarm response" to the scheme to the lock-in period and the nature of flats on offer.

"The total number of applications received so far stands at 8.5 lakh. Some of the bank branches are located in remote and far-flung areas, so the data reached our office late, after the closing date of the scheme," the official said.

"The variation would not be very much now and the figure would hover around 8.5 lakh itself, but the final picture would emerge by Diwali weekend, when we would publish the names of all the successful applicants on our website," she said.

The official said though the number is likely to go up with more data on the way from other far-flung branches, the "variation now will be very minor".

"The primary reason for the not-so-overwhelming response, despite selling so many brochures, could be the five-year lock-in period for the ownership of the flats, which we have introduced for the first time. Besides, most flats are of lower range, one-bedroom types, so it could be another factor," the official said.

The lock-in period mandates a duration of at least five years before the ownership of the flats is handed over to the allottees under the scheme.

This housing scheme was launched on September 1. The last date for application was initially set for October 9 before it was extended till October 15. The housing authority is now gearing up for the draw of lots, the tentative date for it being November 5.

"We will be setting up a dedicated server around the last week of this month which would have load-balancing facilities to avert chances of the website crashing due to heavy traffic. The website had crashed during the launch and the draw of lots at the time of the last scheme
(in 2010); so we are taking all precautionary measures this time," said VS Tomar, Director (Systems) of the DDA.

Zoo authority prepares roadmap for visitors' security
Tribune News Service

New Delhi, October 19
Around a month after a youth was mauled to death by a white tiger in Delhi zoo, the authorities have finalised a roadmap to improve various facilities for visitors and also enhance security, said an official at the zoo.

"Food baskets have already been installed in several deer enclosures. We have also moved logs of wood into the bear and elephant enclosures for the recreation of the animals. Swings made of ropes are being made for chimpanzees and gibbons," said zoo curator Riyaz Khan.

The spine-chilling incident had brought to the fore the gaps in the security at the tiger enclosures as well as the absence of a quick response mechanism at the zoo.

Efforts were made time and again to increase the fencing around animal enclosures, but it could not be implemented due to complaints by the public that it hampered their view of the animals.

Officials at the zoo said the fencing around the white tiger enclosure may be raised to 6-ft from 4-ft and additional security guards would be deployed around it to ensure better security for the visitors.

The other measures planned at the zoo include installation of artificial nests for birds, food baskets for deer and better facilities at some other animal enclosures.

There are plans to install around 200 artificial nests for visiting birds such as house sparrows, owls, parakeets, bulbul, kingfisher and hornbills.

The officials said the latest addition on the premises is a bird house, which has been thrown open to the public. The 500 sq ft enclosure houses spotted munia, black-headed munia, love birds, among others. Made of glass and wire, the "bird haven" provides ample sunlight and space for birds residing on the zoo premises.

The officials said the 69th WAZA Annual Conference and Technical Congress, being hosted by the Central Zoo Authority this year, will be held in the national Capital from November 2 to 6 and Delhi zoo authorities are also making preparations for the event.

The WAZA conference is the largest conservation organisation globally for the zoo and aquarium community.

With the theme of the conference being "Biodiversity Is Us", the delegates will also visit Delhi zoo on one of the days. Spread across 176 acres, Delhi zoo houses 1,351 inmates with 107 different animal and bird species.

Plan of action

* Fencing around the white tiger enclosure may be raised to 6 ft and security guards would be deployed around it

* Installation of artificial nests for birds

* Food baskets for deer

* Swings made of ropes are being made for chimpanzees and gibbons

* Bird house
