Hooda regularises staff with 10-year service

On a wooing spree in the election year, Haryana Chief Minister Bhupinder Singh Hooda today announced a one-time measure of regularising employees with 10 years of service, setting a cut-off date of December 31, 2018.

The decision will primarily benefit guest teachers working in government schools of Haryana who have been demanding regularisation.

The Cabinet also gave its nod to increase the quantum of reservation for Backward Classes, Special Backward Classes and Economically Backward Classes in direct recruitment in Class I and II posts besidesgranting employment to dependents of three martyrs of the Army and the police.

Amending its regularisation policy approved at the last Cabinet meeting to “accommodate” 15,000-plus guest teachers recruited in 2005 to tide over the shortfall of teachers in government schools, the Cabinet gave its nod to regularise any employee appointed against a sanctioned post, who has or will complete 10 years of service with a cut-off date of December 31, 2018.

According to the amendment, such an employee will be considered for regularisation, even though original appointment may not have been made through the process of advertisement and interview and subject to satisfactory service record.

The Cabinet cleared an increase in the quantum of reservation for Backward Classes, Special Backward Classes and Economically Backward Classes in direct recruitment in Class I and II posts.

As against the present 10 per cent reservation given to Backward Classes, they will get 15 per cent reservation. While 10 per cent reservation will be given to the Backward Classes (A), 5 per cent reservation will be given to Backward Classes (B) which originally got greater reservation.

Similarly, reservation for Special Backward Classes and Economically Backward Classes has been increased from the existing 4 per cent to 5 per cent. The existing provisions and quantum of reservation for other categories are unchanged.

The Cabinet also approved the proposals to give employment to the dependents of three police and Army martyrs of the state. They are Mr Tejbir Singh, son of late ESI Balwan Singh; Mrs Surena Devi, widow of late Constable Rakesh Kumar; and Mrs Bharti, alias Bhateri, widow of late Subedar Dharmesh Sangwan, member of the Indian Peace Keeping Force.

Police martyrs ESI Balwan Singh and constable Rakesh Kumar had sacrificed their lives while fighting anti-social elements and criminals, Subedar Dharmesh Sangwan had sacrificed his life in Sudan.

The Cabinet also approved the proposal to allot land to Yadav Kalyan Sabha, Jangid Brahmin Pradeshik Sabha, Aggarwal Sabha and Punjabi Sabha at Rewari at 10 per cent of the market rate.
