Dehradun, June 29 In his letter, the Chief Minister said the 13th Finance Commission had sanctioned Rs 51 crore for a year for management of forests as per working plan prescriptions. The amount cannot be considered even close to a green bonus, he added. Rawat said the state, that had 64.8 per cent of its area under such forest cover, even faces the challenge of man-animal conflict. He said the state had recently increased ex-gratia payment to victims of man-animal conflict. The rates of payments to owners of agricultural land ventured into by wild animals have been increased up to 10 times the earlier rate, he added. The Chief Minister said the state government banned suo motu the commercial felling of green trees above an altitude of 1,000 metres in the state to protect the environment. “We raised this issue before the Planning Commission at the time of approval of Annual Plan 2012-13 and before National Development Council Meeting held on December 27, 2012,” he pointed out, reiterating that the state certainly deserves a

Bypolls a litmus test for Harish Rawat
Dehradun, June 29 He himself supposedly needs to win the Assembly byelection to enter the state legislature. After a drubbing for the Congress in the Lok Sabha polls, the byelections for the three Assembly segments next month are apparently another litmus test of his political ability. Although the panchayat elections are fought on local issues and political lines are blurred, early results indicate that the main opposition BJP, which swept the Lok Sabha polls by winning all the five Lok Sabha seats in May this year, has failed to repeat its performance. A final picture will emerge after declaration of the results and elections of the Zila Panchayat heads. The results did indicate that the sheen is off the glorious victory of the Narendra Modi-led BJP in the parliamentary elections. Analysts believe that the rising inflation of essential commodities and failure of the Centre to arrest price rise as promised in the high-pitch Lok Sabha poll campaign has largely disappointed people. The byelections for three Assembly segments, Doiwala, Someshwar and Dharchula, will be held on July 21. Two seats, Doiwala and Someshwar Assembly segments, fell vacant following election of Ramesh Pokhriyal Nishank and Ajay Tamta as members of the Lok Sabha from Haridwar and Almora (reserve) seats. Meanwhile, sitting Congress legislator Harish Dhami from Dharchula in Pithoragarh resigned to pave way for Chief Minister Harish Rawat to fight the Assembly bypolls. Rawat, who took over as Chief Minister, replacing Vijay Bahuguna on February 1, is looking to enter the state legislature within six months. He will be fighting the byelection from Dharchula while Hira Singh Bisht, a former Congress Uttarakhand minister, will fight from Doiwala. The Congress now has in its ranks Rekha Arya, a former BJP leader. She has been given the party ticket from Someshwar (reserve) segment. It was believed that victory in at least two segments out of the three would not only be a morale-booster for the Congress but also would stabilise the situation of the state Congress government, which depends on the support of the seven-member Progressive Democratic Front

1,011 gram pradhans elected unopposed
Dehradun, June 29 Out of a total posts of 6,623 gram pradhan in Uttarakhand, the results have been declared for 6,614 posts. Twentyfour posts of gram pradhan A total of 1,011 gram pradhans have already been elected unopposed in the state. For the post of Kshetra panchayat members, out of the total posts of 2,885, results have been declared for 2,851 posts. A total of 169 candidates for various posts of Kshetra panchayat members have already been declared unopposed. For the post of district panchayat members, out of the total posts of 387, results have been declared for 371 posts. A total of three candidates have already been elected unopposed. In Dehradun district, under the chakrata development block for the Sarni Gram panchayat seat, Ganga Devi was elected as the gram pradhan. BJP suffers setback
Dehradun, June 29 As per estimates, only 30 per cent of candidates, supported by the BJP for various posts of panchayats in five districts of Garhwal, managed to win. In the crucial Doiwala development block that forms a part of the Doiwala Assembly seat, the BJP gave a dismal performance. The byelection will take place shortly here. Out of six seats of gram pradhans, the BJP managed to win only two. Even in the neighbouring Raipur Assembly segment, the BJP won only two out of five posts. Factionalism was evidently seen in the region with Haridwar MP Ramesh Pokhriyal Nishank and former Doiwala MLA Trivendra Singh Rawat at loggerheads in the elections. Similarly in the Kumaon division, the BJP did not perform well either. Even in the Someshwar and Dharchula Assembly seats, the Congress performed well in the panchayats falling in these two Assembly segments. However, the sole solace for the BJP came for its leader Munna Singh Chauhan, whose wife won the post of gram pradhan from the Rasoolpur gram panchayat seat. Meanwhile, Dhirendra Pratap has expressed gratitude to people of the state for ensuring a thumping win in the panchayat elections. He said he was hopeful that the Congress would win convincingly from all Assembly seats in the state. He said under the joint leadership of Chief Minister Harish Rawat and state Congress president Kishore Upadhyaya, Uttarakhand would undergo a speedy development. However, the BJP refuted claims of the Congress that it had won panchayat elections easily. BJP leaders asserted that none of the parties contested panchayat polls on party symbols. They said candidates supported by the BJP did exceptionally well in several districts, both in Kumaon and Garhwal divisions.

