Minor raped by Tarn Taran youth
Amritsar, September 19
A 15-year-old girl from Shaheed Bhagat Singh Nagar (Nawanshehar) was allegedly raped by a Tarn Taran youth on the night of September 17. The accused identified as Ranjit Singh, a resident of Naushehra Pannuan village, befriended with her while travelling in a private bus for Amritsar. The police have also booked Ranjit’s aunt Narinder Kaur of Ujagar Nagar, Sultanwind village.

Gang of thieves busted, 3 arrested

Amritsar, September 19
Guru Nanak Dev University has tightened the security arrangements on the university campus after yesterday’s incident in which two groups of students engaged in a scuffle that led to firing. The incident came as a wake-up call for it.

Meanwhile, the accused who fired in the air, Gurbir Singh, and his accomplices, Bika and others, are still out of reach. Nonetheless, the university authorities have now initiated measures like carrying out frisking at the entrance gates and seeking identification proofs from those entering the campus, particularly at the time of events like youth festivals.

Even as no loss of life was reported in yesterday’s incident in which a youth involved in the brawl had fired shots in the air, the instance has raised a question mark over the law and order situation within the university campus.

The situation becomes grim when some special events, especially student-entric, are organised on the campus. During such programmes, there are less restrictions over the outsiders’ entry.

A university official said the restrictions were relaxed during programmes where students were involved directly. Moreover, in youth festivals, students from all affiliated colleges come to take part. On many occasions, they call up their near and dear ones to encourage them.

The GNDU registrar, Dr Sharanjit Singh Dhillon, said fresh directions had been circulated to the security staff.

“The security has been tightened at all entry-exit points. Besides, extra vigil is being kept inside the campus. The security staff has been directed to keep the papers of outsiders’ vehicles and note down the antecedents of the occupants. The students and the other supporting staff accompanying them generally carry heavy bags containing their costumes or instruments.

“We have directed the security staff at the gate to frisk the belongings of those who gain entry to the university. They will have to show their identification at the entrance gate before moving in. Likewise, the driving licence of the driver will be deposited at the gate before letting the vehicle in. Such documents could be collected while exiting the university premises,” said Dhillon.

BSF seizes 3 kg of heroin

Amritsar, September 19
Alert jawans of 50 battalions of the Border Security Force (BSF) today confiscated 3 kg of heroin worth Rs 15 crore in the international market from the Udhar Dhariwal border outpost in the Amritsar sector.

MF Farooqui, DIG, BSF, said the BSF troops, patrolling the area, observed suspicious movements of a villager, who was grazing buffaloes along the barbed fence track on the Indian side of the border. They followed him and found one packet of heroin wrapped in a white cloth, lying in the grass. Further search of the area led to the recovery of two more packets of the contraband, just five metres ahead of the agriculture fields. However, by the time they could reach to him, he had fled from the spot. — TNS

PFC to auction its building on Sept 29

The Punjab Financial Corporation (PFC) has once again decided to hold an auction of its local office after previous attempts failed to attract a suitable buyer.

Its office is spread over 907 sq yards in the posh Ranjit Avenue area. Now, the auction, which has been well advertised in the dailies, including the leading ones in the region, is scheduled to take place on September 29.

Earlier, the PFC had called off the auction of its office in July.

Besides, it is also auctioning 48 properties of defaulters across Punjab.

‘Idiot Boys’ to hit screens on September 26

“Idiot Boys” is a story of two boys, Meet Surmeet and Gaurav Goyal (GG), who are the sons of politicians of two opposite camps. They become friends with a girl, Mahi, in their college and on their way to win her heart, they get swayed in fallacious waves and end up doing idiotic things they would have never done in the first place.

With a routine rom-com premise, the latest Punjabi film to hit screens has fresh stars. Produced by Captab Entertainments & Yash Raj Mittal, directed by Anandd and written by Prof PS Nirola (writer of “Shaheed Udham Singh” & “Wangaar Fame”), the film marks the debut of lead actors Surmeet, Rammi Mittal and Diljott. Anandd, director of the film, a BTech and MBA from BITS, Pilani, left his MNC career to follow his passion of storytelling. Says he, “No film-maker in this world can ensure a commercial hit, but as a team we can say that the audience and the critics, who are looking forward to a good and a fresh story will definitely appreciate our film.”

Surmeet, a motivational speaker-turned-musician-turned actor is playing the character of Meet Surmeet in the film. He believes, “To leave an everlasting impression in everyone’s mind, art is the only medium. When I started honing my singing skills, it was then that I was approached for the film and I was all ready for it.’’

Rammi Mittal, a dreamer from Patiala, who got to live his childhood dream to be a hero with this film, plays the role of Gaurav Goyal (GG). Says he, “I struggled my way to become an actor. My interest in acting developed while giving dance training to children at the age of 12. I got the opportunity to play my character in various flavours. I’m immensely grateful to the director and the producer of the film for considering me suitable for this role.”

