Istri Jagriti Manch to hold protest

To resent violence against women taking place across the country, the Istri Jagriti Manch has decided to observe June 9 to June 12 as a protest week. State vice-president of the Istri Jagriti Manch, Charanjit Kaur, and general secretary Mandeep Kaur Deol said despite strong laws being made, there has been no visible improvement in the state of women in the country.

Jalandhar, June 6
The timely intervention of the police averted a clash between Shiv Sena (Samajwadi) activists and various sikh outfits on the Jalandhar-Kartarpur highway today. A large posse of the police reached the spot to pacify them.

The incident took place at 12.30 pm when a cavalcade of the Shiv Sena activists was heading towards Amritsar to protest the programmes held to mark the 30th anniversary of the Operation Bluestar. Five vehicles of their cavalcade stopped near the Bidipur railway crossing as more Shiv Sena activists from Ludhiana were to join them.

When leaders of various sikh outfits came to know about their plan, they reached the spot and cornered the Shiv Sena activists. Sources said party president Kamlesh Bhardwaj and district president of the party Narinder Thaper were also in the cavalcade but they had already crossed the spot before members of various sikh outfits reached there . It was only after the police appeased the sikh leaders, the clash was averted and the Shiv Sena activists were allowed to leave.

The sikh leaders brandished swords to dissuade the Shiv Sena activist from reaching Amrtisar, the sources said. Deputy Commissioner of Police (DCP) Naveen Singla said a large posse of the police had reached the spot before any clash between the both sides.

Security outside city gurdwaras beefed up

Following the clash between the task force volunteers of the Shiromani Gurdwara Parbandhak Committee (SGPC) and some radical Sikhs, the cops were deployment outside all gurdwaras in the city. DCP Naveen Singla said they were already on alert and the security near city gurdwaras was beefed up to tackle any kind of urgency.

Even after nine months the district administration has been sitting on a file concerning the 25-member District Grievances Committee. Three Deputy Commissioners have served the district in the past nine months but the file is yet to be sent to the Home Secretary for the final approval.

While the process to clear the names of committee members began during the tenure of DC Shruti Singh, her successor Varun Roojam failed to clear the names. Now, the ball is in the court of Kamal Kishore Yadav.

The new DC, who joined on Tuesday, was apprised of the issue by mediapersons. He has assured to look into the issue. Since then, he is on leave and likely to resume office on Monday.

Officials said the file was not sent for the final nod as political leaders had sent a long list of nominees and were insisting that all of them be accommodated in the panel. While the strength of the committee has to be kept at 25, there is a list of 60 persons recommended by the politicians. The administration has asked the politicians to bring the number of their nominees down a number ot time but all in vain.

While a majority of the districts in the state have already constituted the committee. Earlier, the state government had announced that Industries and Commerce Minister Madan Mohan Mittal would chair the committee. However, no headway has been made so far.

Though the guidelines stipulate that the committee should meet once a month, five years have elapsed since the meeting of the committee took place.

The last meeting was chaired by Deputy Chief Minister Sukhbir Badal after he assumed the charge of the chairman of Jalandhar and Bathinda committees on October 23, 2009. Prior to him, Capt Kanwaljit Singh was the chairman of the committee.

The list of other members on the panel includes DC, SSP, MC Commissioner and the Assistant Commissioner (Grievances). The other members of the committee will be from among freedom fighters, ex-servicemen, OBC, SC, woman wing, youth wing, Bazigar or Rai Sikh, Muslim, Christian, a representative of an NGO, business or agricultural community, an activist of the Bhartiya Kisan Union, an NRI, Balmiki or Mazhbi Sikh and an opinion leader picked by the DC.

Meeting of MC Finance, Contracts Committee on Tuesday
Projects worth Rs 580 crore planned under JNNURM

The Mayor will hold a meeting of the MC Finance and Contracts Committee on Tuesday. A copy of the meeting agenda was released this evening. Keeping in view the shortage of water and the heatwave, the installation of tubewells is one of the main points included in the 52-page agenda.

The areas to be covered under the agenda are Preet Nagar, Muftian Mohalla, Khodian Mohalla, Post and Telegraph Colony, Kishanpura and Malkan Mohalla.

Tenders for mix seal work for road recarpeting in the areas, including Mota Singh Nagar, Gur Mandi, road backside Sai Dass School, road from Press Club to Railway Station, Link Road, Abadpura, Beant Nagar, New Model Town, Mithu Basti and Khurla Kingra are also included in the agenda .