Pithoragarh, June 29 According to sources, in Someshwar, out of eight Zila Panchayat seat candidates openly supported by the BJP, only two could win while two seats were won by Congress-supported candidates. One seat was won by a UKD (Airy) candidate while three seats were captured by Independent candidates. “BJP could win only Sunoli and Dangikhola seats for Zila Panchayat in Someshwar Assembly area while the rest of the seats had gone to other candidates,” said a Congress source in Almora district. In Dharchula Assembly seat, where the Congress is claiming to win the bypoll overwhelmingly in the name of Chief Minister Harish Rawat, the BJP has won three of the four panchayat seats in Dhachula block alone. “While the Congress won three Zila Panchayat seats out of four in Munsiyari block, its candidates could not win three out of four seats in Dharchula,” said MS Lunthi, district Congress president, Pithoragarh. According to BJP sources, out of eight seats of Zila Panchayat in Dharchula Assembly area which covers two blocks of Dharchula and Munsiyari, it won in Nachni, Sirdang, Ranthi and Metli seats of Zila Panchayat while Payyapauri seat had gone to the Congress. “The people have given us a morale-booster in the Panchayat election. Our demoralised workers have now become confident that we can win Dharchula seat in the forthcoming bypolls,” said Prakash Pant, a senior state BJP leader. |

Haridwar MC passes Rs
50 cr budget
Haridwar, June 29 While a budget of Rs 50.5 crore has been passed by the civic body, an expenditure of Rs 42 crore has been shown. According to mayor Manoj Garg, house tax and licence tax collection is aimed at a 200 per cent increase. It would be ensured that the civic body adheres to the set target, he said. Citing Rs 1.10 crore accrued from house tax in the last financial year, the mayor said this time, it had been targeted at Rs 2 crore. Similarly, licence fees has been upped to Rs 19.50 lakh while the last financial year, Rs 6.25 lakh were collected. Mukhya Nagar Adhikari Vipra Trivedi said owing to fund paucity, efforts were on to ensure taxation, licence fees, hoarding contract and other avenues were explored to the fullest so that development work was undertaken in the civic body periphery. Leader of opposition Upendra Kumar said the civic body should ensure transparency in its working and corruption rooted in the corporation should be eradicated, or the civic body’s expenditure would continue to surpass its income. |

One hurt in brawl over tambola ticket
Mussoorie, June 29 Family members of the injured tourist, angered at inaction by the Mussoorie police in apprehending the accused, sat on dharna on the road near Kulri police chowki today. The police, following the protest, registered a case against Vijay Handa, another tourist from Amritsar accused of being involved in the fistfight under sections 323, 324 and 506 of IPC. According to Mussoorie police, Rajan Kakkar, a tourist, entered into a verbal spat with Vijay Handa, another tourist from Amritsar, over the denial of a tambola ticket to his wife in the hotel they were staying in last night. The verbal spat turned into fistfight, resulting in a head injury for Rajan Kakkar. The injured was rushed to St Mary’s Hospital in Mussoorie. The family members contacted local BJP MLA Ganesh Joshi and sought help in registration of a case against the accused. MLA Mussoorie Ganesh Joshi contacted the SSP city Dehradun and apprised him of the matter, after which, a case was registered against Vijay Handa. He was accused of striking Rajan Kakkar with an empty bottle in the head. The police have started investigations and are on the lookout for the prime accused Vijay Handa. |

