PM’s TEacher’s Day speech order for schools New Delhi, September 1 While the Congress questioned constitutional propriety of the move wondering why the PM’s address is compulsory and what he possibly wished to convey to children of Classes I or II, HRD Minister Smriti Irani said no one was thrusting the initiative on any school and state education secretaries had been consulted on the move. “There is no compulsion on anyone. It’s an interactive session between the PM and students. The session is scheduled at 3pm because the PM’s presence is required at the National Teachers’ Awards presentation by the President in the morning. It’s unfortunate that politics is being played on the issue,” Irani said today as the Congress objected to the move saying the PM’s address was sure to have political content. “Use of government machinery for compulsory viewing of PM’s address in schools is nothing, but a political propaganda. This exercise is unheard of in India’s history,” said Congress leader Abhiskeh Manu Singhvi at a time when three states, including Maharashtra, reportedly said they would not make arrangements for the address. “Education is a concurrent subject and states are free to make their choices,” he added. The Congress, meanwhile, listed out cases where ABVP activists were involved in assaults on teachers and female students. In 2003, the then President, APJ Abdul Kalam, had addressed students on the eve of Teacher’s Day. When told that the practice was not new, Singhvi said, “The President is above politics and the government. Moreover, former President Kalam never forced students to hear him.” HRD Ministry sources said the Centre had promised to facilitate states that need help to arrange the event.Meanwhile, CBSE’s circular to 14,000 affiliates mentions the word “guidelines for schools” and does not anywhere say the guidelines are mandatory to follow. Under the head guidelines, it says, “All schools are requested to make arrangements to assemble children on September 5 so that they may view the PM’s address. The PM’s address and Q&A session with children will be from 3 pm to 4.45 pm. A report on the arrangements by the school and the number of students who are likely to be covered may be sent to the CBSE by September 1.” The CBSE also provided a format to schools for reporting back arrangement details. The format seeks the disclosure of the “proposed mode for viewing the PM address”.
