4 new Suwidha Centres to come up
Rachna Khaira Tribune News Service
Jalandhar, May 14 The forms thus sold will add to the income of the society, which has been reeling under a financial crunch. To add more revenue at the division level, the administration has also decided to set up four new Suwidha Centres in the city. While confirming this, Deputy Commissioner Varun Roojam said the DRCS was undergoing a weak financial phase. “The society has not received any funds since 2009. It is running on meagre donations. So, to provide support for its revival, we have decided to set up DRCS counters at all the Suwidha Centres running at the three sub-division levels that will sell PUS forms and the income generated will be utilised on various projects running under DRCS,” said Roojam. He said with the administration tightening its noose around people selling forms illegally at various facilitation centres, a rise in revenue has been recorded in the past few months. “We can now divert some funds to the DRCS that is breathing for its revival since long,” said Roojam. He added that since the people coming from Pathankot intersection, Tower Enclave and Kapurthala Road had to cover a distance of almost 20 km to reach the Suwidha Centre, the administration had decided to open four new centres in various parts of the city. At present, all the tendering process, including the printing of PUS forms, is being taken care of by the Operations and Maintenance (O&M) Society of the district administration. Last year, the contract for these forms was given to a private contractor for Rs 13.5 lakh. However, this year, to raise the revenue, the administration has decided to take the reins in its own hands. While the printing and sale of forms at the headquarter-level has already been given to Sukhmani Society that is presently running the Suwidha Centre in the city, the sale of forms at the sub-division level with a daily earning of around 0.30 lakh has now been given to the DRCS, to support it financially. Jalandhar Tribune in one of its recent reports highlighted the DRCS’s poor financial condition. Most of the projects running under the society such as Prayaas School for intellectually challenged children, Deaf and Dumb School, Senior Citizens Home etc were all found to be running in a pathetic condition while fighting with the shortage of staff and lack of funds. |
DC loses appeal in RTI case, pays Rs 1,000 as compensation
Jalandhar, May 14 Advocate Arvind Sharda had lodged a complaint in June 2010 before the forum claiming that he had sought some information regarding noise pollution from the DC office on October 3, 2009, by paying Rs 10 by way of two postal orders of the denomination of Rs 5 each through speed post. He had alleged that he was not given any information even after eight months and being a consumer, he must be compensated. The forum had then decided in favour of the lawyer and announced Rs 1,000 as compensation. The then Deputy Commissioner had twice filed an appeal against the decision before the State Consumer Disputes Redressal Commission, which was dismissed. The lawyer said a month after he had moved an application for the execution of the order, the incumbent Deputy Commissioner got the amount deposited with the forum, which he finally received today. In his complaint at that time, Sharda had said, “Even as the information sought was to be provided to the plaintiff within 30 days, he got an acknowledgement of the same on October 23, 2009 and a letter later on November 23, 2009, that the reply would reach him shortly. Despite a lapse of more than eight months, the required information has not been provided.” Sharda had earlier complained to the DC on August 3, 2009, that there was a blatant violation of rules laid down in the Noise Pollution (Regulation and Controlled) Rules 2000. He had said there were no distinctive display signs depicting the area to be silence zone, especially around the Judicial Courts Complex. He had asked two questions through his RTI application, “When was my complaint received by the PGO, dated August 6, 2009 and forwarded to the steno on August 7, 2009, actually presented to the DC-cum-District Magistrate and what action has been taken on the above mentioned complaint?” The then DC through his lawyer had claimed that the complainant should have instead gone to the Commissioner, Jalandhar Division or the State Information Commissioner for the appeal and that the RTI Act applicant had no right to appeal before the consumer forum. The forum, presided over by Darshan Singh and member Jyotsna Thatai, had said, “The complaint is maintainable. The forum has the jurisdiction to hear and decide the case. The act of the opposition party amounts to deficiency in service. He is directed to pay Rs 1,000 as compensation within a period of 30 days from the receipt of the copy. |
MC staff stage protest against environmentalist