DPR for 12 projects

The most important points in the agenda are the making of detailed project report (DPRs) for 12 projects to be executed at a cost of Rs 580 crore under the Jawaharlal Nehru National Urban Renewal Mission-II. The agenda includes a Rs 120 crore proposal for the construction of an elevated road on Bhagwan Mahavir Marg from Apeejay College to Dr BR Ambedkar Chowk and Major Raman Dada Chowk to HMV College. There is a plan to construct six railway overbridges at a cost of Rs 50 crore.

An amount of Rs 5 crore has been earmarked for foot overbridges near Lyallpur Khalsa College for Women, Apeejay College, Dhobi Ghat on Bhagwan Mahavir Marg and Maqsudan Sabzi Mandi.

Another grant is being sought for a subway under Chick Chick Chowk, which will be constructed at a cost of Rs 30 crore. There is a proposal to construct a multi-level parking in front of Hotel Raddison to Sehdev Market at a cost of Rs 30 crore. Meanwhile, Rs 30 crore has been sought for another multi-level parking-cum-shopping complex at Model Town near Niku Park. The MC is also planning to upgrade streetlights at a cost of Rs 20 crore.

The MC has called for the expression of interest for the making of DPRs. Four companies have come forward for this so far. The bid of M/s Infra Endeavours Pvt Ltd, Panchkula, was found to be the lowest for the construction of road infrastructure. The same company is likely to be roped in for ROB, RUB and flyover projects. M/s Feedback Infra Pvt Ltd Gurgaon has been chosen for water supply and sewage works besides solid waste management and storm water sewage work.

Digitisation of property tax data

The data concerning property tax received through self-assessment is yet to be digitised for which the Jalandhar MC is mulling to rope in Grabware Solutions Pvt Ltd on a Rs 6.35 lakh contract. The same company was given a contract of Rs 7.2 lakh for preparing a software and collection of the tax at eight zones

Addicts make a beeline to de-addiction centres

Following the election debacle and mounting pressure from the BJP, the state government has affected a crackdown on drug peddlers and some big fish who eluded the police for years. Many chemists and drug suppliers are on the run while the lack of drugs has forced the addicts to visit various de-addiction centres in the city.

In the past three months, at least 5,000 addicts have visited the de-addiction centre of the local Civil Hospital (being run at the ESI Hospital) and the psychiatrist/OST centre. This number doesn't include a large number of addicts who visited various other de-addiction centres, psychiatrists or even quacks in the city.

While 3,000 addicts have been registered at the de-addiction centre of ESI Hospital in the past three months, about 2,000 have registered with the OST centre and the psychiatrist at the Civil Hospital.

Meanwhile, the doors of the de-addiction centre at ESI Hospital have been locked as more drug addicts are trying to run away. At the OST centre, women staff said the rise in the number of patients had raised security concerns. "The patients bring weapons and fight with us," the said.

Meanwhile, relatives of drug addicts are suffering the most. During a visit to the psychiatrist at the Civil Hospital, parents of a patient requested the doctor, "Our son doesn't listen to us. He will not come to the hospital. Give him an injection, which makes him rest at home so that he doesn't steal or fight with us."

Dr Sanjay Khanna, a psychiatrist at the Civil Hospital, said, "Almost 80 patients visit me everyday. I have received about 3,600 patients in the past four months and out of my total OPD, at least 40 per cent are addicts. In the past three months, the number of drug addicts visiting the hospital has greatly increased due to the non-availability of drugs. Though it is safe to say that there are over 8,000 addicts in the city, the number is constantly rising."

Dr Nirdosh Goyal, Assistant Professor, Amritsar Medical College, and in-charge of the de-addiction centre, said, "Some infectious means are being used by drug addicts to satisfy their urge. While the consumption of heroin is at an all time high, addicts use makeshift syringes to inject the liquid form of heroin. These syringes are not sterilised and cause different types of infection, resulting in a number of diseases."

Dr Aman Sood, a senior resident doctor at the Jalandhar de-addiction centre, said, "We have received about 3,000 patients in the past three months. About 10 per cent of the addicts are suffering from hepatitis C and B. Five to seven per cent of the drug addicts were HIV positive and about three to five per cent had TB. The situation is alarming."