Trained from Actor Prepares, Mumbai, and groomed in classical folk and western dance forms, Diljott is playing the character of Mahi, an NRI from Canada. Says she, “It was an enriching experience playing Mahi. I am hopeful it will be pleasure for the audiences to go and watch this beautiful film.”

Prof PS Nirola, the writer of the film, says, “With two Punjabi movies releasing every week, supply is more than the demand. With no formal training in film-making, many producers lose money while paying the distribution cost. Considering all these factors, we have come up with a film that will surely work.” “Idiot Boys” is a story that is the need of the hour. It is different in a way that it motivates women to be headstrong, wise and take the right decisions to overcome unwanted situations.

UGC intervenes in VC, teachers’ tussle

The University Grants Commission (UGC) has intervened to look into the grievances of the teachers of Guru Nanak Dev University (GNDU).

On UGC’s invitation, the teachers’ representatives — GNDU Teachers’ Association president Dr Davinder Singh and secretary Dr Lakhwinder Singh Kang had appeared before the UGC’s three- member committee headed by vice-chairman recently. They apprised the committee about the alleged violations of guidelines stipulated for the teachers’ promotions at GNDU.

Dr Lakhwinder Singh alleged that the V-C, Prof AS Brar, has continued with the arbitrary changes in the dates of promotion eligibility under the Career Advancement Scheme. “The alteration of dates caused loss of seniority and monetary benefits to several teachers. We appeared before the committee on September 10 and provided the committee with documentary evidences that how pick and choose policy was being adopted by the V-C while giving promotions to the teachers. The subjectivity and biased attitude on the part of the V-C is an attempt to jeopardise the UGC’s fair and transparent guidelines.”

It has been clearly mentioned under the UGC notification dated June 30, 2010, that the candidates who fulfil all the requisite criteria, can be considered for promotion from a given date (eligibility date as recommended by the screening committee).

“No where it was mentioned that the chairman or selection committee can alter the eligibility dates on his whims and fancy. Here, in many instances, the chairman of selection committee pushed the promotion dates ahead of the eligibility dates, thereby causing double dent to the teachers in several cases”, he said.

Citing some of the cases, he told that Dr Damanjit Kaur, Department of Chemistry’s due date of promotion was August 12, 2009, but she was promoted on September 20, 2011. Similarly, Dr Jaspal Singh, Department of Law was promoted on September 24, 2011 whereas his promotion was due w.e.f. January 1, 2009.

Two teachers of the Department of Zoology, Dr Anish Dua and Dr Satwinder Kaur, were promoted on August 16, 2011, whereas their promotion dates should have been November 22, 2010 and Ocotber 1, 2009, respectively.

The promotion of Dr Ravi Chand Singh, Department of Physics, was due ton September 21. 2009, yet he was promoted on February 3, 2012.

“Except for Dr Ravi Chand Singh, no other case was recommended for change of eligibility dates. This is gross discrimination which was not accepted. We have put forth our resentment before the UGC members and hope for favrourable response,” he said.

CII sends relief material for J&K flood victims

Continuing its efforts to help out the distressed people in the flood-affected Jammu and Kashmir, Confederation of Indian Industry (CII) today dispatched relief material from here.

CII Amritsar Zonal council is also contributing its bit for the cause. Varinder Singh, president, GS Likhari, vice president, KL Narang, chairman and Sandeep Sethi, general secretary of Amritsar Computer Traders Association (ACTA) handed over a cheque for Rs 50,000 to Gurpreet Singh Munjral, chairman of CII Amritsar Zonal Council towards CII Foundation for the relief and rehabilitation work at Jammu and Kashmir, at the CII office here.

Munjral said, “CII, under the aegis of CII Foundation, has already reached and helped four thousand families and aims to provide immediate relief to five thousand more families in the next few days. The relief material being distributed included essential items such as drinking water, medicines, ready to eat food packets, blankets, family tents, dry rations, water purifiers and baby food.”

“A CII team also met Chief Minister Omar Abdullah yesterday and assured him of CII’s full support to the relief efforts and rehabilitation programme. CII will also work with the Kashmiri youth in order to reach out to various mohallas where no help has reached so far,” he added.

He informed that the CII had set up relief camps-cum-control rooms at Jammu and Srinagar. These camps were playing a key role in better and faster distribution of relief material to the needy and also helping in enhanced coordination with the liaisoning with Army and local authorities, he added.

He said, “As water recedes in some more areas, CII will set up 2-3 more camps in the Valley from Friday onwards. The water has receded by 8 to 10 feet in most of the areas but the lower lying areas are still submerged in around 10 feet of water, which indicates the dire need of massive dewatering operation. The CII has requested its pump manufacturing members to come forward and help in this direction,” he added.