Jalandhar, May 14 Gaurav Jain said he was out of home for work when employees of the Nakodar Municipal Council staged a protest which later turned violent as they tried to trespass by climbing on to the gate. “I have been working for the betterment of the town for the past 15 years and have raised issues relating to cleanliness before the Punjab and Haryana High Court and the National Green Tribunal," he said while explaining the reason behind the agitation. He said he had filed a case before the National Green Tribunal. Following this, the bench announced a penalty of Rs 1 lakh per day to be paid by the Executive Officer of the Municipal Council from his own pocket, if he fails to keep the roads clean in the coming days. The Tribunal also asked the Rural SSP, Jalandhar, to ensure the implementation of the order and be present before the Tribunal on February 20. Apart from this, the chairman of the the NGT, Justice Swatanter Kumar asked for presentation of photographs as proof if the problem was still rampant. “By organising such protests, the MC officials want to put pressure on me not to pursue the case any longer. I have filed a complaint with the local police," he added. When contacted, Nakodar Deputy Superintendent of Police Kulwinder Singh said after receiving a complaint, the police immediately took action. The protesters were class IV employees of the local Municipal Council. “Our officers have been there on the spot. We asked Gaurav Jain if he needs security but he refused," Singh added. When asked whether an FIR has been registered, he said the issue was not so big as to register an FIR. |
UAE Exchange launches domestic money transfer service
Jalandhar, May 14 Zonal head of the service, Atul Aswal, said person to person money transfer allowed customers to send or receive money across India round the clock. City witnesses 10 suicides in two weeks
Jalandhar, May 14 A resident of Friends Colony, Inderjit Singh, was reportedly suffering from some kidney and liver ailment and was under depression as he could not get relief from the disease. He left home at 8 am for a walk but reportedly went to the railway track and committed suicide. The deceased, who has two sons who run a wholesale business in Maqsudan Sabzi Mandi, was otherwise said to be well off and had no financial problems. Investigating officer, GRP, Rajinder Kumar said inquest proceedings had been started under Section 174 of the CrPC. Six jump before trains, four hang themselves
There have been at least 10 incidents of suicide committed by the residents in the last two weeks. As many as six persons ended their lives by jumping before trains while four died by hanging themselves from a ceiling fan in separate incidents. Two persons had committed suicide yesterday. A 20-year-old youth, Gursewak Singh, reportedly committed suicide by jumping before a train near the Cantonment railway station last evening. A 50-year-old man, Tilakraj, had also committed suicide last morning after hanging himself from a ceiling at his residence in Rama Mandi. As many as three suicides were reported in the city on May 7 in which an industrialist, Chander Mohan Arora, a staff member of district and sessions court, Raju and an elderly person, Devraj, were found lying dead on the tracks. The suicide committed by Pardeep Kaur on May 3 had rocked the city as she had left behind a suicide note blaming her uncle for sexually harassing her since childhood. Her uncle, a police officer, and her aunt, are behind bars after the case. Reasons vary
All the persons who committed suicides had varying problems ranging from love affair, sexual harassment, marital disputes of daughter, problem with business partners and physical ailment. Most of them were from well-off families, including Pardeep Kaur of Green Avenue, Chander Mohan Arora from Kailash Nagar and Inderjit Singh from Friends Colony, who died today. Family regrets police inaction
The sons of the deceased industrialist, Chander Mohan Arora, Sahil and Sagar today interacted with the media at their residence. They raised their voice over the alleged police inaction. Despite a suicide note left by the deceased, the GRP had registered a case of abetment to suicide under Section 306 of the IPC three days after the incident against Yograj Puri, Neeraj Puri, Davinder, Naresh Sharda, Ramesh Sharda, Harish Verma, Sudesh Sharda and Rajesh Verma. While the police have been claiming that the accused are still at large, the victim’s family has alleged that the accused were being allowed to go scot-free. The Puris are property dealers, whose names had figured in the DAV University land purchase deal. Sahil said it was his father who had helped the university officials purchase the land. He alleged that even as the suicide note (a copy of which was circulated in the media) mentioned addresses and phone numbers of some of the accused, the police took a lot of time in taking action on them, which helped them escape. He added that the note had even mentioned the names of witnesses in front of whom the financial deals was struck. Alleging that it was more of a murder than a suicide, he said his father could even have been dragged to the tracks as Rs 3.5 crore was due from the accused in various property deals. SHO, GRP, Davinder Singh Randhawa, said, “Raids are being conducted by our team at the residences of the accused. We learnt that two of the accused have applied for bail but we are going to contest it asking for rejection." |