Interestingly, doctors added that one of the major problems for patients was the unavailability of drugs. "Chemists don't want to sell controversial drugs. Opioid substituion therapy requires substitute drugs. Since these substitutes are unavailable or withheld by medical stores, patients are suffering."

Punjab Roadways staff protest outside transport authority office

Condemning a preferential treatment being extended to private transporters in timetable, members of the Joint Action Committee of the Punjab Roadways Jalandhar-I and II protested outside the office of the Secretary Regional Transport Authority today.

The roadways employees said," We got a new timetable for the Jalandhar-Jammu route on June 4 evening. Since we were not taken into confidence and the time of the Punjab Roadways buses has been reduced by 30 minutes to adjust more private players, we have decided not to follow it."

While the agitators continued their protest, they demanded that the Secretary, RTA, Gurmeet Singh, be called. Since the PCS officer also holds the charge of the Joint Commissioner, Municipal Corporation, he was asked by the staff to reach the DC office complex to hear their grievances.

The agitation ended after the RTA called the protesters to his room and assured them that the timetable would be revised as per their demand. They were called in and asked to point out the anomalies. They alleged that 17 buses running without permits had been adjusted in the timetable.

Gurmeet Singh said he would make a fresh timetable for all routes by June 25 besides ensuring that only the buses having permits were included in the timetable. He said the representatives of Punjab Roadways would be consulted during the revision of the time table.

Badaun rape case
Cong holds candlelight march

Congress workers carried out a candlelight march against the rape of two sisters in Badaun of Uttar Pradesh. The accused in the case had hanged the girls after raping them.

The candlelight march was led by senior Congress leader Chaudhary Jagjit Singh. Chaudhary Santokh Singh said it was a dastardly act and the accused should be given stern punishment.

Other Congress leaders said the killing of the girls after their rape indicated the breakdown of the law and order machinery in UP. They demanded that stern measures be taken in the case.

Istri Jagriti Manch to hold protest

To resent violence against women taking place across the country, the Istri Jagriti Manch has decided to observe June 9 to June 12 as a protest week. State vice-president of the Istri Jagriti Manch, Charanjit Kaur, and general secretary Mandeep Kaur Deol said despite strong laws being made, there has been no visible improvement in the state of women in the country. They said the acts of violence of women are rather increasing.

Activists of the manch will be holding week-long protests in various districts of the state turn by turn for a week. Citing the incidents that have caused angst among them, the women said the cruel murder of two sisters after their rape, the attempt to harass a female judge in Aligarh, the incident wherein a girl was fed acid after her rape, are all in-the-face signs of the widespread increase in disrespect and cruelty towards women.

Activists of the manch also said that violence during riots, domestic violence, and sexual violence were various manifestations of the patriarchal mindset of the society at large. They said the lack of implementation of laws and the following insulting statements by various politicians only added to the scenario.

Leaders said they would protest against violence against women in various districts continuously for one week starting June 9. They gave a call to women to participate in this protest in huge numbers. — TNS

One killed in road mishap

One person was killed in a head-on collision between a Bolero and Innova car. The deceased has been identified as Sheikh Chouhan. He worked as collection agent for a wine contractor.

The police said the accident took place when the victim was going towards a the wine shops in Jandiala. The victim sustained serious injuries and was rushed to the nearby private hospital where he succumbed to his injuries.

Youth organisation PAHAL, in collaboration with the Forest Department, Jalandhar, and IMI, Bindupur, observed World Environment Day by organising a tree plantation drive and discussing current environment issues.

Acasia, jattropha and Indian beech were planted. Prof Lakhbir Singh, president of PAHAL, talked about the theme of the day, “Raise Your Voice Not the Sea Level”, making students aware of global warming and vehicular pollution. RJ Sandy from Big FM asked questioned the students on environment issues. Engineer BS Bhulana talked about medicinal properties of streodona (odomos tree), andrographis paniculata and stevia. FRO LS Malhi gave information regarding the forest policy and distributed free plants among farmers. The function was presided over by Veena Jain, MD, IMI, Bindupur.

Summer camp

Law students of St Soldier Law College topped for the third time in GNDU LLB (third year) and fifth semester (integrated course) results and creates a history. Harneet (73 per cent) and Anjali Chauhan (78.2 per cent) got fist positions in the university. Amanpreet Kaur of LLB (third semester) got third position by securing 71 per cent marks. Chairman Anil Chopra congratulate the students and the staff for their success.