PCMS specialist doctors observe pen-down strike

PCMS (Punjab Civil Medical Services) Specialist Doctors Association today observed a two-hour pen-down strike in favour of their demands. They wore black badges and suspended the work from 11.00 am to 1.00 pm at Guru Nanak Dev Hospital here.

Khushbinder Singh, president of the Amritsar unit of the association, said they had been forced to take the path of agitation due to an ‘indifferent’ attitude of the government towards their demands.

He said they would intensify their agitation by boycotting the emergency services if the government failed to pay heed to their long pending demands.

Their demands include enhancement in higher qualification allowance given to specialist doctors to around 50 per cent of their basic pay.

Dr Khushbinder said it should be given to all the PCMS doctors with post-graduation qualification, irrespective of the date of acquiring the PG degree.

He said the benefit should be extended from the date of acquiring the post-graduation degree instead of June 2012.

The government should also convert NPA into Special Medical Pay, he added.

He said the newly recruited graduate doctors should be given 6,600 grade pay, postgraduate doctors should be given 7,600 grade pay and specialist doctor’s with regular service for 14 years should get Rs 10,000 grade pay.

The association also demanded an increase in conveyance allowance to 15 per cent of the basic pay with immediate effect till the vehicles are provided to them.

They also sought academic allowance, besides granting rural area allowance to the specialist doctors working in rural areas.

Experts deliver lecture on universal peace

The GNDU’s Department of Political science ORGANISED a seminar on ‘Building Nations of Peace: Our Shared Responsibility’ in collaboration with the Universal Peace Federation today.

Dr Chung Sik Yong, chairman of Universal Peace Federation-Asia, and Dr Robert S Kittel, director of Education, were the key speakers on the occasion. Dr Sharanjit Singh Dhillon, Registrar, presided over the function.

Dr Kuldip Singh, coordinator, UGC, Special Assistant Programme (SAP), welcomed the speakers.

In his lecture, Dr Yong said that the Universal Peace Federation (UPF) is the world’s most diverse network of individuals and organisation in the non-government sector, dedicated to building a world of lasting peace.

Dr Robert S Kittel said, “There is a growing realisation across the world that the critical issues like peace and security for all cannot be meaningfully addressed without the active involvement of all.” He said neither the government nor institutions of civil society alone can address these needs as long as each of us bears a shared responsibility.

Dr Dhillon said universal brotherhood should be the motto of everyone for the betterment of humanity. — TNS

Minor raped by Tarn Taran youth

The police have also booked Ranjit’s aunt Narinder Kaur of Ujagar Nagar, Sultanwind village.

A case under Section 376, 342 and 506 of the IPC and under Section 6 of Protection of Children from Sexual Offences Act 2012 has been registered against the culprits. The police have arrested both the culprits.

The victim stated to the police that on September 17, she had a quarrel with her family and left her house. She reached Amritsar during late hours in a private bus in which the accused was also travelling. She had boarded the bus from Jalandhar while the accused took the bus from Jandiala area. She alleged the accused befriended with her during the journey.

After reaching Amritsar, she was looking for room in a hotel but they refused to provide her room as she was alone and did not have any identity proof. Ranjit Singh, who was also accompanying her offered to help her. He took her to his aunt’s house in Sultanwind area. She alleged that during the stay, the culprits threatened her and repeatedly raped her. She, somehow, escaped from their custody and lodged a complaint with the Sultanwind police in this regard.

Arun Sharma, SHO, Sultanwind police station, said immediately after the complaint the police teams swung into action and nabbed Narinder Kaur from her residence while Ranjit Singh was arrested today.

Gang of thieves busted, 3 arrested

With the arrest of three youths, the Amritsar rural police today claimed to have busted a gang of thieves involved in burglaries in various parts of the city.

The police recovered around 230 gm of gold and 80 gm of silver jewellery worth Rs 6.50 lakh from their possession. Among those arrested were Mukhtar Singh, Inderjit Singh and Kashmir Singh, all residents of Gumanpura village. Their fourth accomplice, Jeewan Singh, is at large and raids were being conducted to nab him, said Jasdeep Singh, SSP, Amritsar rural police.

He said the accused had burgled a house belonging to Baldev Singh, a resident of the same village in July. They had decamped with around 320 gm of gold and silver jewellery. The police have till now recovered around 99 gm of gold jewellery and 80 gm of silver jewellery from Mukhtar Singh, 40 gm of gold jewellery from Inderjit and 48 gm from Kashmir Singh. He said more recoveries were likely to be made with the arrest of Jeewan Singh, who is on the run. He said Mukhtar Singh was earlier booked for stealing around 18 ceiling fans from a school.