Row over new Gymkhana Club rules
Jalandhar, May 14 “What would he achieve by this? He can formulate new rules and can also order the screening of members but he cannot cancel any membership as the jurisdiction of this lies only with the EC,” declared Daljit Singh Chabra, Secretary, Gymkhana Club. While revealing this he has also accepted the fact that many relaxations in terms of minimum qualification of being graduate, financial burden up to 50 per cent have been given to various members by SR Ladhar, former president of the club. “The power to relax certain eligibility condition lies with the club president who can relax any rules to grant a membership. Many people in the last 10 years have been given various relaxations by the former club presidents. Now, by constituting a committee, the incumbent club president cannot revoke any membership at his own will. He has to send the report to the EC and only after the mutual consent of all the EC members, a membership can be revoked,” said Chabra. However, when contacted, R Venkataratnam, the club president, informed that the unnecessary relaxations given to various members in the past has spoiled the decorum of the club. “The club was known for being elite as it used to comprise of the senior-most bureaucrats of the region and the elite class of society. But due to these relaxations, the decorum of one of the most elite club in the city has gone for a toss. Nowadays, many ineligible people have also found their ways to the club and are now destroying its ambience,” said Venkataratnam. While calling it a serious concern, he informed that recently many new ultra-modern facilities like the fully-equipped gym and the bar has been introduced in the club which are getting spoiled by these miscreants. “Recently, Sherry Maan and Gippy Grewal had to leave the stage in between following misbehaviour by some of the members. Also, on the day of the inauguration, one of the seats at the bar was found to be torn by some miscreants. Being the club president, it is my duty to maintain the standards of the club,” said Venkataratnam. He said following this, he has ordered the formulation of the election and membership rules for the club that would bring things back in place. |
With results near, social media abuzz with LS poll talk
Jalandhar, May 14 The analysis is being done with humour and criticism with pictures of political leaders standing on the victory stand and cartoons of candidates from various constituencies, showing them running towards the finishing line in an athletic event. The most common issue doing the rounds is the effect of the poll outcome between the alliance partners in the state-SAD and BJP. The BJP leaders who are riding high on Modi wave and are expecting good results in favour of the party have already started demanding snapping of ties with the alliance partner. A section of the BJP leaders have also started asking if AAP, which originated just a year back, could contest independently from across the country on nearly 450 seats, then why can't the BJP which is an old national party. Discussions are also being held over the fact that BJP leader Arun Jaitley who contested from Amritsar has got a negative feedback about the alliance partner from the state and is likely to take up the matter at the appropriate forum. WhatsApp messages evoking the sentiment in the form of a bhog card printed by the party’s prime ministerial candidate Narendra Modi and Arun Jaitley is already doing the rounds. Much is being said about the exit poll results which have perhaps caught the fancy of none. A journalist wrote on his Facebook wall, “Though it can be called a sin for a journalist not to watch exit polls, I committed it last evening and blissfully stayed away from listening to a lot of crap. Just looked at the tables in the morning. I and a few journo friends did not come across these exit pollwalas though we moved around in urban and rural areas and saw several polling booths. They may be working outside a few polling booths which we did not visit. Did any journalist friend see these fellows on that day?” A reply came that the surveys are done in studios equipped with 3-D technologies. Another FB post reads, “Exit poll results for Punjab: Height of stupidity as channels giving 5 to 9 to one party, 4 to 6 to another and 1 to 4 for the third. What is this?” A reply to the user reads, “It is wastage of time to see exit poll. The actual results will show the public mind. So many problems in India and so many factors there.” Finally, a user associated with the Congress party concludes, “Whatever the results and whosoever forms the government at the Centre, the bitter confrontation during the electoral battle must make way for conciliation and cooperation between the government and the opposition without any prejudices. After all, everybody is part of the same political system.” Fact file