Sai devotees take Ganga dip
Haridwar, June 29 The district administration had urged them not to organise the bathe at the sanctum sanctorum of Braham Kund, Har-Ki-Pauri, as a large number of devotees were arriving here daily to have a dip in the Ganga. Under aegis of ‘Sai Kutumbh Samiti’, devotees gathered at Gobind ghat with idols and statues of Shirdi Sai Baba and chanted hymns. Notably, the devotes were protesting the remarks of Shankaracharya Swami Swaroopanand Saraswati that Sai devotees should refrain from worshipping Sai Baba as God and not take Sai Baba idols for a dip in the Ganga. Sai Kutumbh Samiti president Poonam Kapil said since the district administration had not allowed them take a holy dip at Braham Kund, Har-Ki-Pauri, they decided to perform a dip at Gobind ghat. Fear of defeat made CM choose Dharchula: Nishank
Haridwar, July 29 Nishank claimed it was fear of defeat in Doiwala that made CM Harish Rawat choose Dharchula, where a sitting Congress legislator had to resign to pave way for a seat for the CM. In Haridwar today, Nishank said the CM gauged the looming defeat in Doiwala as his wife Renuka Rawat, suffered a major defeat from Doiwala segment in the recent Lok Sabha elections. “There was certainly no need to vacate another seat when Doiwala, which I had left owing to my becoming a parliamentarian, was available for CM Rawat to contest. But he knew that he or any other Congress candidate would be defeated as I (Nishank) represented Doiwala,” claimed Nishank. Predicting victory for BJP candidates from all three election seats in Someshwar, Dharchula and Doiwala, Nishank said apart from the Modi wave, the anti-Congress state government factor too would be crucial in the July 21 bypolls. Refuting claims of factionalism or lobbying going on within the BJP for party ticket for these three Assembly segments, Nishank said it was all media speculation as the party high command would consult the state high command in a day or two to finalise the name of the candidates. Machines seized in crackdown on illegal mining
Dehradun, June 29 “We seized 17 pokland machines, 2 tractor trolleys and 4 JCB machines from different mining sites in Haridwar district,” Deputy Inspector General of police Sanjay Gunjyal, head of Mining Vigilance Force, said. The Mining Vigilance Force has reportedly been getting constant complaints about illegal mining rampant in riverbeds in Haridwar district. The team raided mining sites at Pheruphur, Vishanpur, Kundi, Raipur, Raighati, Shyampur and Meethi Beri areas in Haridwar district. According to the Mining Vigilance Force officials, the contractors and their labourers were busy extracting mining material from the riverbeds illegally when the team raided the sites and they failed to show any permission documents when questioned by officials. The Mining Vigilance Force had raided a few illegal mining sites in Haridwar district previously too and imposed hefty fines on some stone-crushing units apart from seizing heavy machinery. |

Book on Mussoorie birds set for release
Dehradun, June 29 A 2002 batch IAS officer and currently posted as District Magistrate, Bareilly in Uttar Pradesh, Sanjay Kumar is the author of the book, which is a result of Kumar’s hours of toil and patience in Mussoorie, which resulted in the officer noticing a total of 248 bird species. From 2002 to 2004 and from June to August, 2012, he took as many as 20 treks or nature walks, including those through Company Garden, Hathipaon, Lynndale state, Cloud’s end, Everest point, Dhobhighat, Kempty, Oak Grove, Magra and upto Nali Forest Rest House and Dhanolti. A total of 248 bird species were noticed during the project. Of these, 140 species are shown and described in the book. Birds such as woodpeckers, thrushes, tits, minivets, orioles, flycatchers and warblers find mention in the book. The book will be released in Mussoorie tomorrow. |

Pithoragarh, June 29 The party has constituted a committee comprising three ministers for the bypolls. While Finance Minister Indira Hridayesh would be the in charge for the Someshwar seat, Yashpal Arya and Surendra Singh Negi would be responsible for Dharchula and Doiwala seats, respectively. “We have given the responsibility of filing nomination papers of our Dharchula candidate, Harish Rawat, to former MLA Harish Dhami, if Rawat is not present for filing his nomination,” said MD Joshi, a Congress spokesman. Maund fishing fest begins to the beats of drums
Mussoorie, June 29 The festival began with the dumping of several kilos of 'Timru' plant powder used to intoxicate the fish at Maundkot on the rivulet near Mussoorie, today. More than 20 sacks of ‘Timru’ — a plant powder called zanthoxylum alatum — prepared by the villagers from Athjula Patti, was dumped into the Aglar rivulet at Maundkot, seven kilometres upstream in Jaunpur development region of district Tehri
Garhwal, in order to paralyse the fish. Thousands of people wait downstream to catch these fish. However, the villagers had to settle with only 1,000 kg of fish this year, which was almost 30% less than that of previous years, leaving many disappointed. The villagers blamed the delayed monsoon, the use of bleaching powder and passing of current in the rivulet to catch the fish as the main reason for decrease in the number of fish caught this year. Bitto Kavi, a social activist, said despite the penalty imposed by the village panchayats on using bleaching powder and passing current in the rivulet, miscreants continue to use such methods on a daily basis prior to the festival, resulting in a smaller catch this year. Despite the decrease in the number of fishes caught this year, there was no lack of enthusiasm and frenzy in the famous fishing festival of the Garhwal region. Jot Singh, a resident of Nainbagh village, said the festival was unique as it was rooted in tribal traditions dating back to the times of the Maharaja of Tehri. "The villagers gather at the rivulet to see the Maharaja and take the fish home as a blessing," said Rawat. Gambhir Singh Rawat displayed his prized catch and said he was delighted to be a part of the festival that he had been attending since his childhood. Environmentalists have been cautioning from sometime now that the use of 'Timru' accompanied with the use of bleaching powder and passing of electricity current in the river could affect the aquatic biodiversity in Aglar valley and the festival needed to be regulated in an environmental friendly manner. The tourists from Mussoorie heading towards Kempty falls were delighted to be a part of the fishing festival as many witnessed the festival for the first time. Ramprasad, a senior citizen from Khairad village, said due to the uniqueness of the festival, it should be included in the tourism calendar of the state as its popularity among tourists rose each year. |

Book traces saga of Mussoorie, Landour
Mussoorie, June 29 Chief resident commissioner of Uttarakhand, Alok Jain, in his welcome remarks, said it was indeed a pleasure to introduce the co-author of the book that traces the wonderful history of the twin hill stations of Mussoorie and Landour. Jain further said it was important to preserve the look of heritage buildings in Mussoorie. He said the local representatives, along with the citizens of Mussoorie, should work towards developing the town in such a way that it does not lose the charm for which it was known in the past. Noted travel writer from Mussoorie Hugh Gantzer said the book was well researched and described the history of the twin towns right from the days these were established by the British in the early nineteenth century. The towns spelt respite from the heat and dust of the Indian summer on the plains. Co-author Stephanie Spaid Mediema thanked all the people she met during the research period. She said the book takes the reader on a journey through the history of the twin towns, from the late eighteenth century, when Frederick Young, founder of Mussoorie and Landour Cantonment, was born in Ireland, up to India’s independence. Conserving forests
Dehradun, June 29 Timothy G Gregoire, a professor of forest management, School of Forestry at Yale University, said in the United States, the federal and provincial governments encourage conservation through a variety of measures. “Concessions on tax to even individuals, who contribute in forest conservation, are provided in the US,” said Timothy. “The US encourages people to conserve forests and has come out with the concept of tax credit. This facility is a sort of tax concession given to private individuals so that they may conserve their private trees,” he said. He said these individuals enter into an agreement with the government for maintaining forests in their possession and not diverting them for any other activity for which they were given tax concessions. He said apart from forest wealth, the services provided by forests were immense and economist could very well take out the value of forest and its services in a monetary value. Prof Barry Noon from Colorado State University said the US with its 200 million acres of land under forests had a natural Forest Management Act. He said multiple measures were taken in the US to support conservation. “The federal government from time to time allots funds to support local communities involved in forest conservation,” said Prof Noon. “These funds are used in opening schools, hospitals and constructing bridges and other activities in areas where communities are involved in forest conservation,” he added. He said even provincial governments had their own set of initiatives to promote conservation in their respective regions. Welcoming the concept of green bonus, Prof Noon said any measure that promotes conservation must be welcomed. He admitted that if maintaining green cover results in loss of revenue, it was certainly a fit case to be awarded compensation like green bonus. |

Dehradun, June 29 At the third university court meeting held here yesterday, the Governor said there should be a consistent effort to expand the boundaries of knowledge and research so that the university could become an example of quality education. He said new courses should be included to fulfill the social, technical and industrial aspirations of the 21st century. Talking about character building of youth, he said educational institutions had the moral duty to create an environment which would inspire the youth to actively participate The issue of changing the name of the university was discussed at the meeting. All members of the court suggested that instead of changing the name of the university, the campus could be called Maharishi Valmiki campus. The matter of support from the state government in setting up the Sahaspur campus of the university to start the School of Physical Sciences, School of Technology, School of Biological Sciences and School of Design was also discussed. Doon University Vice-Chancellor Prof VK Jain presented the annual report of the university. He gave a detailed information on the courses being run, achievements and future plans. Finance Controller BC Tiwari presented the financial report of the university. Several suggestions were made by various court members to improve the standards of the university. The Governor said as far as their suggestions for increasing the sources of income for the university were concerned, a proposal should be prepared. He said he would make an effort to get financial support from the Centre. Members said besides culture, tourism and foreign languages, the university should also run courses in various Indian languages. It was suggested that Urdu, Hindi and English should also be included by the university in such a way that students could get job opportunities anywhere in the world. The Governor said suggestions of the court members would help the university make its mark nationally and internationally. Workshop on ecosystem
conservation

June 29 Prof Bawa was
addressing the inaugural session of the two-day international workshop
‘Forests of the Western Himalaya: Conservation and Restoration of
Ecosystem Services in a time of Climate Change’ organised by The
Centre for Ecology, Development and Research (CEDAR), and the Yale
School of Forestry, Yale University, USA, at the Forest Research
Institute in Dehradun yesterday. He deliberated upon the tracking of
climate change and referred to the importance of local interventions
being carried out to ameliorate social impacts of climate change. “Local
interventions such as involvement of people in forest restoration,
nature awareness, educational activities and foremost development of
sustainable livelihoods can help contain the impacts of climate change,”
Prof Bawa said. He also focused on the works being carried out by his
organisation, ATREE. He said detailed studies were being carried out on
the processes underlying forest degradation and loss and its
implications on rural livelihoods and enterprise. As many as 71

Talent show at CJM School
Mussoorie, June 29 Smriti Hari, a social worker, and Parveen Satpathi, a scientist from Institute of Technology and Management (ITM), Mussoorie, inaugurated the programme. Students displayed their talent in various categories, including Ad world, western dance, innovative dressing, non-fuel cooking, salad preparation, mehndi, glass painting, gift wrapping, origami, poster, collage, hair styling, pot decoration and t-shirt painting. The time limit for each activity was two hours. Students participated in all activities in large numbers. Dehradun, June 29 A total of seven and five participants were from Delhi and Haryana respectively. The competition featured as many as 13 participants from Uttar Pradesh, 27 from Uttarakhand, three from Punjab and five from Himachal Pradesh. Bhagwad katha for peace to Kedar victims
Haridwar, June 29 A Srimad Bhagwad katha is going on at the Rishikul ground for the past few days for peace to the departed souls and a special ritual is also being performed. The katha, in which a large number of devotees are taking part, is being performed by Pandit Gaurav Krishan Shastri. According to Pandit Shastri, to provide solace to the departed souls, it is imperative to perform rituals on the banks of the Ganga. He said as skeletons were still being spotted in the higher reaches of Garhwal, it was appropriate to perform such a ritual and the Bhagwad katha paves the way for ‘moksha’.
